An underground subway station can be built beneath a busy street by excavating a supported station box from the surface, constructing the station below, then removing temporary coverings and rebuilding the street. Where surface excavation is impractical or the tunnel is deeper, crews may use tunnel-boring or mined methods instead. The sequence, traffic arrangements and utility work depend on the project.
How a station is built beneath a street
For a station built using a surface excavation, the work generally moves through five stages. LA Metro describes this sequence for its projects; other agencies may stage the work differently.

- Prepare the site and utilities. Crews investigate underground conditions and protect or relocate pipes, cables and ducts that cross the station footprint. The work may require temporary closures or detours.
- Support the excavation and, where planned, deck over it. Piles or other retaining structures hold back surrounding soil. A temporary deck can cover the work zone, allowing some street and pedestrian movement above while excavation continues below.
- Excavate the station box. Workers remove soil inside the supported perimeter, often in stages, while maintaining the ground support system.
- Build the station. Crews construct the station structure and interior spaces, including the areas used by passengers and staff.
- Remove the deck and restore the street. After underground work has progressed far enough, the temporary cover comes out and the surface is rebuilt. LA Metro identifies this as one of the final steps in its station-construction process. LA Metro’s station-construction overview
A temporary deck is a way to keep some activity moving above the work; it does not mean the street is unaffected. Lanes may be narrowed, sidewalks rerouted, access changed or traffic detoured during different stages.

Cut-and-cover begins at the surface: crews build retaining or support structures, excavate below street level, construct the underground structure, then backfill and restore the surface. It is commonly associated with relatively shallow tunnels and with locations where a tunnel transitions into a station. Deep tunnel sections in built-up areas may instead be excavated by a tunnel-boring machine or by mined methods. Metrolinx describes tunnel boring as a method for transit tunnels in built-up areas, while cut-and-cover is generally used for shallower sections and station transitions. There is no universally best method. The station’s depth, geology, nearby buildings, surface space and conflicts with existing utilities all affect the choice. A project may also use different methods for the station and the tunnel sections leading to it.

What happens to water, gas, power and other utilities?
Utility work is often an early and consequential part of construction. Existing water and sewer pipes, gas lines, electrical cables, communications ducts and storm drains may be supported in place if they do not conflict with the permanent station. Lines that cross the excavation or interfere with the structure may need to be relocated. The approach can vary with the excavation layout and the specific utility.
The MTA’s Second Avenue Subway environmental documentation discusses both supporting utilities in place and relocating them. The Federal Transit Administration also identifies utility relocation as a potential cost and schedule risk for transit projects. These are reasons utility investigation and coordination matter before and during construction—not evidence that every project will encounter the same conflicts. How construction affects traffic, neighbors and businesses
Impacts change as the work moves from utility preparation to excavation, underground construction and surface restoration. People nearby may encounter lane reductions, temporary street or sidewalk closures, detours, construction vehicles, noise, dust or vibration. Nearby businesses can also be affected by changes to access and foot traffic.
Project plans may include measures such as work-hour limits, detour planning, designated truck routes, noise controls, decorative fencing or assistance for area businesses. LA Metro lists these as examples of possible mitigations; they are not promised for every project. Whether traffic can continue over a deck, and how much access remains, depends on the design and construction plan. Some projects may keep limited movement over the excavation; others may require more extensive or prolonged closures. A deck reduces the need to leave the excavation fully open at street level, but it does not eliminate construction disruption.

How the street returns to use
Street restoration follows the underground work rather than happening as soon as excavation ends. Crews remove temporary decking when the structure below is ready, complete remaining surface work and rebuild the street according to the project plan. The work may be scheduled at night or on weekends, or carried out during a shorter continuous closure; the arrangement is project-specific.

Once restoration is complete, the surface may offer few visible signs of the station beyond its entrances. LA Metro’s published overview gives a five-to-seven-year station-construction estimate for the projects it describes; that figure should not be treated as a general duration for subway stations elsewhere.
