Building a football stadium starts well before site preparation. The project first needs a defined purpose, a credible feasibility case, a suitable site, agreed requirements and a design that can be delivered. Only then can the owner plan construction logistics, build the venue and test it for operation. The exact approvals, construction sequence, cost and schedule depend on the project and its jurisdiction; there is no universal stadium-building checklist or timetable.
1. Define the purpose and test feasibility
The first decision is not what the stadium should look like. It is whether the proposed venue can meet a real need and operate sustainably. Set out the purpose, intended users and the outcomes the project is meant to deliver before committing to a site or detailed design. FIFA’s Stadium Guidelines put initiation and feasibility ahead of design, and emphasize requirements that will guide design, construction and operations.

Establish what the stadium must do
Describe the expected match use and any non-match use, the audiences to be served, and the capacity needs the project should accommodate. Consider how spectators, players, staff, media, service providers and other users will use the venue and its surroundings. These requirements become the basis for evaluating sites and comparing design choices; they should not be left to emerge piecemeal after a concept has been selected.
At this stage, also define the intended operating model. A stadium is not just a building project: its long-term operation is part of the reason for building it. The business case should therefore consider funding and the plan for operating the venue, as well as the project’s purpose and expected use. The appropriate assumptions depend on the particular project, so a feasibility case should make them explicit rather than rely on a generic stadium model.

Make a proceed-or-reconsider decision
Feasibility connects the need for the venue to its likely site, project requirements, funding and operating approach. It should expose the questions that could prevent the project from proceeding, including whether a suitable site is available and whether the venue’s intended uses can be reconciled with its constraints. The useful outcome is a decision about whether the concept is viable enough to move into more detailed planning—not a promise that construction will follow on a fixed schedule.
Changing the project’s scale or purpose later can affect the site, design and delivery decisions that follow. Agree the core requirements early, record assumptions and identify which decisions remain open. That gives the design team a stable brief while leaving room to respond to what site assessment and planning reveal.
2. Choose and assess the site
A site has to work for the stadium, its users and the work required to build it. A parcel that appears large enough on a map may still be unsuitable if access, planning prospects, land availability, utilities or surrounding impacts cannot be resolved. FIFA’s site guidance discusses both new development and redevelopment, and notes that the information needed for planning varies with the project and location. FIFA’s Stadium Guidelines are international guidance, not a substitute for decisions by the relevant local authorities.
Check land, planning and infrastructure
- Land and availability: establish whether the area can accommodate the venue, circulation and the space needed to deliver the project, and clarify ownership and availability. A site assessment should account for property matters rather than treating the site as ready simply because it is physically accessible.
- Planning prospects: understand the applicable planning process and the prospects for the proposed use. The authorities and information required depend on the jurisdiction; do not assume one permit or approval sequence applies everywhere.
- Transport and access: consider how spectators and other users will reach and move around the venue, and how the location relates to existing transport and infrastructure. Access is part of the site decision, not a detail to defer until the stadium design is finished.
- Utilities and existing infrastructure: identify what is present and what the project may need to connect, change or provide. The site’s existing conditions influence both its suitability and the work needed to deliver the design.
- Construction access: assess routes and space for deliveries, equipment and construction activity. The logistics needed to build the stadium are a distinct consideration from the routes and circulation needed when it is operating.
Consider neighbors and environmental constraints
Assess how development and operation could affect neighboring communities and the environment. Depending on the site and local rules, an environmental impact assessment may be required; it is not a universal requirement for every stadium. Identify relevant constraints early enough to inform whether the site and concept are workable. The amount and type of planning information needed varies, so the applicable local process must determine the actual studies and approvals.
Security is also part of site suitability. Consider it alongside access, surrounding uses and the way users will approach and circulate through the venue. These issues are connected: a site decision affects the design, infrastructure and practical delivery options available later.

Compare a new site with redevelopment
Neither a new build nor redevelopment is automatically the better choice. Compare options against the project’s requirements and the actual conditions of each site.
- Land and layout: determine whether an existing site has enough space and flexibility for the proposed venue and its circulation, or whether a different site makes those requirements more achievable.
- Infrastructure and access: evaluate existing connections and user access, while identifying changes or additional work each option may require.
- Current use and disruption: consider the effect of redevelopment on any ongoing use of the venue and the surrounding area, as well as how construction can be carried out.
- Community, environmental and approval considerations: assess the impacts and planning prospects for each location rather than assuming that an existing stadium or previously developed land removes these questions.
- Construction logistics: compare how deliveries, equipment and construction activity could be accommodated at each site.
The comparison should lead to a site choice that fits the brief and can plausibly be approved and delivered, not a general verdict that one type of project is superior. FIFA’s site guidance addresses redevelopment and the use of developed or brownfield land as options to assess in context. FIFA’s Stadium Guidelines

Once the concept and site are sufficiently established, design translates the requirements into a buildable venue. The work should connect the stadium with its surrounding district and infrastructure as well as resolve the venue itself. A design that answers the brief but ignores site constraints or user access is not yet a complete project solution.
Develop the venue as a connected system
The design process may address the stadium bowl, pitch, roof, façade, accessibility, sustainability and the potential to adapt the venue in the future. These are not interchangeable features to select from a universal template: the right response depends on the project requirements, site and local context. Masterplanning should show how the venue and its surroundings fit together, while detailed design develops the agreed concept into information that can be delivered.
Keep user requirements visible as decisions are made. Capacity needs, match and non-match uses, movement through the venue and access requirements all affect the design. Sustainability and future-proofing likewise need to be considered in relation to the project rather than added as vague aspirations after key decisions have been fixed.

Coordinate design with delivery
A design must be feasible to construct and operate, not simply persuasive as a concept. The owner’s project planning should connect requirements, design, construction and operations, as FIFA’s project framework describes. FIFA’s Stadium Guidelines That means considering site constraints and construction access while design decisions are developing, and ensuring the intended operating venue remains the goal as the project moves toward delivery.

Procurement and contractor arrangements also shape how the work is organized. Choices about risk allocation, design coordination, procurement timing, contractor appointment and the owner’s ability to manage the process are project-specific. The available guidance does not establish a universally best procurement route, so the route should be selected for the project’s needs and delivery capacity rather than copied as a standard answer.
4. Prepare the site and plan delivery
Site preparation is where the planned project begins to be organized for work on the ground, but it still does not mean that every stadium follows the same sequence of physical tasks. Preparation establishes how the design will be realized: the construction approach, site and construction plans, delivery logistics and sequencing. FIFA’s project guidance separates this preparation from the construction phase. FIFA’s Stadium Guidelines
Set up the construction approach
Confirm the delivery arrangements and how the contractor or contractors will be appointed and managed. The project’s procurement plan should align with the design, risk allocation, coordination needs and the owner’s capacity to oversee delivery. The right arrangements depend on the project; there is no evidence-based single route that suits every stadium.
Plan the site and logistics
Develop the plans that turn the site into a workable construction environment. They should address the construction compound, delivery routes, space for equipment, access to the work areas and the sequence in which the project can be delivered. The plans need to account for the site conditions already identified and for the design that is to be built.

Site surveys and enabling work should be determined from the actual site and project. Demolition, remediation, earthworks and utility relocation may be relevant to a particular job, but they are not a universal, prescribed sequence for every stadium. Do not treat a list of possible enabling activities as a checklist to perform regardless of what the site requires.
Check readiness to begin construction
Before the main works proceed, the project needs a coherent relationship between the design, site arrangements and delivery plan. Confirm that construction access and logistics have been considered, the relevant delivery responsibilities are clear, and the applicable local approvals and conditions are being addressed. Specific requirements depend on the jurisdiction and project; international stadium guidance does not replace local planning or building rules.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Construct the stadium and manage the works
Construction follows preparation and proceeds according to the design and selected delivery plan. The contractor and project team manage the works against those plans, coordinating the design and construction activities needed to create the venue. FIFA’s guidance identifies contractor appointment and the construction process as key construction topics, while UEFA’s Guide to Quality Stadiums covers contractor selection and management of works. UEFA’s guide
Why there is no universal construction sequence
The order of foundation, frame, bowl, roof, envelope, seating, pitch and building systems depends on the stadium’s design and contract. A project’s construction plan determines how those elements are coordinated and sequenced; a generic list cannot establish the exact order for a particular venue. For the same reason, the project’s duration and cost cannot be inferred from the fact that it is a football stadium alone.
Managing the works means delivering the agreed design through the project’s chosen arrangements while responding to its actual site and construction conditions. The delivery plan should remain the reference for coordination and sequencing, rather than assuming every stadium can use an identical method or schedule.

Track changes against the agreed requirements
As work proceeds, decisions should be judged against the venue requirements established at the beginning, the design being delivered and the project’s operational intent. A change that affects the design or site plan can also affect coordination and the work sequence. The project’s own management arrangements determine how such matters are handled; no single approval or change-control process can be prescribed for every contract and jurisdiction.
6. Test, commission, hand over and prepare to open
Finishing the physical works is not the same as being ready to open. Testing and commissioning are the transition between construction and operation: the venue and its systems must be prepared for their intended use, and the project must be handed into ongoing operations. FIFA’s Stadium Guidelines state: “Upon completion of the testing and commissioning process at the end of the construction stage, the stadium ceases to be a project and becomes an ongoing operation.” FIFA’s Stadium Guidelines
Commission the completed venue
Testing and commissioning establish readiness for the stadium’s intended operation. In broad terms, the project must address its systems, safety, accessibility, staffing and event operations, alongside any approvals or conditions required locally. The precise tests and evidence depend on the design, applicable codes and rules, and the requirements for the events the venue will host. There is no single checklist that can replace those project-specific obligations.

The operating organization needs to take over a venue that has gone through the project’s commissioning process and is prepared for ongoing use. Planning for operations during feasibility and design makes that transition more coherent than treating it as an issue to solve only after construction ends.
Plan for opening day
Opening day is the culmination of both construction and operational preparation. Readiness involves the venue, the people who will run it and the applicable approvals and event requirements. UEFA’s guide follows a project chronology through the opening ceremony, while FIFA places operations after commissioning. UEFA’s Guide to Quality Stadiums The date should therefore follow demonstrated readiness under the project’s actual conditions, not simply the end of building work.
What varies from one stadium project to another?
The sequence from feasibility to operation is a useful framework, but it does not produce a universal schedule or approval list. Geography, project requirements, site conditions and the chosen delivery arrangements all matter. FIFA and UEFA provide international guidance; the applicable authorities and local rules determine the requirements for an actual project.
- Approvals and studies: the relevant planning, building, fire and life-safety, accessibility, environmental and event requirements depend on location and project. An environmental assessment may be needed, but it is not universally required.
- Cost and duration: these depend on the site, design, scope and delivery plan. Neither the cited guidance nor the general project phases establish a safe single figure for all stadiums.
- Technical solutions: the structural system and the sequencing of foundations, frame, roof, bowl, envelope, seating, pitch and building systems depend on the design and contract.
- Opening conditions: commissioning, safety, accessibility, staffing and event-readiness requirements must be determined for the venue and its jurisdiction.
UEFA’s guide includes an illustrative schedule, but it is an older example rather than a current forecast for a particular project or a general promise of how long stadium construction takes. It should not be used as a substitute for a project-specific schedule.
