Yes, metro construction can change the ground around a building and, in some circumstances, cause new cracks, settlement, vibration effects or doors and windows to bind. It does not mean every nearby property will be damaged. The outcome depends on the excavation or tunnelling method, the soil, the building’s foundations and condition, its position relative to the works, and the quality of the project’s controls.
The most reliable way to identify change is to establish a dated baseline before work, use monitoring matched to the predicted risk, and have a competent professional compare readings with project-specific alert and alarm levels. A single crack or instrument reading cannot, by itself, establish cause or prove that a building is unsafe.

What metro construction can do to nearby buildings
Excavation, bored or cut-and-cover tunnelling, shaft construction, piling, underpinning, demolition and heavy vehicle movements can alter stresses in soil or transmit vibration. Removing or redistributing ground can produce vertical settlement, horizontal movement or rotation. Construction plant can create short-duration or repeated vibration. The same movement may affect a building, a buried utility, a retaining wall, a bridge or a rail structure differently.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsMinor effects are possible without a dangerous structural failure. A building may develop a new hairline finish crack, an existing crack may widen, plaster may separate, or a door or window may begin to stick. These observations deserve recording and, when they change, professional assessment. A crack alone does not reveal when it formed, what caused it, or whether the building is unsafe.

HS2’s Euston tunnel FAQ describes serious structural effects as rare on its project and says that “the likelihood and degree of damage to a structure depends on many factors, including how it is constructed, the condition of the structure and its location in relation to major works.” That is a project statement, not a guarantee for every metro scheme.
Why risk differs from one property to another
| Factor | Why it matters | What a resident should find out |
|---|---|---|
| Construction activity | Tunnelling, open excavation, piling and demolition impose different ground and vibration effects. | Which activity is nearest, when it will occur, and whether the method or sequence will change. |
| Ground and groundwater | Soft, compressible, filled or variable ground can respond differently from dense, uniform material. Groundwater control can also influence movement. | Whether the project has identified settlement, soil or groundwater risks in the property’s area. |
| Building construction | Foundation type, stiffness, age, alterations and the connection between different parts of a building affect how movement is distributed. | Whether a building survey records foundations, extensions, retaining walls and other vulnerable elements. |
| Existing condition | Old settlement, shrinkage, previous repairs and pre-existing cracks can be mistaken for construction-related change. | Which defects were documented before work and whether any were already active. |
| Position relative to works | Distance alone does not determine outcome. Alignment, depth, soil layers and the building’s location within the predicted influence area matter. | Whether the property is inside the project’s monitoring or assessment area and why. |
| Controls and sequence | Support systems, excavation stages, machine operation and rapid response can reduce or limit movement. | Who reviews data, how often, and what happens at an alert or alarm. |
There is no generally applicable percentage for the chance of damage. Official project material reviewed for this topic does not establish a universal damage rate, distance rule or vibration limit that can be applied to every home.

- Cracks that cross openings, run through masonry or reappear after repair.
- Doors or windows that newly bind, fail to latch or show a changing gap.
- New separation between an extension and the original building, or between walls, ceilings and floors.
- Sloping floors, displaced finishes, water ingress associated with a new opening, or movement of external walls, paving or retaining elements.
- Unusual vibration, falling material, a sudden change in an existing defect, or a concern about immediate safety.
Many of these conditions also arise from ordinary seasonal moisture changes, thermal movement, plumbing leaks, corrosion, poor workmanship or long-term settlement. The useful question is whether the condition is different from the documented baseline and whether the timing corresponds with project activity.

Establish a baseline before construction
A baseline turns “it was not like that before” into a dated, location-specific record. Sydney Metro’s July 2025 monitoring guideline calls for a competent-person condition survey and a detailed record of existing defects and mapped cracks. Where that guideline applies, it requires three sets of monitoring data before excavation to establish baseline behavior. This is a Sydney Metro requirement, not a universal rule for every metro project or private home.
What a formal condition survey should cover
- All accessible elevations, interior rooms, basements, roofs, retaining walls, outbuildings and relevant boundary structures.
- Crack location, direction, approximate length, apparent width, surface and whether it continues through adjoining materials.
- Existing distortion, dampness, failed joints, patched areas, loose finishes, sticking openings and previous repairs.
- Construction details that are visible or documented, including extensions, changes of level and unusual foundation or retaining arrangements.
- Dated photographs, sketches or plans that allow the same point to be found again.
A survey by a qualified local building surveyor or structural engineer is appropriate when the project requires one, the building is complex, or existing defects are significant. A resident’s photo record is valuable evidence but does not replace a formal survey when the project or authority calls for it.
How to make a useful resident record
- Walk through the property before the relevant work starts, using the same route and lighting where practical.
- Photograph each defect from a wider view showing the room or elevation, then take a close image with a ruler or other scale reference.
- Record the date, room, wall or elevation, approximate dimensions, direction and any related symptom such as a sticking door.
- Keep original image files, a backup and copies of notices, surveys and correspondence. Do not overwrite the original photographs with edited versions.
- Repeat photographs from the same position after significant construction stages or when you observe a change.
What a professional monitoring plan can measure
Monitoring should follow the predicted failure or movement mechanism. A crack gauge, settlement point, vibration sensor and inclinometer do not measure the same parameter and cannot automatically substitute for one another.
| Parameter | Typical instrument or method | What it can show | Important limitation |
|---|---|---|---|
| Building or ground settlement | Building settlement markers, ground settlement markers or survey points | Vertical movement at installed locations, usually relative to a reference system | It does not describe every point in a building or identify the cause by itself. |
| Horizontal movement or tilt | Inclinometers, survey prisms or other displacement systems | Lateral ground or structural movement and changes in alignment | Coverage is limited to instrument locations and the chosen reference arrangement. |
| Crack width | Fixed crack gauge or a project-installed crack-width sensor | Change at one selected crack and point | It cannot assess whole-building safety or prove that construction caused the crack. |
| Vibration | Vibration sensor or seismograph | Vibration at the sensor location, often with time history and frequency information | A reading must be interpreted against the building, activity and project criteria; it is not a universal damage verdict. |
| Structural or tunnel response | Electrolevel beams, optical prism laser scanning, tunnel convergence or stress instruments | Movement or deformation of specific monitored elements | These are specialist systems selected for the work, not a general homeowner shopping list. |
Sydney Metro’s July 2025 guideline lists ground and building settlement markers, vibration sensors, inclinometers, electrolevel beams and optical prism laser scanning among possible options. The selection depends on the work, predicted influence, authority requirements and the competent person’s assessment.

What a good monitoring plan should say
For relevant projects, the plan should be more than a list of instruments. Sydney Metro’s guideline describes a detailed plan that can include ground deformation, tunnel convergence, stress, crack-width monitoring, vibration and reporting.
- Purpose and risk basis: the predicted movement or vibration mechanism and the assets at risk.
- Instrument locations: a drawing or schedule showing each point, crack, sensor and reference location.
- Measurement specification: the parameter, units, accuracy, calibration information where applicable and reference datum.
- Frequency: baseline readings, periodic readings, construction-stage frequency and any real-time monitoring.
- Data review: who checks results, how trends are assessed and how readings are validated.
- Alert and alarm management: project-specific levels, notification routes, investigation steps and decisions about continuing or changing work.
- Contingencies: actions such as increasing reading frequency, inspecting the building, modifying the construction sequence or implementing protection measures.
- Reporting and retention: how results and decisions are communicated and how records are preserved.
Ask the project team for the portion of the plan that applies to your property. A responsible answer should identify the activity, monitoring area, contact route, review responsibility and response process without promising that monitoring can prevent every defect.
How readings should be interpreted
A number has meaning only in context. The reviewer should compare it with the baseline, the direction and rate of change, nearby instruments, the construction stage and the project’s assessment levels. A one-off reading can result from instrument setup, temperature, survey reference changes or a transient event and may need confirmation.
Alert and alarm levels are project-specific management triggers, not universal homeowner safety thresholds. They may prompt a check, more frequent readings, a site inspection, consultation with the designer or a change in work. They do not automatically mean a building is unsafe. Conversely, a reading below an alert level does not excuse ignoring visible or rapidly changing damage.

Singapore’s Land Transport Authority publishes its own code-of-practice material and a September 2026 addendum addressing risks involving compressible soils near rapid-transit tunnels. That jurisdiction-specific example illustrates why a limit from one authority should not be copied into another project. The current metro authority, permit conditions and local building requirements control.
What residents should do before work starts
- Identify the work: ask whether tunnelling, excavation, piling, demolition, haulage or groundwater control is planned near the property.
- Confirm inclusion: ask whether the address is inside a survey, settlement, vibration or other monitoring area and what criterion was used.
- Request the contact route: obtain the project’s official telephone number, email or online reporting channel and the hours for urgent concerns.
- Complete documentation: arrange the formal condition survey if offered or required, and make your own dated photo record.
- Protect access: agree how inspectors can revisit the same areas and notify the project of tenants, locked rooms or vulnerable contents.
- Keep records: store notices, survey reports, photographs and repair invoices in date order.
Do not remove a crack, repaint over it or carry out a repair that destroys evidence before it has been photographed and, where appropriate, inspected. Routine safety repairs should not be delayed when there is a risk of injury or water penetration; document the condition first if it is safe to do so.
What to do when you notice a change
- Check immediate safety. If there is falling material, a severe sudden movement, a damaged gas or water service, an unsafe wall or another emergency, leave the affected area and contact the appropriate emergency or utility service.
- Record the condition. Photograph the change with a scale, note the date and time, identify the location and describe associated changes such as a door no longer closing.
- Report through the official project channel. Provide the address, defect location, photographs and when you first noticed it. Ask for a reference number and keep the response.
- Request an assessment. A qualified local building surveyor or structural engineer can inspect the building and decide whether further investigation or repair is appropriate.
- Preserve evidence. Keep project notices, monitoring reports, inspection notes and invoices. Do not rely on verbal assurances alone.
- Continue observation. Rephotograph from the same position and note changes, but do not wait for a consumer instrument to “prove” a problem before reporting it.
Using a crack-width gauge correctly
A fixed crack-width gauge can document whether the two sides of one crack move relative to each other at the installed point. It is useful when a professional or project plan selects that crack for observation. Follow the manufacturer’s installation instructions, photograph the gauge and record the date and reading consistently.

How to compare monitoring approaches
When the project offers more than one method, use these questions rather than choosing the instrument with the most impressive specification:
- What parameter is relevant? Crack width, vertical settlement, horizontal movement, tilt and vibration answer different questions.
- Where is coverage needed? One gauge sees one crack. Settlement points and survey instruments see movement only at their installed locations. Coverage should reflect the predicted influence and the building layout.
- How often are readings taken? Periodic surveys may be adequate for slow movement; real-time systems may be selected where rapid change is plausible.
- Who reviews the data? Confirm the responsible competent person, escalation route and whether residents receive summaries or only incident notifications.
- What happens at a trigger? Ask for the alert, alarm and contingency process, including inspection, increased frequency, notification and work-modification decisions.
- Does it meet local requirements? Sydney Metro, Singapore’s LTA and other authorities publish requirements for their own jurisdictions and projects. A generic internet threshold is not a substitute.
Project responsibility, claims and repairs
Responsibility and compensation rules depend on the contract, statutory scheme, insurance policy and jurisdiction. HS2 describes a project-specific settlement policy involving assessment, monitoring, recording, protection and repair, and states responsibility for damage caused by its railway works. That policy cannot be generalized to another metro authority.
Notify the project promptly, follow its claim procedure and obtain independent professional advice when the condition is disputed, the proposed repair is substantial or the building’s safety is in question. Keep evidence of the pre-work condition, dates of construction activity, reports, communications and costs. Do not sign a settlement or authorize irreversible repairs without understanding what inspection and documentation will remain available.

Common mistakes and better alternatives
| Mistake | Why it fails | Better approach |
|---|---|---|
| Assuming every crack is caused by the metro | Buildings move for many reasons, and pre-existing defects are common. | Compare with the dated baseline and obtain a competent assessment. |
| Assuming distance alone proves safety | Ground, depth, alignment and building characteristics can change the effect. | Ask whether the property is within the project’s predicted influence and monitoring area. |
| Buying one gauge and treating it as a safety test | It measures one location and cannot diagnose cause or whole-building condition. | Use it only as supplemental documentation within a professional or project plan. |
| Waiting for a dramatic crack | Early reporting allows inspection and comparison while evidence is clear. | Report a new or changing condition promptly through the official channel. |
| Copying a threshold from another city | Alert and alarm levels reflect local design, soil, instruments and authority requirements. | Use the current project documents and local authority criteria. |
| Painting before documenting | Repair can remove evidence needed to compare condition and timing. | Photograph, measure and obtain advice first when safe and practical. |
| Relying only on visual checks | Some movement is measurable before it is obvious, while some visual symptoms have non-construction causes. | Combine a baseline survey, appropriate instruments and professional interpretation. |
When professional help is warranted
- Before work, when the project offers or requires a condition survey and the building has extensions, retaining walls, previous settlement or extensive defects.
- When a crack is widening, recurring after repair, crossing structural materials or accompanied by distortion, water ingress or movement of an external wall.
- When doors or windows change suddenly, floors appear to slope, or several unrelated defects appear during the same construction stage.
- When monitoring data reaches an alert or alarm level, trends upward, conflicts with visual observations or cannot be explained by the project team.
- When responsibility, access, repair scope or compensation is disputed.
A surveyor or structural engineer should define the inspection scope. Depending on the situation, that may include a repeat condition survey, level survey, crack monitoring, review of project data, drainage checks or examination of foundations. Avoid asking a professional to certify a cause from photographs alone when an on-site inspection is needed.
What the evidence does—and does not—establish
Official guidance supports a risk-based process: document the starting condition, select instruments for the predicted movement, collect baseline data, review trends and act at project-specific triggers. It does not support a universal distance at which houses are safe, a single vibration number for every building, or a general promise that no cosmetic cracking will occur.
HS2 states that it continues to monitor ground movement and nearby structures to verify predicted movement levels and potential impacts from its works. Sydney Metro’s July 2025 guideline provides detailed planning concepts, including three pre-excavation sets of monitoring data where its requirement applies. Singapore LTA’s published materials show that local codes and updates can change with soil and project risks. Always check the current documents for the specific metro scheme and jurisdiction.
