How to Balance Public Access and Preservation in a Historic Building

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Balance public access and historic preservation by documenting the building’s significance first, mapping how people currently arrive and move through it, and comparing access improvements against their effects on significant materials, features, spaces, and relationships. The right answer may be a ramp, an alternate entrance, or another arrangement—but only after the property, proposed use, site, condition, and applicable requirements have been assessed together.

This guide follows U.S. National Park Service (NPS) planning guidance. It is not a legal compliance determination for a particular building; requirements and approvals vary by jurisdiction, ownership, designation, occupancy, and scope of work.

What “balance” means in a historic building

Access and preservation are not automatically opposing goals. A successful project allows people to use the building while retaining the features and relationships that convey its historic character. The design task is to meet a real access need with the least harmful effective intervention, not to apply a standard detail at every entrance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That requires decisions in sequence. First establish what is significant. Then identify who needs to reach which spaces and services, and where the existing route fails. Develop and compare feasible options, coordinate with preservation and code professionals, and document why the selected approach serves the intended use without unnecessary loss of historic fabric.

Preservation and rehabilitation are different treatments

The Secretary of the Interior’s Standards distinguish between treatments. Preservation focuses on sustaining existing form, integrity, and materials through maintenance and repair. Rehabilitation permits compatible changes for a continuing or new use while retaining significant features.

The National Park Service defines rehabilitation as “the act or process of making possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural values.” This definition appears on the NPS Technical Preservation Services page explaining the Secretary of the Interior’s Standards, last updated January 22, 2025.

Accessibility work does not automatically require a rehabilitation treatment. The building’s condition, proposed use, significance, and code obligations determine which treatment and which design response are appropriate.

Step 1: Establish what must be preserved

Do not begin by sketching a ramp. Begin with a record of the property’s significance and character-defining features. Review the historic designation, nomination, survey, or other authoritative documentation available for the building, then verify conditions in the field.

Record exterior character

  • Identify significant façades, entrances, porches, steps, railings, windows, doors, cladding, masonry, and decorative work.
  • Note the building’s relationship to sidewalks, drives, paths, grades, retaining walls, landscape features, and neighboring structures.
  • Document which approach, entrance sequence, and exterior spaces communicate the property’s history.

Record interior character

  • Map significant rooms, corridors, stairs, lobbies, thresholds, finishes, built-in elements, and circulation patterns.
  • Identify spatial relationships that could be changed by a new route, lift, door, partition, or service location.
  • Distinguish character-defining material from later, non-significant work where the evidence supports that distinction.

Photographs, measured drawings, condition notes, and a written significance statement make later comparisons concrete. The goal is not to freeze every component; it is to know which materials, features, spaces, and relationships carry the building’s historic, cultural, or architectural value before alternatives are judged.

Step 2: Describe the access need and the intended use

Assess the entire visitor journey rather than treating the entrance step as the only problem. Start at the point of arrival and follow the route to the public rooms, exhibits, counters, restrooms, programs, and services the building is expected to provide.

Map the existing route

  1. Record arrival points, parking or drop-off areas, sidewalks, gates, paths, stairs, thresholds, doors, corridors, and destination rooms.
  2. Note changes in level, surface conditions, narrow or obstructed passages, door operation, and places where visitors must wait or turn.
  3. Identify whether the route is continuous and understandable or whether people are redirected through staff-only or otherwise inappropriate spaces.
  4. Record which services are currently unavailable to some visitors and why.

Define the required outcome

State the use the project must support: for example, reaching a public entrance, attending a program, using a service counter, or accessing a particular room. The NPS Preservation Brief 32, Making Historic Properties Accessible (1993), supports assessing existing and required accessibility, but it does not determine requirements for an unspecified project. Those requirements depend on the building and the applicable jurisdiction.

Separate a confirmed requirement from a preference. A code official can identify applicable obligations; users, operators, and accessibility professionals can explain whether a technically compliant route is practical and dignified in daily use.

Step 3: Develop and compare more than one option

When feasible, prepare several concepts before selecting a design. NPS guidance calls for evaluating options in a preservation context, so each concept should be tested against the same set of questions.

Comparison question What to examine
Access served Does the route reach the required entrance, rooms, services, and programs? Is it continuous, usable, and understandable?
Historic effect Which significant materials, features, spaces, and spatial relationships would be removed, covered, cut, relocated, or visually altered?
Code coordination How does the concept interact with accessibility, fire and life-safety, hazardous-material, seismic, energy, and other work required for the project?
Site and building constraints Consider grades, available space, drainage, structure, existing circulation, utilities, condition, ownership, and the location of public functions.
Treatment and use Is the change compatible with the selected preservation or rehabilitation treatment and with the building’s continuing or proposed use?
Operational effect Will staff be able to open, secure, maintain, and explain the route without creating a second-class visitor experience?

Use drawings, photographs, and annotated plans to show each option’s physical consequences. A comparison that only lists construction convenience is incomplete; an option that is easy to build but damages a defining entrance may be less appropriate than one that requires a more careful site solution.

Can you add a ramp to a historic building?

Often, a ramp can be one possible response to an entrance step, but there is no universal ramp detail that suits every historic property. The actual step, route, landings, surface, available space, drainage, character-defining features, and applicable requirements must be assessed before a ramp is selected or specified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a ramp may fit

A ramp may work where the approach has adequate space and its placement can avoid or sensitively address significant fabric. The design still has to connect to a usable route and destination; a ramp that reaches a door but leaves an inaccessible threshold or interior level change does not solve the visitor’s journey.

When another route may be better

An alternate entrance, a route through a less significant part of the building, or another access arrangement may reduce effects on a ceremonial stair or character-defining façade. The alternate route must remain genuinely available for public use, clearly identified, and connected to the same services and experience required by the project.

Portable or threshold ramps

A portable or threshold ramp is a product category to investigate only after the actual conditions and requirements are known. NPS guidance uses a small ramp over an entrance step as a general example; it does not validate a particular product, size, installation, or configuration. Do not assume that a temporary-looking device is automatically acceptable, safe, or appropriate for a given property.

How accessibility requirements apply to historic buildings

Historic status does not by itself answer which accessibility rules apply. The governing requirements and approval process depend on jurisdiction, ownership, designation, occupancy, site conditions, and the work proposed. Confirm the applicable rules with the responsible building and code officials before committing to a design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coordinate the full code package

Accessibility work commonly intersects with other required improvements. NPS guidance identifies fire and life-safety, hazardous-material, seismic, energy, and related work as issues that may need to be planned together. Each intervention can affect character-defining features, so evaluate the combined effect rather than approving one code item at a time.

For example, a new accessible route may require changes to doors, alarms, lighting, structure, or fire separations. Those changes should be shown on the same set of plans used to assess historic character. A route that appears compatible in isolation may become harmful when every associated upgrade is added.

Know the role of NPS Standards and Guidelines

The Secretary of the Interior’s Standards have regulatory roles in specified federal grant and tax-incentive programs. The accompanying Guidelines are advisory. Their relevance to a project therefore depends on the program, agency, and approvals involved; they are not a substitute for local law or a project-specific determination.

Step 4: Bring the right people in early

Early coordination prevents a preferred concept from becoming impossible after plans are advanced. Assemble the team before finalizing the route or details.

  • Preservation professional: evaluates significance, character-defining features, materials, and compatibility of proposed changes.
  • Accessibility professional: helps define a route that people can use in practice and identifies barriers beyond the entrance.
  • Architect or engineer: translates the selected approach into coordinated drawings, structural work, drainage, and details appropriate to the property.
  • Building and code officials: identify applicable requirements, review alternatives, and clarify the approval path.
  • Owner and operator: explain intended use, staffing, maintenance, security, and how visitors actually use the building.
  • State Historic Preservation Office (SHPO) or NPS staff: may be useful in rehabilitation planning where their review or advice is relevant.

Invite these participants while alternatives are still open. NPS guidance specifically supports early coordination with preservation professionals and code officials; waiting until permit review can force avoidable compromises.

Step 5: Select and document the least harmful effective approach

Choose the option that meets the defined access need while minimizing effects on significant materials, features, spaces, and relationships. “Least harmful” does not mean the cheapest or smallest construction package. It means the intervention is proportionate to the need and compatible with the building’s significance and use.

Document the decision

  1. State the access need and the destinations the route must serve.
  2. Identify the character-defining features and relationships at risk.
  3. Describe each option considered, including its benefits, limitations, and code interactions.
  4. Explain why the selected option provides the required access with fewer or more manageable effects.
  5. List unresolved approvals, investigations, or conditions that must be addressed before construction.
  6. Set out maintenance, operation, and monitoring responsibilities for the completed route.

This record helps owners, reviewers, and future stewards understand why the work was done and prevents a later project from treating an access installation as an isolated object.

Common mistakes and how to correct them

Designing the entrance before understanding significance

Problem: A ramp or lift is drawn over a prominent stair, porch, or façade before those elements are evaluated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Complete the significance and character-defining-feature record first, then test locations that avoid or reduce effects on those elements.

Assuming the entrance is the entire access problem

Problem: The project solves one step but leaves an inaccessible door, corridor, service counter, restroom, or destination room.

Correction: Map the route from arrival through every public service and confirm that the proposed work supports the intended use.

Applying a standard detail without site analysis

Problem: A detail that worked at another property is copied despite different grades, materials, spatial relationships, or significance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Treat examples such as a small entrance ramp as starting points for investigation, not as approved designs.

Reviewing accessibility separately from other code work

Problem: Fire, seismic, energy, hazardous-material, or structural changes are added later and undermine the preservation strategy.

Correction: Coordinate the full code package and assess its cumulative effect on character-defining features.

Waiting until the permit stage to involve preservation specialists

Problem: A technically developed scheme has to be redesigned after historic review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Bring preservation professionals and code officials into the alternatives stage, when changes are still practical.

Failing to record trade-offs

Problem: Future decisions repeat the same debate because no one can see why an option was selected.

Correction: Keep the significance record, route assessment, option drawings, consultation notes, and selection rationale with the project file.

An illustrative entrance-step decision

Suppose visitors encounter a step at the primary entrance. One concept places a ramp across the front approach; another reaches the building through a less prominent side entrance; a third investigates a threshold solution after measuring the door and adjacent route. None can be chosen from the description alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The team would first determine whether the front approach, stair, railings, façade, or side path are character-defining. It would then verify that each route reaches the same public services, examine grades and available space, coordinate door and life-safety work, and ask officials whether the proposed arrangement satisfies applicable requirements. The selected solution would be the one that serves the defined use while causing the least damaging change that can be practically achieved—not automatically the front ramp or the least expensive device.
