Do not accept a cement product’s low-carbon label at face value. Ask for the current environmental product declaration (EPD) for the exact product and manufacturing facility, then check its product category rules (PCR), declared or functional unit, life-cycle boundary, data period, and independent verification. A lower global-warming-potential (GWP) figure is meaningful only when the comparator uses an equivalent product basis, geography, rules, modules, and reporting period.
An EPD is standardized environmental evidence, not a verdict that a product is low carbon. ISO 14025:2026 sets principles and requirements for EPD programmes and associated declarations and requires ISO 14040 and ISO 14044 life-cycle-assessment methods in EPD development. The steps below show how to test both the declaration and the marketing claim it is being used to support.

What a credible low-carbon claim must establish
The phrase low carbon has no single universal numerical threshold for every cement type, market, or application. A credible claim therefore needs two separate foundations:
- A defensible environmental result: the EPD reports GWP using clear rules, units, boundaries, data, and assurance.
- A stated comparison: the seller identifies the product, benchmark, threshold, or baseline against which the result is lower.
An EPD can show how a product was assessed and what its calculated impact is. It does not, by itself, prove that the product is lower-carbon than every alternative, that a corporate net-zero claim is accurate, or that the declared result represents every plant or delivery route. Keep the product declaration and the advertising interpretation separate.

Step 1: Capture the exact claim before evaluating it
Save the wording, image, specification clause, tender response, or webpage where the claim appears. Record the date and the product name shown beside it. Then classify the statement:
- Relative claim: lower, reduced, or 30% less carbon than a named or unnamed alternative.
- Absolute label: low-carbon or lower-carbon without a percentage.
- Target claim: net zero, zero carbon, or a future reduction goal.
- Intensity claim: a stated quantity of carbon dioxide equivalent per tonne, cubic metre, or other unit.
For a relative claim, ask four questions immediately: compared with what baseline, for which cement product and plant, over what period, and for which life-cycle stages? A percentage without those details is not a reproducible comparison. A generic low-carbon label is incomplete unless the seller supplies a benchmark, procurement threshold, sector reference, or before-and-after baseline.
Step 2: Obtain the complete EPD package
Request more than a headline GWP number. The minimum package should include the current EPD, the PCR used to create it, and the declaration’s verification record. Confirm each identity field before reading the result.

Pick the symptom - the matching free tool is one click away.
| Field | What to confirm | Why it matters |
|---|---|---|
| Product | Exact cement name, type, grade or class, and intended use | Different cement types perform different functions and cannot automatically be ranked by one number. |
| Producer and facility | Legal producer and specific manufacturing plant or plants | Plant fuels, electricity, raw materials, kiln configuration, and transport can change the result. |
| Declaration identity | EPD number, version, issue date, expiry date, and programme operator | You need to know which edition was current when the claim was made. |
| Basis | Declared or functional unit, with its quantity and product definition | A GWP value has no meaning without the unit to which it is attached. |
| Coverage | Single product and facility, manufacturer average, or multi-site average | An average may not describe the plant supplying your project. |
| Assurance | Verifier identity, independence, verification date, and scope | Verification supports conformity with the stated rules; it does not validate every marketing conclusion. |
Public discovery tools can help locate documents. The U.S. Environmental Protection Agency lists a manufacturer map with EPDs and points users to EC3 for viewing and model use. The American Center for Life Cycle Assessment (ACLCA) maintains a PCR repository searchable by geography, conformance, and status. Treat a listing as a finding aid, not as a substitute for reading the declaration and its verification statement.
Step 3: Verify that the PCR fits the product and geography
The PCR is the rulebook for the product group. It determines accounting choices, product definitions, units, life-cycle modules, data-quality rules, allocation, and reporting conventions. A declaration made under unsuitable or incompatible rules cannot support a fair comparison.

European cement and lime declarations
In the European setting, AENOR identifies EN 16908:2017+A1:2022 for construction cements and limes as complementary to EN 15804. Check the exact version printed on the EPD and whether it was in force for the declaration’s issue date. Do not assume that an older EPD automatically follows the latest amendment.
North American declarations
For North American work, distinguish the ISO 21930 route from the international EN 15804 route. The American Cement Association describes separate North American and international modules in the GCCA EPD Tool. Its published schedule said North American module updates for cement PCR v4.0 were planned from October through December 2025, with a verified module anticipated in early 2026. Because that milestone has passed, verify the tool’s present module, PCR version, and verification status before relying on a declaration generated through it.
U.S. federal label-program criteria
EPA’s Criteria for Product Category Rules (PCRs) to Support the Label Program for Low Embodied Carbon Construction Materials, version 1-2024, sets criteria for PCRs used in that U.S. programme. It is not a universal legal rule for every country, programme, or cement EPD. Use it as a clearly identified programme reference, and state when a requirement applies only in that context.
Step 4: Read the GWP result with its unit and boundary
Find the GWP table in the EPD and copy the result exactly, including units, decimal places, modules, and any notation about biogenic carbon or additional indicators. In product EPDs, GWP commonly represents greenhouse-gas intensity expressed as carbon-dioxide equivalent per declared or functional unit. EPA notes that this product-level usage differs from the IPCC definition of global warming potential as a relative radiative-forcing index for a substance. State which meaning is being used when reporting a result.
Check the unit
Typical units may be kilograms of CO2e per tonne of cement, but never convert or compare values until the EPD states the basis. A tonne of one cement type is not automatically functionally equivalent to a tonne of another if they are used at different replacement rates or deliver different performance in concrete. Where the intended application requires a functional comparison, ask for the functional unit and performance assumptions.

Check the life-cycle modules
For a factory-gate product comparison, the usual boundary is cradle-to-gate modules A1–A3:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- A1: raw-material supply and processing.
- A2: transport of inputs to the manufacturing site.
- A3: manufacturing, including plant energy and process emissions.
EPA’s PCR criteria require a clearly defined and measurable functional or declared unit. They also require, within that programme framework, a minimum cradle-to-gate A1–A3 boundary and explicit justification for any deviation. Record whether A1, A2, and A3 are reported separately or only as an aggregate. Note any A4 transport to site, A5 construction, use-stage, end-of-life, or benefits-beyond-boundary modules; do not compare a cradle-to-gate result with a whole-life result.
Look for accounting choices and exclusions
Read the notes below the GWP table for electricity accounting, renewable-energy instruments, co-products, recycled materials, allocation, carbonation, cut-off rules, and excluded processes. A deviation is not automatically wrong, but it must be visible, permitted by the PCR, and justified. Two declarations can use the same A1–A3 label while applying materially different assumptions.
Step 5: Test product and facility specificity
Identify whether the EPD is:
- Product- and facility-specific: one defined product from one named plant.
- Manufacturer-specific average: an average across products, plants, or production lines.
- Industry-average: a sector dataset rather than a declaration for the supplied product.
EPA criteria support product-specific Type III EPDs from a singular production facility, verified against the applicable PCR. An average declaration can be useful when no specific declaration exists, but it is weaker evidence for a procurement claim about a particular delivery. Ask the seller to explain how the supplying plant fits the declared average and whether the plant can provide current production data.
Check the reporting period
Record the period covered by plant data. A declaration based on an earlier fuel mix or kiln configuration may not represent current production. Compare declarations with overlapping or clearly stated periods; if one is materially older, identify that limitation rather than treating the figures as contemporaneous.

Check primary and secondary data
Find the data-quality section and list the sources for major inputs. EPA’s 2024 criteria require disclosure of secondary-data name, source reporting period, publication date, and version. Effective January 1, 2026, those criteria specify facility-specific data for upstream inputs individually contributing at least 75% of aggregated A1–A3 GWP-100, unless such data is unavailable in the current market. This is an EPA programme criterion for PCR provisions, not a universal requirement for every EPD worldwide. Check whether the applicable PCR contains a comparable rule and whether the declaration documents any availability exception.
Step 6: Examine independent verification
Locate the verification statement and answer these questions:
- Who performed the verification?
- Was the verifier independent of the EPD author and product manufacturer?
- Which PCR, programme rules, and standards are named in the statement?
- Does the verification cover the complete declaration, the LCA calculations, and the data process?
- Was the verification valid for the EPD version and issue date you received?
AENOR describes programme checks covering applicable standards, methodology, LCA, information quality, and accuracy. Those checks support conformity with the declared method. They do not automatically prove that a seller’s comparison is representative, that the benchmark was fair, or that the product is lower-carbon than all alternatives.
Some voluntary protocols impose additional conditions. For example, Isometric’s low-carbon cement protocol illustrates a protocol-specific requirement for an underlying product- and facility-specific Type III EPD with third-party verification. Treat that as the rule for that certification purpose, not as evidence that every cement programme has identical requirements.

| Comparison field | Record | Acceptable comparison |
|---|---|---|
| Product equivalence | Cement type, grade or class, and intended application | Same function, or a documented functional crosswalk |
| Unit | Declared or functional unit and quantity | Identical basis, with performance assumptions disclosed |
| Geography and plant | Manufacturing location and market | Same market context, or a justified geographic adjustment |
| PCR | Title, operator, version, and status | Same PCR or demonstrably compatible rules |
| Data period | Plant-data years and secondary-data vintages | Comparable periods, with age differences explained |
| Boundary | A1, A2, A3 and any optional modules | Same modules and exclusions |
| GWP result | Value, unit, and GWP-100 notation | Reported on the same basis, without hidden conversions |
| Specificity | Product, facility, average, or industry dataset | Similar specificity, or limitation clearly stated |
| Assurance | Verifier, independence, and validity | Comparable third-party assurance |
| Benchmark | Reference product, threshold, or baseline and date | Named, relevant, and representative of the procurement decision |
If any material field differs, either explain the limitation or decline to rank the figures. A lower number under a narrower boundary is not evidence of lower whole-life impact. A lower industry-average number is not proof that a particular shipment from a different plant will perform identically.

“30% lower carbon”
Require the baseline product, its EPD or other documented basis, the calculation date, and the modules included. Recalculate the percentage only after aligning unit, product function, PCR, geography, data period, and A1–A3 scope. If the baseline is unnamed, the percentage is not reproducible.
“Low-carbon cement” without a number
Ask which threshold or procurement definition the label uses. If no threshold is named, report that the EPD may be assessable but the adjective is not substantiated as a comparative claim.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches“Net-zero cement”
Determine whether the statement covers manufacturing emissions, A1–A3, the entire product life cycle, or a corporate target. Check treatment of removals, offsets, timing, permanence, and verification under the named programme. Do not convert a cradle-to-gate EPD into a net-zero conclusion.
“Zero-carbon” or “carbon-neutral” cement
Ask whether the claim is based on avoided emissions, market instruments, offsets, biogenic accounting, or measured process reductions. An EPD’s GWP result and a neutrality claim answer different questions and require separate evidence.
Red flags and appropriate responses
| Red flag | Why it weakens credibility | Response |
|---|---|---|
| Only a marketing graphic or percentage is supplied | No unit, PCR, boundary, or verification can be checked | Request the complete EPD and comparison baseline. |
| EPD is expired or product name does not match | The document may not cover the product being offered | Request the current version and written confirmation of product identity. |
| Plant is unnamed | Facility emissions and energy data cannot be tied to supply | Ask whether the declaration is an average and how the supplying plant is represented. |
| A1–A3 is missing or mixed with other modules | Scope is not comparable with a cradle-to-gate result | Obtain a module-level table or do not rank the value. |
| PCR version is absent | Accounting rules cannot be evaluated | Request the PCR title, operator, version, and status. |
| Verifier is not identified | Assurance cannot be assessed | Request the signed verification statement and verifier independence. |
| Secondary datasets lack dates or versions | Data representativeness and vintage are unknown | Ask for source names, reporting periods, publication dates, and versions. |
| Claim compares unlike cement types | Different products may not deliver equivalent function | Use a functional comparison or state that no ranking is justified. |
| Seller refuses key documents | The claim cannot be independently reproduced | Record the claim as unsubstantiated by the evidence provided, without alleging deception. |
A practical procurement review workflow
- Create a claim file. Save the exact statement, date, product code, supplier, intended use, and market.
- Request documents. Obtain the current EPD, PCR, verification statement, product data sheet, and any benchmark cited by the seller.
- Check identity. Match product type, producer, facility, EPD number, version, issue date, and expiry date.
- Check methodology. Record PCR operator and version, declared or functional unit, geography, data period, modules, exclusions, and allocation rules.
- Extract the result. Copy A1, A2, A3, aggregate A1–A3, unit, and GWP-100 notation exactly as printed.
- Assess data quality. Note primary facility data, secondary datasets, source dates, major upstream inputs, and any availability exception.
- Assess assurance. Confirm independent verifier, verification scope, and validity for the declaration version.
- Align candidates. Populate the comparison table and flag every non-equivalent field.
- Test the claim. Recalculate only when the baseline and all comparison conditions are documented.
- Write a bounded conclusion. State what the documents establish, what they do not establish, and what additional evidence is needed.
How to write the conclusion responsibly
Use one of three evidence-based outcomes:
- Substantiated for the stated comparison: the current product- and facility-specific EPD is independently verified, follows suitable PCR rules, reports a comparable A1–A3 basis, and supports a documented benchmark or threshold.
- Partly substantiated: the EPD method and result are clear, but the comparison has a mismatch in product function, boundary, period, plant, or benchmark.
- Not substantiated by the documents provided: key identity, PCR, unit, boundary, data, verification, or baseline information is missing.
Use precise language such as: The declaration reports a lower A1–A3 GWP than the named comparator on the same declared-unit and PCR basis. Do not broaden that sentence into a claim about every alternative, the entire life cycle, or the manufacturer’s corporate emissions unless separate evidence supports those conclusions.
What an EPD can—and cannot—prove
| An EPD can help establish | An EPD alone cannot establish |
|---|---|
| The calculated GWP for a defined product, unit, boundary, period, and facility or dataset | A universal definition or threshold for “low carbon” |
| Which PCR and LCA conventions were applied | That the product is lower-carbon than every competing product |
| Whether specified data and verification procedures were followed | That a marketing percentage used a fair or representative baseline |
| Module-level impacts when reported | Corporate net-zero performance or supply-chain emissions outside the declaration |
| Inputs for a compatible building-level embodied-carbon calculation | Equivalent structural or durability performance without product and engineering evidence |
For a project decision, combine the EPD review with the design team’s performance requirements, local specification rules, transport assumptions, and the actual supply location. Where rules or claim wording remain unclear, ask a qualified LCA or EPD reviewer to examine the documents.
