How to assess a new residential project’s location, connectivity, and amenities

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess a new residential project as a place people must use every day, not as a pin on a map or a set of attractive renderings. Verify the site’s wider setting and constraints, walk and wheel the real routes to essential destinations, check public-transport services and operating hours, separate open facilities from future promises, and test fixed and mobile communications. Record each finding as verified, promised or unknown, using the same evidence date and criteria for every project you compare.

What a credible assessment should answer

A development can be close to a town, station or school in straight-line distance and still be difficult to use. A missing pavement, an unsafe crossing, steep terrain, limited service hours or a facility that exists only in a sales brochure can change the practical result. A useful assessment therefore answers six questions:

As an Amazon Associate I earn from qualifying purchases.

  • What surrounds the site, and what physical or environmental constraints affect it?
  • Can residents walk, wheel or cycle continuously and safely to everyday destinations?
  • What public transport actually operates, when does it run, and where does it go?
  • Which shops, schools, healthcare, community facilities, open spaces and hubs are usable now?
  • Which promised roads, services, utilities or amenities have a funded and enforceable delivery route?
  • Will fixed broadband and mobile coverage work for the completed development?

This approach reflects the context and connectivity principles in England’s National Design Guide and National Planning Policy Framework. Those are planning documents for England, not a universal legal checklist for buyers elsewhere. Adapt the checks to local planning, transport, accessibility and consumer-protection rules.

1. Map the context before scoring amenities

Start with the physical and social setting. Do this before counting how many facilities a brochure lists, because context determines whether those facilities are useful and whether the site can function as part of an existing settlement.

Record the immediate, local and regional surroundings

Map the land immediately outside the red-line boundary, the nearest settlement and local centre, and the wider regional connections. Note adjoining housing, employment areas, farms, industrial uses, schools, parks, waterways, major roads, rail corridors and public rights of way. Identify whether the project extends an established settlement or sits apart from it. A location connected to a real centre generally offers more resilient access than an isolated cluster dependent on future construction.

Describe local character and landform rather than relying on a satellite image. Slopes, embankments, retaining walls, narrow lanes and watercourses may add distance or make a route inaccessible even when a destination appears nearby. The National Design Guide treats the site’s immediate, local and regional surroundings as part of the design context; the same baseline is useful when you are deciding whether to buy.

Check environmental and health constraints

Ask for the relevant surveys and planning documents, then verify what they mean on the ground. The material issues can include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Flood zones, surface-water flow paths, drainage capacity, culverts and the location of attenuation ponds.
  • Noise from roads, railways, aircraft, industry, construction activity or nearby leisure uses, including likely night-time conditions.
  • Air quality near busy roads or industrial premises.
  • Water quality, contamination history, landfill or made ground where relevant.
  • Biodiversity areas, protected habitats, mature trees, hedgerows and waterways that constrain access or future works.
  • Heat, shade, wind exposure and the ability of public spaces to remain usable in different seasons.

Do not treat a flood-risk label or an environmental statement as a guarantee of comfort. Check how residents reach entrances, parking, play areas and evacuation routes during heavy rain, and whether proposed drainage depends on later phases or a maintenance body.

Ask how the site relates to a centre

Identify the actual local centre residents would use for groceries, banking, pharmacy, postal services and other daily needs. Check whether it is reached by a continuous route rather than merely being within a measured radius. Note barriers such as dual carriageways, railway lines, rivers, private land and junctions with no safe crossing. A project marketed as “near town” may still require a car for ordinary errands if those barriers are not resolved.

2. Test the network, not just the map pin

Connectivity is the quality of a journey from a particular entrance to a particular destination. Test it on foot, by wheelchair or mobility aid, and by bicycle where those modes are relevant. Use the routes residents will actually take, not a route that crosses private land or assumes a gate will be unlocked.

Audit a route from the entrance

  1. Choose the real starting point. Use the pedestrian and cycle entrance shown in the approved layout, not the centre of the site or the vehicle junction.
  2. Follow the entire route. Record pavements, crossings, dropped kerbs, gradients, surface quality, width, obstructions, lighting and places to pause.
  3. Check continuity. Look for abrupt endings, gaps between phases, crossings that require several detours, and paths that disappear at the site boundary.
  4. Test different users. Consider a child travelling to school, an older person, someone using a wheelchair, a parent with a pushchair and a cyclist carrying goods.
  5. Assess safety at the times it matters. Visit in daylight and, where possible, after dark. Observe traffic speed, visibility, passive surveillance, lighting and whether people can wait safely.
  6. Measure the practical journey. Record route distance and time, but explain conditions that affect the result. A straight-line distance is not a journey time.

Accessibility is more than a dropped kerb. A route can fail because of a steep gradient, crossfall, tactile paving that is missing or misplaced, narrow gates, poor maintenance, standing water or a crossing that cannot be reached without entering the carriageway.

Evaluate cycling separately

Check whether a cycle route is continuous, protected where traffic speeds require it, and connected to destinations rather than ending at the site boundary. Look for secure, convenient cycle parking at homes, schools, shops and transport stops. If the route shares space with pedestrians, examine width, sight lines and conflict points. A painted line on a busy road is not equivalent to a protected route; describe what exists rather than relying on labels such as “cycle-friendly.”

Check public transport as a service

For every relevant stop or station, record the walking route, service frequency, destinations, interchange requirements, operating hours and first and last departures. Check a timetable on a weekday and a weekend, and verify that the service is running when residents need it. A stop with one infrequent bus is not the same as a frequent service to employment, education and healthcare.

Ask whether the service is available from first occupation or depends on a later phase. Identify who operates it, whether funding is secured, and what happens if patronage or construction milestones change. England’s planning policy encourages a genuine choice of transport modes where practicable and says connectivity should be assessed with both quantitative and qualitative evidence.

Transport question Evidence to record
Walking or wheeling Continuous route, crossings, gradient, surface, lighting, safety and time from each relevant entrance
Cycling Protected or low-traffic links, continuity, junction treatment and secure parking at destinations
Bus or tram Stop location, route destinations, frequency, first and last services, weekend operation and interchange needs
Rail or rapid transit Accessible approach, station facilities, service pattern and the extra journey needed after arrival
Car access Junction safety, congestion points, visitor access, emergency access and realistic alternatives when driving is not possible

3. Inventory everyday destinations residents can use

Make a destination list based on actual use, not the number of icons on a masterplan. Include shops and daily services, schools or childcare where relevant, healthcare, community facilities, public open space and transport hubs. For each destination, record its opening or operating status, the accessible route and whether residents can use it without a car.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the 10-minute reference carefully

England’s National Design Guide describes local facilities as “walkable” when they are generally within a 10-minute walk, expressed as an 800-metre radius. That is a design-guide reference, not a guarantee. An 800-metre circle does not account for barriers, hills, crossings, pace, weather, mobility needs or whether the facility is open. Measure the real route and state the conditions under which the estimate was made.

Classify destinations by everyday need

  • Daily essentials: food shops, pharmacies, cash or payment services, parcel and postal services, and places for routine errands.
  • Education and care: schools, nurseries, childcare, dentists, GP services and other healthcare that residents can register with or access.
  • Community life: libraries, community halls, places of worship, youth facilities and indoor meeting spaces.
  • Open space: parks, play areas, sports facilities, accessible greenways and informal recreation areas.
  • Transport hubs: bus interchanges, rail stations and other points where services connect.

Distinguish an operating facility from land reserved for one. A shop unit with no tenant, a school shown in a later phase, or a park awaiting adoption should be marked as planned rather than counted as available.

4. Separate current provision from future promises

Create a delivery ledger for every claimed improvement: road, crossing, bus route, shop, school, park, drainage system, broadband network or other utility. Do not convert an aspiration into a present-day benefit.

Ledger field What to establish
Current status Open and operating, under construction, approved, proposed or not evidenced
Responsible provider Developer, local authority, transport operator, utility, school body or another named organisation
Funding and delivery mechanism Planning obligation, infrastructure levy, private contract, grant, adoption agreement or another identified mechanism
Target date The stated opening or completion date, with the phase or trigger attached
Dependencies Sales thresholds, later phases, land transfer, approvals, operator agreement or utility connection
Fallback The usable alternative if delivery is delayed or the service changes
Evidence date When the timetable, planning document or operator confirmation was checked

Ask for the planning permission, approved layout, obligation or agreement that supports the promise. A rendering is evidence of an intention, not proof of delivery. England’s planning policy permits planned improvements to be considered when deciding whether a location can be made sustainable, but planned must remain clearly labelled as planned.

Questions for the developer or sales team

  • Which facilities are open on the date of first occupation?
  • Who owns and maintains each road, path, park, drainage feature and communal space?
  • What event triggers construction or opening of each later facility?
  • What happens to residents’ access if a later phase is postponed?
  • Which transport operator has agreed to provide a service, and from what date?
  • Are there service charges, estate-management arrangements or adoption conditions that affect long-term use?

5. Check digital connectivity directly

Digital access is part of a home’s practical location. Ask which fixed-network infrastructure will reach the development, which retail services can be ordered over it, who provides the network and when service starts. “Broadband available nearby” does not establish that a particular plot can be connected at occupation.

Verify fixed infrastructure and retail service

Request the network type, connection point, installation responsibility and expected activation date for the phase containing the home. Ask whether the infrastructure is installed to every dwelling or only to a site boundary, and whether residents can choose among retail providers. Keep written confirmation with the plot and phase details because availability can differ within one development.

Test mobile coverage for the finished scheme

Check coverage at the site and inside the relevant building types where possible. Test more than one network if household members depend on different operators. Ask whether capacity planning reflects the completed number of homes, not only the first occupied phase. Record weak spots in internal rooms, basements, lifts and communal areas, and ask whether any in-building system is planned and who maintains it.

Australia-specific guidance on Telecommunications in New Developments advises buyers to ask the developer what infrastructure and retail services will be provided, who will provide them and when. The policy took effect on 17 February 2024 and sets expectations for residential developments with more than 50 lots. Those policy details should not be applied automatically outside Australia; use the local regulator’s rules and the provider’s written confirmation in other jurisdictions.

6. Assess amenities by usability, not presentation

An amenity has value only when residents can reach it, use it and rely on it. For each on-site feature, check location, opening status, hours, accessibility, maintenance responsibility and likely conflicts with homes or traffic.

Open space and play

Walk the proposed route to parks and play areas. Check sight lines, shade, seating, accessible equipment, drainage, lighting and whether children must cross vehicle routes. Identify which spaces are public, communal or private, and whether access can be restricted by gates or management rules. A landscaped strip is not automatically a usable park.

Community and commercial facilities

For a community hall, shop, café or other facility, establish the operator, opening hours, tenancy status and delivery phase. Ask how deliveries, waste collection and servicing will affect adjacent paths. Consider whether the project is large enough to support the promised use or whether residents will still need the established local centre for most needs.

Schools and healthcare

Check admission or registration arrangements, capacity information and the complete journey. A school site within the boundary does not guarantee a place; a healthcare building does not guarantee that it accepts new patients. Record the responsible authority or provider and the point at which the facility is expected to operate.

7. Compare projects on one evidence-based scorecard

When comparing developments, use the same evidence date, route assumptions and labels. This is an editorial decision framework, not an official scoring scale.

Assessment axis What a strong evidence file contains Warning sign
Site context Mapped surroundings, settlement relationship, landform, drainage and relevant environmental constraints Only a marketing map or a distance to the nearest town
Accessible routes Observed walking, wheeling and cycling routes with crossings, gradients, lighting and continuity recorded “Close to” claims without a route audit
Transport service Operator, destinations, frequency, hours, interchange and start date checked A bus stop shown without a usable timetable
Everyday destinations Operating shops, education, healthcare, community facilities, open space and hubs listed with access routes Future units counted as if already open
Digital services Fixed infrastructure, retail availability, mobile tests and capacity for the completed scheme confirmed Generic “superfast” wording with no network or activation detail
Delivery realism Named provider, funding or obligation, trigger, date, dependencies and fallback documented Unfunded promises or dates with no responsible party

Assign each item one status: verified when an operating service or reliable document confirms it; promised when delivery is planned but not yet usable; and unknown when evidence is missing or contradictory. Keep those labels visible in your comparison rather than averaging them away.

8. Documents and checks to complete before committing

Build a project file and date every item. Request the approved site plan, phasing plan, transport assessment, travel plan, drainage and flood information, environmental material, infrastructure agreements, utility plan, estate-management arrangements and details of each promised facility. Check local authority planning records and the relevant transport or utility operator rather than relying solely on sales material.

  1. Mark all entrances, paths, crossings, stops, stations, centres, schools, healthcare and open spaces on one map.
  2. Walk or wheel the principal routes at a realistic pace and record barriers, gradients, surface and lighting.
  3. Check public-transport timetables for a weekday, weekend and the times residents will travel.
  4. Classify every facility as operating, under construction, approved, proposed or unsupported.
  5. Obtain written fixed-network and mobile-coverage information for the exact phase and building type.
  6. Enter provider, funding, trigger, date, dependency and fallback for each future promise.
  7. Repeat the same process for every project under consideration and keep the evidence date consistent.

9. Common failure modes and how to handle them

“It is only 800 metres away.”

Replace the radius with the actual accessible route. If a dual carriageway, river or steep slope makes the journey longer or unsafe, record that result and ask whether a funded crossing or alternative route exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The station is nearby.”

Check the route, timetable, first and last services, interchange and the journey from the station to the destination. A station without a practical approach or suitable service pattern may not reduce car dependence.

“The school and shops are coming.”

Move them to the promised column until the operator, funding, trigger and opening date are documented. Identify the nearest usable alternatives for the first residents.

“Full-fibre and mobile coverage are included.”

Ask which network reaches the dwelling, which retailers can sell service, when activation occurs and how indoor mobile performance was assessed. Generic labels do not answer those questions.

“The masterplan shows a park.”

Check the approved phase, public access, handover or maintenance arrangements, drainage, lighting and the route from occupied homes. A future landscape area should not be counted as an available amenity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. Jurisdiction and evidence limits

England’s National Design Guide is aimed primarily at local planning authorities, although neighbourhood planning bodies can adapt its framework proportionately. The National Planning Policy Framework is national planning policy for England. Use both as informed context, then check the latest edition and local policy for the project itself.

Transport for New Homes is a UK Community Interest Company. Its checklist lead author, Tim Pharoah, stated: “Our country desperately needs more homes, but these must be located and designed to ensure that residents do not need cars to live a full life.” That is the organisation’s position and practical advocacy, not a government finding or a measured outcome.

There is no single outcome statistic that establishes how well new residential projects perform in general. Do not substitute a claimed typical driving rate, broadband speed, transit frequency or distance for project-specific evidence. The only concrete distance reference in this framework is the National Design Guide’s general 10-minute, 800-metre walkability definition, which still requires a route and user-needs check.

A repeatable decision rule

Prefer the project with the strongest verified evidence for usable routes, everyday destinations, transport services, digital provision and site resilience, even if another scheme has more impressive future amenities. Treat a promised benefit as a conditional upside only after its provider, funding, timing and fallback are clear. If a material item remains unknown, keep it visible in the decision rather than assuming the brochure is correct.
