How to Build Your Own Fishing Pond or Small Lake

A fishing pond begins with the right site and a locally reviewed design. Learn how to assess soils and watershed, plan permits and water controls, stabilize the pond and choose fish for local conditions.

To build a fishing pond or small lake, first confirm that your land can hold water and that the project is permitted. Then have the site, dam, outlet and spillway designed for its actual soil, drainage and water supply. Stabilize the finished pond before stocking fish, and plan for ongoing water-quality and fishery management. The right dimensions, construction method and fish species depend on your location and goals.

Start with the fishery and other uses you want

Decide what the pond is for before choosing a site or moving soil. A balanced bass-and-bluegill fishery, trophy fish, catfish, general recreation, livestock water and irrigation can call for different designs and management. If you want several uses, consider how they might compete: drawing water for irrigation, for example, can affect the habitat available to fish.

Write down the intended fishery, other uses, who will use the pond, and what maintenance you can realistically provide. These decisions will guide the site assessment, design and stocking plan. Choose a site and construction type

Walk more than one possible location and assess its terrain, soils, water supply and watershed—the land that drains into the pond. Topography determines how much water can be stored behind a dam and how much earthmoving may be needed. Soil and geology affect whether the basin can retain water. The watershed affects both water quantity and quality.

Option What to consider
Runoff-fed, embankment pond A dam holds runoff from an uphill watershed. Terrain, drainage area and suitable soil all affect feasibility. Runoff may also carry sediment, nutrients, pesticides or unwanted fish.
Excavated pond The basin is dug into the ground. It may require substantial earthmoving, and its water supply and ability to retain water need to be assessed.
Other water-supplied design A well or another source may be part of a design, but water availability, withdrawal rules and operating needs must be checked for the specific site.

Check soil, watershed and water supply

  • Soil and geology: Suitable clay can help seal a basin and dam. Exposed limestone or permeable soils can be a concern. These are screening principles; a qualified site investigation is needed to determine what a particular parcel requires. Missouri Extension describes NRCS assistance with evaluating pond soils, and Iowa DNR discusses clay cores and potential leakage conditions.
  • Runoff quality: Bare soil, concentrated livestock areas, overfertilized pasture and treated cropland can contribute sediment or contaminants. Nutrient inputs can promote excessive plant growth and contribute to low oxygen. Vegetated cover and a grass buffer can help limit runoff.
  • Water reliability: Assess whether the watershed or other source can supply the pond through dry periods, not just after rain. The amount of water reaching the site is a design consideration, not a guarantee that the pond will remain full.

Use regional figures as examples, not universal dimensions

Published recommendations vary with regional conditions and the source’s intended context. They are useful for framing questions with a local professional, not as a substitute for a site-specific design.

Guidance Source and geographic qualification
10 to 20 watershed acres per surface acre of pond Iowa DNR gives this as Iowa guidance. It is not a universal engineering ratio.

Confirm permits and get qualified local help

Do this before construction. Requirements depend on the parcel, water source, project dimensions and local rules. Contact the relevant local, state and federal authorities if the project could affect a wetland or stream, connect to public waters, withdraw public water, or involve a regulated dam.

For example, NC State Extension’s pond-management guide describes North Carolina cases in which work involving a stream or wetland may require federal Section 404 and state Section 401 permits, connected-water fish stocking may require state approval, and certain dam height, storage or hazard conditions may prompt dam-safety review. Alabama Extension advises identifying wetlands and checking with the U.S. Army Corps of Engineers or NRCS; withdrawal from a public water source may require a permit. These examples do not determine the rules for another state or project.

Ask local authorities who handles permits, and seek technical assistance from appropriate professionals. Iowa DNR recommends contacting NRCS, a county Soil and Water Conservation District, extension staff or fisheries biologists. No reliable project-specific dimensions, permit list or construction cost can be established without the location, topographic survey, soil evaluation, water source, proposed dimensions and dam-hazard classification. Have a qualified local professional assess those facts before committing to a design or budget.

Design the basin, dam and water controls together

A pond is more than an excavated hole or an embankment. The basin, water supply, dam materials, outlet, overflow structures, access and erosion protection work as a system. Dam and spillway design is consequential and site-specific; do not build from an unverified generic plan.

NC State Extension points to USDA NRCS Agriculture Handbook 590 for detailed surveys, site selection, drainage area, pond layouts, soil analysis and spillway construction. Plan a controlled route for ordinary water flow and a way to release excess runoff. Missouri Extension describes an overflow pipe for normal flow and an emergency spillway for excess runoff; grass cover can help stabilize a spillway. Mississippi State Extension emphasizes prompt erosion control and cautions against planting trees or shrubs on a dam. A qualified designer must determine the actual dimensions, materials and specifications for your site.

Build, stabilize and fill before stocking

  1. Complete the site assessment and approvals. Confirm the proposed location, soils, water source and applicable permits before earthwork begins.
  2. Build to the site-specific design. Have the basin, dam, outlet and spillway constructed to the design and specifications developed for the parcel.
  3. Control erosion and establish stable cover. Protect exposed soil and stabilize the dam and spillway so runoff does not wash soil into the pond or erode the structures.
  4. Confirm the pond is ready for fish. Check that it has filled sufficiently and that its water conditions and access are appropriate for the planned species and stocking approach.
  5. Stock under local guidance. Choose species, numbers and ratios based on the fishery goal, local rules, pond size and depth, water temperature and water quality.

Construction and stocking calendars are regional. Missouri Extension describes summer as a favorable construction period in its context, with later rainfall potentially filling the pond for spring fingerling stocking. Mississippi State Extension recommends completing construction in summer before fall stocking in its regional guidance. Local climate, water readiness and species requirements determine the actual schedule.

Choose fish for local conditions

There is no single stocking formula that fits every fishing pond. The species and stocking rates should match your goals, local rules, pond dimensions, water temperature and water quality. Use locally adapted species and consult a fisheries biologist, extension specialist or other qualified local adviser before buying fish.

The USDA NRCS Fishpond Management Conservation Practice Standard, Code 399 (July 2022) calls for a stocking plan that sets species, rates and ratios in light of owner objectives, local rules and pond conditions. It also calls for preventing fish escape where adjacent native species could be harmed. If the pond connects to public waters, check state stocking rules before introducing fish.

Manage water and fishery conditions over time

Maintenance starts beyond the shoreline. Control erosion and contaminant runoff in the watershed, retain suitable vegetated buffers, and keep livestock out of the pond or limit their access. Livestock can damage banks, dam sod and fish-spawning areas. NRCS also identifies protection from flooding, sedimentation and contamination, along with control of nuisance species and undesirable aquatic vegetation, as management concerns.

Monitor water conditions relevant to the pond’s management plan. NRCS identifies dissolved oxygen, hardness, pH, alkalinity and phytoplankton bloom among the conditions to address. Missouri Extension explains that alkalinity monitoring helps buffer pH changes, while excess nutrients can lower oxygen and contribute to fish kills. Choose water testing or professional analysis to answer specific management questions rather than treating a generic test kit as a complete plan.

Aeration is one possible management tool, not a required feature of every fishing pond. NRCS states that “Supplemental aeration equipment improves gas transfer and water quality, and minimizes fish stress within the impoundment.” Whether to use it, and what equipment is appropriate, depends on pond conditions and management needs.
