How New Grocery Stores and Restaurants Affect Nearby Home Values and Traffic

Grocery stores and restaurants can affect neighborhood appeal, home values, and local business visits. Study results vary by place and type of opening, and customer foot traffic is not the same as vehicle congestion.

New grocery stores and restaurants can add to the appeal of nearby homes, but the available studies do not support a dependable price forecast for any one property. Research from New York City, Worcester, and Greater London finds increases in assessed values or sale prices in particular settings; separate studies find more customer visits at nearby businesses. Those visits are not measurements of cars, congestion, or road safety, so whether a new food business worsens street traffic remains unsettled by this evidence.

Does a new grocery store raise nearby home values?

Sometimes, and the effect depends on the place, the type of opening, how close a home is, and how researchers measure value. A store may make everyday shopping more convenient and help attract other businesses. Those benefits can make a neighborhood more desirable to some buyers. But stores may also open where demand is already growing, so a price rise after an opening does not by itself prove that the store caused it.

The studies below are evidence about specific markets, periods, and outcomes—not promises that a nearby home will sell for a particular percentage more. One measures assessed property values, another measures actual sale prices, and each uses a different design to estimate the relationship.

New York City: assessed values around FRESH areas

Kyle Kole’s October 2021 working paper, “Grocery Stores Raise Property Values: Evidence from FRESH,” examines New York City’s Food Retail Expansion to Support Health (FRESH) program. Introduced in 2009, FRESH offered financial and zoning incentives in areas identified as having high need for grocery access. The paper uses that policy setting to address the problem that store locations and residential choices affect one another.

Its difference-in-differences intent-to-treat estimate is a 2.07% average increase in assessed value for non-commercial properties in FRESH areas relative to similar areas outside the program. A separate panel instrumental-variable estimate finds a 6.77% increase in non-commercial assessed property values for an additional grocery store. These are different estimates from different parts of the analysis: the first concerns program areas, while the second relates to an additional store. Neither is a general estimate of the change in a home’s sale price after any grocery opening.

Worcester: sale prices by distance from a new grocery store

Belkis Cerrato Caceres and Jacqueline Geoghegan’s peer-reviewed study, “Effects of New Grocery Store Development on Inner-City Neighborhood Residential Prices,” examines 12 grocery-store openings in Worcester, Massachusetts. It uses geocoded sales of single-family homes from 1988 through 2011 and a hedonic difference-in-differences approach, with falsification tests using earlier, false opening years.

The authors report sale prices about 7% higher within 399.9 meters of a new store and about 4% higher from 400 to 800 meters, compared with properties farther away. A crucial qualification: homes within 800 meters were initially 7–8% lower priced than homes beyond 800 meters. The estimates therefore describe changes across groups that began at different price levels; they should not be read as a guaranteed premium for a house near a future store. The authors also caution that store siting and property values have a complex relationship.

Why the same opening can have different effects

A grocery store can be an amenity: nearby residents may gain easier access to food, while surrounding businesses may benefit from customers who come to the area. In real estate, however, these advantages interact with many other conditions. The value effect may depend on whether the area lacked convenient grocery access, whether the store complements or competes with existing businesses, and what buyers in that market value.

There is also a feedback problem. A retailer chooses a location partly because it expects enough customers; households and other firms may be moving in at the same time. An opening can contribute to a neighborhood’s appeal, follow an existing upswing, or do both. As Kole puts it in the 2021 paper: “The effect of grocery stores on property values is difficult to establish because of the endogeneity between where people choose to live and where grocery stores choose to operate.” The New York City policy design and the Worcester study’s comparison methods attempt to address this issue, but their results remain tied to their settings and assumptions.

Distance and timing matter, too. Worcester’s results are reported in two rings around stores, while the New York City figures concern assessed values in program areas or an estimated additional store. These are not interchangeable measures. Assessed value is a valuation used for property assessment; a sale-price result is based on transactions. Neither directly tells a homeowner what a particular buyer will offer, or whether a rent will rise.

Store format and price tier may matter as well. A neighborhood-serving grocery, a large-format retailer, and a premium food business may bring different customers and serve different local needs. The evidence here does not establish a universal ranking of formats. It does show why treating every opening as the same intervention can conceal meaningful differences.

Do new grocery stores increase traffic?

That depends on what “traffic” means. Studies of grocery openings have measured people visiting nearby businesses and changes in business activity. These are customer foot-traffic outcomes, not counts of vehicles on streets. The reviewed studies do not establish whether a new store increases car trips, congestion, travel time, collision risk, or roadway noise.

Customer visits at nearby businesses

August Chen, Franklin Qian, Qianyang Zhang, and Xiang Zhang’s 2023 paper, “Identifying Agglomeration Spillovers: Evidence from Grocery Store Openings,” compares actual grocery openings with counterfactual sites. It reports an average 39% increase in nearby-business foot traffic within 0.1 miles, measured 6–10 months after an opening. The estimated spillovers fell sharply with distance and were statistically indistinguishable from zero beyond 0.1 miles, except in lower-density areas, where they extended to 0.2 miles.

Within 0.1 miles, the paper reports a 40% increase in foot traffic for wholesale and retail businesses, and 38% for businesses in accommodation, eating, and drinking. For wholesale and retail, the estimate was 70% for businesses on the same property and 30% for those outside it. These are category-specific estimates from that study, not expected increases for every neighboring business. The paper also reports weaker business growth farther away in some bands, so local gains need not be shared evenly across a wider neighborhood.

Visits can shift among food retailers

A new food store may draw additional visits into an area, but it can also redirect customers from incumbent food businesses. A 2026 paper in the American Journal of Agricultural Economics, “Substitutes or complements? The effect of opening a food store on customer visits to neighborhood food stores,” uses cellphone-location data for the contiguous United States in 2019 and a modified difference-in-differences design. Its abstract describes effects as modest and heterogeneous, varying by geography, time, and demographics. In general, reported reductions at affected incumbent food businesses were below 5% of monthly visits.

That figure is not a blanket forecast for nearby shops. Whether a new store competes with or complements an existing one can depend on proximity, format, local demographics, and the businesses involved. And customer visits recorded at business locations still do not reveal how many of those visitors drove, walked, cycled, or used another mode.

Why foot traffic cannot answer the road question

More visits can plausibly mean more arrivals and departures, but the studies summarized here do not measure the resulting vehicle counts or street conditions. Kole’s paper notes that a store could be unappealing because it may attract non-residents, require trash disposal, and receive regular product deliveries. That passage describes possible concerns; it is not a measured finding that these effects occurred in the study areas.

To establish a road-traffic effect for a particular project would require evidence about the site and its transport conditions—for example, vehicle counts or a project-specific traffic analysis. The available property-value and business-visit estimates cannot substitute for that information, and they do not show whether any added travel would exceed the capacity of a nearby road.

Do new restaurants and cafes raise nearby house prices?

Emerging evidence from Greater London suggests that some food-and-drink commercial entry has been followed by higher house prices, with the strongest reported result for upmarket businesses. Wanqi Liu and Rong Zhao’s March 3, 2026 arXiv paper, “House Price Effects of Commercial Entry: Event Study Evidence from London,” uses annual neighborhood data and staggered commercial entry. It estimates a 4.1% house-price increase four years after food-and-drink commercial entry overall; the paper’s analysis attributes the effect to upmarket entry, for which it reports 7.4%.

This is a working-paper finding, not a settled rule for restaurant openings. The paper describes budget-entry estimates as unreliable because of questionable pre-trends. Its overall result concerns commercial entry across food-and-drink businesses in Greater London; it does not establish what every standalone restaurant, cafe, pub, or takeaway does to the homes immediately around it. Nor should its result be merged with the Worcester grocery-store estimates: the cities, business categories, periods, and methods differ.

How to interpret an opening near your home

For a homeowner, buyer, or neighbor, the most useful question is not simply whether a store is opening. It is what is changing locally, what outcome matters, and what evidence is available for that specific place. The published estimates offer context, but not a property-level appraisal or a traffic forecast.

  • Separate value measures. Ask whether a claim concerns assessed value, a recorded sale price, rent, or business activity. A result for one outcome cannot be silently substituted for another.
  • Check the comparison and starting point. In Worcester, the homes nearest stores began at lower prices than homes farther away. A percentage difference after an opening needs that baseline context.
  • Pay attention to distance and elapsed time. The Worcester estimates use distance bands; the 2023 business-foot-traffic estimate is measured 6–10 months after grocery openings; the London price estimate is reported four years after commercial entry. These time frames describe different outcomes.
  • Identify the type of opening. A grocery store, an upmarket restaurant, and a budget takeaway are not equivalent cases. The London paper’s budget-entry estimates are specifically described as unreliable, while its reported upmarket estimate is not a universal prediction.
  • Keep street impacts separate from neighborhood activity. More pedestrian or customer visits do not establish more vehicles, congestion, or safety risk. For those questions, look for traffic counts or project-specific transport analysis rather than relying on property or business-visit studies.

For a construction or redevelopment proposal, this distinction also matters when evaluating neighborhood effects. The published evidence can inform questions about access to amenities and commercial activity, but it cannot stand in for site-specific assessment of road access, deliveries, waste handling, or safety. Those operational questions require evidence about the proposed site and its design, not an inference from home-price changes elsewhere.

What the evidence supports—and what it does not

The strongest defensible conclusion is conditional: grocery access and complementary commercial activity can be capitalized into residential values in some settings, and grocery openings can generate localized customer foot-traffic spillovers. Studies from New York City and Worcester report property-value or sale-price increases using different outcomes and designs; the London working paper adds early evidence for food-and-drink entry, especially upmarket entry. None makes the same estimate universally applicable to a new project.

On roads, the evidence considered here stops short of a conclusion. It does not measure vehicle traffic or road safety. A nearby opening may change how people use local businesses, but whether that translates into more driving, congestion, or other street impacts must be established separately for the location in question.
