Better roads can make journeys faster, cheaper and more reliable, but the size and distribution of the benefit depend on the project and the people using it. A new link, resurfacing scheme or junction upgrade may cut delay and vehicle costs for freight, customers, suppliers and employees. It can also attract additional traffic, shift activity from a nearby town, or produce no measurable local economic change. Evidence from Indonesia, Europe, the United Kingdom and Australia shows why road projects must be judged against what would have happened without them—not against a promised travel-time saving alone.
What a road improvement changes first
Travel time
Road works affect journey time through several channels: a shorter route, a higher safe operating speed, fewer stops at junctions, less congestion, or more dependable travel during peak periods. A bypass can remove through-traffic from a town centre; a bridge can eliminate a detour; resurfacing can reduce the speed restrictions and vehicle damage associated with poor pavement. The relevant measure is the journey experienced by a particular user, on a particular route and at a particular time of day.

Average time savings can hide important differences. A delivery van may gain minutes on every trip, while a commuter gains only during the morning peak. A road can shorten one route but lengthen another if traffic is redirected. New capacity may initially reduce delay and then attract more trips until congestion returns. For that reason, a credible assessment reports observed or modelled times by route, user group and time period rather than quoting one network-wide average.
Transport cost
Transport cost includes more than fuel. A smoother, shorter or less congested trip can reduce fuel use, tyre and maintenance costs, driver time, vehicle depreciation and the cost of late deliveries. Reliability has an economic value: a carrier that can plan a 45-minute trip with confidence may need fewer spare vehicles and less buffer time than one facing unpredictable delays.

Costs can also rise in some circumstances. A new connection may increase the distance travelled by users who are diverted to it, tolls or parking charges may be introduced, and construction can create temporary detours. A road that attracts traffic may deliver a short-term time saving while leaving operating costs and delay higher later. These effects should be measured over the project’s stated life, including maintenance and renewal.
Access and reliability
Businesses often value dependable access as much as the fastest possible trip. Late raw materials can stop a production line; an unreliable school-run route can affect staff attendance; missed delivery windows can trigger penalties. Reliability measures—such as the spread of journey times, the frequency of incidents and the percentage of trips arriving within a scheduled window—therefore belong beside average travel time and vehicle cost.

What measured studies have found
The figures below come from different countries, periods and methods. They are evidence about the settings studied, not guaranteed returns for a proposed scheme.
| Study and setting | Method or coverage | Reported result | How to read it |
|---|---|---|---|
| Indonesia non-toll road policy, 2025 | Village-level difference-in-differences analysis using PODES outcomes; travel to sub-district and district centres | Travel time fell 21%; travel costs fell 30.9% | Estimate for the examined national-road programme and comparison design, not a universal road-project effect |
| European regions, OECD 2020 | Road-network market-access changes from 1990 to 2012 | A 1% increase in market access was associated, on average, with 0.2% higher regional GDP, 0.7% higher employment and 0.6% higher population | Modeled regional association with substantial variation; it is not a guaranteed return from one road |
| UK Local Major schemes, 2007–2018 | Working-paper evaluation of 94 schemes partly funded by the Department for Transport | No measurable, statistically significant local economic impact for the road schemes | A null result is possible even where users experience faster or cheaper trips |
| Indonesia highway maintenance, 2024 | Study of road-quality improvements and local labour outcomes | Better maintenance helped manufacturing firms create jobs, supported moves from informal employment and raised labour income | Evidence concerns maintenance and the studied Indonesian highways; effects may operate through firms and workers rather than immediate travel-time statistics |
| Australian national road projects, ex-post review released 2018 | BITRE reviews of projects from 2005–2007 and 2014–2016 | In some selected cases, road-user benefits were overestimated by up to 500% | The review attributed errors mainly to travel-time-cost estimates, traffic forecasts and methodology; this is not an error rate for every project |
The United Kingdom’s 2019 Department for Transport scoping study concluded that evaluating the economic-performance effects of road enhancements “is feasible”. That conclusion supports systematic measurement, not automatic approval of a scheme.

How local businesses can gain
Freight and supplier access
Manufacturers, builders, wholesalers and retailers may save on each inbound and outbound movement. Fewer delays can improve vehicle utilisation, reduce waiting at loading bays and make delivery schedules more dependable. A road-freight scoping report published by the Department for Transport in 2026 identifies supply-chain efficiencies and possible land-use changes as channels that should be examined. It also stresses that outcomes depend on how and under what conditions an investment operates.
Customers and wider markets
Shorter or more reliable trips enlarge the practical area from which a shop, visitor attraction or service business can draw customers. A firm may reach a regional distribution centre, port or contractor network that was previously too costly to serve. Market access can therefore affect sales opportunities even when the road passes outside the business district.

Improved routes can widen the pool of workers able to reach a workplace within an acceptable commute. They can reduce lateness and make shift patterns easier to staff. The benefit is not automatic: if housing is unaffordable, public transport is weak or the local labour force lacks the required skills, a road alone may not change recruitment.
Suppliers, services and investment
Reliable access can make it easier for specialist contractors, maintenance providers and professional services to visit smaller firms. A site with good road access may become more attractive for logistics or manufacturing investment. However, the UK strategic-roads review notes that transport’s average importance in business-location decisions is low compared with factors such as labour quality and availability. Planning, utilities, premises costs, skills and demand can outweigh a road advantage.

Town-centre and corridor effects
A bypass may remove passing trade from a high street while improving the safety and environment of the centre. A new junction can create demand for roadside services but also draw customers away from an established local strip. Benefits must therefore be tracked across the affected corridor and nearby towns, not only inside the project boundary.
Why results are uneven or sometimes absent
Activity can move rather than grow
A business may relocate from one neighbourhood to another to be closer to a new interchange. Employment in the project area can rise while employment in a nearby area falls, leaving the wider region unchanged. The 2025 evaluation of 94 UK Local Major schemes found no statistically significant local economic impact for road schemes, an important warning against assuming that user benefits automatically become net local growth.

When a route becomes easier, people and firms may make additional trips, change departure times or switch routes. New traffic can consume spare capacity. Congestion may reappear at an unchanged junction, bridge, roundabout or town approach. A project appraisal should identify the bottleneck that limits the expected gain and test traffic response over time.
Scale and timing
Maintenance can produce immediate reliability gains, while a regional market-access effect may take years to appear through investment, migration and business formation. Conversely, construction disruption can depress trade before the opening benefit arrives. Results also depend on whether the road connects to a complete network or ends at another constrained link.

Who can use the improvement
Large carriers may capture savings that small firms cannot, particularly when access requires scheduled loading, digital booking or specialised vehicles. Households without cars may see little direct benefit. Noise, severance, land acquisition and safety changes can impose costs on residents near the route even as through-travellers gain. Distribution by income, disability, age, business size and geography belongs in the assessment.
Forecast error
Forecast travel-time benefits are not facts. The Australian ex-post review found overestimation of up to 500% in some selected cases, largely because of incorrect travel-time valuations, inaccurate traffic forecasts and methodological errors. That finding does not mean every forecast is wrong; it means a business case should show assumptions, sensitivity tests and later results rather than treating a modelled saving as certain.
How to assess a proposed road project
- Define the without-project case. Set out what would happen without construction: expected traffic, maintenance, development, public-transport changes and other committed schemes. Compare the project with that counterfactual, not with today’s conditions alone.
- Measure user outcomes. Record journey times, delay, reliability, vehicle operating costs, freight rates, incident frequency and route choice before opening and at several post-opening dates. Separate peak and off-peak periods and distinguish cars, vans, heavy goods vehicles, buses, cyclists and pedestrians where relevant.
- Map who gains and who bears costs. Identify businesses, workers, customers, residents and communities inside and outside the immediate corridor. Test whether an apparent gain is new activity or a relocation from another place.
- Track business and labour indicators. Use firm entry and exit, employment, wages, output, vacancies, premises occupancy and delivery performance. Compare affected areas with credible similar areas and state the geographic boundary.
- Check the timing. Publish results for construction, opening, one or more medium-term points and the longer appraisal horizon. A first-year result should not be presented as the permanent effect.
- Value benefits against full costs. Include design, land, construction, financing where relevant, maintenance, renewals, safety, environmental effects and disruption. Report sensitivity to traffic growth, fuel prices, travel-time values and alternative land-use assumptions.
- Publish observed-versus-forecast results. Explain where traffic, journey times, costs and economic outcomes differ from the business case, and why. Use the findings to improve future forecasts rather than only defending the original estimate.
What to expect from common project types
Resurfacing and routine maintenance
- Likely channels: fewer defects, smoother running, lower vehicle wear and more dependable speeds.
- Best evidence: pavement condition, incident records, operating costs and reliability before and after treatment.
- Limit: maintenance may preserve access rather than create a new economic connection, so its value can be missed if measured only by new jobs.
Junction or bottleneck upgrades
- Likely channels: shorter queues and fewer stop-start delays at a specific location.
- Best evidence: queue length, intersection delay, journey-time distribution and traffic diversion.
- Limit: an untreated downstream junction can absorb the delay, reducing the network-wide gain.
Bypasses and new links
- Likely channels: through-traffic relief, faster freight routes and access to a larger labour or customer market.
- Best evidence: route times, town-centre activity, freight movements, land-use change and business outcomes in both the bypassed town and the new corridor.
- Limit: passing trade can fall in the old centre, and the new route may shift rather than create regional activity.
Strategic freight connections
- Likely channels: more reliable supply chains, larger delivery catchments and improved links to logistics facilities.
- Best evidence: delivery reliability, vehicle utilisation, inventory buffers, freight costs and firm productivity.
- Limit: gains depend on operating conditions, network continuity, planning and demand; a single upgraded section may not remove the principal constraint.
How to interpret headline claims
A percentage such as the 21% travel-time reduction reported for Indonesia’s 2025 non-toll road policy should always be accompanied by its country, programme, outcome definition and comparison method. The 30.9% travel-cost reduction from the same study is similarly specific to the villages and travel destinations examined. It should not be copied into a local business case as an expected saving.
The OECD’s European estimate is a regional relationship over 1990–2012, not a promise that every 1% access improvement will generate exactly 0.2% more GDP, 0.7% more employment and 0.6% more population. Regional conditions differed, and the investment required to obtain comparable access improvements varied between predominantly urban, intermediate and predominantly rural regions.
Finally, do not combine a road result with a public-transport result. The 2025 UK working paper associated public-transport schemes with a 1.6% increase in business numbers concentrated within 1 km, but that finding was not a result for road construction. Keeping project types, geographies and outcomes separate is essential for an honest comparison.
Bottom line for communities and project owners
Road improvements are most likely to deliver clear value when they remove a documented bottleneck, improve reliability for identifiable users and connect to a functioning wider network. Local businesses can benefit through freight, customer, supplier and worker access, yet the evidence does not support a blanket promise of more firms or jobs. Some projects produce measurable gains; others shift activity or show no statistically significant local economic effect. The defensible case combines observed travel and cost changes with a credible counterfactual, distributional analysis and a full accounting of construction, maintenance and wider social costs.
