Check a builder in layers before you sign or pay: verify the exact legal entity and active licence with the official regulator, investigate the regulator’s disclosed history, speak with owners of comparable completed projects, compare like-for-like written bids, and confirm permits, plans, inspections and completion records with the authorities for the property. A licence or approval is a threshold check—not proof of good workmanship—so keep an evidence file and resolve discrepancies in writing.
What a proper check can—and cannot—prove
A builder’s “track record” is not one rating or a single government badge. It is the combined evidence behind a particular company and the people who will perform your work. You need to establish four separate facts:
As an Amazon Associate I earn from qualifying purchases.
- The business and individual presenting the bid are legally identifiable and properly licensed or registered for the work.
- The builder has completed projects comparable to yours, and former customers can describe the result and the working relationship.
- The proposed price, materials, exclusions, timetable and responsibilities are written clearly enough to compare with other bids.
- The property’s building, planning and inspection records support what the builder says about approvals and completion.
These checks answer different questions. A regulator’s record can show status, insurance, a bond, complaints or discipline where that jurisdiction discloses them. It does not certify finish quality, punctuality or communication. A permit or approved plan records an administrative or code-review milestone. It does not show whether the builder protected your home, kept promises or fixed defects. Treat each item as evidence with a defined meaning, not as a substitute for the others.

Start with the identity that will appear on your contract, not the trading name on a van or social-media page. Ask for the company’s full legal name, trading name if different, business address, responsible individual, licence or registration number and the names of subcontractors who may need their own credentials.

Match every name and number
- Write down the legal business name and the individual who is presenting the bid.
- Compare those details with the proposal, contract, invoice, advertising, vehicle or business card.
- Search the official regulator by licence number, business name and contractor name when all three options are available. California’s Contractors State License Board (CSLB), for example, advises consumers to check that the person presenting the bid is the person named on the licence.
- Ask which entity will employ workers, receive payments and carry insurance. If a parent company, separate trading name or subcontractor appears in the paperwork, verify that entity too.
A mismatch is not a minor spelling issue until it is explained. It may indicate a change of ownership, an unlicensed salesperson, a licence being used by another company or a contract with an entity you did not investigate.
Step 2: Use the regulator’s official lookup
Open the licensing or registration database maintained by the state, province, territory or other authority with jurisdiction over the work. Do not rely on a badge, screenshot or link supplied by the builder; search the regulator’s own site and save the result with the date.
What to verify
- Current status: The record should be active or otherwise valid for the period in which the work will be performed.
- Classification or scope: The licence category must cover the type of construction, renovation, electrical, plumbing or specialty work being proposed.
- Named holder: Confirm that the business and responsible individual match the contract and bid.
- Bond and insurance information: Record policy or bond details when the registry displays them, then ask the builder for certificates and verify that they remain current.
- Complaints and discipline: Note the date, allegation, status and outcome rather than copying a headline or star rating.
- Expiration and restrictions: Check renewal dates, limitations, suspensions, exclusions and any conditions attached to the credential.
The information available varies by jurisdiction. Oregon’s Construction Contractors Board says its lookup can show active licensing, bond, insurance and complaints or disciplinary actions filed in the past 10 years. California’s CSLB provides licence lookup and complaint disclosure. A different authority may show less online and require a written records request, so an empty screen is not proof that no history exists.
Read complaint records in context
A complaint entry is an allegation or case record unless the agency identifies a final finding. Ask the regulator what the entry means, whether it was dismissed, resolved, settled or resulted in discipline, and whether older files can be requested. Keep regulatory and civil matters separate: an agency investigation concerns possible violations of licensing law, while a customer’s court claim or payment dispute follows a different process.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
California CSLB explains that its complaint process investigates possible licence-law violations and may lead to administrative action; it also warns that an investigation does not guarantee restitution. That limitation matters when you assess financial risk. A builder with a closed complaint is not automatically unsuitable, and an unresolved entry is not proof of misconduct. The decision should turn on the documented outcome, pattern, relevance and the builder’s explanation.
Step 3: Test the track record with comparable projects
Ask for a short list of recently completed projects and permission to contact the owners. “Recently” should be recent enough to reflect the current team and subcontractors, while still allowing you to see how defects and warranty issues were handled. Prioritise projects similar to yours in type, size, structural complexity, age and permitting demands.
Questions for former customers
- Did the finished work match the agreed scope, drawings and specification?
- Was the project completed close to the promised schedule? If it slipped, what caused the delay and how was it communicated?
- Did the final cost differ from the original price? Which changes were authorised in writing?
- Were there defects, damage or unfinished items? How quickly did the builder respond, and who paid for correction?
- Did the builder return calls, provide useful updates and keep the site reasonably safe and orderly?
- Were permits and inspections handled as promised, and did the owner receive final inspection, completion or occupancy paperwork?
- Would the customer hire the builder again for comparable work?
Ask to view a completed project when practical, with the owner’s permission. Look beyond staged photographs: junctions, trim, drainage, waterproofing details, finishes and the condition of areas completed several seasons earlier can reveal more than a new-project tour. Oregon’s consumer guidance recommends asking former customers about satisfaction, timeliness, responsiveness and the way problems were resolved, and reviewing examples of the builder’s work.
Step 4: Compare bids on identical assumptions
Obtain at least three written bids when the project’s size and market make that practical. California CSLB recommends three bids and cautions against accepting an unusually low figure without finding out what has been omitted. A low total may exclude demolition, design, engineering, permits, waste removal, site protection, finishes, testing or restoration.

Build a like-for-like comparison
| Item to compare | Questions to answer in every bid |
|---|---|
| Scope and drawings | Do all bidders price the same plans, measurements, specifications and site assumptions? |
| Materials and allowances | Are brands or performance standards identified, and are provisional sums or allowances realistic? |
| Exclusions | What work, fixtures, taxes, utility fees, testing, landscaping or repairs are left out? |
| Programme | What start and completion dates, working hours, access requirements and delay provisions apply? |
| Price and payment | Is the total fixed or adjustable, and what deposit, progress payments, retention and final payment are required? |
| Changes | Must every variation state the revised scope, price and time in a signed written change order? |
| Responsibility | Who obtains permits, schedules inspections, coordinates subcontractors and supplies closeout documents? |
Do not “equalise” bids by filling gaps with your own assumptions. Ask each builder to clarify the same item in writing, then preserve the answer with the bid. An apparently higher bid may include engineering, higher-grade materials or complete closeout work that a cheaper bid omits.
Check the contract before paying
At minimum, the contract should identify the parties, job address, detailed scope, materials, start and finish dates, total cost, payment schedule, permit responsibility, insurance expectations, warranty terms and a written change-order procedure. Oregon CCB consumer guidance specifically recommends terms covering scope, materials, dates, price and payment schedule, required permits and responsibility for obtaining them, together with signed written changes. Refuse to rely on an oral promise that contradicts the written scope.
Step 5: Verify permits, plans and inspections independently
Contact the building department responsible for the property before accepting a statement that a permit is or is not required. Describe the exact work, not merely “a renovation”: structural alterations, extensions, new rooms, changes to services, drainage, fire safety and occupancy can trigger different rules. Local exemptions exist, and decorative work may be treated differently from structural work. Miami-Dade guidance advises checking with the local building official when someone says a project needs no permit; Cincinnati guidance likewise notes that requirements depend on the work and locality.
Ask the building authority how to search
- Give the official the property address, parcel reference if available, and a concise description of the proposed work.
- Ask whether a permit was required and which permit types apply.
- Use the authority’s address or permit-number search, or request the file if no public portal exists.
- Review the permit application, plan-review comments, approved drawings, inspection results and correction notices where those records are available.
- Confirm whether the permit received a final inspection, certificate of completion or certificate of occupancy, and whether any conditions remain open.
Record permit numbers, issue dates, status and the name of the permit holder. An approved plan may apply only to the scope shown on that plan. A later extension, altered layout or unapproved change can sit outside the approval even when the original permit is genuine.

Check planning and land-use approvals separately
Building control is not the same as planning or zoning consent. Contact the planning authority for questions about land use, setbacks, heritage controls, subdivision, variances, design conditions and conditions attached to an approval. Ask whether the decision applies to the exact parcel and proposed scope, whether it is final or conditional, and whether amendments or outstanding conditions were recorded later. Public portals, fees and record-retention periods differ, so the local authority must tell you the available route.
What an approval record means
A permit, plan approval or passed inspection demonstrates that an authority recorded a particular regulatory step. It does not establish craftsmanship, customer satisfaction, schedule performance or the builder’s general competence. A final or occupancy document is stronger evidence that the authority accepted the covered work for closeout, but it still does not replace references, a warranty or your own inspection.

Compare builders with a decision matrix
When several candidates survive the initial checks, score them against the same evidence rather than choosing the lowest number or the highest online rating.
| Decision area | Evidence to place beside each builder | Why it matters |
|---|---|---|
| Identity and authority | Legal name, named licence holder, active status and work classification | Shows who is accountable and whether the credential covers the job |
| Regulatory history | Complaint or discipline entries, dates, outcomes and the builder’s written explanation | Distinguishes a documented pattern from an allegation or isolated resolved matter |
| Comparable work | Recent projects similar in type, scale, age and approval complexity | Tests whether the team has relevant experience rather than generic claims |
| Customer evidence | Answers about quality, schedule, communication, changes and problem resolution | Reveals day-to-day performance that registries do not measure |
| Approvals and closeout | Permit, plan, inspection and completion records for the relevant work | Confirms the regulatory trail and unresolved obligations |
| Commercial clarity | Like-for-like scope, materials, exclusions, timetable, price and payment terms | Prevents a low bid from winning by omitting work or shifting risk |
| Contract control | Written change-order, warranty, permit and responsibility provisions | Creates a process for changes instead of relying on informal promises |
Red flags that require a pause
- The licence does not match the bidder: Stop and obtain a written explanation and a corrected contract before proceeding.
- The classification does not cover the work: Ask which properly credentialed entity will perform each regulated part.
- No verifiable comparable references: Do not treat a portfolio of photographs as a substitute for owner contacts.
- Pressure for a large deposit or cash payment: Require the written scope, payment schedule and permit responsibilities first.
- You are told to pull the permit for the builder’s work: Ask the building authority who must apply and who is responsible for inspections; verify local rules rather than assuming.
- “No permit needed” is asserted without authority confirmation: Obtain the building department’s position for the exact scope and address.
- A registry entry is presented as a government endorsement: Pennsylvania’s Office of Attorney General states that registration is not an endorsement of a contractor’s honesty, competency, skill or work quality.
- An unresolved complaint is described as proof—or dismissed without context: Request the agency’s status and outcome, and distinguish regulatory action from a civil claim.
- A bid omits drawings, allowances or exclusions: Reprice it on the same documents as the other bids before comparing totals.
When records and claims do not match
Give the builder a written list of the discrepancy: for example, a permit number that belongs to another address, a licence held by a different entity, or a claimed completion certificate that the authority cannot locate. Ask for the authority’s explanation and the builder’s response separately. Do not let a verbal assurance close the issue.
If the authority confirms that work was performed without a required permit, ask what correction, inspection, retrospective approval or enforcement process applies before you sign. If a permit file shows unresolved corrections, make their completion a contractual condition and hold back the agreed payment only in a manner permitted by your contract and local law. Where the facts remain unclear, obtain advice from the authority, a qualified building professional or a lawyer in the property’s jurisdiction.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA practical pre-signing checklist
- Record the legal business name, responsible individual, address and licence or registration number.
- Save the regulator’s current lookup and verify status, classification, insurance, bond and disclosed history.
- Ask the regulator how to interpret any complaint, discipline or restriction and request older records if relevant.
- Call several owners of comparable completed projects and write down their answers.
- Inspect a completed project when practical, with permission.
- Obtain at least three written bids where feasible and compare identical plans, materials, allowances, exclusions and schedules.
- Read the contract for scope, price, payments, permits, changes, warranty and closeout documents.
- Ask the building department whether the exact work requires permits and how to access the file.
- Check approved plans, inspections, corrections and completion or occupancy status.
- Ask the planning authority about zoning, land-use, heritage or conditional approvals affecting the parcel.
- Resolve every mismatch in writing and save the final evidence file before paying or signing.
Bottom line
Choose the builder whose identity and licence withstand an official check, whose comparable customers describe reliable work, whose bid is complete when compared on identical assumptions, and whose permit and planning trail matches the project you are buying. Keep approvals, references, contract terms and closeout documents together: each protects against a different failure, and none alone proves that a builder will deliver well.
