1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteStart with the local council or other authority that controls planning and building work at the flat’s address. Search its planning and building-approval registers using the complete address and every parcel, lot, title or application number you have. Then request the underlying approved drawings and decision documents separately if the register shows only an entry or returns no plans. A blank web result is not proof that work was unapproved: older files may be offline, held by another department, restricted to owners or authorised agents, or no longer retained.
The exact office, search method, fee, archive coverage and legal effect of a missing record depend on the country and municipality. The steps below give a reliable general process and show how official systems in England and Wales, Brisbane and Singapore differ.

Know which approval records you need
“The permit” is often not one document. A flat can have separate records for the building’s original construction, later alterations, final inspection and enforcement history. Ask for each record type that could answer your question.

Planning permission controls whether a proposed use, extension, external change or development is acceptable in planning terms. A planning register normally shows an application, the proposal, a decision and any conditions. It may not contain the technical drawings used for building-control approval, and some internal alterations do not require planning permission even though they still need building approval.

Building approval or building-regulations consent
Building-control records address construction standards such as structure, fire safety, drainage, accessibility and energy performance. The terminology varies: an authority may call the record a building permit, building approval, building-plan approval or building-regulations application. Ask the authority which register covers this function rather than assuming the planning register is complete.
Approved drawings and specifications
The plan set may include architectural floor plans, elevations, sections, structural drawings, site plans, specifications and later revisions. A register summary can establish that an application was recorded, but only the underlying approved documents can show what layout or alteration was authorised.
Completion, occupancy and inspection documents
Request final inspection records, completion certificates, occupancy certificates or equivalent documents where they exist. These can show that an authority recorded completion or occupation, but they do not automatically prove that every later change matches the approved drawings.
Conditions, amendments and enforcement
Ask for decision notices, conditions, amended approvals, notices of unauthorised work, enforcement action and outstanding requirements. A later amendment can replace or qualify an earlier plan, so note the revision date and approval reference on every drawing you receive.
Find the authority responsible for the address
Use the official government or municipal website for the flat’s physical location. Many places separate planning applications from building-control records; others use one property-information service. Search both functions when they are separate.
England and Wales
For a property in England or Wales, the GOV.UK planning-decision service directs users to the relevant local council’s planning register. Councils publish planning applications and decisions for developments that require planning permission, but the register’s coverage, document format and retention period are set locally. Building-regulations records may be held by the council’s building-control service or by an approved private building-control body, so ask which organisation handled the work.
Other jurisdictions
Brisbane City Council illustrates a two-stage process: its building search returns approval-record data and, where applicable, occupancy-certificate information, while copies of approval plans require a separate plan-request service. Singapore’s Urban Redevelopment Authority (URA) asks for property and lot identifiers and ownership or authorisation documents for its record services. These are examples of different systems, not a universal procedure. In another municipality, the planning office, building department, land registry and archives may all hold different pieces of the file.

Collect identifiers before searching
A unit address alone may not identify records for a shared building or common property. Prepare a small property file containing:
- Complete street address, including unit or apartment number, building name, suburb or district and postal code.
- Parcel, lot, title, folio, subdivision or cadastral number, if shown on the title or rate notice.
- The building or complex name and the address of the main building, which may differ from the unit’s mailing address.
- Known application, permit, approval or certificate references from sale documents, previous correspondence or a building notice.
- Approximate construction date and the dates of later work, such as a wall removal, balcony enclosure, extension, change of use or structural opening.
- Names of the registered owner, body corporate, owners’ association or building manager, where access rules may require authorisation.
Singapore URA’s published requirements demonstrate why these details matter: its service asks for the property name, address, lot number and subdivision identifier, along with ownership or consent documents. Other authorities may use different identifiers, but supplying more than one usually reduces false “no record” results.
Search the approval history step by step
- Open the official register. Use the council or authority’s own planning-application and building-approval search pages, not an unverified property website. Note whether the search covers planning, building control, occupancy, enforcement or only one of those categories.
- Search the whole address. Try the street number and name, the complex name, the unit number and the main building address. Where the portal permits it, search without the unit number to find applications filed for the whole block.
- Search by parcel or application number. Enter lot, title, folio, subdivision and known reference numbers. A historic application may be indexed to the parcel or the original street name rather than the current unit address.
- Use a broad date range. Search the original construction period and each suspected alteration separately. If the portal limits the date range, run several overlapping searches.
- Record every relevant entry. Save the application number, submission date, description of work, decision date, status, conditions, applicant, document list and any amendment references. Download the register result or take a dated screenshot if the site does not provide an export.
- Open the decision documents. Read the decision notice and conditions, not only the title or status. “Approved” may refer to a particular proposal, while a later amendment, refusal or withdrawal may affect the work you are investigating.
- Check for completion evidence. Search for final inspection, occupancy, completion or compliance certificates and for enforcement or outstanding notices. Their presence or absence should be recorded as a separate finding from the original approval.
A register entry is evidence of what that register records. It is not, by itself, proof that construction occurred exactly as shown, that every revision was approved, or that no other approval route exists.
Request the approved plans and complete record set
If the online result does not include drawings, contact the authority’s building-records, planning-records or document-access team. State that you want copies of the approved plan set and associated decisions for the specific address and reference numbers. Ask the team to confirm whether it holds:
- Approved architectural, structural and site plans, including stamped or endorsed versions.
- Application forms, supporting reports and original decision notices.
- Conditions, amended plans, variation approvals and the revision history.
- Final inspection, completion, occupancy or compliance certificates.
- Enforcement notices, outstanding-work notices or records of remedial approval.
- Any separate planning-permission and building-control files for the same work.
Brisbane City Council expressly distinguishes an approval-history search from a plan-copy request: its basic building search can provide approval information and occupancy-certificate data where applicable, but not copies of approval plans. Treat that distinction as a practical warning for any jurisdiction. Ask whether the authority offers a separate document-order form, archive request or certified-copy service.
Specify whether you need ordinary copies for due diligence or certified records for a legal, financing or tribunal matter. Certification, if available, may be a separate service with different eligibility, fees and turnaround. Do not assume a screen print from a register has the same evidential status as a certified record.
Check who is allowed to obtain the file
Authorities commonly restrict drawings or personal information to the registered owner, an authorised agent or another person with written consent. For a flat, the building’s common structure may be owned or managed through a body corporate, strata company, owners’ association or similar entity.

Before submitting a restricted request, ask the authority exactly what it accepts as proof. It may require a title or ownership document, photo identification, a signed authority from the owner, an agent appointment or a body-corporate authorisation letter. Brisbane lists proof of ownership or authorisation and gives body-corporate authorisation as an example for units and townhouses. Singapore URA likewise describes ownership and consent documentation for its records service. These requirements do not automatically apply elsewhere, so obtain the local checklist first.

If the alteration affects shared walls, slabs, roofs, balconies, services or other common property, ask the body corporate or building manager for its own records. Minutes, renovation approvals, engineer reports and contractor submissions can fill gaps in the municipal file, but they are private evidence and do not replace an authority’s approval record.
What to do when the search returns nothing
A “no results” screen has several possible explanations. It may mean the work was never recorded, but it may also reflect an address mismatch, a separate register, an archive limitation or access restrictions.
Verify the search itself
Ask the authority to confirm the exact address, parcel or lot, date range and record types searched. Request a check of both planning and building-control systems, and ask whether older files are held in an off-site archive or under a former street name, parcel number or council boundary.
Ask for a written scope of the response
Keep the authority’s email or letter stating what it searched and what it does not hold. A statement that no file was located is more useful than an unexplained portal result, especially if you later need to explain the due-diligence steps to a buyer, lender, insurer or adviser.
Follow the private-record trail
Request copies from the seller or landlord, body corporate or owners’ association, building manager, developer, previous architect, contractor and conveyancer. Ask for approval numbers and decision dates, not merely photographs or informal assurances. A body corporate may hold records for common works even when the unit owner has none.
Use a qualified local professional where necessary
Brisbane notes that some older property records are not held and suggests engaging a building professional or architect. eThekwini municipal guidance similarly notes that approved plans may not always be available and points flat residents toward the body corporate as a possible source. A local architect, building surveyor or other qualified professional can compare the existing building with surviving documents, search specialist archives or prepare measured drawings.
Measured drawings describe what exists now; they do not prove that historic work was approved. If approval cannot be established, ask the professional and the authority whether a regularisation, retrospective approval, safety assessment or other local process exists. The name and legal effect of that process depend on the jurisdiction.
Compare the approved drawings with the actual flat
Once you have the plan set, check that the documents are for the correct building and revision. Look for the authority’s stamp, electronic endorsement, approval number, date and sheet index. Confirm the unit, floor, building wing and orientation before comparing details.

Compare layout and visible alterations
- Match room positions, kitchens, bathrooms, corridors and doors to the approved floor plan.
- Check new or removed walls, widened openings, enclosed balconies, extensions, roof-space work and changes to windows or external elevations.
- Compare service shafts, drainage points, fire doors, stairs and other shared elements where an alteration could affect the building.
- Check the plan revision against the decision notice and any later amendment.
Escalate technical questions
Do not infer structural approval from a floor-plan label alone. Removal of a wall, a new beam, a changed opening, a balcony alteration or conversion of common space may require technical drawings and inspections that a planning file does not show. Ask the authority or a locally qualified building professional to interpret structural, fire-safety or completion issues.
A plan copy cannot establish that the work was built as approved, that an inspection occurred, or that later unrecorded changes were lawful. Those are separate questions requiring the relevant completion evidence and, where necessary, an inspection or professional opinion.

Fees, delivery times and archive coverage are jurisdiction-specific. Ask for the current charge and expected turnaround before ordering, and confirm whether a fee covers a search only, document copies, certification or an archive retrieval.
Use the result for a purchase, lease or dispute
Before exchanging contracts
Give the conveyancer or property lawyer the authority’s written response, register extracts, approved plans, decision notices and any missing-record explanation. Ask what formal search, certificate or contractual protection is appropriate in that location. Do not treat a seller’s statement that “there are no problems” as a substitute for the authority’s records.
For lending and insurance
Lenders and insurers may ask for evidence of completion, occupancy or lawful alterations rather than a planning entry alone. Provide the exact document type requested and disclose material discrepancies. A local adviser can explain whether an informal search is acceptable or a certified record is required.
For safety or a building dispute
Preserve the original files, download dates, correspondence and photographs. If the disagreement concerns structure, fire safety, common property or an alleged unauthorised alteration, obtain advice from a qualified building professional and a lawyer familiar with local property law. The consequences of missing approval vary by jurisdiction and facts; they cannot be determined from a generic web search.

- Assuming an online entry includes drawings: Request the plan set and decision documents through the authority’s document service.
- Stopping at the original approval: Search amendments, final certificates and enforcement records for later work.
- Applying without authority: Confirm owner, agent or body-corporate consent requirements before requesting restricted plans.

- Using measured drawings as proof of approval: Treat them as documentation of current conditions only unless the authority confirms a separate approval.
- Comparing the wrong revision: Match the sheet index, approval stamp, date and amendment reference to the decision notice.
A practical evidence checklist
Keep one dated folder containing:
- Every address, parcel, title and application reference used.
- Register results and screenshots showing the search date.
- Authority emails, letters, receipts and document-request forms.
- Approved plans, decision notices, conditions, amendments and certificates.
- Body-corporate or building-manager records and written owner authorisations.
- Photographs and notes identifying differences between the drawings and the flat.
- The name and qualifications of any professional who inspected or interpreted the records.
This file lets an adviser distinguish a confirmed approval, an incomplete record, an unverified alteration and a genuine absence of records instead of collapsing all four into a single “permitted” or “not permitted” label.
The decision rule
You can say that a flat’s work is documented as approved only when the correct authority’s records identify the relevant application, the approved drawings and conditions match the work, and any required completion or occupancy evidence has been checked. If one part is missing, describe precisely what is established and what remains unverified. When the authority has no file, document the scope of the search, pursue the body corporate and other private sources, and obtain local professional advice before relying on the result for a purchase, safety decision or dispute.
