Treat it as a draft estimate. Reconcile every line with the project brief, current drawings, specifications, site information and local market rates, then have a qualified builder, quantity surveyor, architect or engineer validate quantities, labour, code compliance and constructability before you sign or pay.
The checks below are designed to expose omitted scope, unrealistic allowances, duplicated quantities, hidden risk and confident-sounding AI errors. A low total is meaningful only after competing quotes have been normalized to the same work, quality, programme, tax treatment and risk allocation.

What an AI building quote can—and cannot—tell you
Generative AI can turn a room description into a neat list of work and prices, but fluency is not evidence. The U.S. Department of Energy’s Generative AI Reference Guide v2 (June 2024) warns that “Hallucinations occur frequently with GenAI systems and can be hard to identify when they occur in a generally coherent, articulate response.” UK procurement guidance (PPN 017) similarly cautions that LLM-assisted content may contain inaccurate or misleading statements even when facts and references appear plausible.

An AI result is therefore useful for organizing questions, not for accepting liability. It may use the wrong currency, an old rate, an inappropriate construction method or a requirement from another jurisdiction. It may also omit work that was never described in your prompt. The more complete and precise the input, the better the result; Consumer Protection New Zealand puts this plainly: “The more you give, the more accurate the results will be.”

Estimate versus quote
First determine what the document legally and commercially represents. An estimate is a best guess that can move as information improves. A quote is normally a confirmed maximum price subject to agreed variations, although the exact legal effect depends on your jurisdiction and contract wording.
| Document characteristic | What you should see | Why it matters |
|---|---|---|
| Identity | Project address, client name, contractor details and quote number | Prevents a price for a different revision or site being used. |
| Status | Explicit wording such as “estimate” or “fixed quote” | Sets expectations about price certainty. |
| Validity | Issue date, expiry date and validity period | Material and labour rates can change after expiry. |
| Money | Currency, tax treatment and whether taxes are included | A cheap-looking total may simply exclude tax. |
| Basis | Drawings, specifications, quantities, assumptions and exclusions | Defines what the number actually buys. |
Step 1: Freeze the scope before checking the arithmetic
Do not audit a price against a vague idea such as “renovate the kitchen.” Write a plain-language scope and attach the latest drawings and specifications. Consumer Affairs Victoria recommends written quotes that cover the same work and says plans and specifications should clearly define what the work must achieve.
Create a scope brief
Record the existing conditions, proposed work and required outcome. Include room names and counts, dimensions, ceiling heights, finishes, fixtures, appliances, services, performance requirements, demolition, protection of occupied areas, access restrictions, working hours, waste removal, testing, commissioning, cleaning and handover documents. State what is supplied by the owner and what the contractor must supply.

Put a revision number and date on every plan, schedule and specification. Ask the estimator to identify the exact revisions used. If the AI was prompted from an earlier plan, regenerate the draft from the current set before comparing prices; otherwise you may spend time correcting quantities for a design that is no longer valid.
Use a scope-completeness checklist
- Demolition, strip-out, hazardous-material handling and making-good.
- Temporary works, protection, weatherproofing and access equipment.
- All finishes, trims, sealants, fasteners, fixings and installation accessories.
- Testing, commissioning, cleaning, manuals, certificates and handover.
- Working-hour, noise, neighbour, occupancy and site-logistics constraints.
Have the AI list every assumption and exclusion in separate columns. An item described only as “standard,” “allowance,” “by others” or “owner supplied” is not yet a defined scope item.
Step 2: Reconcile quantities to the drawings
A credible quote has a traceable quantity basis. Recalculate floor areas, wall areas, lengths, volumes, fixture counts, openings and waste factors from the drawings. For each assembly, identify the measured quantity, unit, waste allowance and source drawing or schedule.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Perform an independent take-off
- Mark every room, elevation and external area on a working copy of the plans.
- Measure the primary quantities: excavation, concrete, masonry, framing, roofing, cladding, flooring, painting and service runs.
- Count openings, doors, windows, sanitary fixtures, outlets, lights, appliances and specialist items.
- Check deductions for openings and additions for returns, upstands, laps, overlaps and service penetrations.
- Compare your take-off with the quote and investigate every material difference.
Bills of quantities and take-offs have inherent tolerances. UK cost-estimating guidance says those tolerances and the assumptions behind them must be documented and reviewed. Require the estimator to state measurement rules and waste factors rather than hiding them in a lump sum.

Look for omissions and double counting
Trace each scope item from the brief to a quote line, then to a quantity and rate. Check that a trade or assembly appears once—not zero times and not twice under different descriptions. Common errors include counting demolition as new construction, pricing a fixture but not its connection, or including a subcontractor’s work inside a general allowance and again in a trade section.
Step 3: Verify materials, performance and installation quality
Match every material to the specification: brand or approved equivalent, grade, dimensions, performance, finish, colour, fire or acoustic rating and installation system. If the specification calls for a particular system, an AI-generated “standard” substitute is not equivalent until the designer approves it.
Turn vague allowances into defined inclusions
Ask for a written definition of each allowance: product description, quantity, unit rate, installation, delivery, taxes, wastage and the process for reconciling the final cost. “By others” must name the responsible party and the hand-off point. “Prime cost” and “provisional sum” items need a stated basis and adjustment mechanism.
NSW guidance warns that unspecified products can be replaced with cheaper materials. Require the quote to list materials and to reflect the specification, including accessories that are easy to overlook—membranes, underlays, adhesives, edge trims, brackets, sealants, fixings and protection.
Check supply-chain assumptions
- Confirm whether rates include delivery, unloading, storage and protection from damage.
- Ask how wastage, breakage and colour or batch matching are handled.
- Check whether escalation is included for long-lead items and how substitutions are approved.
- Verify that the proposed product is available and compliant in your location.
Step 4: Audit labour and production assumptions
Labour is often where an apparently cheap quote hides its largest gap. Consumer Affairs Victoria advises customers to confirm labour calculations, transport, material-collection time and weekend or public-holiday rates.

Demand a transparent labour basis
For each trade, ask for crew composition, hours or productivity rate, hourly or unit rate, supervision, apprentice costs, mobilisation, travel, parking, minimum charges, overtime and call-out rules. Check whether site management, setting out, protection, cleanup and coordination are included or assumed to be free.
Test the programme
Compare the quoted duration with the sequence implied by the work. Ask which activities can run concurrently, what lead times are assumed, and how weather, inspections, curing, testing and client decisions affect the programme. A labour total based on an unrealistic duration can become a variation claim when the actual sequence is slower.
Check trade boundaries
Draw a responsibility matrix for excavation, temporary services, penetrations, patching, painting, final connections and commissioning. “Builder’s work” and “service contractor” descriptions often leave gaps between trades. Every interface should have one named owner.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsStep 5: Search for site, ground and regulatory costs
Site conditions create costs that a text-only model cannot infer reliably. Ask who pays for each investigation, approval, control and disposal activity before accepting the total.
Ground and access items
- Survey, set-out and condition surveys.
- Soil testing, geotechnical advice, rock excavation, groundwater and dewatering.
- Excavation support, shoring, underpinning, temporary drainage and traffic or pedestrian controls.
- Spoil classification, haulage, tipping fees, recycling and waste disposal.
- Scaffolding, hoists, cranes, site fencing, temporary power, water and security.
- Protection of existing structures, neighbours, landscaping and occupied areas.
- Utility locating, disconnections, connections, upgrades and reinstatement.
Regulatory and professional items
- Design fees, engineering, energy or accessibility assessments and specialist certification.
- Planning or building permits, plan review, inspections, testing and occupation or completion certificates.
- Code-required upgrades discovered during approval or inspection.
- Insurance, bonds, warranties and statutory or project-specific compliance documents.
Queensland guidance specifically highlights contingencies, certifications, inspections, fees, soil information and responsibility for spoil as quote checks. Permit, licensing, deposit and remedy rules vary by jurisdiction, so obtain local building-code or legal advice rather than relying on a generic AI answer.
Step 6: Test contingencies and assign risk
A contingency is not a magic percentage that makes an uncertain quote safe. Require a written assumptions and risk register. Separate known allowances—such as a stated provisional sum—from genuinely unknown conditions, and name the party who owns each risk.

Build a risk register
| Risk or assumption | Evidence to request | Commercial treatment |
|---|---|---|
| Unknown ground or concealed conditions | Survey, soil report, inspection record and defined trigger | Allowance, unit rates or written variation rule |
| Design development | Drawing revision and outstanding decisions | Responsibility and approval deadline |
| Material availability | Supplier quotation, lead time and approved alternatives | Price validity and substitution process |
| Access, weather or occupancy constraints | Site logistics and programme assumptions | Delay entitlement and cost responsibility |
| Regulatory changes or inspections | Applicable approvals and inspection stages | Included fees and change mechanism |
The UK Infrastructure and Projects Authority says credible estimates depend on evidence and documented engineering, cost, execution and risk assumptions. If the AI cannot identify a source or explain an assumption, mark the item as requiring human verification rather than accepting a made-up rate.
Step 7: Normalize at least three written quotes
Obtain at least three written quotes where practical. Send each bidder the same scope, drawings, specifications, programme expectations and response deadline. Then compare on a normalized basis rather than sorting by headline total.
| Comparison axis | Questions to align |
|---|---|
| Scope completeness | Are demolition, preparation, temporary works, protection, cleanup, commissioning and handover included? |
| Material quality | Do brands, grades, finishes, performance and installation systems match? |
| Quantity basis | Are units, measurements, waste factors and drawing revisions identical? |
| Labour and programme | Are crew, productivity, supervision, working hours, duration and overtime treated consistently? |
| Site and regulatory costs | Are surveys, soil, excavation, spoil, permits, inspections, utilities and certification assigned? |
| Risk and contingencies | Which allowances are provisional, what triggers adjustment and who owns unknown conditions? |
| Commercial terms | Are tax, insurance, bonds, warranties, payment stages, retention and price validity comparable? |
| Contract controls | Are variations, delays, substitutions, defects and disputes governed by the same standard? |
| Capability | Are licensing, qualifications, relevant references and insurance evidence available? |
Investigate a large price difference before choosing. The lowest total may omit scope, use a lower-quality product, assume unpaid labour or transfer an undefined site risk to you. Ask the bidder to reprice the same clarification list so the difference becomes explainable.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 8: Put variation and payment controls in writing
Before work starts, the contract should define how changes, delays, substitutions and provisional sums are priced, approved and recorded. NSW guidance says variations should be written and signed by both parties; Western Australia guidance says extra work requires customer permission.
Minimum variation workflow
- Describe the proposed change and why it is needed.
- Identify affected drawings, quantities, labour, programme and approvals.
- Price additions, credits, overheads, profit, taxes and delay effects separately.
- Obtain written approval from the authorized client representative before work begins, except for clearly defined emergencies.
- Update the contract sum, programme and drawing register.
Check payment mechanics
Confirm stage-payment milestones, deposit limits applicable in your jurisdiction, invoices, retention, evidence of insurance, release of claims, defects period and the route for disputes. Do not let an AI-generated payment schedule override mandatory local consumer or construction law.

Step 9: Verify the AI output itself
Use the model as a questioning and reconciliation assistant, not as the approving professional. Give it the project address or region, currency, date, drawings, specification excerpts, quantities and known site constraints. Ask it to show its assumptions and source data, flag unknowns, identify conflicts and return “insufficient information” instead of inventing a rate or requirement.

Prompts that improve auditability
- “Create a line-by-line scope matrix mapping each requirement to a drawing, quantity, unit, rate and inclusion or exclusion.”
- “List every assumption, provisional sum, prime cost item and ‘by others’ responsibility separately.”
- “Recalculate these dimensions and show the formula, waste factor and rounding.”
- “Identify items that depend on local code, permit or inspection requirements and mark them for professional confirmation.”
- “Compare these bids only after normalizing scope, quality, tax, programme and risk ownership.”
Require human review gates
A human reviewer should verify measurements, rates, constructability, code compliance, supplier availability, insurance and contract terms. The reviewer should sign or otherwise record what was checked, which assumptions remain open and who must resolve them. Never make a deposit or sign a building contract solely because an AI output looks complete.
Complete missing-cost checklist
Use this list during a quote meeting and require a yes-or-no answer with an owner for every item:
- Scope: demolition, preparation, temporary works, access, protection, cleanup, commissioning and handover.
- Materials: specified grade and finish, wastage, fasteners, fixings, delivery, storage, escalation and substitutions.
- Labour: every trade, supervision, apprentices, mobilisation, travel, overtime, call-outs and minimum charges.
- Ground and site: survey, soil test, rock, excavation, shoring, drainage, spoil, waste disposal and utilities.
- Regulatory: permits, plan review, inspections, certificates, code upgrades, testing and certification.
- Commercial: tax, insurance, bonds, design fees, financing, warranties, provisional sums, contingencies and valid-until date.
- Contract administration: schedule, stage payments, retention, variation procedure, delay costs, defects period and dispute route.
Why a builder’s quote may be much cheaper
A lower price is not automatically a mistake. It can reflect a more efficient method, better supplier pricing, a shorter programme or a genuinely different commercial offer. It becomes a warning when the bidder cannot explain a difference after scope normalization.
- The quote excludes tax, permits, engineering, inspections or disposal.
- Quantities use a smaller area, fewer fixtures or no waste factor.
- Materials are allowances or cheaper substitutions rather than specified products.
- Labour assumes unrealistic productivity, unpaid supervision or no travel and overtime.
- Ground, access and temporary works are left as the client’s risk.
- Provisional sums are low, undefined or omitted from the headline total.
- The document is an estimate while competitors supplied fixed quotes.
Send the same clarification schedule to every bidder and ask for a revised, signed price. Keep the original and revised versions so you can see exactly what changed.
When to stop and obtain independent help
Use an independent quantity surveyor or construction cost consultant for a large, unusual, high-risk or disputed project. Consumer Affairs Victoria explicitly recommends independent advice for large projects. An independent reviewer can perform a take-off, benchmark rates, test allowances, assess variations and explain whether a low bid is efficient or incomplete.
Also seek a licensed builder, architect or engineer when structural work, complex services, hazardous materials, difficult ground, heritage constraints or code-sensitive work is involved. Obtain local legal or building-code advice before relying on deposit limits, licensing rules, permit requirements or contract remedies, because those rules are jurisdiction-specific.
What a defensible final quote should contain
Before approval, the document should let another professional reproduce the total. It should identify the project and revisions; state estimate or fixed-quote status; show currency, tax and validity; itemize quantities, units and rates; define materials and allowances; assign labour, site and regulatory costs; record assumptions, exclusions and risk ownership; set the programme; and include insurance, warranties, payment and variation terms.
If any of those elements is missing, the right response is not to guess. Ask for clarification, revise the quote or obtain another professional opinion. The practical standard is simple: every dollar must have a defined scope, a traceable quantity or allowance, and a named party responsible for the risk.
