There is no reliable single price for a rooftop extension: the term can mean converting roof space, adding a dormer, or building a complete new storey. For one narrower example, a private UK guide puts a dormer loft conversion of about 4 × 5 metres at an indicative £40,000–£55,000 in 2026. That estimate is not an official average and cannot be used as the price of a full extra storey. For a new storey, the existing house and the proposed work need to be assessed before a meaningful total can be quoted.
What does “rooftop extension” mean?
Before asking for a price, define the project. “Rooftop extension” is not one standard construction scope. It may describe work within an existing roof space, an enlargement such as a dormer, or construction of an entirely new storey above the current home. Those projects differ in the amount and type of structural work, the usable floor area, design and finishes involved. A price for one should not be transferred to another.

Loft conversion or dormer
A loft conversion adapts roof space within the home; a dormer enlarges part of the roof to create additional space. A 2026 private cost guide gives an indicative estimate of £40,000–£55,000 for a dormer loft conversion of approximately 4 × 5 metres. The guide distinguishes London and the South East from the rest of the UK, with the higher estimate applying to London and the South East. It does not provide an official national average or a fixed regional premium. Treat the figure as a guide estimate for that described project, not a quote for your home. See CR Design Services’ 2026 house extension cost guide.
A complete additional storey
Building a new storey above an existing house is a different category of work from converting a loft. The available published figures do not establish a reliable national all-in price for this project. In particular, the dormer estimate above is not a valid proxy. The amount of structural work depends on the particular building and proposed design, so a builder needs a project-specific assessment before giving a defensible total.

How much should you budget?
Use the £40,000–£55,000 figure only as an initial orientation if your project is close to the guide’s approximately 4 × 5 metre dormer loft conversion. It is a private estimate for 2026, not a statistical series, guaranteed cost or quotation. The guide provides a regional distinction but not a universal percentage uplift to apply to other areas. A smaller or larger project, different roof design, structural requirements, specification or set of inclusions can produce a different total.
For a full additional storey, do not start with a purported national average: the sources do not establish one. Ask for an assessment of the house and an itemised proposal for your defined scope. If a headline estimate is offered before the builder has established what structure and finishes the project entails, ask which assumptions it rests on and what could change it.
What affects the price?
Project type, size and usable area
Converting existing roof space, adding a dormer, creating a mansard and constructing a complete storey do not require identical work. Larger areas generally involve more materials and labour, but floor area alone does not determine price: layout and roof form also shape the design and construction scope. When comparing estimates, make sure the proposed usable floor area and the type of roof work are comparable. The 2026 cost guide sets its dormer estimate against a stated approximate size; it should not be read as a general rate for every rooftop project.

Existing structure and strengthening
The house itself is a major unknown until it has been assessed. A new storey may require structural work that is not part of an ordinary loft-conversion estimate. The amount and nature of that work depend on the existing building and the intended design; neither can be inferred from the label “rooftop extension.” Ask what structural assessment and calculations have been allowed for, what strengthening or temporary works are included, and what remains provisional. Homebuilding & Renovating’s extension cost calculator guidance explains general cost relationships in extensions, but it is not a project-specific structural assessment or a price guarantee.
Design complexity and spans
Design influences the structure as well as the appearance. Homebuilding & Renovating notes that simple layouts can spread fixed elements such as foundations and a roof over more floor area, and that avoiding unusually large spans can improve cost efficiency. This is a general relationship, not a promise that every larger rooftop project will cost less per square metre. An unusual span or more complex layout can change the structural requirements, so compare the actual designs rather than relying on a broad rule about size.
Location, access and labour
Location is one reason a guide may show different estimates for otherwise similar work: the CR Design Services guide differentiates London and the South East from the rest of the UK. It does not establish a fixed premium for every town or project. Access and local conditions are also worth making explicit in a quote request, so builders are pricing the same practical constraints. Ask each bidder to state any access assumptions rather than treating a regional guide figure as a local quotation.

Windows, roof covering and internal specification
Materials and finish choices change what a quote covers. Specify the proposed windows or rooflights, roof covering, internal finishes and any bathroom or plumbing work rather than comparing totals that may include different fit-outs. The same headline amount can represent different levels of completion if one proposal includes these elements and another excludes them. Request a written description of the intended materials and finish level.
Professional, statutory and tax costs
Do not assume that a construction total includes design and survey work, structural calculations, approval charges or VAT. The available sources do not establish one universal inclusion list. Have the builder identify which professional and statutory costs are included, which are excluded, and whether VAT is included in each figure. Planning application fees also depend on the application category: the GOV.UK planning application fees page lists fees applicable from 1 April 2026, including certain householder prior-approval applications. No single fee should be treated as the fee for every rooftop project; confirm the relevant category and current local requirements.
How to compare rooftop extension quotes
A fair comparison starts with a shared scope, not a contest between headline totals. Give each builder the same description of the area, design and desired finish, then ask for inclusions, exclusions, assumptions and provisional sums in writing. This is a practical comparison method, not a published standard pricing checklist.

| Quote item | What to check |
|---|---|
| Scope and floor area | Does each proposal describe the same project type and comparable usable floor area? |
| Roof and structure | What roof work is included? Are structural assessment, calculations, strengthening and temporary works priced, excluded or provisional? |
| Site and access | What assumptions has the builder made about access and the work area? Are the proposals based on the same constraints? |
| Openings and stairs | Are rooflights or dormer work and the new stairs included? What type or specification is allowed for? |
| Services and fit-out | Are electrical work, plumbing, a bathroom and internal finishes included? What level of completion and materials are described? |
| Other costs | Are design and survey work, professional fees, statutory charges and VAT included? Which costs will be charged separately? |
| Uncertain items | What assumptions and provisional sums could alter the final total, and what would prompt a change? |
Ask each builder to put the answer beside the relevant line item. If one quote includes a bathroom and another does not, or one leaves structural strengthening unpriced, their totals are not like-for-like. Resolve those differences before deciding that one option is cheaper. For a full storey especially, distinguish a preliminary estimate from a priced scope based on an assessment of the existing house.

Planning permission and building-regulations approval are separate checks. GOV.UK’s guidance, “Building regulations approval: When you need approval,” says: “Building regulations approval is different from planning permission. You might need both.” Building-regulations requirements relate to how construction work is carried out; planning rules address whether the proposed development is permitted. Do not assume that satisfying one check settles the other.

Permitted development for loft enlargements in England
In England, some loft enlargement work may fall within permitted-development rights, but those rights have conditions and limits. The Planning Portal’s loft conversion guidance describes limits relating to roof volume and height, materials and the principal elevation. An application may be required where the limits are not met or permitted-development rights have been removed. The Government’s technical guidance for householders’ permitted-development rights provides further detail.

These England-specific loft rules should not be applied automatically to every property or to every part of the UK. Check the property’s restrictions, the precise proposal and the rules for the relevant nation before assuming that permission is unnecessary. The applicable approval route and fees can affect the project plan and cost, but the planning fee alone is not a reliable measure of the construction budget.
A practical route from idea to a usable estimate
- Describe the work precisely. Say whether you want to convert the existing loft, add a dormer or build an additional storey. Note the intended rooms, approximate area and desired finish, without treating an early sketch as a final design.
- Arrange project-specific assessment. For a new storey in particular, establish what is known about the existing structure and what further structural assessment or calculations are needed. Do not adopt a dormer conversion figure as a substitute.
- Check the approval route. Verify planning requirements for the property and proposal, and identify building-regulations requirements separately. For England loft work, check the conditions on permitted development rather than assuming it applies.
- Request itemised quotes on the same basis. Provide the same scope and finish information to each builder. Ask them to identify included work, exclusions, assumptions, provisional sums, professional costs, statutory charges and VAT.
- Resolve gaps before comparing totals. Ask bidders to clarify missing structural work, stairs, windows, services or finishes. A low total with major exclusions is not a comparable price for the same completed project.
Can you tell whether a loft conversion is cheaper than another storey?
Not reliably from the available figures. There is an indicative price for one dormer loft-conversion example, but no matching national all-in benchmark for a new storey. The work differs, and a new storey needs assessment of the existing structure and intended design. Get estimates for the actual alternatives you are considering, with equivalent floor area, finish and stated inclusions, before judging relative cost.
