Report the hazard to the highway authority responsible for the road or path. In the UK, that is usually the local council for a local road or public right of way; major roads use different authorities depending on the nation and route. If a person is in immediate danger, call emergency services. For other urgent highway risks, use the responsible authority’s highways emergency contact rather than assuming an online form is monitored.
Give an exact location, describe the hazard in plain language, and add a photograph only if you can do so from a safe place. Never enter an excavation, stand in traffic, move barriers, or approach active works to collect evidence.

First identify who controls the road or path
The correct contact is determined by the highway authority, not necessarily the council whose name is most familiar locally. GOV.UK guidance directs residents to their local council for obstructions on local roads and blockages of public rights of way. A council website may then send the report to a county council or another authority that performs the highway function.
For major roads, arrangements differ across the UK. In England, motorways and managed A roads are generally handled through National Highways. Scotland, Wales and Northern Ireland have separate major-road contacts. Use the current GOV.UK obstruction guidance or the road authority’s own website to confirm the route before reporting. Do not treat any phone number or web form as a UK-wide contact.

| Location or road type | Likely first route | What to check |
|---|---|---|
| Local street, pavement or public right of way | Local council or the highway authority named on its website | Use the roadworks, obstruction, footpath or public-rights-of-way category |
| Motorway or managed A road in England | National Highways | Confirm that the road is within its network before using its contact route |
| Major road in Scotland, Wales or Northern Ireland | The relevant national major-road authority | Check the current national contact details for that road |
| Road or path shown on a city website but maintained by another body | The highway authority identified by the city or council | Follow the redirect instead of submitting duplicate reports to unrelated teams |
Choose the channel by the level of danger
“Unsafe” covers several situations. A person already exposed to a serious, immediate threat needs a different response from a routine report about an obstruction that can be passed safely. Local authorities set their own emergency numbers, service hours and monitoring arrangements.
| Situation | Action | Reason |
|---|---|---|
| Someone is in immediate danger or injured | Call 999 | Emergency services deal with an immediate threat to life or safety |
| There is an urgent highway risk but no immediate emergency | Use the highway authority’s emergency or response-team phone number | Some councils reserve telephone lines for hazards requiring rapid attention |
| Obstruction or roadworks problem that is not immediately dangerous | Submit the council or highway authority’s online report | Routine forms route the case to the roadworks, highways or rights-of-way team |
| Online service is outside its monitoring hours | Use the authority’s published emergency telephone route if the risk cannot wait | An online submission may not be seen until the next working period |
West Sussex County Council, for example, says to call 999 when somebody is in immediate danger, provides a separate response-team number for immediate-risk issues, and warns that online obstruction reports are not monitored at weekends or bank holidays. Cornwall likewise tells residents to use its emergency number for immediate danger rather than a routine form. These are local instructions, not universal UK rules.

1. Move to a safe observation point
Stand well clear of moving traffic, machinery, open excavations, unstable materials and the work area. If the pavement is blocked, do not squeeze between barriers and vehicles merely to inspect it. Use a safe public position from which you can see enough to describe the problem. If a person is in immediate danger, make the emergency call first; do not delay it to complete an online form.
2. Pin down the location
Record the road, footpath or cycle-path name, the nearest junction, and a house number, business, crossing, bridge or other landmark. State which side of the road or path is affected and the direction of travel. If the reporting system offers a map pin, place it on the actual obstruction rather than at a nearby postcode. A precise location can be more useful than a long explanation.
3. Describe what you can see
Use observable facts and identify the missing protection or blocked route. Examples include:

- “Roadworks are present but no safe signed diversion is visible.”
Separate observation from inference. Say that pedestrians are being forced into the carriageway if that is what you can see; avoid asserting who caused the problem or what legal offence has occurred unless the authority confirms it.

4. Select the authority’s closest category
Choose the form or phone route labelled temporary roadworks, obstruction, pavement or footpath, public right of way, cycle path, or highway emergency, whichever matches the issue. A correct category helps the report reach the team responsible for barriers, traffic management, permits or rights of way. Oxford City Council directs residents to Oxfordshire County Council for road and pavement obstruction reports because the county is the highway authority.
5. Add a photograph only when it is safe
A photograph can show a missing barrier, an unprotected excavation, a blocked pavement or the absence of a usable pedestrian route. Taking one is optional. Do not step into traffic, enter a work site, lean over an excavation, move equipment, confront workers or ask another person to create a dangerous scene for a better image. Report from the safe position you already occupy and explain what cannot be photographed.
6. Save the confirmation
Keep the case number, email confirmation or screenshot if the authority provides one. Some councils offer status tracking; others do not. A reference lets you follow up with the same location and description without submitting multiple duplicate reports. It does not guarantee a particular response time, because highway service targets vary by authority and hazard.
Which hazards should be reported?
Roadworks and construction-related obstructions can be reportable even when no collision has occurred. Council guidance commonly includes the following categories:

- Missing or inadequate barriers around roadworks or building works.
- Cones, pedestrian barriers, hoardings or temporary traffic lights arranged in a way that leaves no safe pedestrian route.
- Unprotected excavations, holes or open trenches beside a pavement or crossing.
- Skips, scaffolding, builders’ materials or plant blocking a pavement, footpath or cycle path.
- A diversion that appears unsuitable, unsafe or impossible to follow.
- A blockage of a public right of way or an access route to a property.
Report the specific condition rather than labelling every closure unlawful. An authorised closure may still require a suitable diversion and safe access, and the highway authority is the body that can assess the arrangement.
What a safe diversion should provide
The Department for Transport’s Safety at Street Works guidance addresses pedestrian diversions around street works. It states: “A risk assessment must be carried out on any diversion route to ensure it is suitable and safe for the diverted traffic or pedestrians.” The same guidance states: “Under no circumstances may pedestrian access be completely denied to any property or premises.”
Those statements do not mean every temporary closure is automatically unlawful, nor do they set one national response deadline for a resident’s report. They explain why a suspected unsafe diversion, inaccessible property or route that sends people into live traffic should be described to the highway authority for assessment.

Birmingham
Birmingham City Council lists missing barriers around roadworks or building works as a reportable safety issue. Its instructions ask for an accurate location and detailed description. They also say: “Make sure you do not put yourself or anyone else in danger when obtaining details about the fault.” Use that principle anywhere: safe observation is more important than a close-up photograph.

West Sussex
West Sussex separates 999 calls for immediate danger from its own response-team route for immediate highway risks. It uses online forms for other obstruction reports and cautions that those forms are not monitored at weekends or bank holidays. Check the live authority page before relying on an online submission outside normal monitoring periods.
Oxford
Oxford City Council sends road and pavement obstruction reports to Oxfordshire County Council, the highway authority. For pavement, footpath and cycle-path hazards it recommends selecting the correct category, adding a photograph where safe, and providing enough information for the report to reach the right team. It advises telephone reporting for imminent safety risks.
How to write a report that can be acted on
A useful report answers five practical questions:
- Where is it? Give the street or path, nearest junction, landmark, side of the route and map pin if available.
- What is wrong? Name the missing barrier, open excavation, obstruction, blocked crossing or unsafe diversion.
- Who is affected? Explain whether pedestrians, wheelchair users, people with pushchairs, cyclists or drivers are being diverted into a conflict with traffic, but only describe impacts you can observe.
- When did you see it? Include the date and approximate time, especially if the arrangement changes during work shifts.
- What evidence is attached? State that a photograph was taken from a safe place, or explain why no photograph was possible.
For example: “At 14:20 on 17 October 2026, the north side of High Street is closed outside number 42, near the junction with Church Lane. An excavation extends across the pavement; no pedestrian barrier or signed crossing is visible, and people are stepping toward the carriageway. Photograph taken from the bus stop opposite.” This records facts without accusing a contractor or asking the resident to investigate the site.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCommon mistakes and safer alternatives
- Using a routine form for an emergency: call 999 for immediate danger or use the authority’s emergency highways number for an urgent highway risk.
- Assuming the nearest council owns the road: check whether a county or national highway authority is responsible.
- Providing only a postcode: add the exact side of the road, nearest junction and a landmark.
- Entering the work area for a photograph: remain outside the site and report what is visible from safety.
- Moving cones, barriers or materials yourself: leave equipment in place and tell the authority what is obstructing the route.
- Confronting workers or contractors: use the formal reporting channel rather than creating a personal dispute at the site.
- Expecting a fixed response time: keep the reference and follow up through the authority’s stated process; no single UK-wide deadline is established.
When to follow up
If the danger remains, report the continuing condition again through the authority’s emergency route when its instructions say the issue cannot wait. Otherwise, use the case number to check any available status page or contact the same highway team. Mention that the original obstruction is still present, give the latest observation time, and explain any change in risk. Avoid sending multiple duplicate forms to different authorities unless the first authority confirms that another body is responsible.
The essential decision is simple: get safe, identify the responsible highway authority, choose an emergency or routine channel according to the actual risk, and provide a precise description. That gives the people who manage the road or path the information needed to inspect the arrangement and act.
