Prefabrication can support sustainability, but it is not automatically sustainable. Moving repeatable work into a factory may reduce material waste, lower energy used on the construction site, and improve control of dust and chemical exposures. Whether those benefits occur on your project depends on design coordination, what you count as energy and waste, transportation, installation, and the controls used in both factory and field. The three mechanisms below come from Gresham Smith’s March 20, 2023 perspective in Building Design + Construction; the figures and limits are stated separately so a project team can test them rather than treat them as guarantees.

What prefabrication changes—and what it does not prove

Prefabrication means producing building components, assemblies, or modules away from their final installation point, usually in a factory or controlled workshop. Examples include patient-room kits, steel structures, precast envelope panels, interior partitions, toilet pods, and mechanical, electrical, and plumbing (MEP) runs. The factory setting can improve repeatability and coordination, while the site receives components that are ready for installation.

That change in workflow creates three plausible sustainability pathways:

  • less material discarded through better cut planning, protection, recycling, and reduced rework;
  • less energy used during construction because factory work can be controlled, renewable power may be available, and the site schedule may be shorter; and
  • more control over indoor environmental conditions because dust, pollutants, adhesives, and sealants can be managed before components enter occupied spaces.

These are mechanisms, not universal outcomes. Gresham Smith is a design and engineering firm, and its trade-publication article presents a professional perspective rather than an independent, project-wide verification of every claim. A credible decision therefore starts by defining the boundary of each benefit and measuring the result.

1. Waste reduction through controlled production

Why a factory can reduce waste

On a conventional site, waste can come from inaccurate quantities, inefficient cuts, damaged materials, excess packaging, weather exposure, and rework after trades discover a coordination conflict. Work is spread across changing locations, so sorting and recycling can also be inconsistent. Gresham Smith argues that earlier coordination and factory production can address several of these causes: digital models can be resolved before fabrication, cut lists can be optimized, materials can be stored under cover, and off-cuts can be sorted in a repeatable process.

Those advantages depend on the design being sufficiently coordinated before production starts. A late change to a prefabricated wall or MEP rack may create more scrap than a small field adjustment. The relevant comparison is therefore not “factory versus site” in the abstract, but the total material flow for the chosen scope, including rejected units, packaging, temporary protection, transportation damage, and any site modifications.

How large is the construction debris problem?

The U.S. Environmental Protection Agency estimated that the United States generated 600 million tons of construction and demolition debris in 2018. EPA’s category includes construction, renovation, and demolition. It is broad context for the size of the debris stream—not a measurement of new-build waste, prefabrication waste, or the projects described by Gresham Smith.

What the modular-waste study found

A peer-reviewed 2021 study by Loizou, Barati, Shen, and Li, “Quantifying Advantages of Modular Construction: Waste Generation,” reported that modular construction reduced overall waste weight by up to 83.2% for the cases considered. The phrase “up to” matters: the result describes the study’s cases and method, not a guaranteed percentage for another building, region, material set, or contractor. Read the full paper in Buildings before using the figure in a business case.

What to measure on your project

  • Mass of purchased material, installed material, returned material, and discarded material by major trade.
  • Off-cut and damaged-material quantities at the factory and site, recorded separately.
  • Packaging delivered with each module and the proportion reused or recycled.
  • Rework events caused by design, fabrication, transport, or field coordination.
  • Waste destinations and contamination rates, not just the tonnage diverted from landfill.

Set a baseline using the conventional approach that the team would otherwise build. Report the boundary, units, moisture assumptions, and whether packaging and demolition are included. Without those details, a large percentage reduction can be numerically correct yet misleading for procurement or carbon reporting.

2. Lower energy use during construction

The proposed energy pathway

Prefabrication can move labor-intensive activities into a building where lighting, heating, ventilation, equipment use, and production hours are managed centrally. A factory may also have a more practical opportunity to purchase or generate renewable electricity. If the site receives finished assemblies, the installation period may be shorter, reducing temporary lighting, heating, hoisting, pumping, fuel use, and idling equipment. These are construction-phase effects; they do not automatically indicate lower whole-life energy for the completed building.

Interpreting the “67% less” figure

Gresham Smith’s article attributes a result of up to 67% less energy in building construction to an Arup report. The underlying report’s year, boundary, baseline, geography, and method are not established in the available sources here. Treat the number as a secondary attribution for construction energy, not as an independently verified universal result and not as a lifecycle-energy claim. A project team should obtain the original Arup methodology before placing the figure in a target, contract, or certification submission.

Project illustration: BOE Chengdu Digital Hospital

The article cites BOE Chengdu Digital Hospital as an example in which prefabricated architectural and structural systems supported a 45-month design-to-completion schedule and reduced construction energy use. Those details are Gresham Smith’s project account; they are not an independently audited causal or energy measurement in the source provided. The example is useful for asking what was included in the boundary: factory electricity, transport fuel, cranes, temporary systems, and the energy consequences of an earlier opening.

Use an explicit energy boundary

Boundary Include Decision question
Factory production Electricity and fuels for fabrication, curing, welding, cutting, ventilation, and lifting What energy would the equivalent site work have used?
Transport and handling Freight distance, vehicle type, loading efficiency, return trips, cranes, and storage Does the logistics plan offset factory savings?
Site construction Temporary power, lighting, heating or cooling, generators, equipment fuel, and site duration How much energy is avoided by the shorter or less intensive site phase?
Building operation Heating, cooling, ventilation, lighting, and plug loads after handover Is the claim about construction only or the building’s life?

Measure electricity and fuel in consistent units, document meter locations and periods, and keep factory and site totals separate. If renewable electricity is claimed, identify whether it is on-site generation, a contractual instrument, or a grid factor; each represents a different accounting choice.

3. Better control of indoor environmental conditions

How off-site work may help

Cutting, sanding, spraying, and applying adhesives or sealants in a controlled area can make it easier to isolate dust and pollutants, provide suitable ventilation, and select worker-protection measures. Components may have additional time to off-gas before installation, reducing the amount of wet-applied product introduced into an enclosed room. Gresham Smith also suggests that workers can be better protected when hazardous activities are planned and contained rather than repeated in many occupied or partially enclosed areas.

These are possible exposure-control mechanisms, not quantified health outcomes. The source provides no indoor-air readings, personal-exposure data, illness rates, or guarantee that a prefabricated component is safer in every application. Factory conditions can still involve welding fumes, solvents, resins, dust, and noise; transportation and field cutting can reintroduce contaminants. Material selection, ventilation, curing time, housekeeping, and commissioning remain necessary.

Project illustration: Baptist Health Care’s Brent Lane campus

Gresham Smith describes Baptist Health Care’s new Brent Lane campus as using prefabricated structural elements, envelope components, interior partitions, toilet pods, and MEP assemblies. The article states that the campus was designed and constructed in 48 months. These details should be read as the firm’s account of the project, not as an independently audited indoor-air or health study.

Specify and verify indoor-environment controls

  • Identify products with emissions information and require manufacturers’ installation and curing instructions.
  • Separate dusty or chemical processes from clean assembly areas with physical containment and appropriate exhaust.
  • Record ventilation rates, filter changes, housekeeping inspections, and time between product application and installation.
  • Protect completed modules during transport and storage so dust, moisture, and sealant damage do not create new remediation work.
  • Use a building flush-out or indoor-air testing plan where the owner’s standards or certification program require it.

Do not substitute “built indoors” for an occupational health plan. The factory and site should each have hazard assessments, training, personal protective equipment, ventilation controls, and incident reporting.

Is prefabrication suitable for your project?

The strongest candidates usually contain repeatable elements with stable dimensions and interfaces. Hospitals often provide examples because patient rooms, toilets, headwalls, MEP racks, and façade panels recur many times. Repetition is not essential, but one-off geometry, rapidly changing scope, or difficult access can reduce the benefits.

Evaluation axis Questions for the owner and design team Warning sign
Scope and repeatability Which assemblies recur, and can they be lifted, transported, and installed safely? Many unique units with no standard interfaces
Design maturity When must dimensions, penetrations, finishes, and connections be frozen? Procurement begins before coordination is complete
Energy accounting Are factory, transport, site, and operational energy reported separately? A single percentage with no boundary or baseline
Materials and waste Who owns cut optimization, packaging take-back, sorting, and waste records? Waste is measured only at the final site dumpster
Indoor environment What controls cover fabrication, curing, storage, installation, and commissioning? No emissions specifications or testing plan
Logistics Can routes, permits, staging, cranes, weather protection, and sequencing support delivery? Modules require extensive field alteration

Plan for success: a step-by-step project process

  1. Set a baseline. Document how the project would be built conventionally, including anticipated waste streams, construction duration, temporary energy, transport, and indoor-environment controls.
  2. Select the right assemblies. Rank candidate components by repetition, dimensional stability, weight, transportability, interface complexity, and consequence of a late change.
  3. Bring fabrication expertise into design. Confirm tolerances, connection details, lifting points, fire and acoustic requirements, access for inspection, and allowable field adjustments before issuing fabrication information.
  4. Freeze information deliberately. Create a design-release schedule for each module. Link procurement and fabrication dates to approved drawings, coordinated MEP penetrations, finish selections, and code reviews.
  5. Write measurable requirements. Put waste categories, energy boundaries, emissions controls, packaging responsibilities, reporting frequency, and acceptance tests into trade and supplier scopes.
  6. Model logistics before production. Check truck routes, permits, turning radii, crane capacity, weather protection, staging space, installation sequence, and contingency storage. A factory saving can disappear through failed deliveries or rehandling.
  7. Control quality at the source. Inspect dimensions, connections, finishes, embedded services, curing, and documentation before shipment. Correcting a defect in the factory is generally less disruptive than reopening a finished room.
  8. Track results monthly. Compare factory and site waste, energy, rework, schedule, transport, and indoor-environment records against the baseline. Explain exclusions and changes rather than presenting one headline percentage.
  9. Verify at handover. Confirm that installed assemblies match approved materials, that wet products have cured as specified, that damaged components were repaired correctly, and that any required indoor-air or commissioning tests are complete.

Common failure modes and practical fixes

Late design changes

Symptom: modules arrive with missing penetrations or incompatible finishes. Fix: use a formal design-freeze matrix, model-based clash reviews, and a controlled change process that prices scrap, remanufacture, transport, and schedule effects before approval.

Counting only site waste

Symptom: diversion improves while factory off-cuts and packaging are unknown. Fix: require mass-balance records from purchasing through installation, with factory and site streams reported separately.

Claiming energy savings without a boundary

Symptom: a construction-phase percentage is presented as whole-life performance. Fix: label factory, transport, site, and operational energy separately and obtain the underlying method for any external benchmark.

Assuming factory work eliminates exposure

Symptom: wet products, dust, or fumes are moved indoors without ventilation or curing controls. Fix: apply the same or stronger occupational and indoor-air requirements in the factory, then protect and test components after installation.

Ignoring transport and installation risk

Symptom: oversized units arrive damaged or cannot be set in sequence. Fix: run a full-size logistics rehearsal, confirm lifting and route constraints early, and maintain a documented fallback for weather, traffic, or crane failure.

What the evidence supports

The evidence supports a careful proposition: prefabrication can create conditions that reduce waste, reduce energy used during construction, and improve control of indoor environmental conditions. The 600-million-ton EPA figure establishes the scale of the U.S. construction-and-demolition debris stream; it does not measure prefab. The 83.2% result is a case-bound modular-construction finding. The 67% energy figure is an attributed Arup number whose original method should be checked before use. The healthcare examples show how teams have applied prefabricated structural, envelope, partition, toilet, and MEP elements, but they do not by themselves prove causation.

For an owner, the practical test is straightforward: choose scopes where repeatability and early coordination are realistic, define factory-to-site boundaries, assign data responsibilities, and verify waste, energy, schedule, exposure controls, and quality against a conventional baseline. Prefabrication becomes a sustainability strategy when those controls produce documented improvements—not merely when a project uses factory-made components.
