Start with the EPD for the cement you are buying
An EPD is the central document for assessing a supplier’s reported environmental impacts. The American Cement Association (ACA) describes an EPD as “a report developed using the PCR for a specific type of product.” A product category rule (PCR) sets rules for calculating and reporting impacts for a category of products. EPDs provide useful, structured evidence, but the label alone does not show that a declaration represents the specific cement and plant in your order.

Request the current EPD or product carbon-footprint declaration, its registration or declaration number, and documentation identifying the product and manufacturing location. Record the cement type and plant. Ask the supplier to state plainly whether the reported result is for a single product and site, a portfolio average, or an industry average. The ACA says average declarations should identify the manufacturers and locations they represent and explain variability in results. ACA EPD information

Pick the symptom - the matching free tool is one click away.
- Product and site: Do the product name, cement type and manufacturing location match the material being supplied?
- Representativeness: Is the result specific to that product and plant, or averaged across several products, plants or manufacturers?
- Traceability: Is there a registration or declaration number that lets you identify the document?
If a supplier provides only an industry-average EPD, it may help establish a benchmark, but it is not the same evidence as a product- and plant-specific declaration.

Do not treat a supplier’s general sustainability summary, a company-wide emissions figure or a verbal estimate as a substitute for the product declaration when the purchasing question is the footprint of a particular cement. Those materials may answer different questions. Start with the document that identifies the product and the rules used to calculate its impacts; then use any additional information to clarify details that the EPD leaves open.
For traceability, retain the full EPD rather than copying only its headline GWP number. The number should stay connected to the declaration number, product name, site, unit, boundary and dates. If the supplier gives you a declaration for a family of products, ask which products and locations the reported average represents and whether the cement in your specification is included. An average can be useful evidence, but only if its representativeness is visible and acceptable for the decision you need to make.
Check the rules and geography before comparing values
Read the EPD’s program operator, PCR and cited standards, including their versions. Cement declarations may follow different regional rules. The ACA describes a North American module based on ISO 21930 and an international module based on EN 15804. The Global Cement and Concrete Association (GCCA) tool also lists construction-product standards and related product-specific rules. Use the rules that apply to the product and purchasing geography rather than assuming that declarations made under different frameworks are directly comparable. ACA EPD information; GCCA EPD Tool
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe PCR matters because it governs how a product category’s impacts are calculated and reported. Two declarations may both be called EPDs and both report GWP, yet use different rule sets or versions. Record the rule set exactly as it appears; do not infer it from the supplier’s location, the name of the program operator or the EPD format. If you cannot tell whether a PCR applies to the product and purchasing geography, ask the supplier or program operator to clarify before comparing results.
The U.S. industry-average context is changing: the ACA says its EPDs based on the 2020 Cement PCR were extended until July 2027 while data are collected under a 2025 PCR. That date applies to those ACA industry-average declarations, not to every supplier EPD or every region. Confirm the PCR and validity shown on the actual declaration you receive.
This transition is a reason to check the date and rule version, not a reason to assume an older declaration is invalid or a newer one automatically comparable. The July 2027 extension is specific to the ACA industry-average declarations described by the association. For another declaration, use the validity and PCR details stated in that document. If a supplier is using an industry average, record that status alongside its PCR so readers of your comparison do not mistake it for a plant-specific result.
Align the declared unit and cement definition
Find the declared unit—the quantity of product to which the reported impact applies—and make sure the compared products use the same basis. The ACA notes that a declared unit such as one metric tonne can be appropriate for cement because cement serves varied applications. But not every declaration reports impacts per tonne of cement.

| One metric tonne of cement | Use only against values reported for the same cement-mass basis, with compatible product definitions and rules. The ACA identifies a one-metric-tonne declared unit as appropriate for cement. ACA EPD information |
| 1,000 kg of clinker-equivalent product | This is the unit in the GCCA framework example; it is not a universal cement EPD unit. Do not treat it as interchangeable with one tonne of cement without checking the product basis. GCCA 2025 framework rulebook |
| One tonne of CEM I–CEM V cement | The Polish Cement Producers Association reports this basis for its CEM product declarations. The unit and cement types describe those declarations, not a general rule for all EPDs. Polish Cement Producers Association declarations |
Check the exact cement type as well as the unit: two values stated per tonne can still describe different products. If one declaration uses cement mass and another clinker-equivalent mass, do not rank them as though their denominators were the same.
A declared unit is not just a formatting detail. It tells you what amount of product the impact result belongs to. Before putting values into a spreadsheet, copy both the number and the unit as printed; do not strip the unit away and leave a bare GWP figure. Also note whether the unit refers to cement itself or a clinker-equivalent product basis. The GCCA’s 1,000 kg example and the Polish declarations’ one-tonne CEM basis illustrate why “per tonne” on its own may not settle what is being counted.

Likewise, match the cement definition, not merely the supplier name. The Polish page’s reference to CEM I–CEM V describes the product range for those declarations; it does not mean that every EPD uses those categories or that any two CEM products have the same footprint. Keep the product type visible in the comparison record. If the supplier’s EPD does not make the product basis clear enough to tell whether it matches your specification, request clarification rather than assuming equivalence.
Read the system boundary and included modules
For a typical product-stage, cradle-to-gate comparison, check whether the value covers modules A1–A3:
- A1 — Raw-material supply: impacts associated with obtaining and supplying inputs.
- A2 — Transport to the plant: transport of inputs to the manufacturing site.
- A3 — Manufacturing: impacts from making the product at the plant.
The GCCA framework describes this scope and allows A4, downstream transport, to be included at the producer’s discretion. The Polish Cement Producers Association says its referenced declarations cover A1–A3 and omit A4, A5, C1–C4 and D. These differences matter: a value that includes A4 is not directly equivalent to one that stops at the plant gate. State the included modules whenever you quote or use a value. GCCA 2025 framework rulebook; Polish Cement Producers Association declarations
Do not assume that a number called “cradle-to-gate” has identical coverage in every document. Read the module table in each EPD, note any optional stages, and keep broader life-cycle stages separate from a product-stage comparison.
For a buyer comparing production-stage results, the first practical question is whether both figures cover the same stages. A1–A3 includes supply of raw materials, their transport to the plant and manufacturing. A4 concerns transport downstream from the plant, and the GCCA framework says a producer may include it at its discretion. That choice can affect what the reported total represents, so record it explicitly rather than treating all cradle-to-gate figures as having the same endpoint.
The Polish Cement Producers Association’s referenced declarations are a concrete example of a stated boundary: A1–A3 are included, while A4, A5, C1–C4 and D are omitted. Do not generalize that module list to other EPDs. Instead, consult each declaration’s module table and note inclusions and omissions. If a value includes additional modules, do not silently compare it with a value that excludes them; either obtain results on a common basis or mark the comparison as non-equivalent.
This is also why a buyer should state a boundary beside any number copied into a report, tender review or internal comparison. A GWP figure without the modules can imply more coverage than the EPD actually provides. Keep the product-stage result separate from downstream transport or other life-cycle stages unless the documents define those stages consistently and your assessment intentionally includes them.
Confirm the climate indicator and calculation method
Look for Global Warming Potential, usually abbreviated GWP, expressed as a mass of carbon-dioxide equivalent per declared unit. GWP is a normalized way to report the greenhouse-gas impacts of different emissions together. Record the characterization method and time horizon where the EPD provides them; matching the label “GWP” alone does not establish that the calculations use the same factors.
For example, the GCCA framework example specifies EF 3.1 characterization factors and IPCC 2013 100-year factors for its scheme. That is a description of the cited framework, not a method to assume for every cement EPD. Check the method actually stated in each declaration before treating two GWP values as equivalent. For a usable comparison, capture the complete indicator label and method, not only the acronym. Keep the reported value together with its carbon-dioxide-equivalent unit, declared unit, characterization method and time horizon when those details are shown. If the EPD does not state an element you need to establish equivalence, mark it as not stated and ask the supplier or program operator; do not fill in a method based on what another EPD or tool uses.

The GCCA scheme example is useful as a reminder that methods are specified: it names EF 3.1 characterization factors and IPCC 2013 100-year factors. It is not a universal default. Two results that both say GWP may use different factors or reporting details, so a superficial match of labels is not enough to justify ranking. If the methods cannot be aligned, preserve that limitation in the comparison instead of presenting a precise-looking but unsupported order.
Check dates, data sources and independent verification
Record the EPD’s issue date and validity period, plus the period covered by the underlying data if reported. Also note the program operator and verifier. Validity dates differ by declaration; for example, the Polish Cement Producers Association page reports that its cited declarations were valid from 18 December 2025 to 18 December 2030. Those dates apply to those declarations, not to EPDs generally. Polish Cement Producers Association declarations
Check whether important inputs are based on primary plant data or generic background data, and what evidence supports the reported figures. A clinker record from EPD International describes third-party verification routes and data sources including company ERP information, flow meters and continuously recorded plant emissions. These are examples of the kinds of provenance details to look for; they do not establish the data sources used by a different supplier’s EPD. EPD International clinker record
Independent verification and registration strengthen confidence that an EPD follows its stated rules; they do not, by themselves, make unlike products or boundaries comparable. Review what was verified and whether the declaration remains valid for the product being purchased.

Record each one that is available. A declaration can be within its stated validity period yet still need careful review for whether it represents the current product and plant; conversely, a date example from another market does not establish the status of your supplier’s document. Check the actual declaration rather than applying a general expiration assumption.
Ask what the verification covers and who performed it. The EPD International clinker record illustrates the kind of source detail that may be documented, including company ERP information, flow meters and continuously recorded plant emissions, as well as third-party verification routes. These are not requirements to assume every record will list in the same way, and they are not proof that another supplier used those sources. They are prompts for checking provenance: what data are primary, what inputs rely on generic background information, and what evidence was within the verifier’s review?
Verification is important, but it answers a different question from comparability. It can strengthen confidence that the declaration follows its stated rules; it cannot make a plant-specific cement declaration equivalent to an industry average, change the declared unit or add an omitted module. Keep verification status in the table, but do not use it as a shortcut around product, scope and method checks.

Rank reported values only when the products, units, rules, boundaries and methods align sufficiently for the procurement decision. If they do not, label the comparison non-equivalent, explain the mismatch and ask for comparable data—such as a product-specific declaration or a recalculation on a common basis. Do not present the lowest published number as proof of the lowest-impact option for the actual specification.
A simple comparison table should make gaps visible rather than conceal them. For each supplier, enter the source declaration number, exact product and site, whether it is product-specific or averaged, the cement type, declared unit, PCR and standard version, modules, GWP method and result, issue and expiry dates, data period, program operator and verifier. Add a note for any item the declaration does not state. A blank or “not stated” cell is a useful finding: it identifies what must be resolved before the figures can support a fair comparison.
Then use a two-stage decision. First, decide whether the entries are sufficiently aligned to compare: same relevant product basis, unit, rules, boundary and calculation method. Second, if they are aligned, compare the reported GWP values in the context of the product you actually need. If the first stage fails, do not proceed to a ranked list that suggests precision the evidence does not support.
When declarations do not align, the next step is to describe the mismatch and seek better evidence. Ask for a product-specific declaration if the current one is only an average, or ask whether the supplier can provide a recalculation on a common basis. Suppliers may not be able to provide either option, so treat them as requests rather than guaranteed deliverables. If comparable data are unavailable, report the figures as non-equivalent and state why—such as different declared units, modules or PCR versions.
Finally, make the conclusion proportional to the evidence. A lower number in a published EPD is not automatically the lowest-impact choice for the material in your specification. It may represent a different cement type, production location, average, system boundary or method. The comparison is strongest when the table lets another reader trace each value back to its declaration and see exactly which checks support the result.

The GCCA Cement CO2 and Energy Protocol internet manual is version 3.1 and was created on 27 February 2020. Check the site for later revisions before relying on it as current producer-accounting guidance. It is not a substitute for checking the PCR, system boundary and calculation method in the supplier’s EPD. GCCA climate-protection resources
The manual is producer-accounting guidance, whereas this buyer’s task is to assess a supplier’s declared product result. Keep those uses distinct. The stated version and creation date are useful identifiers, but check the site for any later revisions before treating the manual as current guidance. Whatever accounting reference a producer uses, the buyer still needs to inspect the actual EPD’s governing PCR, modules, unit and GWP method.
When outside support may help
If a producer needs to create or improve an EPD, the GCCA EPD Tool is a web-based option described as helping calculate environmental impacts for clinker, cement, aggregate, concrete and precast EPDs. The ACA says association members can access it through membership support and non-members can access it by subscription. No subscription price is established here, so ask the provider for current access terms rather than assuming a cost. Specialist LCA or EPD preparation and verification support may also be a service category for producers without internal expertise. The evidence establishes the need for PCR-compliant declarations and independent verification, but it does not identify a particular provider or affiliate arrangement. A buyer assessing a supplier’s existing footprint should first request and review the declaration; no particular measurement equipment, physical accessory or paid product is established as necessary for that buyer workflow.

Frequently Asked Questions
What should I ask a cement supplier for?
Request the current EPD or product carbon-footprint declaration, its registration or declaration number, and the product and plant identification. Ask whether the result is specific to one product and site, a portfolio average or an industry average. Also record the PCR and standards, declared unit, modules, GWP method, issue and validity dates, program operator and verifier.
Is an industry-average cement EPD enough to assess a supplier?
It can provide a benchmark, but it is not the same evidence as a product- and plant-specific declaration. Check which manufacturers and locations the average represents and whether the EPD explains variability. Do not describe an average as a result for the exact product and plant unless the declaration supports that.
Can I compare GWP values that are both reported per tonne?
Not automatically. Check whether each declared unit is a tonne of cement or a clinker-equivalent product basis, and whether the cement type, PCR, boundary and GWP method also align. The GCCA framework example uses 1,000 kg of clinker-equivalent product, while other cited declarations use a tonne of cement.
What does A1–A3 mean in a cement EPD?
For a typical product-stage comparison, A1 covers raw-material supply, A2 covers transport of inputs to the plant, and A3 covers manufacturing. Check whether A4, downstream transport, is also included; the GCCA framework says it may be included at the producer’s discretion.
Does independent verification mean two EPDs are comparable?
No. Verification can strengthen confidence that an EPD follows its stated rules, but it does not align different products, units, PCR versions, GWP methods or system boundaries. Check those details separately.
How current does a cement EPD need to be?
Check the issue date, stated validity period and data period if reported, and confirm the declaration still represents the product and site being purchased. Validity periods vary. The Polish declarations cited by the association were reported as valid from 18 December 2025 to 18 December 2030; those dates are not a general rule for all EPDs.
What should I do if supplier EPDs use different rules or boundaries?
Do not rank them as though they were equivalent. State the mismatch, request comparable information such as a product-specific declaration or a recalculation on a common basis, and label the comparison non-equivalent if the mismatch cannot be resolved.

The Bottom Line
Assess the declaration before judging the number. Verify that the EPD represents the cement and plant you are buying, then align the declared unit, cement type, PCR and version, modules, GWP method and dates. Record verification and data provenance, too. Rank values only when the evidence is sufficiently comparable; otherwise disclose the mismatch and request a common basis rather than treating the lowest published GWP as the best option.
