Can Customers Still Access Businesses During Bike Lane Construction?

Usually, yes. A business should remain reachable while a bike lane is being built or rebuilt when the project provides a continuous, clearly signed and accessible route to the operating entrance. The exact path depends on the city, permit and construction phase. A route that exists only on paper, ends at a barrier, forces an unsafe crossing or cannot be used by a person with a mobility or vision disability is not meaningful customer access.

What customer access should look like

Construction can remove a curb lane, parking spaces, part of a sidewalk or the bike lane itself without closing a storefront. The practical test is whether a person can travel from the nearest usable intersection to the business entrance safely, without guessing or entering the work area.

A continuous route to the actual entrance

The temporary path should connect to the entrance customers are expected to use. It should not stop at a fenced work zone, dead-end at a closed driveway or silently switch to an entrance that is locked. If the normal door is unavailable, signs should identify the open door before customers reach the point where they must choose a direction.

Enough width and an accessible surface

Seattle guidance calls for clear paths, sturdy barriers, ramps and enough width within the fencing. Minnesota Department of Transportation guidance requires accommodations to the maximum extent feasible, with accessibility features that match the route being disturbed. In practical terms, look for a firm, reasonably smooth surface; usable ramps where the grade changes; detectable edges or other cues where needed; and no construction materials narrowing the path.

Protection from vehicles and equipment

Texas Department of Transportation guidance requires hazard-free, clearly identified detours separated from traffic by adequate barriers. Fencing or cones that merely suggest a route, while leaving people beside moving vehicles or equipment, do not provide the same protection as a stable physical separation.

Signs before every decision point

Wayfinding has to appear before a customer reaches a blocked sidewalk, crossing or driveway. A sign placed after the obstacle is too late. Effective signs use large, high-contrast text, show the direction of the entrance and remain visible at night or in poor weather. They should be updated whenever the work phase changes.

How local rules address storefront and bike access

There is no single nationwide detour design. Requirements come from the permit, the transportation agency and the approved maintenance-of-traffic plan for that project.

Jurisdiction or guidance What it requires or emphasizes What that means for a customer
New York City Safe, passable streets and sidewalks for all users; temporary bikeways added where feasible. The sidewalk and street in front of the project should remain usable, with a planned route rather than an improvised passage.
Alexandria, Virginia Pedestrian and bicycle access should be maintained without diverting people from their original route where possible. A detour should not make a customer take a substantially different or riskier path when the original alignment can be preserved.
Philadelphia Traffic-control plans must document accommodation for an impacted bike lane. The city’s TBAR approach guides riders past the work zone instead of simply closing the facility. People cycling should receive a defined temporary treatment, not be left to merge unpredictably with traffic or use a sidewalk unsuited to cycling.
Seattle Clear paths, sturdy barriers, ramps and adequate fencing width. The route should be physically legible, protected and wide enough for the users it serves.
Minnesota Department of Transportation Accommodations to the maximum extent feasible, with accessibility features matching the disturbed route and signs directing users safely. The temporary path should preserve the functional accessibility of the original path, not just provide a narrow pedestrian opening.
Texas Department of Transportation Hazard-free, clearly identified detours separated from traffic by adequate barriers. Customers should not have to walk through the work area or alongside unprotected traffic to reach the door.

New York City Department of Transportation Commissioner Polly Trottenberg summarized the operating principle as keeping sidewalks and streets “safe and completely passable for all users, including cyclists.” The language is a useful standard even where a different agency issues the permit.

How to check whether you can reach a business

Use the route posted at the site rather than assuming the usual sidewalk or parking entrance is still open.

  1. Start at the nearest open intersection. Find the first project sign or barrier and identify the direction marked for pedestrians. If there is no sign, do not enter a fenced area to find the way.
  2. Follow the entire route to the door. Walk or roll it from the intersection to the entrance. Check for gaps, abrupt steps, loose gravel, standing water, equipment, dumpsters and signs that block usable width.
  3. Check accessibility features. Look for ramps at every change in level, a stable surface, adequate maneuvering space and detectable edges or warnings where the route meets traffic or an excavation.
  4. Check separation from traffic. Confirm that barriers, fencing or other approved protection stand between the path and moving vehicles or machinery. A painted line alone is not a physical barrier.
  5. Check every crossing. Signs should appear before the crossing, not after it. A crossing should use a signalized intersection, an existing marked crosswalk or another location specifically arranged for the detour.
  6. Confirm the entrance. Make sure the door is open during the business’s published hours. If the normal entrance is closed, follow signs to the temporary entrance and verify that the route reaches it without another unmarked diversion.

If the sidewalk closes, must customers cross the street?

Not necessarily. Texas guidance says keeping a pedestrian route on the same side of the street is preferred. Crossing may be necessary when the work occupies the full sidewalk, but the crossing should be at an intersection, an existing crosswalk or another safe location, with advance signing. A person should not be directed to cross mid-block beside an excavation simply because the contractor placed a barricade at the corner.

Alexandria’s guidance explains why preserving the original route matters: detours that force people to deviate can increase the likelihood that they travel in a way that raises the risk of death or serious injury. For a customer, that can mean walking in a travel lane, stepping into a driveway with poor visibility or crossing several times to reach a door that is only a few metres away.

What happens to people riding bicycles?

A closed bike lane does not automatically make a sidewalk an acceptable replacement. The Manual on Uniform Traffic Control Devices says on-road bicyclists should not be directed onto a pedestrian sidewalk unless it is a shared-use facility or there is no practical alternative. A sidewalk diversion can create conflicts with people walking, wheelchair users, customers entering shops and vehicles crossing driveways.

Philadelphia’s Temporary Bicycle Accommodation Route approach is designed to guide riders past the work zone with a defined accommodation. Depending on the street, that may mean a protected temporary lane, a clearly marked shared treatment or a signed route on a parallel street. The important question is whether the treatment is legible and safe through the whole work area, not whether a sign merely says “bike lane closed.”

What businesses should do before and during construction

Before work begins

  • Ask the city or transportation agency and the contractor for the approved maintenance-of-traffic plan, the work phases, closure dates and the route to each entrance.
  • Identify the entrance that will remain open and confirm that the route serves customers using mobility aids as well as people walking or cycling.
  • Coordinate deliveries, waste collection and contractor staging so trucks, pallets and debris never occupy the customer path.
  • Prepare large, high-contrast signs that point to the open door before customers reach the first decision point.
  • Update the business website, map listings, reservation instructions and delivery notes when the entrance or approach changes.

During each construction phase

  • Inspect the route at opening time and after major shifts, storms or deliveries. A path that was clear yesterday can be blocked by materials today.
  • Keep the actual doorway, door swing and accessible maneuvering area clear. A technically open corridor is not useful if the threshold is obstructed.
  • Replace missing, tipped or unreadable signs immediately and add temporary staff direction during the first days of a new phase.
  • Tell customers about the route in appointment confirmations and telephone greetings when work is likely to affect arrival.
  • Record phase changes and planned closure windows so staff can give consistent directions.

What to do when the route is blocked or unsafe

Do not climb through fencing, walk in an active vehicle lane or direct a customer into an unmarked crossing. Photograph the condition from a safe location, note the street address, time and construction phase, and use the contact posted on the project sign or permit notice.

Report the issue to the permit agency or the listed contractor. Transportation departments, public-works offices and local enforcement bodies use different complaint channels, so the correct contact is location-specific. Ask for the approved pedestrian and bicycle route to be restored and request a response time. If the condition presents an immediate danger, move away from the area and contact the relevant emergency or local safety service rather than entering the work zone.

New York City’s enforcement description illustrates that access rules can have consequences: in fiscal year 2018, the city’s transportation department reported approximately 600,000 inspections and 48,937 violations, with fines described as ranging from $250 to $1,500 and possible permit revocation. Those figures are New York City enforcement data from that fiscal year, not a national rate or a prediction for another jurisdiction.

Why unclear detours matter to businesses

An unclear route does more than inconvenience a shopper. Sacramento warns that difficult or confusing detours can lead people to walk in streets or ride in travel lanes. The Federal Highway Administration describes work-zone encroachments as situations that force unsafe or difficult detours. When customers cannot tell where to go, some will turn back, and others may take risks near traffic or equipment.

Official safety figures show the seriousness of work-zone exposure but do not measure lost sales. A City of Sacramento page citing California’s 2021 data reports 113 work-zone fatal crashes and 120 work-zone fatalities, including 32 at-work pedestrian fatalities and 31 other pedestrian-involved fatalities. These are safety outcomes, not evidence of a particular percentage decline in customers or revenue during bike-lane construction. The reviewed official materials do not provide a comparable national statistic for business sales or customer losses.

How to compare two proposed detours

Decision axis Stronger arrangement Warning sign
Continuity The route reaches the open entrance with no unexplained gap. A barrier ends without a direction, or the path stops before the doorway.
Accessibility Width, ramps, detectable edges and surface support the needs of disabled users. Steps, loose material, steep changes or fencing that leaves too little maneuvering room.
Safety separation Sturdy barriers or fencing separate people from moving traffic and equipment. Only paint, tape or a line of lightweight cones separates the route from vehicles.
Wayfinding Signs appear before decision points and name or point to the open entrance. A sign appears after a crossing or gives a vague instruction such as “use other side.”
Mode treatment Cyclists receive a temporary bikeway, shared-use treatment or clearly signed alternative. Riders are casually sent onto a pedestrian sidewalk or left to merge into traffic.
Predictability The route and entrance remain usable through each announced phase. Customers discover unannounced changes, locked doors or repeated last-minute diversions.

Practical examples

Sidewalk narrowed but still open

If fencing leaves a clear, stable, protected corridor to the storefront and signs identify the entrance, the business can remain accessible. The owner should monitor width and remove delivery items that reduce it further.

Full sidewalk closure on one side

The preferred solution is a protected route on that same side. If that cannot be built, the project should direct people in advance to a safe crossing, continue the route on the opposite side and clearly identify how to return to the business entrance.

Bike lane closed while the sidewalk remains open

Walking access may be unaffected, but bicycle access still needs a treatment. Riders should receive a signed route past the work zone or along a practical alternative, not an unexplained gap or an automatic instruction to ride on a pedestrian sidewalk.

Entrance moved inside the work footprint

The business should provide an alternate door before customers reach the closure, keep that door open during stated hours and mark the entire path. A notice on the original door alone does not help someone who cannot safely reach that door.
