Do not choose a contingency percentage first. Start by identifying what the renovation will expose, commission a clearly defined structural assessment, and price investigation, design, approvals, temporary works, permanent repairs and reinstatement as separate items. Keep a liquid reserve outside the committed contract sum until the cause and scope are known.
No universal figure reliably covers structural surprises. A foundation movement problem, a decayed beam and contaminated material involve different investigations, specialists, programmes and legal requirements. Your budget becomes credible when it is tied to the risks and work packages specific to your property.

Why structural costs appear after work starts
Drawings and a visual walk-through cannot reveal every condition inside a wall, below a floor or beneath an existing footing. Demolition, drilling, lifting floorboards or removing finishes can expose undersized members, decay, corrosion, movement, poor alterations, inadequate foundations or hazardous materials. A sound-looking room can therefore produce a serious cost variation once concealed areas are opened.

Planning guidance from YourHome, an Australian government-backed resource, treats the investigation of existing conditions and the approvals required for the proposed work as part of renovation planning. The practical lesson is simple: list what the project will disturb, then decide how each risk will be checked before you commit to a fixed construction price.

Common exposure points
- Walls being removed or widened, especially where they may support floors, roofs or masonry above.
- Floor replacement that reveals settlement, moisture damage, rotten joists or an uneven subfloor.
- Roof alterations that expose failed connections, deflection or water-damaged timber.
- Extensions and underpinning that depend on soil conditions and the depth and condition of existing footings.
- Older finishes, insulation, coatings or imported products that may require specialist hazardous-material assessment before disturbance.
- Previous alterations for which calculations, approvals or completion records are missing.
Build a property-specific risk picture before setting a reserve
Use the best information available before asking for a repair allowance. The aim is not to predict every defect; it is to identify where uncertainty is concentrated and pay to reduce it early.
- Collect records. Assemble architectural and structural drawings, permits or completion certificates, previous surveys, warranties, repair invoices, drainage information, photographs and any history of leaks, cracking, movement or insurance claims.
- Walk the property with the project team. Mark cracks, sloping floors, sticking doors, damp staining, rust, exposed alterations and areas that the proposed demolition will open. Record locations with photographs and dimensions rather than relying on memory.
- Map the planned openings. On the drawings, show every wall, ceiling, floor, roof or external area that will be removed or drilled. Note what will remain inaccessible and what can be inspected before the main contract.
- Separate known defects from unknown conditions. A visible crack is a known observation; its cause and required repair remain unknown until assessed. Put both the observation and the uncertainty in the risk register.
- Rank risks by consequence and timing. A risk that could require temporary propping or stop the project deserves earlier investigation than a cosmetic defect that can be repaired during finishing.
This walk-through does not replace an engineer’s opinion. It gives the engineer a clear brief and prevents the assessment fee from being spent on questions the project team already answered.
Commission a structural assessment with a defined scope
Ask for a written fee proposal that says exactly what the professional will do, what you will receive and what happens if the first visit identifies a need for more work. The Department for Education’s structural-investigation guidance in England (written for schools and colleges, not as homeowner law) warns that the term “structural survey” can be interpreted in different ways. Avoid that ambiguity in your appointment.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsSpecify the initial service
- Records review: identify the drawings, reports, photographs and property history to be examined.
- Visual inspection: list the accessible areas, the defects to be assessed and any safety limitations.
- Opening-up plan: state whether the engineer will recommend or supervise removal of finishes, trial pits, exposure of connections or other intrusive checks.
- Testing and sampling: identify any proposed material, moisture, timber, concrete, soil or hazardous-material tests, and whether a separate laboratory is involved.
- Deliverables: require a written report, marked-up drawings, photographs, calculations, repair options, priorities and limitations.
- Exclusions: state whether measured surveys, access equipment, making-good, specialist tests, permit applications or contractor supervision are excluded.
- Further authorisation: agree how additional analysis, repair design, specifications or construction-stage inspections will be instructed and priced.
Use staged commissioning when uncertainty is high
A staged appointment controls spend without pretending that a visual visit can answer every question. A typical sequence is:
- Desk review and visual assessment. The engineer identifies plausible causes, immediate safety measures and the evidence still needed.
- Targeted investigation. The project team opens only the locations that can distinguish between the likely causes. Include temporary protection and the cost of reinstating finishes.
- Analysis and options. The engineer checks loads, movement, soil or material evidence and develops repair approaches with assumptions and limitations.
- Detailed design. Where required, obtain calculations, drawings, specifications and details that a contractor can price and build.
- Construction-stage services. Decide whether inspections, responses to site discoveries, certification or a completion report are needed.
Request a price for each stage rather than an open-ended hourly commitment. If the professional believes a stage is unnecessary, the written proposal should say why.
Put every cost category in the budget
Structural work is rarely just a crew’s labour and the visible materials. Create separate lines so that a low repair quotation cannot hide costs that will arise elsewhere.

| Budget line | What it can include | When to confirm it |
|---|---|---|
| Assessment and engineering | Records review, site visit, calculations, report, repair design, specifications and construction inspections | At appointment and after each investigation stage |
| Survey and access | Measured survey, lifting finishes, access equipment, temporary protection and specialist access | Before intrusive work is authorised |
| Testing and investigation | Soil or site investigation, material sampling, laboratory analysis and monitoring | When the engineer identifies a decision that needs evidence |
| Approvals and inspections | Building approval, permit fees, authority inspections, certificates and required specialist reviews | Before construction and whenever the scope changes |
| Temporary works | Propping, shoring, weather protection, temporary drainage, security and temporary relocation of services | Before opening or stabilising the affected area |
| Permanent repair | Demolition, disposal, materials, labour, specialist subcontractors and site management | After findings define the repair package |
| Reinstatement | Closing exploratory openings, replacing finishes, making good services, decorating and cleaning | With the repair estimate, not as an afterthought |
| Time and disruption | Extended preliminaries, temporary accommodation, storage, access restrictions and programme delay | When the repair affects occupied areas or the critical path |
Ask each consultant and contractor to identify which of these lines their fee includes. A quotation that covers “the repair” may still exclude engineering, permits, temporary works, disposal or reinstatement.

How to set a contingency without a misleading percentage
A contingency should reflect the remaining uncertainty and the consequences if a risk occurs. Build it from plausible work packages: for example, targeted opening-up, temporary support, a defined repair option, associated approval and reinstatement. Give each package an allowance based on a local written estimate or a professional fee proposal, then keep an additional reserve for risks that have not yet been resolved.
Do not present a single percentage as a general homeowner rule. The only named percentages in the available guidance are financing rules for a particular Fannie Mae product. In its 2025 HomeStyle Renovation mortgage rules, Fannie Mae requires a contingency reserve of 10% of total repair and renovation costs for financed two-to-four-unit properties. The lender may increase that reserve to 15% when the scope and scale warrant it. The guide does not require the reserve for one-unit properties, although a lender may choose to set one. These figures describe that mortgage category; they are not a recommended reserve for every renovation.
For a cash-funded project, choose a reserve that you can explain line by line. Keep it liquid and separate from money already committed to the base contract where practical. If the risk register changes, update the allowance rather than quietly spending the reserve on unrelated upgrades.
A practical allowance formula
Use this worksheet for each unresolved risk:
- Trigger: what observation or planned opening could reveal the problem?
- Investigation cost: engineer time, access, opening-up, testing and reinstatement.
- Likely work packages: temporary stabilisation, demolition, permanent repair, services, approvals and finishes.
- Evidence quality: confirmed, probable or speculative, with the basis recorded.
- Decision date: when the project must know the answer to avoid delay.
- Allowance owner: who obtains the next quote or approval.
This produces a transparent risk schedule instead of an unsupported percentage. It also shows which investigation could reduce the reserve before construction begins.
Foundation and soil work needs its own investigation path
Foundation repairs can be driven by movement, drainage, tree-related soil change, poor original design, undermining, leaks or workmanship. The repair method depends on the cause, not on the crack pattern alone. Do not select underpinning, piling, resin injection or another method from a generic price list.

Where new or altered footings are relevant, soil and foundation information can improve footing design and the estimate. Consumer Affairs Victoria’s checklist tells builders to obtain soil and foundation data for this purpose. Its practitioner requirements, monetary thresholds and contract rules apply in Victoria and can change, so use it as local guidance rather than a universal rule.
Questions for a foundation assessment
- What evidence distinguishes ongoing movement from historic, stable cracking?
- Are drainage, water ingress, vegetation, neighbouring excavation or soil conditions contributing?
- Is monitoring needed before choosing a permanent intervention?
- Will trial pits, boreholes or other site investigation be required, and who reinstates them?
- What temporary measures protect occupants and adjacent structures while the cause is investigated?
- Which design calculations, approvals and inspections are required for the proposed repair?
Budget monitoring and investigation separately from the eventual repair. A short period of evidence gathering may prevent an expensive intervention that treats a symptom rather than the cause.
Turn findings into written repair estimates
Once the engineer has defined the problem, ask for estimates that can be compared on the same basis. Separate immediate safety work from the permanent solution so an urgent stabilisation decision does not accidentally commit you to an incomplete repair.
Require these estimate sections
- Immediate stabilisation: propping, shoring, isolation of unsafe areas and emergency protection.
- Investigation still outstanding: tests, monitoring or opening-up that could change the design.
- Permanent repair: demolition, structural elements, connections, waterproofing, drainage and specialist labour.
- Engineering and inspections: design revisions, site visits, responses to variations and certification.
- Approvals: applications, fees, authority inspections and documentation.
- Reinstatement: finishes, services, decoration and cleaning after the structural work.
- Programme: lead times, access restrictions, weather exposure and dependencies on other trades.
Insist that assumptions, exclusions, quantities, standards, payment stages and warranty terms are written down. If a contractor cannot price an item until an opening is made, identify the decision rule and the rate or quotation process that will apply then.
Compare bids and repair approaches on evidence, not headline price
Two proposals may differ because one includes engineering, temporary works and making good while the other prices only visible construction. Compare them against the same questions.
| Comparison question | What to verify |
|---|---|
| Diagnosis | What evidence supports the cause, and what remains an assumption? |
| Urgency | Which work prevents immediate harm, and what can wait for a designed permanent repair? |
| Scope | Which demolition, materials, labour, disposal, services and finishes are included? |
| Engineering | Are calculations, drawings, specifications, inspections and certification included? |
| Approvals | Who obtains permits or building approval, pays fees and arranges inspections? |
| Qualifications | Does the team have relevant residential structural experience and the credentials required locally? |
| Insurance | Are public liability, professional indemnity and any required contractor cover current? |
| Temporary works | Are propping, weather protection, security and temporary services designed and priced? |
| Cost control | What are the payment stages, variation rules, allowances and tax treatment? |
| Programme | How long will the work take, what could delay it and how will occupied areas be protected? |
| Warranty | What is warranted, for how long, and which exclusions or maintenance duties apply? |
Choose the proposal that offers the clearest cause-and-scope chain, not automatically the lowest total. A low number that omits design, approvals or reinstatement is not a lower cost; it is an incomplete number.

Check approvals and contract duties in your jurisdiction
Structural alterations can require building approval, planning permission, inspections or licensed practitioners. Requirements differ by country, state, municipality, building type and project scope. GOV.UK’s building-regulations information applies to England; confirm the actual process with the building-control authority where the property is located. YourHome likewise notes that approval requirements depend on the scale and nature of the work and the jurisdiction.

Local consumer guidance may also impose contract and variation rules. Consumer Affairs Victoria recommends agreeing variations in writing. Follow the rules that apply to your location and retain signed instructions, revised drawings, invoices, inspection records and completion documents.
Manage variations when concealed conditions are found
- Pause the affected work safely. Isolate the area and install temporary protection if the engineer or site supervisor considers it necessary.
- Record the discovery. Photograph the condition, mark its location and note what work exposed it.
- Notify the decision-makers. Send the engineer, contractor and owner a written description and the immediate safety recommendation.
- Obtain a scoped response. Ask for the investigation, options, programme effect and cost of each practical approach.
- Check approvals. Confirm whether the changed work needs revised drawings, a new permit or an additional inspection.
- Authorise in writing. State the selected option, price or pricing method, schedule change, payment stage and treatment of the remaining reserve.
- Update the records. File the variation, engineer’s instructions, inspection results and as-built information.
Do not allow a verbal “we will sort it out” to become an uncapped commitment. Written variation control protects both the homeowner and the contractor when the original assumptions prove wrong.
Plan cash flow and financing separately from technical risk
Maintain enough accessible cash to pay for investigation and urgent stabilisation before a lender or insurer releases funds. Confirm whether your finance agreement permits contingency money to be used for structural work, what evidence is required and whether unused funds must be returned.

Warning signs that deserve early professional attention
- Cracks that widen, extend through multiple materials or accompany sloping floors and sticking doors.
- Fresh movement after excavation, drainage changes, heavy rain or removal of a supporting element.
- Deflection, splitting, crushing or corrosion at beams, posts, joists, trusses or connections.
- Water ingress, rot, fungal decay or persistent damp around structural timber or masonry.
- Unrecorded openings, removed supports or improvised alterations from earlier work.
- Sounds, vibration or visible displacement when temporary supports are installed or removed.
These signs do not establish a diagnosis. They indicate that the cost of delay or an incorrect repair could exceed the cost of an early assessment.
A budget format you can maintain through the renovation
Keep a live schedule with one row per risk or work package. Include the original allowance, committed amount, approved variations, remaining estimate, responsible person and next decision date. Attach the engineer’s scope, contractor quotation, approval correspondence and photographs to each row.
At each project meeting, ask:
- What new evidence changed the risk rating?
- Which allowance is now released, reduced or consumed?
- What decision is needed before the next trade starts?
- Does the revised scope alter approvals, insurance, programme or warranty?
- What amount remains liquid after committed payments?
This format makes uncertainty visible. It also gives you an evidence trail if a lender, insurer, building authority or future buyer asks why the scope changed.
When a professional assessment is non-negotiable
Use a qualified structural professional when a proposed alteration removes or changes a load path, when movement or foundation distress is suspected, when temporary support is required, or when the repair affects a neighbouring structure or public safety. Verify credentials, insurance and relevant residential experience under local rules. A contractor’s experience can be valuable, but it does not replace independent diagnosis or design where the law or the risk requires an engineer.
The most defensible budget is therefore a sequence: investigate the likely exposure, define the professional scope, price the evidence-gathering work, design the repair, obtain local approvals, then authorise construction with written variations and a reserve that remains available for what is still unknown.
