How to Check Philadelphia Zoning and Building Permits for a Property

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the City of Philadelphia’s Atlas property portal. Search the street address, an intersection, the Office of Property Assessment (OPA) account number, or the Department of Records Map Registry number. Once you select the correct parcel, review its Zoning and Licenses & Inspections sections, then use L&I Property History and eCLIPSE to fill gaps in permits, licenses, violations, inspections, and appeals.

Use the results as an evidence file, not as a legal opinion that a use or building is lawful. A zoning permit authorizes a particular use, and a project may require multiple zoning approvals before a building permit or Certificate of Occupancy. For a purchase, lease, or construction decision, verify the underlying documents and resolve discrepancies with L&I or a qualified Philadelphia professional.

What you can verify—and what a map alone cannot prove

Philadelphia zoning and permit research involves several different records. They answer related but different questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Record or tool What it can show What it does not establish by itself
Atlas property record Parcel identity, address matches, zoning district, overlays, zoning history, and links to property and L&I information That your proposed use or construction is approved
Permit history Permit numbers, types, descriptions, dates, statuses, inspections, violations, and available document links That every historic permit or plan still exists
Zoning permit Approval for a particular use of the building or ground Approval for structural work, code compliance, or occupancy unless those approvals are separately recorded
Building or demolition permit Authorization for the described construction or demolition work That the completed work matches the approved plans or that the property has a current Certificate of Occupancy
Certificate of Occupancy Occupancy information retained for the relevant building period A complete history for buildings or periods where certificates were not retained or never issued

The Department of Licenses & Inspections (L&I) describes the distinction plainly: “Zoning permits authorize a particular use of the building or ground.” A district label in Atlas is therefore a starting point for applying the Philadelphia Zoning Code, not a project approval.

Step 1: Find the exact parcel in Atlas

Choose the strongest search key

Open the City’s Atlas portal and search in this order:

  1. Enter the complete street address, including direction, street type, and unit where applicable.
  2. If address results are ambiguous, search the nearest intersection.
  3. Use the OPA account number when you have the tax record.
  4. Use the Department of Records Map Registry number for a deed, plan, or title record.

Do not assume the first result is correct. Compare the displayed street number, street name, parcel outline, and any unit or rear structure with the property you intend to research. A neighboring lot can have a similar address, and a condominium unit may have a separate OPA record from the underlying parcel.

Save an identification record

Record the selected parcel’s address, OPA account number, Map Registry number (if displayed), and any parcel or map identifier. Take note of whether the Atlas map highlights one lot or multiple parcels. This identity check prevents you from attaching a neighbor’s permit or zoning history to a transaction file.

Step 2: Read the zoning panel correctly

Record the district and overlays

On the property page, open the zoning information. Write down the base zoning district and every overlay or special-control layer shown. Overlays can add rules that are not obvious from the base district name. Keep the district label exactly as displayed; do not convert it into a broader description such as “residential” or “commercial” without checking the Code.

Atlas is useful for locating the property and displaying mapped zoning. The City also provides a Zoning Quick Reference Guide, a Zoning Summary Generator, and the Philadelphia Zoning Code for interpreting the district. Use those tools to examine permitted uses, conditional uses, dimensional standards, parking or loading rules, and overlay requirements that apply to your proposed activity.

Compare the recorded use with the intended use

Write the current or proposed use in specific terms. “Business” is not precise enough; identify whether the activity is, for example, a dwelling, restaurant, office, retail store, day-care facility, workshop, or short-term lodging. Then compare that use with the zoning information and any last-approved-use entry in Atlas.

A use can be physically present yet lack the approval needed for a new owner, tenant, expansion, or change in occupancy. Conversely, a district can permit a use in principle while the particular lot fails a dimensional, parking, historic, or overlay requirement. Treat the map as a screening tool and the Code and permit documents as the controlling evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Review Licenses & Inspections history

Expand the L&I section in Atlas

Open the property’s Licenses & Inspections panel and inspect each available entry. Capture the following fields in a worksheet:

  • Permit, license, violation, inspection, or appeal number.
  • Record type, such as zoning, building, demolition, electrical, plumbing, or other permit category.
  • Description of the approved work or use.
  • Application and issue dates, completion or expiration dates when shown.
  • Current status, including issued, completed, expired, revoked, refused, or open.
  • Inspection results, violation descriptions, and correction status.
  • Links to zoning permit documents, plans, notices, or other attachments.

Read the description rather than relying on the permit title. A record that says “interior alterations” may contain the only indication of a change in layout or occupancy, while a zoning record may describe the use that the building permit assumes.

Use the City’s additional lookup routes

L&I Property History and eCLIPSE are separate public lookup routes for permits, licenses, violations, and appeals. Search the same address and cross-check the results against Atlas. Differences can occur because the systems expose different fields or document links. Preserve the permit number when one system shows a record that another does not; that number is the best key for requesting a copy or asking L&I to investigate.

Check for open problems

Look specifically for unresolved violations, failed inspections, stop-work or enforcement notices, and appeals. An old permit marked completed does not erase a later violation, and a zoning approval does not close a building-code issue. Record the status and the latest activity date for every unresolved item.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Separate zoning approval from building and occupancy approval

Philadelphia projects often require more than one approval. A zoning permit addresses the authorized use and may be required before a building permit. A building permit addresses construction under the applicable building and safety codes. A Certificate of Occupancy, when required and available, documents occupancy authorization. Trade permits, licenses, fire approvals, or other agency approvals may also apply.

The City warns that more than one zoning permit may be necessary before a building permit or Certificate of Occupancy. For example, a use change and a later addition can generate separate zoning records. Match each permit to the work or use it actually describes; never treat one permit number as proof that every aspect of the property is approved.

When a proposed use is not permitted

If the intended use is not permitted in the district, first confirm that you selected the correct parcel and read the applicable Code provisions and overlays. If the City refuses the required zoning application, an appeal may be available through the Zoning Board of Adjustment after the required application and refusal process. An appeal is not automatic approval; follow the City’s filing requirements and deadlines.

Online information versus official copies

Need Practical route Important limitation
Screen a property quickly Atlas zoning and L&I panels Online entries may summarize a record and omit underlying pages
Check permit history Atlas, L&I Property History, and eCLIPSE Different systems can expose different fields; absence in one table is not proof that no record exists
Obtain a permit copy Submit the City’s permit-record request and pay the required fee A listing is not the same as a certified or complete copy
Obtain building plans Owner or owner’s agent requests plans through the City process Non-owners may need owner authorization; older plans may not have been retained
Confirm sales-related status Request Property Sales Certification It documents zoning classification, last established use in the zoning record, and uncorrected violations; it is not a substitute for reviewing project plans

For construction permits, the City states that permit information from 2006 to the present can be found through Atlas. Copies require a request and fee. If a decision depends on the exact scope, conditions, or approved drawings, request the underlying record rather than relying on the online summary.

Historic records, plans, and Certificates of Occupancy

Why older properties require extra caution

Record retention is not uniform across Philadelphia’s building history. L&I says plans processed before 2004 were not retained unless they were associated with a building variance or a major project. A missing plan can therefore reflect retention limits rather than unpermitted work.

Certificate-of-Occupancy periods

Availability also depends on the building’s period and use:

  • Most buildings predating 1969, and buildings used as single-family dwellings, may not have a Certificate of Occupancy.
  • Certificates from 1969 through 2006 that L&I retained are in the zoning file on Atlas.
  • Duplicates from 2006 onward may be requested when you can identify the associated permit number.

Do not state that a property “has no certificate” solely because an online search returns nothing. State that no certificate was located in the searched records, then request a City search or copy when the issue affects a purchase, financing, insurance, lease, or construction plan.

Code dates and which rules may apply

The Philadelphia Zoning Code was implemented on August 22, 2012. L&I’s department information says new permit applications must comply with updated codes effective July 1, 2026. Those dates do not determine the rules for every older permit. The applicable requirements can depend on the application date, permit type, scope of work, vested rights, amendments, and the approvals actually issued for the property.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an existing structure, record the date of each permit and the code or zoning provisions cited in the document. For new work, ask L&I which code edition and transition rules govern the application you intend to file. Do not use a current district label to retroactively judge a decades-old permit without checking the rules and approvals in effect at that time.

A transaction-ready due-diligence workflow

  1. Identify the parcel. Save the Atlas result, address, OPA account number, and Map Registry number.
  2. Capture zoning. Record the base district, overlays, last approved use, and any notes or linked zoning documents.
  3. Build the permit timeline. List every relevant zoning, building, demolition, and trade permit with number, description, dates, and status.
  4. Check enforcement. Review violations, failed inspections, appeals, and open cases; note the latest activity.
  5. Test the intended use. Compare the proposed use and physical work with the Code, district rules, overlays, and recorded approvals.
  6. Request documents. Obtain copies of permits, plans, or Certificates of Occupancy when summaries do not answer a material question.
  7. Order Property Sales Certification when appropriate. Use it to document zoning classification, last established use in the zoning record, and uncorrected violations for a sale-related file.
  8. Resolve conflicts before signing or starting work. Ask L&I or a qualified local professional to interpret inconsistent records, missing approvals, or a possible refusal.

Common failure points and fixes

Several parcels match the address

Compare parcel outlines and OPA numbers, then check the deed or survey. Search by Map Registry number if the street address does not identify the intended lot.

The permit appears under a different address format

Try the intersection, omit or add a directional prefix, and search by OPA account number. Keep the permit number from any related record and ask L&I to connect it to the parcel.

A permit is listed but no document opens

Record the number and status, then request a copy through the City process. Online availability does not guarantee that the attachment is publicly downloadable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No record appears for old work

Check the historic retention rules, search L&I’s other lookup route, and request a City search. Pre-2004 plans may not have been retained except for a building variance or major project.

The map district seems to allow the use, but the project is refused

Review overlays, dimensional standards, parking or loading requirements, prior conditions, and the exact use classification. A district label is not a determination that the lot satisfies every requirement.

The seller says the property is legal because it has a building permit

Ask for the zoning approval, building permit, final inspections, occupancy record, and any subsequent violations. Building authorization and use authorization are separate questions.

When to obtain professional or City help

Escalate before relying on the result when the property will be purchased, leased, refinanced, demolished, expanded, or converted to a different use. Professional review is especially valuable when records conflict, the proposed use is conditional or refused, an appeal may be needed, violations remain open, or plans are missing.

Bring your saved parcel identifiers, permit timeline, screenshots or printouts, proposed-use description, and specific questions. Ask for written clarification of which record controls, what additional approval is required, and whether an unresolved violation or missing certificate affects the planned transaction or permit application.

Frequently Asked Questions

Can I determine legality from the Philadelphia zoning map alone?

No. The map identifies the district and overlays, but the Philadelphia Zoning Code, zoning permits, building permits, occupancy records, and site-specific conditions determine whether a use or project is authorized.

Does a missing Atlas permit entry prove that no permit was ever issued?

No. Online coverage and historic retention are limited. Search L&I Property History and eCLIPSE, then request a City search or copies when the answer matters.

Who can request Philadelphia building plans?

The City’s process allows an owner or the owner’s agent to request plans. A non-owner may need owner authorization, and older plans may not have been retained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does Property Sales Certification document?

It documents the zoning classification, the last established use in the zoning record, and uncorrected violations for the property. It does not replace review of permits, plans, or current project requirements.
