How to Check Whether a Building Has Approved Construction Plans in Delhi

Delhi building-plan checks depend on whether a property is under MCD or NDMC. Use the correct portal, match the property and approved scope, and confirm unclear or outdated records with the authority.

To check a building’s approved construction plan in Delhi, first identify whether the property falls under the Municipal Corporation of Delhi (MCD) or the New Delhi Municipal Council (NDMC), then search that authority’s building-plan service. Match the result to the exact property and compare the approved scope with the building. A plan entry is evidence of an approval record—not proof that the construction was built as approved or that the approval remains current.

1. Identify the authority responsible for the property

MCD and NDMC operate separate building-plan services; there is no single portal identified here that checks every Delhi address. Start with the property’s municipal or other official records. If jurisdiction is still uncertain, contact the relevant authority before relying on a search result. The first question is not simply whether a plan appears online, but whether you are searching the system responsible for that particular property.

The MCD page also publishes Town Planning help-desk contacts. NDMC publishes building-plan office information and a grievance route on its departmental pages. Use those channels if you cannot determine jurisdiction or need confirmation of a record.

Do not assume that a Delhi address automatically means the MCD portal is the correct one, or that an NDMC search covers every municipal area. The services are authority-specific. No universal address lookup that determines jurisdiction for every property is identified here. If the property’s municipal records do not settle the question, ask the relevant authority which office handles building-plan records for that exact address before treating an empty search as meaningful.

2. Search and match the record to the property

Portal fields and search options can vary. Use the identifiers requested by the relevant portal, then verify that the returned record actually concerns the building you are checking. Do not rely on a similar street address or a plan number supplied without checking the property identity.

  1. Open the correct authority’s official page and select the available search or record-view option.
  2. Enter the property identifiers the portal requests. If the search does not return a result, check spelling and identifiers against municipal or property documents before concluding that no approval exists.
  3. Review the returned address or plot identity, application or plan identifier, status, and approved construction scope.
  4. Compare the approved scope with the building and any documents presented to you. Pay particular attention to the number of floors and the approved use.
  5. Where available, look for the relevant inspection, completion, or occupancy record as well as the sanction-plan record.
  6. If the result is absent, unclear, appears outdated, or matters to a purchase or lease, ask the responsible authority to confirm the current status for the exact property.

Make the property match the centre of the check. A result that looks plausible because it has a nearby address, a similar building name, or a plan number is not enough if the plot identity is different or cannot be confirmed. Likewise, a record that identifies the right property still needs to be read for its status and approved scope. Keep the identifiers you searched, the result you found, and any record reference available when you contact the authority; that makes it easier to ask about the specific file rather than make a general enquiry.

The available sources do not provide a single standard list of fields that every user must enter, a universal search sequence, or a guarantee that every historical record is online. Accordingly, do not infer from one unsuccessful query that an approval was never issued. First check the spelling and identifiers against official property documents, use the available search options for the responsible authority, and seek confirmation if the result remains inconclusive.

3. Understand what each record does—and does not—show

Sanction plan

A sanction-plan entry is evidence that the authority’s record identifies an approval for the property described in that entry. Check that the property identity and approved scope correspond to the actual building; the existence of a record alone does not establish that construction followed it.

For a practical check, think of the sanction plan as answering a limited question: what plan does the record say was approved for this property? It is not, by itself, a site inspection, a statement that every part of the present building matches the drawing, or confirmation that no later action has affected the approval. Compare the plan record’s identity and scope with what is on site and with any documents provided to you. Where there is a mismatch or an unclear entry, ask the authority to explain the status and relevant scope rather than guessing what the record means.

Plinth inspection

MCD lists a Plinth Inspection View separately from its sanction-plan and completion/occupancy views. Treat it as a distinct record type, not as a substitute for the approved plan or a completion or occupancy record.

DEWALT 20V MAX Cordless Drill and Impact Driver, Power Tool Combo Kit , Includes 2 Batteries, Charger and Bag (DCK240C2)
  • Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
  • Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
  • Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

The separate listing matters because a reader may find a record associated with one stage and assume it settles every other question. It does not. A plinth-inspection view should be read as the inspection-related record view MCD lists; it does not establish that it certifies the completed building or proves that the entire construction conforms to the sanctioned plan. If the question concerns final completion or occupancy, check the relevant record view separately where available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Completion or occupancy

MCD lists a Completion-Cum-Occupancy Certificate as a separate view. Where the relevant record is available, check it independently rather than assuming that plan sanction, inspection, and completion or occupancy are interchangeable stages or forms of proof.

Keep the question you are trying to answer clear. A sanction-plan view concerns the plan approval record; the plinth view and completion-cum-occupancy view are separate options listed by MCD. Finding one does not automatically mean you have found the others. The portals and source pages do not establish that every property will have every record view available online, so an absent view should prompt clarification where it matters, not an unsupported conclusion about the property.

4. Check whether the record is current

An old approval entry should not be treated as conclusive proof of current status. MCD has published proceedings under section 338 of the DMC Act revoking a previously sanctioned building plan. That proceeding concerns a particular case; it does not show that another property’s plan has been revoked. It does show why a consequential decision should be based on the authority’s current record and, when needed, direct confirmation for the property in question. Read the MCD proceeding.

Use that example carefully. It is evidence that a previously sanctioned plan can be revoked in a particular proceeding, not evidence that plans generally expire, that this property has been affected, or that any specific old entry is invalid. The useful takeaway is narrower: for a purchase, lease, or other important decision, do not rely only on a saved, copied, or historical-looking approval entry when current status is unclear. Ask the responsible authority to confirm the current record for the exact property and plan or application reference.

5. Compare the approved scope with the building

NDMC’s published Citizen’s Responsibilities guidance says construction should be carried out strictly according to sanctioned plans and warns that unauthorized construction or deviations may be subject to sealing or demolition under the NDMC Act. When checking a property, compare the record with what is visible and with relevant property documents. A mismatch is a reason to seek clarification from the authority; this article cannot determine whether a particular alteration is authorized.

  • Does the record identify the same plot or property?
  • Does the building’s visible floor count appear consistent with the approved scope?
  • Does the building’s apparent use correspond to the use shown in the record?
  • Are there separate inspection, completion, or occupancy records relevant to the stage you need to verify?
  • Does the authority confirm the record is current, especially if the search result is old or unclear?

These are comparison prompts, not a substitute for an authority’s interpretation of the file. The available sources support checking identity, status, scope, floors, use, and relevant separate records; they do not provide a technical checklist for measuring a building, interpreting every drawing notation, or deciding whether a particular change is permitted. Do not treat a visual similarity as confirmation that a plan has been followed, and do not treat a visible difference by itself as a final legal conclusion. Put the discrepancy to the authority with the record details and ask what the approved scope says for that property.

NDMC’s guidance is specifically a statement of NDMC citizen responsibilities and warns of possible enforcement under the NDMC Act. It should not be paraphrased as a guarantee that every deviation will result in sealing or demolition, nor as a determination of the consequences for a property under another authority. Its central practical point is that construction is expected to follow the sanctioned plan and that unauthorized construction or deviation can have serious consequences.

6. NDMC’s published application timelines

NDMC’s Architect Department page states that it communicates a decision within 60 days for a building-plan sanction application, within 30 days for revalidation, and within 30 days for a completion-certificate or plan decision. These are the department’s stated service timelines, not a guarantee of the time required for a particular search, record confirmation, or application outcome. The page does not state a publication date for these timelines. See NDMC Building Plans.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These figures are useful context if you are reading about an application process, but they should not be confused with a deadline for an ordinary Citizen Search or a promised response to a request to confirm an existing record. They describe the decision timelines stated by NDMC for the specified application categories. They do not tell you how quickly a particular search will return results, when an office will answer an enquiry, or what the outcome of an application will be.

For a specific transaction or record check, ask the department what applies to your request rather than using the application timelines to estimate the time needed for confirmation. The cited page does not provide a publication date for the timelines, and there is no basis here for comparing response performance between MCD and NDMC.

7. Use a practical verification sequence for a purchase or lease

If the plan check is part of a property decision, keep the sequence focused and record-specific:

  1. Establish the responsible authority. Check municipal or other official property records. If you still cannot establish whether MCD or NDMC is responsible, ask before relying on either portal.
  2. Search the official service. Use MCD’s available record views or NDMC’s Citizen Search, as appropriate. Avoid treating a third-party description or a plan number alone as the authority’s confirmation.
  3. Match the result. Confirm the address or plot identity and plan or application identifier. Resolve any mismatch before treating the result as evidence for the property under consideration.
  4. Read the status and scope. Note what the record says was approved and check whether the apparent floors and use correspond. Do not infer more than the record states.
  5. Check other relevant record types. MCD lists sanction, plinth-inspection, and completion-cum-occupancy views separately. Review the stage relevant to your question rather than assuming one record substitutes for another.
  6. Confirm uncertainty. If the result is missing, unclear, old, or consequential to the transaction, ask the authority to confirm the current status for that exact property.

This is a way to organize a record check, not a claim that the sources prescribe a mandatory transaction process or that an online search alone completes due diligence. The record may answer whether an approval entry exists for the identified property, while questions about actual construction, current status, or other property documents may still need separate attention. No general product, paid service, or construction accessory that can establish approval is identified here; the useful source is the relevant authority’s property-specific record or confirmation.

8. What to do when the portal result is inconclusive

A missing or ambiguous result can have more than one explanation, and the available sources do not support deciding which explanation applies without the authority’s record. First verify the spelling and identifiers you entered, then check them against municipal or property documents. Confirm that you selected the right authority and the relevant record view. If you still cannot match the record, contact the authority with the exact property identity and any plan or application reference available.

Ask a narrow question: does this record relate to this property, what is its current status, and what approved construction scope does it identify? If you need to understand whether separate inspection, completion, or occupancy records exist, ask about those record types explicitly. MCD publishes Town Planning help-desk contacts on its online approval page. NDMC publishes building-plan office information and a grievance route through its departmental pages. Keep the portal page and relevant identifiers to hand when making the enquiry.

Do not turn an unresolved search into a definitive claim that a building has no approval, and do not treat an unclear result as proof that everything is in order. The responsible authority is the appropriate route for clarification of its own records, especially when a lease or purchase depends on the answer.

Frequently Asked Questions

Which portal should I use to check a building plan in Delhi?

First determine whether the property is under MCD or NDMC. MCD’s Town Planning online approval page lists Sanction Plan View, Plinth Inspection View, and Completion-Cum-Occupancy Certificate. NDMC’s Building Plan Approval portal offers Citizen Search. These are separate authority-specific services; no portal that checks every Delhi address is identified here.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I know that an online plan matches the property I am checking?

Compare the returned address or plot identity with the property’s official or municipal documents, then check the plan or application identifier, status, and approved scope. Pay particular attention to whether the record refers to the same property and whether the approved floors and use correspond to the building. If the match is uncertain, ask the responsible authority to confirm it.

Does finding a sanction plan prove that the building was constructed legally as approved?

No. A sanction-plan record is evidence of an approval entry for the property identified in that record; by itself, it does not prove the building was constructed exactly in accordance with the plan. Compare the approved scope with the building and seek clarification about discrepancies. NDMC’s guidance says construction should follow sanctioned plans and warns that unauthorized construction or deviations may be subject to sealing or demolition under the NDMC Act.

Are a sanction plan, plinth inspection, and completion or occupancy record the same thing?

No. MCD lists a sanction-plan view, a plinth-inspection view, and a Completion-Cum-Occupancy Certificate view separately. Treat them as distinct record types and check the one relevant to your question. Finding one should not be treated as a substitute for the others.

What should I do if the portal returns no result?

Check the spelling and identifiers against municipal or property documents, make sure you are using the portal for the responsible authority, and try the relevant available record view. The available sources do not establish that every historical record is online, so an unsuccessful search alone does not prove that no approval exists. If the result remains absent or unclear, ask the authority to check the exact property and current record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can an old approval entry still be relied on?

Do not treat an old entry as conclusive proof of current status. MCD has published a proceeding under section 338 of the DMC Act revoking a previously sanctioned plan, but that is a particular case and does not show that another property’s approval has been revoked. For a consequential decision, confirm the exact property’s current status with the authority.

What are NDMC’s stated building-plan decision timelines?

NDMC’s Architect Department page states 60 days for communicating a decision on a building-plan sanction application, 30 days for revalidation, and 30 days for a completion-certificate or plan decision. These are the department’s stated service timelines, not guaranteed times for an online search or a request to confirm an existing record. The page does not state when the timelines were published.

Is there a fee or paid service required to check an approved plan?

The official municipal portals and record views are identified, but no general fee schedule for checking a plan is provided here. No general product or paid service is identified as necessary to establish a property’s approval status. Use the relevant official portal and ask the authority about any charge or process that applies to a specific copy or request.

The Bottom Line

To check a building’s approved construction plans in Delhi, identify whether MCD or NDMC is responsible, use that authority’s official service, and match the result to the exact property, status, and approved scope. Treat sanction, inspection, and completion or occupancy records as distinct; an approval entry alone does not prove construction conforms to it or that the record remains current. If a result is missing, unclear, or important to a purchase or lease, ask the authority to confirm the current record.
