Papieri Cham is a former paper-mill site in Cham, canton of Zug, redeveloped as a mixed neighborhood designed to run without fossil fuels. Its energy concept combines a renovated River Lorze hydropower plant, about 6,500 square metres of photovoltaics, roughly 190 geothermal probes, river-water heat, heat pumps, thermal storage and digital controls. The result is a renewable-powered operational system—not proof that every construction material or lifetime emission is carbon-free.
From paper mill to mixed-use neighborhood
The site beside the River Lorze and Lake Zug was a paper mill for more than 360 years. The redevelopment began in stages from 2019; the first residents moved in during 2022. Plans cover approximately 11 hectares, with about 1,000 homes and 1,000 jobs in apartments, offices, studios, commercial spaces, public areas and reused industrial buildings. About one-quarter of the historic factory buildings is being retained and converted rather than demolished.

Adaptive reuse can avoid some demolition waste and new-material demand while preserving cultural value. It does not, by itself, establish a low-carbon life cycle: concrete, steel, glass, excavation, construction equipment, replacements and eventual demolition still require accounting.

The latest located Swiss Federal Office of Energy project profile, dated December 2023, said the third phase was planned for completion by the end of 2026. That schedule is a plan, not confirmation that the entire development was complete by August 18, 2026.

The key distinction: renewable supply is not off-grid living
Project and government material describe Papieri as using 100% renewable energy and as climate-neutral or zero-carbon in its operational-energy concept. In practical terms, the planned neighborhood heating and cooling system has no oil- or gas-fired boilers, and its electricity supply is based on renewable sources, with grid balancing where necessary.
Those claims should be read alongside two different percentages:

Self-sufficiency is an annual or accounting ratio, not a promise of indefinite island operation. A neighborhood can generate much of its yearly energy locally, import power during dark, low-flow periods and export surplus at other times. The available sources do not establish complete grid independence or measured post-occupancy performance.

Papieri’s geothermal system is not geothermal electricity generation. It is a ground-source heating, cooling and seasonal-storage network connected to central heat pumps.

How the probe fields work
Approximately 190 probes are arranged in eight fields. A heat-transfer fluid circulates through the boreholes, exchanging heat with the ground. In winter, heat pumps lift that low-temperature heat to a useful level for buildings. In summer, the cycle can be reversed to remove heat from buildings and return heat to the ground. This seasonal exchange helps balance winter heating demand with summer cooling and reduces the risk of long-term ground depletion or overheating.
District-scale delivery
Instead of each apartment having its own fossil boiler or borehole, heat pumps feed a shared heating and cooling network. The arrangement can coordinate loads, storage and operating temperatures across homes, businesses and public buildings. Performance still depends on insulation, controls, commissioning, maintenance and occupants’ demand—not simply on the number of probes.
River water from the Lorze also contributes thermal energy. The project documentation describes two 50-cubic-metre source-side storage tanks and one 50-cubic-metre heat-storage tank, allowing the control system to shift energy through the day and across changing loads. Electricity from an existing industrial asset
The paper mill was originally located on the Lorze to use its water power. Papieri modernized the small hydropower facility for the neighborhood energy system. OST identifies approximately 230 kW of installed capacity; project documentation describes annual base-load generation of about 1,250 MWh. That annual figure is a project-documentation value, not an independently stated current measurement.

Hydropower can provide a steadier electricity contribution than solar, but it remains dependent on river flow and ecological operating requirements. The redevelopment includes fish and beaver passages and river-renaturation measures. These actions address connectivity and habitat, but renewable does not mean impact-free: flow alteration, sediment and aquatic ecology remain relevant considerations. Heat as well as electricity
Thermal extraction from river water gives the heat-pump network another source and sink. Combining river water, ground exchange and storage can reduce the need to run any one source at an extreme level, although detailed cold-weather and low-flow operating results have not been published in the cited material.
Solar generation on the new buildings
Rooftop photovoltaic systems cover approximately 6,500 square metres. OST lists about 1.27 MWp of installed PV capacity. Together, PV and hydropower are expected to generate roughly 2.4 GWh of renewable electricity in the completed system.

Hydropower can complement that pattern with a more continuous contribution, while batteries, thermal stores, flexible heat pumps and the public grid handle the remaining timing mismatch. The approximately 40% local-generation figure refers to the combined hydropower-and-PV contribution to total energy requirements, not to PV alone.

Digital management turns separate assets into one system
A digital energy-management platform continuously measures generation, storage and consumption. Smart controls can schedule heat pumps, coordinate the probe fields and storage tanks, and increase local use of electricity when solar or hydropower is available.
A Swiss self-consumption association (ZEV) allows multiple users on the site to share locally generated electricity through a local distribution arrangement. Residents and businesses can receive consumption information through smart-home or energy-management interfaces. This improves visibility and may help shift demand, but it does not guarantee lower bills, perfect self-sufficiency or uninterrupted renewable supply.

The Swiss 2,000-watt concept seeks to lower continuous per-person energy demand while maintaining quality of life. Certification considers more than renewable generators: energy demand, construction, mobility and wider site-development criteria are part of the sustainability framework described in the official certification announcement.

Construction, mobility and biodiversity measures
- Historic industrial structures are preserved and repurposed where feasible.
- Parts of the new construction use timber-concrete composite systems.
- Recycled concrete, shorter transport routes and local materials are specified as impact-reduction measures.
- Shared mobility and electromobility are included in the neighborhood concept.
- River renaturation and animal passages accompany the hydropower works.
These choices can reduce environmental impacts, but the cited sources do not provide a complete, independently audited embodied-carbon inventory or a quantified saving for each measure.
What “carbon neutral” proves—and what it does not
The strongest defensible description is that Papieri Cham is designed for fossil-free, renewable-powered operation. Operational accounting may treat routine energy emissions as zero or climate-neutral under the project boundary. That boundary is narrower than whole-life carbon.
- Operational neutrality: routine heating, cooling and electricity use are supplied through the renewable-energy concept rather than direct fossil combustion.
- Embodied carbon: emissions from concrete, steel, timber, glass, foundations, roads, machinery and transport still exist unless measured and neutralized.
- Future emissions: equipment replacement, maintenance, construction of later phases, demolition and tenant activities are not shown to be eliminated.
- Grid accounting: renewable supply and 75% planned self-sufficiency do not mean every hour is supplied by on-site generation.
No cited source supplies a full life-cycle assessment proving whole-life carbon neutrality. For that reason, “operationally fossil-free” or “designed for climate-neutral operation” is more precise than an unqualified claim that the entire development has zero emissions.
Can another neighborhood copy the model?
The architecture is transferable in principle, but not plug-and-play. A comparable project would need:
- enough density and a coordinated district energy operator;
- suitable geology, drilling permissions and spacing for probe fields;
- a usable thermal source or sink such as river water, groundwater or waste heat;
- adequate roof area and grid connections for photovoltaics;
- storage, metering, controls and a legal structure for local electricity sharing;
- capital for drilling, networks, heat pumps and commissioning;
- long-term monitoring to compare design targets with occupied performance; and
- environmental safeguards for rivers, groundwater, habitats and construction impacts.
Sites without a river, sufficient roof area or suitable ground conditions may need different combinations of waste heat, air-source heat pumps, district-scale storage and grid-supplied renewable electricity.
Practical takeaway for residents and professionals
For residents, heating and cooling arrive through a shared network rather than an individual oil or gas boiler. Locally produced electricity can be shared within the site, and interfaces can show consumption. Comfort and reliability depend on building envelopes, heat-pump operation, controls, maintenance and everyday demand.
For designers and policymakers, Papieri’s lesson is integration: preserve useful industrial infrastructure, match several renewable sources to different time patterns, store heat, share electricity locally and measure the system continuously. Its limits are equally important. The project demonstrates a sophisticated route to fossil-free operation, while its final self-sufficiency, full-build-out status and whole-life carbon remain separate questions.
