The method is jurisdiction-dependent: first identify the competent planning, environmental and marine authorities, the required screening and assessment process, and any permits or protected-site requirements. UK, Hong Kong and Canadian guidance offer examples, not universal legal rules.
1. Establish which assessment and consent rules apply
Confirm the harbour’s location, the authorities responsible for environmental assessment and marine or planning consent, and the applicable screening, scoping and permitting requirements. Do not assume that a particular assessment route or survey standard applies just because it appears in guidance from another jurisdiction.

Determine whether screening is required and whether an authority has already decided that a full environmental impact assessment (EIA) is needed. For example, in the UK Nationally Significant Infrastructure Project (NSIP) process, Schedule 1 projects require EIA, while Schedule 2 projects require it if they are likely to have significant effects because of their nature, size or location. That test belongs to that process; other jurisdictions use their own criteria.

Explain any proposed exclusions with evidence, and define the project’s zone of influence rather than treating the construction footprint as the whole study area. UK Planning Inspectorate NSIP advice recommends proportionate scoping focused on likely main or significant effects. Its screening advice also asks: “Is there sufficient detail and certainty regarding the location and characteristics of the proposed development?” That is a useful early check in any setting, though not a universal legal test.

2. Define the complete proposal and compare reasonable alternatives
Describe the proposal in enough detail to assess its likely effects, including associated works needed to deliver it and relevant construction, operation, maintenance and decommissioning phases. Depending on the design, components to investigate may include dredging or excavation, breakwaters, seawalls, jetties, landing facilities, navigation access, land-side support works and utilities. These are possibilities to check, not features every fishing harbour necessarily has.
State the project’s location, scale, programme, construction methods and any flexible design parameters. Where key details remain undecided, explain the limits this places on the assessment and how effects will be controlled as the design is finalised under the applicable consent process.
Compare the reasonable alternatives actually studied, which could include location, layout, size, alignment, construction method or timing. Explain how environmental evidence and consultation informed the preferred option, and include the required without-project baseline scenario where the governing rules call for it.
- Compare each genuine option on the same relevant axes: proximity to sensitive receptors, area and type of habitat affected, effects on fisheries resources and activity, likely water-quality or other physical effects, construction method and season, magnitude and duration, reversibility, cumulative effects, mitigation feasibility, residual effects and monitoring or maintenance needs.
- Explain where an option performs better or worse on each relevant axis. Do not call an option environmentally preferable without showing the comparison that supports that conclusion.
3. Build a reliable baseline for the area that could be affected
Start by collating recognized, sufficiently recent data for the site and its zone of influence. Evaluate whether each source is accurate, relevant to the proposed works and still current. Consult relevant government departments, fishers, aquaculturists, marine scientists and other local knowledge holders. The Hong Kong Environmental Protection Department (EPD), in its fisheries impact assessment guidance, states: “The accuracy and usefulness of the fisheries information obtained must be carefully evaluated and verified before adopting it in the EIA report.”

If existing information is inadequate or may no longer be valid, plan field surveys suited to the site, project scale, likely effects and seasonal patterns. Document who is responsible, the methods, duration and timing, and how data will be analysed. Use competent personnel; a single field measurement does not by itself establish a defensible baseline for a changing marine environment.
Fisheries information to establish
- Fishery resources and production, including commercially important species.
- The level and pattern of capture fishing and aquaculture activity.
- Fishing grounds, aquaculture sites and fisheries habitats.
- Nursery and spawning grounds, including seasonal occurrence of juvenile or spawning stocks.
Identify the physical and environmental conditions that matter to fisheries and other relevant receptors. A project-specific Hong Kong EPD study brief, for example, calls for identifying water-quality parameters and areas important to fisheries that could be affected, alongside fisheries activities and resources. The parameters and survey scope for another project should be set for its own location and pathways.
Under Hong Kong EPD Annex 17 guidance, where fisheries baseline surveys are considered necessary, the stated duration is “at least 6 months and up to 12 months”; larger or more complex projects or areas of higher fisheries importance normally require longer. This is a Hong Kong guidance provision, not a global minimum or a substitute for deciding what duration captures the relevant seasonal patterns at the proposed site.
4. Trace project activities to environmental and community receptors
For each potentially relevant activity, state the pressure it could create, the receptor that could be affected, how far the effect could extend, how long it could last and whether it is reversible. Assess fisheries effects in their own right: Hong Kong EPD guidance specifically cautions against relying exclusively on water-quality and ecological assessments to cover fisheries.

Depending on the actual proposal and site, scope pathways such as:
- Seabed or shoreline footprint, including physical habitat loss or disturbance.
- Changes in water quality or other physical conditions important to fish, habitats or fisheries.
- Interruption, displacement or loss of access to fishing grounds or aquaculture sites.
- Disturbance to nursery, spawning or seasonally used areas.
- Effects of construction, operation, maintenance and decommissioning activities.
- Effects that interact with existing pressures or combine with other existing or approved projects.
These are assessment questions, not a finding that every harbour will cause every listed effect. Describe and, where practicable, quantify predicted fisheries effects using a stated method. Hong Kong EPD guidance identifies direct and indirect, short- and long-term, on- and off-site, induced, synergistic and cumulative effects as categories to consider.
5. Explain how significance and cumulative effects are judged
Set out the significance criteria for every relevant topic and show how the evidence supports the conclusion. UK NSIP advice describes significance as commonly determined by combining receptor sensitivity and impact magnitude. Define how those terms are used for the assessment rather than relying on an unexplained “significant” or “not significant” label.
For each effect, identify whether it is direct or indirect, positive or negative, temporary or permanent, reversible or irreversible, and short-, medium- or long-term. Explain the reasoning behind the assigned sensitivity and magnitude and any uncertainty that affects the conclusion.

Assess the harbour alongside other existing and approved developments and relevant existing environmental problems. Consider combined effects on the same receptor or resource, not only effects attributable to the harbour in isolation. Canadian federal cumulative-effects guidance gives examples including multiple activities affecting habitat used by the same fish population, several shoreline works removing patches of marine plants, and cumulative effects on traditional fishing grounds. Its legal scope is specific to its federal assessment regime, but the pathways are useful prompts for scoping elsewhere.
Also check interactions between assessment topics. A physical change may alter habitat, which may then affect fish resources and fishing activity. Cross-reference related chapters so the combined effect is visible rather than fragmented across separate topics.

Apply the mitigation hierarchy while the design can still change. Hong Kong fisheries guidance sets out avoidance, minimization and compensation. For each step, explain what was considered and why the selected response is appropriate.

Minimize unavoidable effects
Describe measures to reduce effects that cannot be avoided, such as restricting work areas or seasons or restoring disturbed habitat, where appropriate to the project and supported by evidence. State the expected outcome and why the measure is feasible.
Address significant residual fisheries effects
Where significant fisheries losses remain, consider compensation where appropriate under the applicable framework. Hong Kong EPD guidance says that if very serious fisheries effects cannot be mitigated, project modification should be considered. Do not present compensation as a substitute for examining avoidance and minimization first.
For every relied-upon measure, identify who will deliver it, when it will be implemented and how it will be maintained. UK NSIP advice says only firm, deliverable mitigation commitments should be relied on in the assessment; proposals that are not sufficiently certain should not be treated as though their benefits are secured.
7. Make monitoring capable of triggering a response
Decide whether monitoring is needed to check mitigation performance, address remaining uncertainty or verify relevant construction and operational effects. If so, specify indicators, methods, timing, responsibility and reporting. Set success criteria and explain what corrective action will follow if results do not meet them. Monitoring should support a decision and, where appropriate, adaptive management; collecting data without a response plan does not show how an unexpected effect will be handled. Fisheries guidance also calls for recommendations on whether monitoring and audit are needed and their scope.
Quick Recap
What a credible assessment should let a reader verify
- The project description covers relevant works and phases, and the assessment follows the applicable local screening and consent process.
- The baseline uses evaluated, sufficiently recent information and surveys suited to the site’s likely effects and seasonal patterns.
- Each material activity is linked to relevant receptors through a stated impact pathway, including fisheries, indirect effects and cumulative effects where applicable.
- Significance criteria and the reasoning behind conclusions are transparent.
- Reasonable alternatives and mitigation are compared, with relied-upon commitments assigned to a responsible party.
- Any monitoring has success criteria, reporting and a defined response if performance is inadequate.
