A bypass can make a town centre noticeably quieter without reducing congestion across the whole road network. The result depends on which journeys divert, how junctions and connecting roads perform, and how travellers and development respond over time.
A bypass works first by offering through traffic an alternative to a constrained town route. If enough drivers use it, the old street can carry fewer vehicles, with less conflict between through traffic and local access, parking, walking, cycling and deliveries. That is genuine local relief. It is not the same as proving that congestion has fallen across the wider network.

The distinction matters because a faster or more reliable route can change where people drive, when they travel, which destinations they choose, how often they make trips and, over a longer period, where homes and businesses locate. Traffic may fall on the bypassed street while queues form at a bypass junction, vehicle-kilometres increase elsewhere, or some of the released capacity is used by trips that would not otherwise have taken place.
What a bypass changes first
Diversion from the old route
The immediate mechanism is route diversion. Drivers travelling through a settlement can choose the bypass instead of crossing the centre. The size of the benefit depends on the share of traffic that is genuinely through traffic, how much time and reliability the bypass offers, its connections at each end, tolls or other costs, and whether signs and junction layouts make the route intuitive.

Local relief is most visible where through vehicles previously interacted with short local trips. Fewer heavy vehicles and fewer turning movements can shorten queues at town-centre junctions. Removing traffic from a narrow main street can also make it easier to provide crossings, cycle facilities, bus stops, loading areas or public space. Transport Scotland’s A96 corridor appraisal identifies possible benefits of this kind, including settlement air quality, perceived and actual safety, active travel, journey reliability and freight performance. Those are appraisal findings for that corridor, not a guaranteed result for every bypass.
Junctions and approaches determine whether relief lasts
A bypass does not eliminate congestion; it relocates the points where vehicles merge, turn and stop. A new road can operate freely while its roundabouts, signalised junctions, bridges or approach roads queue. If the bypass joins an already constrained corridor, the bottleneck may simply move outside the town. Downstream congestion can also reduce the time saving enough that drivers return to the former route.
Design therefore needs to consider the whole corridor: entry and exit junctions, nearby development accesses, freight movements, bus operations, walking and cycling crossings, and the treatment of the old road. A bypass that is physically complete but poorly connected can produce a busy junction rather than a reliable alternative.

Once through traffic is removed, the former main road becomes a local street with different demands. Traffic calming, speed management, crossing points, cycle routes, bus priority, parking controls and access arrangements can determine whether the town experiences a lasting quality improvement. Without a clear new role, local traffic can continue to compete with residual through movements, and the apparent capacity released by the bypass may not translate into better conditions for residents.

Why traffic can return after opening
Route and departure-time changes
Some people who previously avoided a congested corridor may begin using it after the bypass opens. Others may change their departure time or route because the journey has become more predictable. These responses can fill part of the spare capacity without any new homes or businesses being built.
Destination, mode and trip-frequency changes
Lower perceived travel costs can affect destination choice. A household may shop farther away; a business may serve a larger area; a traveller who once used rail, a bus or a nearby facility may switch to a car. People may also make trips more often or combine them differently. The Department for Transport’s M60 post-opening study explicitly included route choice, destination choice, departure time, mode choice and travel frequency in its behavioural scope. The study’s scope shows what must be investigated; it does not establish that every response occurs, or that each has the same size, on every scheme.
Longer-term land-use response
Over several years, improved access can influence where development is proposed and where people choose to live or work. New sites can generate trips that were not present when the bypass was planned. This is why an opening-day count cannot be treated as the final demand level. Land-use effects are uncertain and corridor-specific, but they are a reason to monitor beyond the first months.

A busy bypass may contain diverted traffic, trips shifted from other times or modes, and genuinely additional travel in different proportions.

When a bypass may not reduce congestion
- The main bottleneck is elsewhere. Town-centre traffic can fall while queues grow at a bypass roundabout, on an approach road or at a downstream junction. Relief must be checked at each relevant bottleneck.
- Most traffic cannot or will not divert. Local access trips, deliveries and journeys ending in the town still need the old route. If through traffic is a small share of the total, a bypass may have limited effect on town-centre queues even when it carries substantial volumes.
- Added capacity changes behaviour. Re-routing, new destinations, different departure times, mode switching and more frequent trips can use some of the capacity that appeared after opening. The balance varies by location and time.
- The scheme is judged only by traffic on the new road. A full bypass is not proof of failure, and an empty one is not proof of success. The former route, connecting roads, public transport and other modes may have changed in ways a single count cannot show.
- The project is treated as a complete congestion strategy. A bypass can support reliability and town-centre safety while increasing total vehicle travel or doing little to promote a shift to public transport, walking or cycling. Transport Scotland’s A96 appraisal identifies this trade-off for its full-dualling option.
- The comparison lacks a counterfactual. Traffic might have grown, fallen or moved because of fuel prices, housing, employment, other road works or wider travel changes. Before-and-after counts need a credible estimate of what would have happened without the project.
Local relief and network-wide effects are different outcomes
Assess each geography separately rather than asking whether the bypass is simply “busy” or “quiet.” The following framework keeps the outcomes distinct.
| Location | What to measure | Possible benefit | Possible adverse or displaced effect |
|---|---|---|---|
| Bypassed town and former route | Traffic volume, queueing, journey time, reliability, collisions, air quality, noise, walking and cycling conditions, bus operation and local access | Less through traffic and fewer conflicts can improve safety, environmental conditions and the street’s suitability for local trips | Residual local traffic may remain; changes to parking, loading or access can affect residents and businesses, including passing trade |
| Bypass and its approaches | Vehicle volumes by direction and time, speed, journey-time reliability, junction queues, incidents and freight performance | More predictable through journeys and improved freight reliability | Queues or safety problems can concentrate at merges, roundabouts, signals and development accesses |
| Surrounding and wider network | Traffic on parallel routes, total vehicle-kilometres, public-transport use, mode share, emissions and development-related travel | Some traffic may be redistributed away from sensitive streets and constrained corridors | Overall vehicle numbers, trip length or land-use-related travel may increase, offsetting local gains |
Transport Scotland states the distinction plainly in its A96 corridor transport appraisal: “Although dualling would result in reduced traffic through settlements, it would be expected to result in an increased number of vehicles overall.” This sentence refers to the A96 full-dualling option assessed in that draft strategic business case. It is not a measured, universal result for all bypasses.
How to judge whether a specific bypass worked
A useful evaluation tests the scheme’s stated objectives against observed changes and an explicit no-project scenario. Use the following sequence.
- Write down the objectives before looking at the traffic count. Identify whether the project promised town-centre relief, safer crossings, better air quality, freight reliability, shorter journeys, development access or another outcome. A project can meet one objective and miss another.
- Define the comparison area. Include the bypassed street, the bypass itself, every approach and connecting road where diversion is plausible, and relevant public-transport or active-travel routes.
- Collect a pre-opening baseline. Record traffic by vehicle type and time, journey times, queue locations, collisions, air quality or noise indicators where relevant, bus performance, walking and cycling conditions, and business or access measures that match the objectives.
- Measure the short-term opening effect. Recheck the same indicators soon after opening, allowing for temporary construction effects and unusual travel conditions. Separate changes on the old route from those at bypass junctions and on parallel roads.
- Return after several years. Compare the initial result with a later period that can reveal changed destinations, trip frequency, mode choice, development and land-use effects. The appropriate interval depends on the scheme and the available comparable data; do not treat a single opening-month snapshot as durable evidence.
- Build a credible counterfactual. Account for background traffic growth, fuel and economic conditions, other network changes, new development and broader travel trends. Explain what would likely have happened without the bypass and which assumptions drive that estimate.
- Trace where changed traffic came from and went. A rise on the bypass could represent diversion from the town, traffic from another route, a shift from another time or mode, or additional travel. A fall on the old route could coexist with growth elsewhere. Origin-destination evidence, counts at multiple sites and journey-time data are more informative than one screenline count.
- Report distributional effects. Identify who gains and who bears costs: town residents, local businesses, freight operators, bus users, people without cars, bypass neighbours, agricultural land and ecosystems. Congestion is only one part of the decision.
What the main official sources establish
Department for Transport review, 2018
The DfT’s 2018 evidence review provides the conceptual warning against judging a road solely by congestion on the upgraded link. Its discussion of the “fundamental law of congestion” in relation to United States interstate investment does not mean that new roads never work. It means that appraisal must follow the sources and destinations of induced or redistributed traffic and identify benefits that may occur on local roads or in other markets.

M60 post-opening study
The DfT listing for the M60 study describes an extensive review of behavioural responses, including land-use, mode, route, destination, frequency and departure-time changes. The listing establishes the breadth of the investigation, not a universal percentage for any one response. It supports evaluating the network and travel behaviour rather than relying on the new carriageway’s traffic count.
Current capacity and induced-demand research
A May 2026 DfT listing for research by Phil Goodwin covers additional road capacity, travel demand, induced demand, traffic forecasts, appraisal and value for money. The listing confirms the subject and recency of the work, but it does not expose detailed numerical results. No general published figure for the typical congestion reduction caused by bypasses is established here, so a class-wide percentage would be misleading.
A38 Dobwalls evaluation listing
Highways England’s A38 Dobwalls page links a five-year post-opening evaluation and summary documents. That confirms that a project-specific evaluation exists. The listing itself does not provide the evaluation’s traffic findings, so it cannot be used as a generic result for bypasses.

Design and construction implications
Design the corridor, not just the bypass
Transport and construction teams should model the bypass, junctions, approaches and old route together. Test peak and off-peak conditions, freight movements, abnormal loads, bus operations, pedestrian and cycle crossings, incident diversions and access to existing and planned development. A junction that works in a daily average can still fail at the time residents experience the worst queues.

Give the former route a deliberate post-bypass function
Decide whether the old road becomes a local distributor, a low-speed town street, a bus corridor or a place-focused route. Then align crossings, footways, cycle facilities, parking, loading, drainage, signing and speed management with that role. If the scheme’s benefit depends on removing through traffic, leaving the old route unchanged may squander the opportunity.
Build monitoring into the project
Specify pre-opening surveys, short-term checks and a later evaluation in the business case and construction programme. Keep count locations and definitions consistent so results can be compared. Include junction queues, reliability and safety as well as volumes, and publish the counterfactual assumptions. This turns “did it work?” into a testable question rather than a debate over one busy road.
The practical verdict
A bypass is most likely to deliver visible congestion relief when a substantial, divertible share of traffic is passing through a settlement and the new route connects reliably to the wider network. It can also create valuable safety, environmental, active-travel and freight benefits on the former route. But those gains do not establish a network-wide reduction in congestion. Travel responses, junction bottlenecks, parallel routes and longer-term development can redistribute or add traffic.
Judge the scheme against its stated objectives, across the bypassed town, the new road and the surrounding network, at opening and after conditions have had time to settle. That is the only defensible way to distinguish targeted local relief from a broader congestion result.
