How to Assess Whether a Road Project Is Ready to Start Construction

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A road project is ready to start construction only when the approved scope is buildable, all required environmental decisions and permits are valid, the land and third-party interfaces are available, funding and construction authorization are in place, and the delivery team can control cost, schedule, safety, traffic, and public impacts. A complete drawing set alone is not a go decision. For U.S. federal-aid work, use the applicable FHWA PS&E and authorization requirements alongside the controlling state, local, and permit-agency rules.

Use seven readiness gates instead of a drawing-set check

Assess the project gate by gate. Each gate needs an accountable owner, current evidence, and a recorded decision. If one gate is unresolved, label the project conditional rather than calling it unconditionally ready.

Gate Question to answer Typical evidence
Scope and design Does the construction package match the approved project and can it be built safely? Approved plans, specifications, estimate, design reports, discipline reviews, field safety walk
Environment and permits Are every decision, permit, condition, and mitigation commitment current and carried into the contract documents? Environmental decision, permits, expiration dates, mitigation plan, PS&E references
Right-of-way Is the property needed for each planned operation available when the contractor needs it? Clearance certification, acquisition records, access rights, restrictions, availability dates
Utilities and railroads Are conflicts resolved or explicitly coordinated so they will not stop or restrict highway work? Conflict map, agreements, relocation schedules, railroad approvals, proposal provisions
Funding and authorization Is the funded phase eligible, affordable, approved, and authorized for construction? STIP/TIP entry where applicable, funding ratio, fund availability, PS&E approval, authorization
Cost, schedule, risk, and team Can the organization deliver the work with realistic resources and controlled risks? Current estimate, baseline schedule, risk register, staffing plan, contingency, escalation paths
Public and operational impacts Can traffic, access, safety, communications, and operations be maintained during and after the funded phase? Traffic-control plans, staging, access plan, public-notification plan, operations handover

FHWA checklists are principally written for U.S. federal-aid projects. A state DOT, local agency, railroad, resource agency, or permit issuer may impose additional gates, forms, or dates.

Gate 1: Verify that the scope and design are actually buildable

Reconcile the approved scope

Start with the approval that defines what the project is allowed to build. Compare its limits, termini, capacity, staging assumptions, commitments, and funded phase with the plans, specifications, and estimate. An apparently minor change—such as moving a tie-in, adding a turn lane, changing drainage outfalls, or shifting a construction limit—can require a new approval, permit amendment, property interest, or funding action.

Record the governing design approval and the revision of every contract document. Unresolved differences between plans, specifications, special provisions, and the estimate are a design-gate failure, not a field clarification.

Check all disciplines and interfaces

The design review should cover, as applicable:

  • traffic control, staging, temporary access, and work-zone safety;
  • pavement design and materials requirements;
  • drainage, hydraulics, floodplain interfaces, and erosion and sedimentation controls;
  • bridges, retaining walls, culverts, and other structures, including hydraulic and geotechnical reports for major structures;
  • signing, striping, lighting, signals, intelligent transportation systems, and roadside safety hardware;
  • utility, railroad, property, environmental, and maintenance interfaces; and
  • quality, inspection, testing, and acceptance requirements.

FHWA’s design checklist also prompts confirmation of the environmental documentation, public hearing requirements, design-report approval, and a field safety walk. The project engineer should document review comments, disposition, and the date each item was closed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test constructability, not just design completeness

Ask the proposed superintendent or construction manager to walk the sequence from first mobilization through opening to traffic. Confirm equipment access, haul routes, temporary drainage, work-zone geometry, material laydown, winter or wet-weather constraints, and the sequence for structures and utilities. If the sequence relies on a property, permit, utility shutdown, or traffic switch that is not available on the planned date, the design is not ready for an unconditional start.

Gate 2: Confirm environmental decisions, permits, and mitigation

Build a permit and commitment register

List every environmental decision and permit that applies to the funded work. For each item, record the issuing authority, approval or permit number, effective and expiration dates, conditions, responsible owner, inspection or reporting obligation, and the plan or special-provision location where the condition is implemented.

Register field Readiness test
Decision or permit The project record identifies the controlling approval and the exact work it covers.
Status and dates It is effective for the planned notice-to-proceed and has no missed renewal or seasonal restriction.
Conditions Every condition has an owner, funding, timing, and a contract-document reference.
Mitigation verification Required avoidance, restoration, monitoring, or compensation is included in the PS&E and schedule.
Change control A process exists for design or field changes that could affect the environmental decision.

FHWA’s PS&E checklist asks whether environmental requirements apply, whether decisions and permits remain valid, and whether mitigation is in the plans. A permit that is technically issued but does not cover the current limits, method, season, or discharge is not sufficient.

Resolve timing and field obligations

Some approvals impose seasonal work windows, pre-construction surveys, protected-species procedures, cultural-resource monitoring, water-quality sampling, or agency notification before disturbance. Put those activities on the baseline schedule and assign a person who can stop work when a condition is triggered. Do not rely on a general environmental commitment memo that is absent from the bid package or unknown to the contractor.

Gate 3: Prove that right-of-way and access will be available

Match property availability to the construction sequence

Map each parcel, easement, temporary construction easement, access license, staging area, haul route, and maintenance-of-traffic area against the planned sequence. “Most parcels acquired” is not a useful readiness measure if one missing parcel blocks the first operation or a critical detour.

Check ownership, possession, access rights, condemnation status where relevant, relocation obligations, and any restrictions on hours, access, vegetation removal, demolition, or storage. The agency must determine whether its arrangement is lawful and adequate under the governing jurisdiction.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Disclose unavoidable restrictions

If all property cannot be obtained before award, FHWA’s PS&E checklist calls for the contractor restrictions and estimated availability date to be identified in the special provisions, together with applicable protections. The agency should approve the sequence and risk allocation before advertising. A date in an internal acquisition tracker is not a substitute for a contract provision that tells bidders what they may and may not do.

Gate 4: Clear utility and railroad interfaces

Create a conflict and responsibility map

For every known utility and railroad interface, identify the asset owner, exact conflict, protection or relocation design, responsible payer, agreement status, outage or flagging requirement, access arrangement, planned completion date, and contingency if the work slips. Include overhead lines, buried facilities, drainage crossings, communications, gas, water, sewer, power, signals, and railroad protection requirements.

Verify that designations are based on current field information and that required locating, potholing, surveying, or verification has been completed to the level needed for the planned excavation. Unknown facilities discovered after mobilization are a schedule and safety risk, not merely a change-order issue.

Coordinate concurrent work explicitly

The preferred condition is for utility and railroad work to be complete before highway construction reaches the interface. When that is not possible, establish a signed agreement, sequence, access rules, inspection responsibility, payment method, outage window, and escalation contact. FHWA guidance says concurrent adjustments that cannot be completed before award should be identified in the proposal package. Bidders must be able to price and schedule the interface from the information in the contract.

Gate 5: Confirm funding, approvals, and construction authorization

Check the funded phase

For a federal-aid project, confirm the applicable Statewide Transportation Improvement Program or Transportation Improvement Program entry, eligibility of the work, federal and non-federal share, available obligation authority, and the cash-flow timing for the phase being advertised. Reconcile the authorized amount with the current engineer’s estimate, contingency, construction engineering, utility or railroad work, mitigation, and other project costs.

Complete PS&E and clearance certifications

FHWA’s “PS&E Approvals” guidance describes certifications by the contracting agency that clearances have been obtained, or that necessary arrangements have been made, so the contractor is not delayed by inadequate coordination of right-of-way, utility relocations, railroad relocation, NEPA environmental clearances, or other pre-construction programs. Treat that certification as evidence to assemble, not as a form to sign while material gaps remain.

Confirm who has authority to approve the plans, advertise, award, issue the notice to proceed, and request federal construction authorization. Keep approval dates, conditions, delegated authorities, and funding amendments in the decision file.

Apply additional gates to major projects

Projects subject to FHWA major-project requirements have additional financial-plan, project-management-plan, and risk-assessment milestones. The FHWA Major Project Delivery Process page, updated July 16, 2026, describes these gates. An approved initial financial plan is required at the applicable federal construction-funding milestone. Do not assume that ordinary PS&E approval satisfies those major-project requirements.

Gate 6: Test cost, schedule, risk, and delivery capacity

Use a complete estimate

The current estimate should cover the project-development and design effort still required, environmental mitigation, right-of-way, construction, construction engineering and inspection, project management, public outreach, traffic management, and third-party utility or railroad relocation where applicable. State the estimate date, price basis, escalation assumptions, quantities, allowances, contingency, and exclusions.

Reconcile the estimate with the funding authorization and the schedule. If a known risk is excluded from the estimate, identify the funding source and decision required if it occurs; do not hide it in a generic contingency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Baseline a credible schedule

Show design release, permit conditions, property availability, utility and railroad work, procurement of long-lead materials, traffic switches, environmental windows, testing, punch-list work, and transition to operations. Resource-load the schedule with the staff, inspectors, designers, utility coordinators, safety personnel, and contractor support actually available. A date with no accountable resource is an aspiration, not a baseline.

Operate a live risk register

For each material risk, record cause, event, probability, impact on cost or time, mitigation, contingency, owner, trigger, escalation path, and residual exposure. Include risks from geotechnical uncertainty, drainage, property, utilities, railroads, permits, market capacity, traffic, public access, safety, weather, and operations. Close a risk only when evidence changes its status; do not close it because a meeting occurred.

Verify management controls

FHWA project-management guidance prompts checks of responsibilities, procurement, communication, scope, quality, schedule, cost, resources, risk, applicable laws, traffic and commerce impacts, public communication, safety, and transition to operations. Confirm the organization chart, delegated decisions, document control, change control, submittal review, inspection coverage, testing laboratory, incident response, and dispute-escalation route before mobilization.

Gate 7: Make public and operational impacts executable

Traffic, access, and safety

Approve the traffic-control plan, staging drawings, detours, temporary signals, emergency access, pedestrian and bicycle routes, transit interfaces, property access, work-zone speed strategy, and incident-management contacts. Check that the plan works for each construction stage, not only the final configuration. Confirm the agency responsible for maintaining temporary devices and responding to crashes, congestion, flooding, or unplanned closures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Communications and stakeholder commitments

Prepare the notification calendar, public-information contacts, variable-message or signing strategy, business and resident access notices, railroad and emergency-service coordination, and a process for recording and answering complaints. Match promised access, noise, working hours, and restoration measures to enforceable contract requirements.

Transition to operations

For a phased project, verify that the funded phase can operate safely and maintainably without an unfinished phase that the design assumes. Define inspections, acceptance tests, as-built records, maintenance responsibility, opening criteria, and temporary conditions that remain after the contractor leaves.

How to compare a full build with a phased or alternate delivery

When the agency has more than one feasible delivery option, compare the options using the same evidence date and risk assumptions.

Decision factor Questions for each option
Usable scope What capacity, safety improvement, access, and operational benefit is delivered, and can it function without an unfinished phase?
Approvals and property Are the permits, environmental commitments, parcels, easements, and access rights available by the proposed start and sequence?
Funding and cash flow Is the phase fully funded, eligible, authorized, and timed to pay for the work and required third-party commitments?
Interfaces Does the option reduce or increase exposure to utility, railroad, traffic, and public-access conflicts?
Cost and schedule risk What contingency, escalation, and responsibility allocation are needed, and who owns each unresolved risk?

FHWA financial-plan guidance calls for a funded phase to be described and to operate effectively without relying on unfinished phases. A smaller phase is not automatically safer if it strands traffic in an unsafe configuration or leaves a critical drainage, utility, or access dependency incomplete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical readiness review procedure

  1. Set the decision boundary. Identify the funded phase, proposed advertisement or mobilization date, delivery method, geographic limits, funding sources, and governing agencies.
  2. Assign gate owners. Name the design, environmental, right-of-way, utility and railroad, finance, construction, traffic, safety, and operations leads. Give each owner authority to state what evidence is missing.
  3. Freeze the evidence date. Issue the plan, specification, estimate, schedule, permit register, property report, utility map, and risk register revisions that will be reviewed. Record superseded versions.
  4. Hold discipline reviews. Review constructability, field safety, drainage, structures, pavement, traffic control, utilities, railroads, environmental commitments, and operations. Track every comment to closure or an approved exception.
  5. Reconcile money and time. Compare the estimate, funding authorization, cash flow, contingency, procurement lead times, seasonal windows, and resource-loaded schedule.
  6. Verify external clearances. Obtain current evidence from property owners, utilities, railroads, permit agencies, funding authorities, and other entities whose work can stop the project.
  7. Run a stage-by-stage simulation. Walk the first excavation, each traffic switch, major utility or railroad interface, environmental window, substantial completion, and opening. Record the prerequisite for every stage.
  8. Record the decision. Mark each gate ready, conditionally ready, or not ready; identify the issue, owner, due date, mitigation, and authority accepting the residual risk.

What the decision record should contain

Field What to record
Project and phase Limits, funded scope, delivery method, proposed start, and decision date
Gate result Ready, conditionally ready, or not ready for each gate
Evidence reviewed Document title, revision, approval date, permit or agreement number, and reviewer
Open issue Specific missing clearance, conflict, assumption, or unresolved design question
Risk treatment Mitigation, contingency, contract provision, owner, trigger, and escalation route
Residual risk acceptance Named official with authority to accept it and the basis for acceptance
Conditions and deadlines Exact action, responsible party, evidence required, and date before award, notice to proceed, or a stage release
Final authorization Signature or electronic approval, date, and applicable funding or agency reference

Keep the record with the approved PS&E and update it when scope, permits, property, funding, or the schedule changes. A conditional decision should expire if its stated evidence is not received by the deadline.

When the answer is “not ready”

  • A required environmental decision or permit is expired, missing, outside the current project limits, or not incorporated into the contract documents.
  • The first planned operation depends on property, access, utility relocation, railroad protection, or a traffic switch that has no enforceable availability date.
  • The plans, specifications, estimate, environmental commitments, or approved scope conflict in a way bidders or field staff cannot resolve from the contract.
  • Funding is insufficient, the phase is not eligible, or the required construction authorization or PS&E approval is incomplete.
  • The baseline schedule ignores a seasonal restriction, long-lead procurement, third-party work, or a resource that is not actually available.
  • Traffic, emergency access, public access, worker safety, or post-phase operations cannot be maintained under the proposed staging.
  • A major project has not met its applicable financial-plan, management-plan, or risk-assessment milestone.

Do not convert these conditions into a vague “watch item.” Either close the gate with evidence, redesign or resequence the work, add an enforceable contract arrangement accepted by the governing agency, or defer authorization.

Common readiness mistakes and their fixes

Calling 100 percent design “construction ready”

Why it fails: Design completion does not prove permits, property, funding, third-party work, or operating controls. Fix: Require the seven-gate review and a signed evidence register.

Treating a permit as a one-time document

Why it fails: Conditions, expiration dates, work limits, and methods can change. Fix: Recheck validity against the current plans and place each obligation in the schedule and PS&E.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Hiding property or utility uncertainty in a contingency

Why it fails: Money cannot create access on the day a critical operation is scheduled. Fix: Secure the interest or disclose a lawful, agency-approved restriction, availability date, sequence, and bidder compensation mechanism.

Approving a phase that cannot operate

Why it fails: A partial roadway can leave unsafe geometry, inaccessible properties, unfinished drainage, or an unmaintainable asset. Fix: test the phase as an operating facility, including acceptance and handover.

Signing certifications before coordination is real

Why it fails: A certification does not eliminate a conflict that the contractor will encounter. Fix: attach current agreements, clearance evidence, responsibility assignments, and dates to the certification package.

Make the go decision defensible

The final question is not whether the project looks complete on paper. It is whether the agency can show, with current records, that the approved work can be advertised, awarded, mobilized, built, opened, and operated without an unmanaged clearance or coordination failure. State and local rules, delivery method, federal participation, and project-specific conditions control the final determination; use FHWA guidance as a framework where it applies, then obtain the governing agency’s confirmation before issuing construction authorization.
