Lane closures, detours, changing turns, reduced visibility and delivery restrictions can make an open business difficult to find or enter. The effects depend on the project and its phases, so businesses should get current, project-specific information and make access instructions easy to find.
How road construction can affect a business
A work zone changes more than the road surface. Depending on the project, customers may encounter lane closures, detours, changing traffic patterns, dust, machinery noise, or temporary changes to driveways, parking and pedestrian access. A route that was familiar before work began may require an extra turn or a different approach. A customer may also be unsure whether the business is open, which entrance remains usable, or where to park.

These obstacles can matter even when a storefront stays open and the business itself has not changed its hours. Being open does not ensure customers know how to get there. The same uncertainty can affect suppliers, delivery drivers, employees, and people arriving on foot or by transit. Visibility can also fall when construction activity or temporary barriers make a storefront harder to see.
Impacts vary by business and project phase. A short closure of one approach may be manageable for a business with other entrances; a longer restriction can be more difficult for a business that relies on a particular driveway, frequent deliveries, accessible parking, or customers arriving at peak times. No general rule can predict whether a particular project will reduce a particular business’s sales.

Access problems to check for
- Routes and turns: Can customers reach the business from each direction? Is a normal turn prohibited, or does a detour add travel distance?
- Entrances and parking: Which driveway, lot entrance, curbside area, or accessible entry remains available, and when?
- Visibility and wayfinding: Can drivers recognize the business and understand where to turn or park?
- Deliveries and staff: Can delivery vehicles, employees, and service providers reach the site at workable times?
- Other ways of arriving: Are walking routes, transit access, or pedestrian crossings affected?
- Timing and predictability: How long will each change last, and how much notice will the project team give before a phase changes?
These are questions to ask about the actual project, not assumptions to make from a general map. Check the responsible agency’s official project map and updates, and contact the project representative about business-specific access. MnDOT cautions that navigation apps may select a faster route rather than the official detour, so an app’s directions should not replace current project information.
How to find out what customers can expect
Ask the project team for information that describes the route customers can actually use—not just the construction schedule. A high-level schedule may not show which approach, parking area, or delivery route is affected during a particular phase. Request the official customer-facing map and the contact for reporting problems. If information is unclear, describe the trip from the customer’s perspective: where they are coming from, which turn or entrance they need, and what alternatives are available.
- Identify the project contact. Use the agency’s project page, public notices, or business outreach materials to find the current contact. Ask who handles access issues during active work.
- Request phase-specific details. Ask when changes begin and end, which routes and entrances remain open, whether parking or pedestrian access changes, and whether deliveries face restrictions.
- Explain how the business operates. Tell the project team about large delivery vehicles, accessible entry needs, employee parking, or customer traffic concentrated at particular times.
- Verify the information customers will use. Get an official map or route description suitable for sharing, and confirm how updates will be communicated if a phase changes.
- Share accurate instructions. Give the current route and parking details to staff, suppliers, neighboring businesses, and customers so they do not rely on outdated directions.
Guidance from MnDOT and the Colorado Department of Transportation (CDOT) describes project practices for their respective jurisdictions; it should not be read as a guarantee that every agency or contractor offers the same information, schedule, or access arrangement.

What businesses can do before construction begins
Early planning gives a business time to check whether the proposed arrangements fit its daily needs. Make a list of how customers, employees, suppliers and service providers reach the site now. Include the approaches that matter most, parking and accessible entry, busy periods, and any vehicle-size or delivery-time constraints. Use that list when speaking with the project team rather than waiting until a route is already blocked.
- Ask for the schedule, work phases, expected route and parking changes, delivery restrictions, official customer map, and project contact.
- Explain which access needs are essential—for example, a large vehicle’s turning space, an accessible entrance, employee parking, or a reliable approach during peak customer hours.
- Decide where customers will find updates: storefront notices, the business website, social channels, and direct customer communications.
- Prepare a short route explanation based on the official information. Include the usable approach, entrance and parking option, and revise it when the project changes.
- Tell staff and suppliers how to check for updates and whom to notify if they encounter an access problem.
Businesses can also coordinate with nearby businesses or a local business association where one exists. Shared, consistent route information can help customers understand how to reach a commercial area, but any signs or directions must follow project and local rules.
How to keep customers informed while work is underway
Keep the access message visible and current. An old notice that points customers toward a closed entrance can be more confusing than no notice. Put the latest information where customers are likely to look before traveling and when they arrive: the business’s storefront, website, social channels, and customer communications. Use clear language and, where available, an official map. State whether the business is open and describe the route, entrance, and parking arrangement that currently work.

Temporary directional or parking signs can be useful, but they are one part of wayfinding—not a substitute for accurate online information, an official project map, or coordination with the project team. Check applicable agency and local rules before placing them; do not assume a sign can be placed anywhere or that it guarantees a route will remain available.

Operational changes may help some businesses, but they depend on what the business can offer and what the project allows. Consider alternate delivery windows, curbside pickup where feasible, adjusted operating hours, or delivery to customers if those options suit the business. Tell suppliers promptly about route and timing changes. Review sales, customer traffic, and cash flow against the business’s own forecasts so that unexpected changes are noticed early. These actions can improve communication and operations; they do not promise a particular financial result.
When access information is wrong or conditions change
- Record what is blocked or confusing, when it happened, and which customers, deliveries, or staff routes it affects.
- Contact the project representative or contractor promptly and ask what access is available now and when the information may change.
- Update customer-facing messages once the route or parking arrangement is confirmed.
- Check official agency updates regularly, especially when the project moves into a new phase.
If a route shown on a navigation app conflicts with the signed or official detour, use current project guidance and tell the project contact about the discrepancy. The agency may be able to clarify or address a problem, but an individual business should not assume that a reported issue will produce a specific remedy.

Construction disruption is different from a permanent access change
Temporary work-zone conditions and the completed road design are separate questions. During construction, the route, parking, or driveway arrangement may change from phase to phase. Afterward, the roadway may provide a different permanent approach. Medians, turn restrictions, relocated driveways, roundabouts, and frontage roads can affect travel distance or convenience even after crews leave.
| Situation | What to check | What to tell customers |
|---|---|---|
| During construction | Which routes, turns, entrances, parking areas, walking routes, and delivery approaches are available in the current phase; how long the phase is expected to last. | The current usable route, entrance, parking option, and any change in operating arrangements. |
| After construction | Whether the permanent design changes turns, driveway locations, access from either direction, or the route customers must take. | Any lasting route or parking change, and confirmation when normal access has returned if it has. |
In its 2024 primer, the Federal Highway Administration (FHWA) says: “Absent a major change such as the relocation of a major road away from the business or the construction of a view-limiting berm or noise wall, the effects of a change in access tend to occur during construction and are short term.” That is a general description, not a promise that every project’s effects will end when construction does. FHWA identifies major changes such as moving a road away from a business or building a view-limiting berm or noise wall as exceptions. Check the final design separately and update customer directions when it is clear what access will remain.

When construction ends, remove temporary signs that are no longer accurate, update maps and online instructions, and tell customers about any permanent change. If normal access has returned, say so clearly; if the completed layout still requires a different approach, give directions that match it.

What the evidence can—and cannot—say about business effects
Road construction may create practical barriers, but the available evidence does not support a universal estimate of lost sales for an individual business. A 2024 Louisiana Transportation Research Center (LTRC) study examined access-management treatments at Louisiana sites. Its aggregated sales-tax analysis found no significant change before and after the treatments. Its regression analysis also found no significant sales difference between directly affected businesses and comparison businesses after controlling for regional economic factors. The report covered 230 businesses at eight sites and 334 business and patron surveys across nine sites; survey favorability toward the treatments increased on average.
Those findings apply to the treatments and locations studied in Louisiana. They do not establish that every form of road construction has no business impact, or predict the result for a particular business, project, or region. The practical implication is to assess the actual route and operating effects rather than infer a sales outcome from the existence of construction alone.
Agency mitigation practices also differ by jurisdiction. MnDOT’s guidance treats access, parking, and visibility as central categories in its business-impact mitigation process. Under that Minnesota guidance, an impairment lasting one month or longer to one or more businesses is considered a “substantial business impact” that triggers specified mitigation steps; MnDOT says shorter impacts still merit due consideration. This one-month threshold is Minnesota-specific, not a nationwide standard.
Financial assistance and compensation should be checked locally rather than assumed. Toronto’s municipal retailer guidance says mitigation can reduce disruption but cannot guarantee that financial effects will be eliminated. CDOT’s guidance says it cannot compensate businesses for projected lost revenues. These are jurisdiction-specific statements; they do not define the rules in every city or state. Ask the responsible agency whether any local mitigation resources or business programs apply, and confirm current eligibility and timing through official local information.
A practical way to evaluate an access plan
Compare each proposed phase or route using the same questions. This makes trade-offs visible without pretending there is a universal formula for predicting sales.
- Reachability: Can customers reach the business from each direction, or does an approach disappear?
- Extra travel: Which turns change, and how much additional travel may a customer need to make?
- Arrival at the site: Are parking, accessible entry, and pedestrian access available?
- Finding the business: Will the storefront remain visible, and are directions and signs clear and permitted?
- Business operations: Can deliveries and employees get in at workable times?
- Duration: How long does each phase last, and how predictable are its dates?
- Communication and support: Is there an official map, a contact for access problems, and any applicable mitigation support?
Write down the answers for each phase and identify the gaps that matter most to the business. If a plan does not explain a critical delivery route or accessible entrance, ask the project team before work begins when possible. During construction, revisit the assessment whenever the official schedule or access arrangement changes.
