Search Azerbaijan’s official Licenses and Permits Portal unified register, then match the license holder and listed activity to the company and work named in your contract. Check any required project permission or construction-record entry separately through ARXKOM: a project record is not proof that the contractor holds the relevant license.
Check the contractor’s license in the national register
- Get the contractor’s exact legal name. Ask which legal entity will sign the contract, and request its license document or license details. A trading name alone may not identify the license holder.
- Open the Licenses and Permits Portal’s unified register. The portal is the national starting point for searching licenses and permits. It lists construction and installation work for buildings and structures requiring a construction permit among licensed activities. The public information does not establish which specific search fields are required, so use the portal’s available search options rather than assuming a particular identifier or click sequence.
- Compare the result with the contract. Check that the license holder is the same legal entity that will contract with you, and that the licensed activity covers the work being offered. A result for a similarly named company or a different activity does not establish that the proposed contractor is authorized for your project’s scope.
- Resolve unclear or missing results. Ask the contractor to explain the record and provide the license details. If the online entry remains inconclusive, confirm through the relevant licensing channel; the Ministry of Economy identifies ASAN service centers, SME houses, and the portal as licensing channels. A missing or unclear online result alone is not conclusive proof that a business is unlicensed.
Check the project separately
A contractor’s license and permission or registry records for a specific building project answer different questions. For the project-level check, use ARXKOM and its State Construction Registry. ARXKOM describes the registry as covering constructed, operated, and demolished construction objects and provides links to permission-related categories. Look for the relevant construction object or project record where applicable, but do not treat it as a substitute for checking the contractor’s license.

What to verify on the license
- License holder: Does the legal identity match the entity signing your contract?
- Licensed activity: Does the listed activity cover the proposed construction or installation work?
- Current record: Is the license shown in the official register, or can its details be confirmed through the licensing channel?
- Project status: Have you separately checked the relevant project permission or construction record through ARXKOM where required?
ASAN’s service information states that “Lisenziyalar müddətsiz verilir” (“Licenses are issued indefinitely”). That does not remove the need to check the current record and its scope; do not infer that a license is valid for a particular job simply because a document has no expiry date.
If you cannot confirm the record
Ask the contractor to clarify its legal name, license details, and the activity it says covers your work. Then seek confirmation through the relevant licensing channel rather than relying solely on a screenshot or copy supplied by the contractor. ARXKOM’s registry page includes office contact information for construction-record questions; it is not established as the authority for confirming a contractor’s business license.
Keep a copy of the checked register entry and the contractor’s supplied license documents with your contract file. This creates a practical record of what you checked; it is not presented here as a specific legal requirement.

The Ministry of Economy reported 20,064 licenses issued from November 1, 2015 through June 30, 2026, including 7,859 electronic licenses issued through the Licenses and Permits Portal from March 1, 2018 through June 30, 2026. These are national totals, not construction-contractor counts, and they cannot establish an individual company’s license status.
