Roadworks can temporarily stop a car reaching a driveway even when people can still walk to the property. Trenches, surfacing, machinery and temporary traffic controls may make vehicle access unsafe for a short phase of a project. In England, the safety code requires an open pedestrian route and says every effort should be made to preserve vehicle access, but it does not guarantee that a car can enter or leave at every moment.
The practical solution is early contact with the organisation doing the work, a clear plan for safe access, and prompt escalation to the highway authority when the plan is unsafe or not followed. The guidance below applies to England; arrangements elsewhere in the UK may differ.

What roadworks can do to driveway access
Access can change several times during one project. A crew may leave a lane open while setting up, close it while excavating, provide a temporary crossing over a trench, and then restrict it again during surfacing or curing. A closure can therefore be short but still prevent a vehicle from crossing the frontage at a particular hour.
Pedestrian access and vehicle access are different
A safe footway or signed route may remain available while a car cannot cross an excavation, kerb works or newly laid surface. Legal access principles, pedestrian passage and practical vehicle access overlap, but they are not the same test. Ask specifically whether you can walk to the door, whether a wheelchair or mobility aid can pass, and when a vehicle can safely cross.

Typical effects on a property
- Short periods when a driveway cannot be entered or exited.
- Restricted access during deliveries, concrete pours, surfacing or reinstatement.
- Temporary removal of a parking bay or the need to approach from another direction.
- Noise, dust, vibration, mud or plant occupying the frontage.
- Changes to the pedestrian route, including a temporary ramp or controlled crossing.
Dorset Council’s resident guidance acknowledges that short restrictions to off-road parking access can occur. Treat any proposed duration as a working estimate: weather, buried utilities and unexpected defects can change the sequence.
The England access rules that matter
The Department for Transport’s Safety at Street Works and Road Works: A Code of Practice contains the clearest access instructions for works in a closure area. It states: “Under no circumstances may pedestrian access be completely denied to any property or premises.” The same code says: “Every effort should be made to maintain pedestrian access past the works and to maintain vehicular access to all properties and premises within the closure area.”

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The first sentence is an absolute prohibition on completely denying pedestrian access. The second sets an “every effort” expectation for vehicles. That wording recognises that a trench, unsafe edge or curing material can make a driveway crossing impossible for a limited period. It does not give residents permission to enter an excavation or require a crew to keep a route open when doing so would be dangerous.
England’s current Department for Transport coordination code applies from 10 April 2026 and was last updated on 19 March 2026. Highway authorities coordinate works and, where applicable, operate permit schemes. The exact remedy for a blocked driveway depends on the road, the organisation responsible, the traffic order and the immediate safety conditions.
What to do before work starts
Act as soon as you see a site notice, letter or roadworks entry. Work organisations are expected to provide useful information as a courtesy and, where possible, make reasonable adjustments, but that is not a universal statutory guarantee that every resident will receive an individual letter.
- Identify the responsible organisation. Read the site board for the utility, contractor, council department, permit reference and a telephone number. Check the local authority’s roadworks information for the scheme description and planned dates.
- Explain your access needs. Tell the contact if you have mobility limitations, regular carers, medical visits, school transport, shift work, essential deliveries, a vehicle that cannot be moved easily or another time-critical requirement. Give the property number and the side of the road affected.
- Request a phase-by-phase plan. Ask when excavation, traffic-control changes, temporary crossings, surfacing and reinstatement are expected. Ask for the times of day when a vehicle can pass, how much notice will be given before a restriction, and the expected restoration time.
- Confirm the pedestrian route. Check whether the route is level, lit, wide enough for a wheelchair or pushchair and usable after dark. Ask who will provide assistance if the route changes.
- Get a named contact. Record the site supervisor, office number and an out-of-hours or emergency number. A general switchboard is less useful when a barrier has been left across a driveway.
- Make a contingency plan. If possible, arrange lawful parking elsewhere, move a vehicle before the restricted phase and plan for deliveries. Ask whether the operator or highway authority has any alternative arrangement; do not assume that it will provide a replacement space.
Keep the response in writing where practical. A short email confirming the agreed access window and contact name can prevent misunderstandings between shifts.

Staying safe while the works are active
Speak to the site supervisor first
Before walking or driving toward a work area, speak with the supervisor or traffic marshal. Ask which route is currently open and whether you should wait for an escort or a specified time. Conditions can change between the morning briefing and your return home.
Never move equipment yourself
- Do not remove cones, barriers, ramps or signs.
- Do not step into an excavation, even if it appears shallow or empty.
- Do not drive across fresh concrete, asphalt, exposed services or an unprotected trench.
- Do not direct other drivers or improvise a crossing in the live carriageway.
Traffic management is part of the works arrangement. If the route shown on a sign is blocked or unsafe, stop at a safe location and call the site contact rather than bypassing the control.
If your driveway is blocked
Use a short, documented escalation sequence. It creates a clear record without putting you in the work zone.
- Record the facts. Note the date and time, exact location, organisation name, permit or site-board details, which vehicle or person is affected, and whether the pedestrian route is open. Take photographs from a safe public position.
- Call the operator or supervisor. State that the driveway is inaccessible, describe any essential need and ask for a safe access plan and an estimated time for restoration. Ask whether a controlled access window is possible.
- Follow up if the answer is unclear. Request the plan in writing, including who will meet you, where you should wait and what conditions must be met before a vehicle moves.
- Contact the highway authority when necessary. If the operator does not respond, the proposed route is unsafe, or the agreed arrangement is not being followed, use the local authority’s roadworks, highways or emergency reporting channel. Provide your photographs and the site information.
- Escalate immediate danger separately. A collapse risk, exposed service, unprotected excavation or blocked emergency route should be reported through the authority’s urgent safety route; call emergency services only when there is an immediate threat to life.
The highway authority’s coordination role does not mean it can instantly create a driveway crossing. It can investigate whether the works and traffic management comply with the applicable arrangements and tell you which organisation must act.
Planning for essential vehicles and people
Residents who depend on a vehicle should raise that fact before the restriction begins, not when a barrier is already in place. Explain the consequence in practical terms: a carer cannot reach the address, a person cannot attend a medical appointment, or a vehicle cannot be safely parked on the street. Ask for a specific access window rather than a general promise that access will be “reasonable.”
If a vehicle must be moved, Dorset Council advises considering parking elsewhere if possible. Choose a lawful, accessible location and check how long the restriction may last. The operator may not be able to provide parking, so ask what arrangements exist without treating an answer as guaranteed. For mobility needs, confirm that any temporary footway has a suitable surface, width and gradient; vehicle access alone does not solve an inaccessible pedestrian route.

Notices, permits and temporary closures
Planned street works in England are coordinated through statutory notifications and, in many locations, permit schemes. Department for Transport section 50 guidance describes different notification lead times for major, standard, minor and immediate works. Those periods are notices to the highway authority. They should not be read as a promise that every resident will personally receive a letter by a particular date.
A temporary traffic regulation order or notice may be needed when a road is closed or partly closed. The order or notice controls the public highway; it does not automatically settle the best method for reaching an individual driveway. Ask the operator how the closure applies to your frontage and whether the restriction is continuous or limited to a construction phase.
The current Department for Transport permit guidance reflects changes applying from 10 April 2026. Local councils publish their own reporting and consultation routes, so use the authority for the road’s location rather than relying on a national contact number.
How to compare two proposed access plans
There is no formal statutory scorecard for “reasonable access.” You can nevertheless compare alternatives by asking the same practical questions of each plan.
| Question | Plan A | Plan B | Why it matters |
|---|---|---|---|
| Can people reach the property safely? | State the route and any controls. | State the route and any controls. | Complete denial of pedestrian access is not permitted. |
| Can vehicles pass? | Continuous, timed windows or unavailable for a stated phase. | Continuous, timed windows or unavailable for a stated phase. | Vehicle access is subject to safety and the code’s “every effort” standard. |
| How long is the restriction? | Dates, times and trigger for change. | Dates, times and trigger for change. | A specific short phase is easier to plan for than an open-ended closure. |
| Who can change the arrangement? | Named supervisor and escalation number. | Named supervisor and escalation number. | Responsibility must be clear when conditions change. |
| Have essential needs been considered? | Mobility, care, emergency, work and deliveries. | Mobility, care, emergency, work and deliveries. | Early information allows safer adjustments. |
| Is the route safe in practice? | Surface, width, lighting and traffic controls. | Surface, width, lighting and traffic controls. | A theoretical route is not enough if it cannot be used safely. |
Use the table as a discussion checklist, not as a legal test. Keep the version supplied by the operator so you can identify what changed if the site arrangement differs.

Report the issue promptly to the responsible organisation and the highway authority, giving the location, date, photographs and any reference number. The authority may inspect reinstatement against technical standards. A visible trace of construction can remain even when the work meets the required standard, so do not assume that every colour or joint difference will disappear.
Keep receipts and records for damage you believe was caused by the works, but do not promise yourself a payment before liability is established. The organisation that excavated the road may be a utility, its contractor or another undertaker, and the reporting route depends on the scheme.
Compensation and business loss
There is no general assumption that a resident receives compensation simply because a driveway was inconvenient to use. Dorset Council states that there is no statutory provision for highway-authority compensation for business loss caused by roadworks. That statement concerns business loss; it does not determine every residential damage or negligence claim.
Some utility companies may operate their own schemes, but the local guidance does not identify a particular operator or guarantee eligibility. Ask the organisation named on the site notice what claim process applies, and obtain independent legal advice if you are pursuing a substantial property-damage or access claim.
When to involve the highway authority
Contact the highway authority when there is no usable pedestrian route, a promised access window is not being honoured, barriers or signs create a danger, the operator cannot be identified, or reinstatement remains defective after you have reported it. Supply concise evidence: address, road name, dates, photographs, site-board details, contact attempts and the practical outcome.
Describe the problem rather than asserting a conclusion. “The only footway is blocked by an excavation and there is no signed alternative” gives an investigator actionable information. Ask for the case reference and the team responsible for the next update. Local complaint and emergency routes vary by council.
