How Much Contingency Should You Include in a Home Renovation Budget?

A practical guide to choosing and managing a renovation contingency based on project scope, home condition, hidden risks, and financing rules.

For a well-defined renovation in a home whose condition is reasonably understood, use about 10% of the estimated renovation work cost as a starting contingency. Increase the reserve when the home is older, the work is structural, or important conditions remain hidden; a substantial addition may call for 20% or more. These are planning guidelines, not a formula that guarantees the project will stay within budget.

What does a renovation contingency cover?

A contingency is money set aside for necessary work that was not reasonably identifiable when you prepared the budget. Renovation work can reveal conditions that were concealed behind walls, beneath floors, or within existing services. An estimate based on visible conditions and an agreed scope cannot always price those discoveries in advance.

Keep this reserve distinct from the base estimate. It is also different from a contractor’s own allowance for managing the work, a provisional sum in a contract, optional upgrades, and your household emergency savings. Those amounts may have different purposes and rules. If a contractor’s quote already includes an allowance for a particular uncertain item, identify it clearly so you do not count the same provision twice.

The Federation of Master Builders (FMB) puts the distinction plainly: “This fund should be there for genuine unexpected issues, not optional upgrades.” Treat that as a budget-control rule: a desire to change a finish is a scope decision, not an unforeseen defect.

How much should you set aside?

The published guidance below comes from different countries and situations. Use it to frame a decision about your project rather than averaging the figures into a supposedly precise answer. None of these recommendations is a measured prediction of what your renovation will overrun by.

Guidance Published figure Context and limit
Federation of Master Builders (UK) At least 10%; 15% or more for older homes or structural alterations General renovation budgeting advice; the reserve is for genuine unexpected issues.
National Association of the Remodeling Industry (US) 10–20% Remodeling guidance that identifies issues such as outdated wiring, structural repairs, and material delays.
Canada Mortgage and Housing Corporation (Canada) May need 20% or more A 2007 guide about a substantial addition; the amount depends on the project.
Fannie Mae renovation mortgage escrow (US) 10–15%; a lender or servicer may establish up to 20% Rules for covered renovation-loan escrow accounts, with reserve use restricted to necessary unforeseen repairs or deficiencies. This is not a general homeowner recommendation.

For a cosmetic project with a settled scope and a well-understood home, the lower end of the general guidance may be reasonable. An older property, structural alterations, or a project with concealed-condition risk supports a larger cushion. An addition can bring enough uncertainty to justify planning at the higher end. These are conditional planning ranges, not calibrated risk scores: the cited guidance does not map a particular home age, inspection result, or scope to a mathematically optimal percentage.

There is no basis in the cited guidance for promising that a particular reserve will cover every surprise. A major defect, a decision to expand the scope, or an uncovered cost can exceed it. Set a reserve you can afford, but do not treat it as a substitute for investigating the property or pricing the work carefully.

How to calculate the contingency correctly

Choose and label the calculation base before applying a percentage. A useful starting base is the estimated renovation work cost: the work included in the agreed project scope. Keep separately excluded costs visible in the budget rather than quietly omitting them or applying the percentage to an unclear total.

For example, if estimated renovation work costs $50,000, a 10% reserve is $5,000 and the working total is $55,000 before any costs excluded from that base. At 15%, the reserve is $7,500; at 20%, it is $10,000. These are arithmetic illustrations, not forecasts for a particular project. Currency is illustrative and does not imply a location-specific price estimate.

  1. Write down the estimate base. State which quoted work and allowances are included, and list excluded items separately.
  2. Choose a reserve range based on uncertainty. Consider the scope, age and known condition of the home, the quality of investigation, and whether the work involves structural changes or an addition.
  3. Calculate the reserve from that base. Multiply the base estimate by the chosen percentage, then show the reserve as its own budget line.
  4. Show the full working budget. Add the reserve and the separately listed costs that are not in the base estimate. This makes the available project money legible without disguising missing costs.

What should make you increase the reserve?

Uncertainty matters more than a simple label such as “kitchen renovation” or “bathroom renovation.” A small-looking job can expose serious defects, while a larger project that has been thoroughly investigated may have fewer unknowns. The following are reasons to examine the higher end of the guidance rather than rely on a minimal reserve.

  • An older or poorly documented home: FMB specifically points to older homes as a reason to plan for a larger contingency. Records may not fully describe work done behind finished surfaces.
  • Structural alterations: Changes to load-bearing elements or other structural work can reveal conditions that affect the necessary repair. FMB identifies structural alterations as a reason to increase the reserve.
  • Concealed services or drainage: NARI identifies outdated wiring and structural repairs among possible surprises. Hidden wiring, drainage, and structural problems may become apparent only after work starts.
  • A substantial addition: CMHC’s older guidance says an addition may need a larger reserve, with the amount depending on the project’s nature.
  • Limited investigation or unresolved scope: If the estimate relies on assumptions because an inspection or specialist review has not established what is present, the unknowns have not disappeared just because a quote has been received.
  • Material or schedule exposure: NARI includes material delays among the issues relevant to remodeling contingency planning. Consider how delays could affect costs that are part of your project, rather than assuming a reserve figure automatically covers them.

Do not add a fixed premium for each risk as if the guidance supplied a formula. Instead, use the factors to decide whether the project is genuinely close to a simple, well-investigated case or carries enough unknowns to warrant a more substantial reserve. If an inspection reveals specific defects, price known repairs in the base estimate where possible; do not leave known work disguised as contingency.

How to make the starting estimate more complete

A contingency is not a remedy for an incomplete estimate. Before deciding that your reserve is adequate, check whether the budget includes all the costs needed to complete and occupy the project. FMB identifies planning application and Building Control fees, structural engineer or survey costs, waste removal, decoration, realistic kitchen and bathroom allowances, temporary accommodation, and storage as costs people may overlook. Canadian federal consumer guidance also advises checking permits and inspections, insurance, labour and extra charges, applicable taxes, and the detailed scope. Requirements and fees vary by location, so confirm them locally.

  • Fees and professional input: Identify applicable permit, planning, inspection, and Building Control fees. Include design, survey, and structural engineer costs where relevant.
  • Finishes and allowances: Check what the quote assumes for kitchens, bathrooms, decoration, and other finishes. A low allowance can make the headline quote look complete while leaving a predictable selection cost outside the estimate.
  • Site and household costs: Include waste removal and consider whether the work makes temporary accommodation or storage necessary.
  • Taxes, insurance, and extra charges: Check which taxes, labour charges, insurance costs, and other charges apply to your location and contract.
  • Inclusions and exclusions: Ask what is covered by each quote, what is excluded, and what assumptions or provisional amounts remain open.

Compare contractor quotes only after checking that they use matching specifications. Otherwise, a lower figure may reflect a different scope, a smaller allowance, or a cost omitted from the price—not better value. A detailed, comparable estimate gives you a more meaningful base for the contingency calculation.

How to manage the reserve while work is underway

Keep contingency as a separate line rather than blending it into the general project balance. A simple record makes it possible to see whether an unexpected condition is consuming the reserve and how much remains. Track the date, reason for the draw, supporting estimate or invoice, approval, and remaining balance.

  1. Document the issue. Record what was discovered and why it was not included in the original scope or estimate.
  2. Confirm the proposed remedy and price. Ask for the cost and any schedule effect before authorizing the work, where circumstances permit.
  3. Approve and record the draw. Note who approved it, the amount, and the evidence supporting the expense.
  4. Update the balance and forecast. Subtract the draw from the contingency and update the project’s expected total and completion schedule.
  5. Handle elective changes separately. If you want a different finish or additional work, agree its price and timeline effect in writing as a scope change instead of charging it to the reserve.

FMB advises putting scope changes, prices, and schedule impacts in writing before the work proceeds. NARI recommends tracking actual costs against the plan. Those practices help you distinguish a genuine unforeseen repair from a preference change and make the remaining budget easier to assess.

How renovation-loan rules differ from general budgeting advice

If a renovation mortgage or other financing program holds money in an escrow account, its rules may set a reserve amount and limit what the reserve can pay for. Fannie Mae’s servicing guidance for covered renovation mortgage loans uses a reserve range and allows a lender or servicer to establish a higher amount within its stated limit; the funds are restricted to necessary unforeseen repairs or deficiencies. Those terms concern eligible loan accounts. They do not tell every homeowner how much to save when paying another way.

Before relying on a loan reserve, read the documents for your specific loan and ask the lender or servicer how the amount is set, what expenses qualify, and how approval and draw requests work. Do not assume that all lenders, loan types, or jurisdictions impose the same requirement. Check local permit, contract, and insurance obligations separately; financing rules do not replace them.

Keep household emergency savings separate

Renovation contingency protects a project budget; emergency savings protect household finances against events beyond the renovation. The Consumer Financial Protection Bureau’s homebuying guidance describes an emergency cushion usually equal to three to six months of expenses. That is a household finance guideline, not a recommendation for a renovation reserve, and it should not be counted as money already available to cover project overruns.

Decide how much project money you can commit without using funds meant for ordinary emergencies or other household goals. If the estimate remains uncertain, CFPB guidance supports keeping a cushion in household planning; it does not establish that a renovation contingency alone will be sufficient.

What the percentages can—and cannot—tell you

The recommendations from FMB, NARI, CMHC, and Fannie Mae serve different settings: UK consumer renovation advice, US remodeling guidance, a Canadian guide to substantial additions, and US loan-servicing rules. They are useful reference points, not results from a controlled study measuring overruns. The available guidance does not establish a universal average renovation overrun or an empirically optimal reserve percentage.

Use the figure as one part of a decision: first define the work and build a realistic estimate, then consider what remains unknown, and finally keep the reserve available for qualifying unexpected costs. A larger percentage cannot correct a quote that excludes ordinary project costs, and a smaller one is not automatically safe just because the planned work sounds straightforward.
