How to Build a Stadium That Can Be Dismantled and Relocated

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A relocatable stadium is not a permanent stadium with a few bolts removed at the end. It is a reusable building system designed from the first brief through site selection, engineering, assembly, operation, dismantling, transport, storage and reconstruction. The structural grid, seating, concourses, enclosed rooms, utilities, foundations and temporary event equipment all need defined interfaces and a documented second-use plan.

The safe method is to establish the venue’s first and future destinations, standardise components, engineer every proposed site and weather condition, and design the construction and dismantling sequences together. A project-specific structural engineer, temporary-works designer, competent contractor and local authorities must verify loads, ground conditions, anchorage, fire and crowd-safety requirements before construction.

What a relocatable stadium actually is

A relocatable stadium is a venue whose principal components can be disconnected, handled, transported and assembled again. Its value comes from preserving useful components after the first event rather than demolishing a one-use building. Relocation can mean rebuilding the same capacity at another site, dividing the components into several smaller venues, or retaining a permanent base while moving selected stands and event systems.

FIFA’s stadium guidance identifies modular construction as useful when long-term demand is uncertain or when an event needs more capacity than the host city will use later. The guidance distinguishes several practical models:

Model What moves When it fits Main design question
Fully demountable venue Stands, circulation elements, rooms, services and event equipment are intended for removal. A festival, tournament or temporary programme has a defined end date and a known next destination. Can every component be safely disconnected, identified, packed and reused?
Semi-permanent modular stadium Modular seating and selected building elements move; some foundations, utilities or enclosure remain. The site needs a multi-year venue but future capacity or use may change. Which site works are temporary, permanent, removable or reusable?
Permanent stadium with modular capacity A permanent core remains while stands or sections are added, removed or reconfigured. Demand varies by season, event or development phase. Do the permanent interfaces support every planned configuration?

These are strategic choices, not interchangeable labels. A project should record its selected model in the brief because it determines the foundation approach, utility connections, procurement responsibilities, transport plan and end-of-life work.

1. Define the first use and the afterlife before fixing the design

Start with a lifecycle brief rather than a seating diagram. The brief should state the event type, target capacity or capacity range, operating period, match or event calendar, audience profile, hospitality requirements, media and broadcast spaces, team or performer facilities, loading, security and emergency access. It should also state what happens after the initial programme.

Record the destination assumptions

  • List possible second sites, their transport access and the dates when they could receive the components.
  • Identify whether the next venue will have the same capacity, a reduced capacity, a different orientation or multiple smaller configurations.
  • Define which elements must move, which may remain and which will be consumed or replaced.
  • Set a storage strategy for components that cannot move directly from the first site to the next one.
  • Describe the local services expected at each destination, including electrical supply, communications, drainage, water, waste and access roads.

A destination that is only a concept is not enough for detailed design. Its road, bridge, port, crane, laydown and planning constraints can change the dimensions and weights that the first site can accept. If the second site is unknown, design a family of approved configurations and transport envelopes rather than promising that any future site will work.

Choose the performance brief

Capacity alone does not define a stadium. Establish viewing geometry, accessibility, crowd circulation, evacuation routes, toilets, concessions, hospitality, media operations, athlete or performer areas, maintenance access, security screening and weather protection. The same structural modules may be reusable, but their arrangement and local approvals can change at every destination.

2. Select a modular system and make its interfaces deliberate

Modularity works when repeated components connect predictably. Choose a structural grid and a limited set of component families early, then coordinate every discipline to that grid. Typical families include primary frames, seating or bleacher units, concourse slabs, stairs and ramps, edge protection, container or room modules, roofs, and temporary event equipment.

Standardise the parts that will be handled repeatedly

  • Use repeated frame dimensions and connection locations wherever engineering permits.
  • Set standard module sizes, weights and lifting points that suit the selected trucks, cranes, containers and storage racks.
  • Give every component a durable identification code linked to drawings, inspection records and its next destination.
  • Provide access to bolts, pins, bearings, weld inspections and other connection points so they can be checked and disconnected without destructive work.
  • Design replaceable wear parts, seals, finishes and protective coatings separately from the primary reusable structure.

Reversibility does not mean every joint must be bolted. A connection may be welded or otherwise permanent where that is the safest engineering solution, provided the lifecycle plan identifies the cutting, replacement or recycling consequence. The objective is controlled recovery of value, not a theoretical claim that every piece can be removed intact.

Coordinate tolerances and interfaces

Repeated assembly magnifies small errors. Set dimensional tolerances, survey points, shim details, drainage falls, fire-stopping arrangements and allowable movement at each interface. Keep connection details consistent between the structural model, fabrication drawings, erection method and inspection checklist. A module that fits one site but requires field modification at the next site is not genuinely standardised.

3. Engineer each site, stage and weather condition

A demountable stadium is checked several times during its life: while components are fabricated, lifted, partly erected, fully occupied, partly dismantled, transported and reconstructed. The governing condition can be different at each stage. The design team must assess dead, live, wind, rain, snow, crowd, equipment, impact, seismic and temporary erection actions applicable to the actual jurisdiction and configuration.

Ground, foundations and anchorage

Investigate the soil, groundwater, slopes, buried services, drainage and adjacent structures at every proposed site. The foundation and anchorage concept must resist the calculated reactions for the installed configuration, not merely the weight of the modules. Temporary pads, piles, ballast, anchors or other systems require site-specific verification and an inspection regime.

Do not copy foundation details from a previous venue without rechecking them. A different soil profile, water level, wind exposure, seismic classification or crowd arrangement can alter the design. The local engineer must also confirm whether foundations require planning approval, building-control approval, environmental permits or removal at the end of the event.

Weather limits and contingency actions

IStructE guidance warns that a demountable structure may not withstand the same wind, rain or snow as a permanent building. The supplier or designer should state operating, erection and dismantling limits in writing. The event plan must say who monitors forecasts, who can stop work or evacuate, how partially erected sections are secured, and what happens when a limit is exceeded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Define weather thresholds for lifting, work at height, roof installation, occupancy and dismantling.
  • Provide a named decision-maker and an escalation route for postponement or evacuation.
  • Specify temporary bracing, tie-downs, ballast or other measures for incomplete structures.
  • Include inspection and re-opening criteria after severe weather.

Generic wind or snow numbers should not be published as universal design values. They depend on geometry, exposure, national standards, components and the engineer’s design basis.

4. Integrate services, access and event overlay into the grid

Utilities are part of the modular system, not a fit-out added after the frame is complete. Coordinate electrical distribution, lighting, communications, data, fire detection, public-address systems, security, water, drainage, ventilation and catering connections with the structural modules.

Use repeatable service interfaces

Place service routes in accessible zones and terminate them at defined connection points. Modular distribution and plug-and-play connectivity were described for Stadium 974’s building services by Tyréns Hilson Moran. A similar approach can reduce field rework, but each destination still needs tests for capacity, earthing, protection, fire stopping, water pressure, drainage falls and local utility rules.

Plan the event overlay

UK Government overlay guidance treats many event elements as temporary infrastructure. The inventory may include temporary seating, tents, cabins, fencing, turnstiles, generators, flooring, signage, ballast and lighting. Record each item’s owner, inspection requirement, connection, transport method and redeployment destination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Overlay should be separated from the primary structure in the information model and procurement plan, while still being coordinated for loads, evacuation, accessibility and crowd flows. A generator, ballast block or temporary cabin can impose significant point loads or obstruct a route if it is added late.

5. Decide what happens to foundations and other site works

Not everything that supports a relocatable stadium will travel with it. Concrete or asphalt foundations, buried drainage, roads, utility ducts, retaining works and landscaping may remain at the first site. UK Government overlay guidance notes that some temporary components are removed and redeployed while foundations may stay in place.

Make the status of each site element explicit:

Element Possible status Decision to document
Foundations and anchors Temporary, permanent, removable or reusable Who designs, inspects, removes, reinstates or certifies them at the next site?
Utilities and drainage Permanent connection, temporary distribution or recoverable equipment What is isolated, capped, tested, removed or left for the next user?
Roads and hardstanding Existing, temporary or retained site infrastructure Can delivery, cranes and future removal use the same access safely?
Landscaping and public realm Retained, restored or adapted for a new use What restoration obligations and environmental controls apply?

If a foundation is intended for reuse, its survey, condition, reinforcement records and allowable loads must travel with the structure. If it will be removed, include breaking, lifting, waste handling and ground reinstatement in the budget and programme.

6. Design the transport and packing system before fabrication

Transport constraints can determine the module size as strongly as structural efficiency. Confirm road height and width limits, turning radii, axle loads, permits, ports, rail options, crane capacities, container availability, customs requirements and storage conditions. Then design lifting points, protective packaging and the packing sequence around those constraints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Create a component logistics register

  • Assign a unique ID, dimensions, mass, centre of gravity and lifting method to each recoverable component.
  • Record its inspection status, coating condition, repair history and destination configuration.
  • Define whether it travels assembled, folded, nested, palletised or inside a standard shipping container.
  • Provide restraints and protection against impact, moisture, corrosion and contamination.
  • Set a loading order that matches the erection sequence at the destination.

The Stadium 974 structural account describes repeated frames, standardised bleachers, concourse slabs and container modules designed to fit inside standard shipping containers and be packed as a system. That is a project-specific logistics achievement, not evidence that every stadium can use the same container solution.

7. Build and commission the first venue in a controlled sequence

Procurement documents should assign responsibility for design, fabrication, transport, erection, inspection, operation and dismantling. The client should obtain written evidence that competent organisations and individuals are engaged. The Health and Safety Executive’s temporary-structure resources include work on safe erection and deconstruction practice; local law still determines the duties on a particular project.

  1. Verify the site. Complete surveys, ground investigations, utility checks, access planning and foundation or anchorage certification.
  2. Approve fabrication information. Freeze the modular grid, connection details, tolerances, component IDs, lifting points and inspection plans before production.
  3. Prepare foundations and temporary works. Install pads, anchors, ballast or piles, then survey their position and level against the erection model.
  4. Receive and inspect components. Check identity, dimensions, coatings, damage, certificates and lifting accessories before they enter the assembly area.
  5. Erect the primary frames. Follow the engineered sequence, install temporary bracing and record completed connections and torque or pin checks.
  6. Add floors, seating, stairs and enclosures. Keep access, edge protection, fire separation and evacuation routes functional as each zone is opened.
  7. Install services and overlay. Connect distribution modules, test protection and communications, and verify temporary seating, fencing, generators, lighting and signage.
  8. Inspect and commission. Complete structural, fire, electrical, accessibility, crowd-flow and operational checks required by the authority and event plan.
  9. Handover the information set. Deliver as-built drawings, component register, inspection records, weather limits, maintenance instructions and dismantling procedures to the operator.

8. Operate the venue as a reusable asset

During use, preserve the information needed for the second assembly. Log inspections, repairs, accidental impacts, water ingress, corrosion, overloaded areas and modifications against component IDs. Do not drill, weld, cut or relocate a module without updating the engineering record.

Maintain a live configuration record

Keep the approved arrangement, occupancy limits, temporary additions, service loads, evacuation routes and weather procedures in one controlled record. If a stand is removed or a hospitality module is added, recalculate affected loads and crowd paths before opening.

Inspect after abnormal events

Severe weather, vehicle impact, crowd surge, fire, flooding or unauthorised modification should trigger a documented inspection. Reopening criteria should be set by the competent designer or appointed inspector, not by visual confidence alone.

9. Dismantle, pack and relocate without losing control

Dismantling is a construction project in reverse, not an informal demolition exercise. The method statement should show temporary stability at every stage, exclusion zones, lifting plans, traffic management, service isolation, hazardous-material controls and protection of components intended for reuse.

  1. Confirm the destination and release plan. Freeze the next configuration, transport route, storage requirement and receiving-site responsibilities.
  2. Close the venue safely. Remove occupants, isolate utilities, secure loose equipment and preserve emergency access during the works.
  3. Survey before disconnection. Record geometry, damage, corrosion, missing parts and the condition of foundations, anchors and connections.
  4. Remove overlay and services. Label cables, distribution units, signage, flooring, fencing, generators, cabins and other temporary items as they are disconnected.
  5. Install dismantling bracing. Follow the engineered sequence so that partially dismantled frames remain stable under the forecast conditions.
  6. Lower and inspect modules. Use approved lifting accessories and exclusion zones; quarantine damaged components rather than silently returning them to stock.
  7. Pack by destination sequence. Protect interfaces, record container or vehicle contents and keep fasteners and special tools with the correct module family.
  8. Transport and receive. Check seals, impact indicators, moisture and inventory at handover, then report discrepancies before reassembly.
  9. Re-certify at the new site. Recheck foundations, anchors, configuration, services and local approvals before occupation.

Stadium 974: what the case study demonstrates

FIFA describes Stadium 974 in Qatar as a 40,000-seat venue created from modular elements, including almost 1,000 shipping containers, for the 2022 FIFA World Cup, with an intention to dismantle and repurpose it. The Institution of Structural Engineers describes off-site fabrication followed by transport and on-site installation, using a repeated grid of identical frames with standardised bleachers, concourse slabs and container modules.

The structural project account says the elements fit inside standard shipping containers and can be packed as a complete system for another event. It also identifies possible reinstallation elsewhere or division into smaller venues. Tyréns Hilson Moran describes modular distribution and plug-and-play connectivity for the building services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The useful lesson is coordination: structure, containers, seating, concourses, services and logistics were conceived together. The case does not establish a universal construction price, carbon saving, schedule, reuse rate, approval route or performance result for another stadium. Those outcomes depend on the design basis, site, jurisdiction, programme and condition of the recovered components.

Fully demountable or semi-permanent: how to choose

Decision factor Fully demountable Semi-permanent
Capacity and configuration Best where the whole venue must move or be divided after the event. Best where a core remains and only capacity or selected functions change.
Connections Requires highly accessible, repeatable disconnection and rigorous component tracking. Can use more permanent interfaces in the retained core, with demountable interfaces at changing sections.
Ground and foundations Temporary or recoverable works must be designed for removal and the next site. Some foundations and utilities may remain, but their status must be explicit.
Transport Every major component needs a handling, packing and destination plan. Transport focuses on the modules that actually change, reducing but not eliminating logistics work.
Services Distribution and connections must be disconnected, protected and recommissioned. Permanent services can serve the retained core while modular branches support changing areas.
Programme and approvals More dismantling and reassembly work, with approvals at each destination. Fewer complete relocations but continued approval for alterations, events and temporary works.

Safety, competence and approvals

IStructE’s fourth-edition guidance, published 1 May 2017, covers procurement, design, loads, ground and site conditions, statutory control, erection, inspection and dismantling for temporary demountable structures. Its approach is based on UK and European practice, including Eurocodes and the UK Construction (Design and Management) Regulations 2015. It is useful specialist guidance, but it is not a substitute for the rules at the selected site.

The client retains a central responsibility for safety. Procurement should identify the designer, temporary-works coordinator where required, fabricator, erector, inspector, operator, dismantling contractor and local approval bodies. Obtain evidence of competence, insurance, relevant experience, inspection arrangements and the ability to provide replacement parts and records throughout the planned life.

Depending on jurisdiction, separate reviews may cover planning, building control, fire, accessibility, crowd management, event licensing, occupational safety, traffic, environmental protection, noise, utilities and emergency services. Because the applicable checklist varies by location, appoint locally qualified professionals early and submit the actual configuration rather than a generic modular concept.

Common failure modes and practical fixes

Designing only for the first site

Symptom: the second site cannot accept the module dimensions, loads or access requirements. Fix: define destination envelopes, transport routes and configuration families before freezing fabrication drawings.

Adding services after the structure

Symptom: field drilling, exposed cables, blocked routes or incompatible utility connections. Fix: reserve service zones and standard connection points in the modular grid and test the destination interfaces.

Treating foundations as an afterthought

Symptom: an apparently movable venue leaves costly slabs, anchors or buried works with no removal or reuse plan. Fix: classify every site element as temporary, permanent, removable or reusable and assign its owner and end-of-life method.

Assuming permanent-building weather performance

Symptom: erection continues beyond the safe limit or the operator has no response to a forecast change. Fix: publish stage-specific weather limits, monitoring duties, temporary stability measures and reopening criteria.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Losing component records

Symptom: missing fasteners, mixed modules, unknown repairs or uncertainty about which parts are approved for reuse. Fix: use durable IDs, a controlled inventory, condition inspections and a destination-specific packing list.

Promising savings without a project baseline

Symptom: a business case assumes lower cost, carbon or programme duration from modularity alone. Fix: model fabrication, transport, storage, repeated inspections, foundations, approvals, dismantling and reinstatement for the actual sites; no universal savings formula is established by the cited guidance.

Relocatable-stadium project checklist

  • Lifecycle brief covering first use, operating period, capacity range and afterlife.
  • Defined first and possible destination sites, access routes and utility assumptions.
  • Selected fully demountable, semi-permanent or modular-capacity strategy.
  • Standard grid, component families, tolerances, IDs and reversible-interface policy.
  • Site-specific ground investigation, foundation, anchorage and drainage design.
  • Structural checks for erection, operation, severe weather, dismantling and transport stages.
  • Weather limits, monitoring responsibility, evacuation procedure and reopening criteria.
  • Integrated service distribution, fire protection, communications and event overlay plan.
  • Transport envelope, lifting points, packing sequence, storage and receiving-site procedure.
  • Written allocation of design, erection, inspection, operation and dismantling duties.
  • Local planning, building, fire, accessibility, crowd, event and occupational-safety approvals.
  • As-built records, inspection history, repair log and component condition register.
  • Foundation and temporary-works removal, reuse or reinstatement plan.

A stadium can be dismantled and relocated reliably when relocation is treated as a design requirement rather than a demolition hope. The strongest projects coordinate repeated structure, accessible connections, modular services, site engineering, logistics, competent delivery and the second venue from the beginning.
