How Municipal Reservoirs and Dams Supply Water to City Homes

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In many U.S. cities, water travels from a reservoir or another source to an intake, through a treatment plant, and then through storage and buried pipes to homes. A dam may hold or regulate reservoir water, but it is not part of every drinking-water system. The key distinction: reservoir water used as a source is raw water; it must be treated before it enters the distribution network.

Where municipal water starts

A public water system draws from one or more sources. These may include surface water in reservoirs, lakes, or rivers, as well as groundwater from wells or springs. A reservoir can collect surface water and supply a city, but not every reservoir is dammed, and not every city relies on a reservoir.

The source may be a long way from the homes it serves. The U.S. Environmental Protection Agency (EPA) notes that “The source of the water flowing from your tap may be hundreds—even thousands—of miles away.” EPA also says approximately 90% of the U.S. population gets drinking water from a public water system; that figure is EPA’s, not a global estimate.

What a dam does

A dam can impound water to form a reservoir or help regulate its flow. It may therefore be one part of a municipal supply route, but the dam itself does not make the water safe to drink. The reservoir is a source of raw water unless the utility identifies it as storage for already treated water.

Why protect the watershed

Water quality management begins before the intake. Protecting the land and water in a source’s watershed can reduce contamination risks and may help avoid or defer the need for more complex treatment. The source’s location, quality, and variability affect what a utility must do next.

How water travels from the source to the treatment plant

An intake draws raw water from a reservoir, river, lake, or well. From there, pipes, tunnels, pumps, or other conveyance infrastructure carry it toward a treatment plant. The intake location, route, dam operations, and ownership arrangements are local decisions; there is no single national layout.

  • Trusted by 500,000+ Families and Featured on Major Media: As the original patented emergency water storage solution (U.S. Patent No. 8,627,980 and Patent No. 10,293,982), waterBOB has been recognized by CNN, Fox News, and Bob Vila as a reliable preparedness standard—join hundreds of thousands of prepared families who rely on the proven water container that established the category for bathtub emergency water storage systems.
  • Simple setup in as little as 20 minutes with No Complicated Installation: Quickly prepare for disasters by laying the water storage container liner in any standard bathtub, attaching the included fill sock to your faucet, and filling to capacity in approximately 20 minutes—no tools, technical skills, or permanent modifications required, making emergency preparedness accessible for every nearly household when severe weather or water emergencies threaten your area.
  • Included Siphon Pump for Convenient Access to Drinking Water Storage: Easily dispense your stored emergency water supply into jugs, pitchers, or water containers without heavy lifting, spills, or contamination risk—the included hand pump allows you to conveniently access clean drinking water for daily cooking, washing, and hydration needs throughout extended power outages or when municipal water systems are shut down during hurricane season or natural disasters.

Distance and elevation matter. A system may need pumps to move water uphill or over long distances, while gravity can move it where the terrain and infrastructure allow. Those choices depend on the particular supply and cannot be inferred just from the presence of a dam or reservoir.

How treatment prepares source water for distribution

Utilities treat source water to meet applicable drinking-water requirements before sending it through the distribution network. EPA identifies filtration and disinfection among the treatment methods used. The appropriate process depends partly on the source water’s chemistry and turbidity, so there is no single treatment recipe for every city.

For surface-water systems, EPA says most systems must disinfect the water and maintain a disinfectant residual through distribution. Disinfectants can react with natural organic material in water and form disinfection byproducts, which is one reason treatment choices involve balancing water-quality needs rather than applying an identical process everywhere.

Why water is stored after treatment

Some systems store finished water—water that has already been treated—in tanks or reservoirs before it reaches customers. This storage can help meet periods of high demand and allow a treatment plant to operate at a steadier rate. Finished-water storage is different from a raw-water reservoir upstream of the plant.

  • EASY FILL AND DRAIN: A 5-1/2-inch lid with a 5-inch opening helps simplify filling and cleaning, while the built-in bulkhead fitting with 3/4-inch NPT outlet supports convenient draining, siphoning, or compatible hose connections.
  • SECURE MOBILE SETUPS: Molded tie-down channels accept suitable saddle straps to help secure the tank in a truck bed or trailer. Use only with non-flammable liquids up to 140°F contact temperature and verify chemical compatibility first.

How storage helps maintain pressure

An elevated tank can use gravity to push water into parts of the network. Pumps may also move water or maintain pressure. The arrangement varies by system and terrain; a storage tank is not necessarily the source of the city’s water.

How distribution pipes reach a home

After treatment, large buried water mains carry water through a network. Smaller service lines connect a distribution main to individual residences and businesses. Pipes, storage, and conveyance components together form the distribution system, which utilities operate to deliver pressurized water while maintaining water quality.

Water quality protection continues after the treatment plant. Aging pipes, breaches, pressure changes, and maintenance can affect the network, so distribution is not simply a passive final step. EPA’s cited guidance describes utility responsibility up to the service connection; property-owner piping begins beyond that point.

Who oversees drinking-water safety—and where to check your local source

EPA sets health-based standards under the Safe Drinking Water Act, and public water systems must meet applicable requirements. States often implement the program under EPA approval. EPA describes the law this way: “The Safe Drinking Water Act (SDWA) was originally passed by Congress in 1974 to protect public health by regulating the nation’s public drinking water supply.” EPA’s summary page was last updated February 23, 2026.

For information about a specific home, start with the local water supplier’s Consumer Confidence Report (CCR). It reports the system’s water source and contaminants detected. EPA says annual reports should be received by July 1, though its CCR portal warns that not every system’s report may be available there; contact the supplier if you cannot find yours.
