How to Check Whether a Proposed Development Will Change Your Property Taxes

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A proposed development does not automatically raise your property taxes. To find out whether it could, separate four questions: what the planning authority has actually approved; whether that action creates a reassessment event or changes evidence of your property’s market value; what assessed value your assessor has placed on your parcel; and what tax rates each taxing district is charging. A higher assessment can increase a bill even if rates fall, while higher rates can increase a bill without any change to your assessment.

Start with the four links between a project and your bill

Property-tax changes are often blamed on a nearby apartment building, subdivision, warehouse or rezoning, but a proposal is only one fact in a chain. The chain is complete only when a legally relevant project action affects valuation or public levies and those changes appear in the tax system.

Input Who controls it How it can affect you What to verify
Project approval and conditions Planning or zoning authority Establishes what may legally be built, not your tax amount Case number, decision, site plan, density, use, variances and conditions
Assessed value of your parcel County or local assessor Forms the value side of the tax calculation Valuation date, property characteristics, classification, exemptions and evidence
Tax rates and levies County, township, city, school and special districts Apply to assessed value and can change independently of it Current and proposed rates or levies for every district serving your parcel
Your tax bill Tax collector or auditor-controller, depending on the jurisdiction Shows the combined result Line items, due dates, credits and exemptions

Illinois Department of Revenue puts the distinction plainly: when you appeal, you appeal the assessed value, not the tax bill. The bill is produced by applying rates from multiple taxing districts to the relevant value. That distinction should guide every call, document request and appeal.

1. Identify the exact development in official records

Do not investigate a rumor or a news headline. Find the planning or zoning case tied to a particular parcel and proposal. A project can change substantially between an announcement, an application, a recommendation and a final approval.

Search the planning and zoning portal

Use the city or county planning department’s public portal. Search by street address, parcel number, applicant name, case number and hearing date. Download the complete record that is available, including:

  • Application and applicant details
  • Parcel or assessor identification numbers
  • Site plan, elevations, subdivision map and proposed use
  • Unit count, floor area, building height and density
  • Requested variances, rezoning language and conditions
  • Traffic, drainage, environmental or infrastructure documents
  • Staff report, recommendation, decision and signed conditions
  • Public-notice records, hearing dates and appeal deadlines

Fairfax County’s official zoning-appeal procedure illustrates the level of detail that can matter: a record may include the challenged decision, dates, grounds, plats, plans, drawings, charts and other supporting data. Public notice is posted before a hearing. Those documents are more reliable than a generalized description such as “a large development is coming.”

Classify the project’s stage

Stage What it establishes Tax significance
Rumor or concept No verified legal proposal Insufficient evidence to ask for a project-specific valuation decision
Application filed Requested use and plans exist, but may change Useful for monitoring; usually not proof of a reassessment event
Staff recommendation or hearing Government analysis and public testimony are recorded Reveals likely use, scale and conditions; approval is not yet final
Final approval with conditions Legally authorized plan, subject to permits and conditions Ask the assessor whether the action fits a local reassessment rule
Construction, completion or sale Physical or ownership change may occur These facts can be legally significant in jurisdictions that reassess for new construction, ownership or completion

Save the case number and parcel numbers. Give them to the assessor so the question is about one identifiable project rather than a neighborhood theory.

2. Ask whether a legal reassessment event exists

A nearby project is not, by itself, a universal trigger for reassessing every surrounding property. Reassessment rules are local or state-specific, and the same project can have different consequences in different jurisdictions.

Common events to ask about

Ask the assessor whether the project or its effects fit a recognized event such as:

  • New construction or completion of an improvement
  • Change of ownership or a later sale
  • Supplemental assessment
  • Roll-change assessment
  • Escape assessment for previously omitted value
  • Calamity assessment
  • A scheduled jurisdiction-wide or area revaluation

Marin County identifies regular, supplemental, roll-change, escape and calamity assessments as distinct categories. The list is a useful prompt, not a national rule. Your assessor may use different labels, deadlines or triggers.

Separate your parcel from the development parcel

Construction on the developer’s parcel may be assessed to that parcel. It does not automatically transfer the same value to your home. Your property could be affected indirectly if the project changes market evidence, access, views, traffic, noise, flooding risk or other characteristics that a valuation model or comparable-sales analysis considers. Whether those effects are recognized, and when, depends on local assessment law and the evidence available on the valuation date.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Ask for the timing rule

Use a written question: “For parcel [your parcel number], does this project create a reassessment event now, at permit or completion, on a change of ownership, at the next revaluation, or not at all? If a value change is possible, what notice will be issued and on what date?” Do not assume that an approved plan, building permit, certificate of occupancy or completed sale has the same legal effect in every jurisdiction.

3. Obtain your current assessment record

Before arguing that taxes will rise, establish the value and facts currently used for your parcel. Have your assessor’s parcel number and latest tax bill available.

Request these records

  • Current assessed or taxable value and the separate land and improvement amounts, if shown
  • Valuation date and assessment year
  • Property characteristics: lot size, living area, age, condition, bedrooms, bathrooms, outbuildings and improvements
  • Property classification and any exemption, abatement or limitation
  • Comparable sales, income analysis, cost data or other valuation evidence relied upon
  • Pending notices, supplemental assessments or roll changes

San Diego County describes the assessor as the official who sets value, while the auditor-controller calculates the bill. That division is common enough to check for in your own jurisdiction: the office that can explain valuation may not be the office that issues or collects the bill.

Check factual errors before debating market impact

Measure your home and review the record for an incorrect finished area, room count, lot size, condition, improvement, classification or exemption. A factual correction is different from a market-value appeal. Correcting an error can be more direct than trying to prove that a development has changed neighborhood market conditions.

4. Check tax rates and levies as a separate investigation

Your bill can change even when your assessed value does not. County, township, municipal, school and special districts adopt budgets, levies and rates on their own schedules. A development may increase demand for roads, schools, water, fire protection or other services, but the resulting financing decision is a levy question, not automatically an assessment question.

Build a district list for your parcel

  1. Read every line on the latest tax bill and identify each taxing district.
  2. Ask the treasurer, auditor or district clerk where current and proposed levies or rates are published.
  3. Record the rate or levy, effective year, referendum or budget action and any expiration date.
  4. Compare the proposed figures with the prior year; do not compare only the total bill.

The reverse is also possible: an assessment can increase while a rate falls, leaving the total bill unchanged or lower. Because the two inputs move independently, a statement that a project will “raise taxes” is incomplete unless it identifies which input is expected to change.

5. Get a written answer from the assessor

A phone conversation can be useful, but a written response gives you a record of the question, the project and the applicable assessment year.

Include the information that lets staff answer

  • Your name, parcel number, property address and assessment year
  • Project case number, developer or applicant and affected parcel numbers
  • Link or copy of the final plan, decision or staff report you are relying on
  • The project’s stage: application, approval, construction, completion or sale
  • A request to identify any reassessment event, valuation date and notice requirement
  • A request for the evidence used if the project is considered in your value
  • A request for the correct informal-review and formal-appeal deadlines

Ask the planning department a parallel question: “What has actually been approved, what remains discretionary, and what conditions must be met?” Planning staff can explain land-use status; the assessor must explain valuation treatment. Neither office can substitute for the other.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Understand development fees and off-site work

Developer payments, impact fees and off-site infrastructure are not automatically taxable improvements to neighboring homes. Their treatment is jurisdiction-specific.

California State Board of Equalization Assessors’ Handbook Section 410, published in May 2014, explains that some impact fees, development fees and off-site improvements are nonassessable enhancements of land. Under the example described there, value attributable to those enhancements is generally captured on a later change in ownership rather than immediately when the fee is paid. That is a California example, not a national rule.

Ask your assessor three separate questions: whether the payment or work is assessable; which parcel receives any assessment; and whether the value is recognized immediately, at completion, on sale or during a later revaluation. Do not infer the answer from the developer’s budget, a press release or a neighborhood meeting.

7. Compare the main ways your bill could change

Situation What changes first What you need to prove Likely next step
New construction on the development parcel Assessment of the improved development parcel Whether local law reaches neighboring parcels or only the improved parcel Ask the assessor for the trigger and affected parcel numbers
Development changes market evidence Potential value conclusion for your parcel at a valuation date Comparable sales or other evidence showing a measurable effect Request the assessor’s evidence; prepare a valuation appeal if the roll is excessive
District budget or levy increases Tax rate or levy Adopted budget, levy and district boundaries Review district notices and budget proceedings
Your record contains a factual error Assessed value based on incorrect characteristics Documents, measurements, photographs or permits Request an informal correction or review
You buy or sell property Possible ownership-based reassessment Transaction date and local ownership rules Ask when a supplemental or new assessment notice will issue
Scheduled revaluation Values throughout a defined area or jurisdiction Valuation date, methodology and comparable evidence Follow the revaluation notice and appeal timetable

8. Decide whether to seek an informal review or file an appeal

Use the remedy that matches the problem. An appeal is not a general objection to growth, density or a planning decision; it is a challenge to the assessable value or another issue allowed by local law.

Informal assessor review

Start here when the record has an obvious factual error, when you need the assessor’s comparable evidence, or when the project question has not been answered. Provide a concise statement, supporting documents and the exact correction or value you seek. Ask for a written decision and the deadline for escalating the matter.

Formal assessment appeal

File the prescribed local form by the prescribed deadline if the value on the roll or notice remains excessive or incorrect. Present market evidence tied to the relevant valuation date: comparable sales, appraisals, photographs, repair estimates, physical measurements and documentation of conditions that materially affect value. Explain how each item supports a different value; do not rely only on the project’s size or on a prediction that taxes will rise.

California BOE describes an assessment appeal as the due process available when the taxpayer and county assessor cannot agree on assessed value. Its appeals board may lower, raise or confirm value and can reverse a new-construction reassessment. That possibility makes accurate evidence and a clear requested value important.

Illustrative deadlines, not a national calendar

Jurisdiction or source Published timing Qualification
San Diego County Clerk of the Board 60-day filing period from the notice or bill for the appeal types described on its process page Current page accessed October 15, 2026; confirm the exact appeal type and local rule
New Jersey Division of Taxation Ordinary petitions due April 1; May 1 may apply when a municipality has undertaken a revaluation or reassessment State guidance accessed October 15, 2026; municipality-specific rules and notices control
Other jurisdictions Not stated here Use the deadline printed on your notice or confirmed by your assessor or clerk

Do not use the examples above as a filing calendar for another state. A late appeal can be dismissed even when the value appears wrong.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Keep paying while you dispute the value

Filing an appeal generally does not suspend the tax bill. San Diego County Clerk of the Board states: “Filing an appeal does not pause your tax bill. Keep paying on time.” If the value is later reduced, the jurisdiction processes any refund or credit under its procedures. Missing a payment can create penalties or collection problems that are separate from the value dispute.

10. Use a parcel-specific evidence file

Organize the investigation so that another person can follow it without relying on memory.

  1. Create a one-page project sheet with the case number, affected parcels, approved use, density, conditions, decision date and construction status.
  2. Keep the planning record, notices, maps, plans and hearing materials in date order.
  3. Keep your tax bill, assessment record, property measurements, photographs and exemption documents together.
  4. Record every call, office, staff member, date, question and answer; request confirmation by email.
  5. Maintain a rate worksheet listing every taxing district, prior rate or levy, proposed rate or levy and effective year.
  6. Calendar the earliest possible appeal deadline from the notice, then verify it with the clerk.

This file helps distinguish a documented value issue from a prediction about future development. It also prevents you from losing the case number or missing a notice while the project moves through permits and construction.

What the evidence can and cannot establish

No national statistic reliably predicts the percentage or dollar amount by which a proposed development changes neighbors’ taxes. Results depend on the jurisdiction’s assessment law, the project’s approved form, the parcel’s characteristics, the valuation date, market evidence and the levies adopted by local districts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can establish whether a project is approved, what it permits, whether a recognized reassessment event exists, what value is currently on your roll and which rates apply to your parcel. You usually cannot establish a precise future bill until the assessor sets value and the taxing districts adopt their rates. Treat any precise prediction made before those events as an estimate, not an official tax determination.

A practical decision path

  1. No official case found: ask the planning department for the correct address, parcel or case number before drawing tax conclusions.
  2. Case found but no final approval: monitor the record and ask the assessor whether an application alone has any assessment consequence.
  3. Approval or construction identified: ask which legal trigger, if any, applies and when notice would issue.
  4. Assessment notice or roll change received: check property facts, valuation evidence and the filing deadline immediately.
  5. No assessment change but bill rises: compare every taxing-district rate and levy; the cause may be on the rate side.
  6. Value appears excessive or factually wrong: request informal review, then file the formal appeal on time if necessary.
  7. Any dispute pending: continue paying by the due date while pursuing review.

Questions to ask at your next call

  • What is the legal status of project case number [case number]?
  • Which parcel numbers are included, and what use, density and conditions were approved?
  • Does this action create a reassessment event for the development parcel, my parcel or neither?
  • What valuation date and market evidence would be used?
  • Will I receive a supplemental, roll-change, revaluation or other notice?
  • What is the informal-review process and the formal appeal deadline?
  • Which office can explain each line on my bill, and where are current and proposed district levies published?

Answers to those questions will tell you whether the issue is project approval, assessment, tax rates or a combination. That is the only reliable way to move from a development rumor to a parcel-specific tax conclusion.
