There is no defensible universal price for converting an office into laboratory space. The most directly matched published model is a Greater London case study from the first quarter of 2021: a 10-storey, 1990s office block with 22,500 m² gross internal area, 15,648 m² net internal area, and an even wet-lab/dry-lab split. It assumes complete replacement of end-of-life mechanical and electrical services, foundation strengthening, additional vibration and loading work, a new lift shaft, and two lift carts. Loose furniture and fittings, professional fees, and VAT are excluded.
That example is a defined historical scenario, not a current US, UK-wide, or global rate. A credible budget starts by defining the laboratory program and fit-out boundary, then testing structure, floor-to-floor height, plant capacity, logistics, envelope performance, and regulatory requirements. Only after those gates should you apply local construction rates and escalation.

The 2021 Greater London model is useful because its assumptions are visible. It describes full refurbishment of a 10-storey office building from the 1990s, with 22,500 m² of gross internal area and 15,648 m² of net internal area. Half of the net area is wet laboratory space and half is dry laboratory space. Mechanical and electrical services are assumed to have reached the end of their useful life and are replaced completely.
The abnormal works include foundation strengthening, additional vibration and loading measures for wet laboratories, an extra lift shaft, and two lift carts. The cost basis is Greater London in the first quarter of 2021. The accessible case summary does not provide a current all-in unit rate or a trade-by-trade schedule. It also excludes loose furniture and fittings, professional fees, and VAT. Every one of those assumptions must travel with the model if you use it as a reference.

| Building case study, Q1 2021 | 10-storey 1990s office; 22,500 m² gross internal area; 15,648 m² net internal area; 50:50 wet/dry laboratory split; full M&E replacement; structural and lift abnormalities | Use as a scope-and-assumptions template, not as a current price |
| Burns & McDonnell white paper, 2022 | Laboratory space is described as requiring 30–40% higher initial costs than commercial space | Broad industry context only; it is not a project-specific conversion premium |
The Burns & McDonnell comparison has no demonstrated applicability to a particular geography, building, laboratory type, or current cost base. Treat it as a warning that laboratory capital intensity is higher, not as an allowance to add mechanically to an office estimate.
Define the laboratory program before asking for a price
“Laboratory” is not a single specification. A dry research suite, chemistry wet lab, imaging facility, pilot plant, containment area, and regulated manufacturing space can require radically different structures, air systems, utilities, controls, and approvals. A cost plan that names only a floor area is not yet a scope.
Document the operating model
- Identify wet, dry, computational, analytical, clean, containment, or manufacturing functions and their percentage of net area.
- List processes, chemicals, biological agents, heat-producing equipment, gases, compressed air, vacuum, and water-intensive operations.
- Record equipment schedules with dimensions, weights, point loads, heat rejection, electrical demand, exhaust connections, and vibration sensitivity.
- State occupancy, hours of operation, staffing, material flows, sample flows, waste streams, and maintenance access.
- Separate regulated and non-regulated uses, because environmental, biosafety, fire, and licensing reviews depend on the intended activity.
Fix the fit-out boundary
Prices are not comparable unless everyone agrees what “ready” means and where landlord work ends. Building’s guidance describes five broad levels:
| Fit-out level | Typical boundary | Budget question |
|---|---|---|
| Shell with incoming utilities | Basic building shell and utility entries | Who funds distribution, plant, laboratory rooms, and commissioning? |
| Fitted landlord core | Core areas and base-building provisions completed | Are tenant risers, exhaust routes, and specialist services included? |
| Main plant and service risers | Central plant and vertical distribution installed | Who supplies floor-level branches, controls, and terminal equipment? |
| Services in ceiling voids | Horizontal services distributed through occupied floors | Are laboratory connections, balancing, and room controls included? |
| Fully fitted building | Laboratory rooms and systems commissioned for use | Does “fully fitted” include casework, equipment connections, loose furniture, and validation? |
Write the selected level, landlord/tenant split, and exclusions on the first page of the cost plan. Otherwise two apparently different prices may describe different scopes.
Cost categories for a defensible model
Build the estimate as a work-breakdown structure. Each line should identify the quantity basis, inclusions, assumptions, owner, and confidence range. The following framework covers the major conversion exposures without implying that every project needs every item.

| Soft costs and exclusions | Design and professional fees, surveys, permits, contingency, escalation, financing, taxes or VAT, loose furniture, laboratory equipment, moving, and operational start-up |
The London case specifically demonstrates why structural strengthening, vibration and loading work, complete M&E replacement, and new vertical transport may become separate cost lines rather than minor adjustments to an office fit-out.
Feasibility gates to pass before pricing
Floor-to-floor height and service routes
Building reports typical laboratory storey heights of 4.1–4.5 m and typical office heights of 3.6–4.2 m. These are observed ranges, not universal code thresholds. Measure slab-to-slab and clear finished heights, then reserve space for supply and exhaust ductwork, pipework, cable trays, fire protection, access zones, and structural beams. Map riser capacity and locations before assuming that a ceiling void can carry laboratory services.
Structure, foundations, and vibration
Check existing slabs, beams, columns, foundations, roof areas, and loading access against the actual equipment schedule. Laboratory equipment can exceed office floor capacity, and upper floors can have greater vibration. Sensitive instruments may need a performance criterion such as NIST VC-A, selected by the project’s structural and equipment specialists.
Burns & McDonnell’s screening guidance cites more than 100 psf as a minimum load capacity and 150 psf as ideal. Those figures are heuristics from that 2022 paper, not binding engineering requirements. A structural engineer must verify design loads, point loads, dynamic behavior, strengthening details, and vibration performance for the proposed equipment and work patterns.
Mechanical, electrical, and plumbing capacity
Laboratory ventilation and power often dominate conversion complexity. Establish the available electrical service, transformer and panel capacity, riser routes, standby-power strategy, and equipment demand. For HVAC, calculate outside air, exhaust, make-up air, air-change rates, pressure relationships, temperature and humidity stability, control sequences, and redundancy. A system sized for office occupancy may have little spare capacity once laboratory exhaust and 24-hour operation are added.

Trace water and drainage routes and determine whether the building can support laboratory sinks, emergency showers, eyewashes, specialty gases, compressed air, vacuum, purified water, and chemical neutralization. The required services depend on the program; do not include specialist utilities merely because the word “laboratory” appears in the brief.
Envelope, logistics, and approvals
Laboratory environments can be sensitive to infiltration, solar gains, moisture, and temperature swings. Test the envelope and identify upgrades needed to maintain stable conditions around new air systems. Confirm loading-dock geometry, freight-elevator dimensions and capacity, receiving space, storage, waste handling, and routes for chemicals and samples.
Finally, identify zoning, change-of-use, fire, environmental, accessibility, hazardous-material, and biosafety requirements with the relevant authorities. Requirements vary by jurisdiction and by the processes proposed, so an early code and permitting review is a cost-control activity, not paperwork after design.
A step-by-step workflow for the estimate
- Write the laboratory brief. Define functions, areas, operating hours, hazards, equipment, environmental criteria, utilities, containment, and anticipated approvals.
- Survey the existing building. Collect drawings, verify dimensions, inspect structure and foundations, trace services, test the envelope, review hazardous materials, and record plant condition.
- Set the scope boundary. Select the fit-out level, identify landlord and tenant responsibilities, choose gross, net, or tenant area as the denominator, and list exclusions.
- Run feasibility tests. Check storey height, risers, floor and roof loads, vibration, electrical service, HVAC and exhaust routes, plumbing, freight movement, fire strategy, and regulatory constraints.
- Create quantities by system. Measure demolition, strengthening, plant, ductwork, pipework, electrical distribution, controls, rooms, casework, lifts, and commissioning separately.
- Apply local rates and escalation. Use cost data for the project’s geography and pricing date. Record whether each rate is subcontractor, contractor, or client cost and whether preliminaries are included.
- Add non-construction costs. Price design, surveys, permits, validation, project management, financing, taxes or VAT, loose furniture, equipment, moving, and start-up separately.
- Model uncertainty. Carry explicit allowances for unknown structure, hidden services, hazardous materials, abnormal foundations, plant replacement, and scope growth. Do not hide them inside an unexplained percentage.
- Review lifecycle effects. Test energy, water, maintenance, replacement, and resilience implications before approving a capital option.
- Update at each design gate. Reprice when the laboratory schedule, equipment list, structural strategy, plant concept, approvals, or landlord/tenant boundary changes.
How to compare conversion estimates fairly
Use a comparison table that forces every bidder, consultant, or benchmark to answer the same questions. Virginia’s Building Construction Cost Database is a useful organizing model because it separates laboratory types and distinguishes new construction, renovation, and mixed new/renovation; it also warns that site and project conditions can move a project away from average results.

| Excluded costs | Fees, permits, contingency, taxes or VAT, furniture, equipment, financing, moving, and escalation |

If a value is unknown, mark it as “not stated” and preserve the uncertainty. A low headline rate produced by excluding plant, abnormal works, fees, or commissioning is not a cheaper equivalent.

Include operating energy and water in the business case
Capital cost is only one part of an office-to-lab decision. The U.S. Department of Energy’s Federal Energy Management Program states: “U.S. laboratories on average use far more energy and water per square foot than office buildings and other facilities because their activities are energy-intensive and their health and safety requirements are more stringent.”
Model ventilation hours, exhaust volumes, heating and cooling loads, humidity control, process equipment, water treatment, wastewater, maintenance, filter replacement, and standby operation. Compare whole-building options rather than optimizing one piece of equipment in isolation. Energy recovery, efficient controls, zoning, heat rejection, and right-sized operating schedules may affect both capital and lifetime cost, but each must be checked against safety, contamination control, and resilience requirements.
Decision gates for acquisition or lease commitment
Before buying or signing a long lease, require a multidisciplinary concept review that answers five questions:
