That requires state, municipal, development-authority, utility and housing agencies to make decisions against the same map and a shared delivery schedule. A sanctioned plan or funded scheme is a starting point—not proof that homes, services and transport arrived together.
Why housing and infrastructure have to be planned together
A housing site is not ready for residents simply because land has been identified or construction can begin. People also need safe streets, public transport access, water, sewerage, drainage and other essential services. If these systems are planned separately, homes can be completed before connections are available, or infrastructure can be built without enough coordination with where housing is expected to grow.

The challenge is institutional as well as technical. Land-use decisions, roads, utilities, transit and housing programmes can involve different agencies, government levels and funding streams. Each may work to its own boundaries and timetable. Coordination means giving those actors a common spatial basis, resolving dependencies before construction, and tracking whether promised services actually reach occupied homes.
There is no single nationwide allocation of city-agency responsibilities that can be assumed to apply everywhere. Each city needs to identify who controls land-use decisions, who plans and builds networks, who implements housing, and who operates services. The planning tools and national programmes described below provide a framework; they do not establish that any particular city has delivered integrated outcomes.

Start with one shared map and a citywide spatial plan
Make the same geography usable by every agency
The Town and Country Planning Organisation (TCPO) describes GIS-based master planning as using common georeferenced base maps and land-use maps. A shared map lets agencies compare proposed housing locations with existing and planned transport and utility networks. It is a practical foundation for coordination: decisions can be discussed against the same locations rather than incompatible maps, boundaries or assumptions.
TCPO’s GIS master-plan sub-scheme specifies creation of an urban database at 1:4,000 scale and GIS-based master-plan formulation. The scheme is scoped to 500 AMRUT cities and its TCPO page records a total cost of ₹515.00 crore. These are scheme design and financial details, not evidence that local infrastructure and housing were delivered in sequence or that residents gained better access to services.
Put land use and networks on the same planning base
For coordination, a city’s spatial evidence base should bring together the adopted land-use framework, existing and proposed housing areas, and the planned or operating networks that will serve them. At minimum, decision-makers should be able to see where development is expected and compare it with transport, streets, water, sewerage and drainage plans. This is a recommended coordination practice, not a claim that a single national rule requires every city to maintain a particular combined dataset.

The master plan should be prepared under the applicable State Town and Country Planning Act, as TCPO’s guidance describes. A common GIS base helps agencies test whether proposals fit the wider urban pattern, but it does not by itself resolve competing priorities, fund projects or confirm that a network has enough capacity. Those questions must be addressed in subsequent planning and delivery decisions.

Use local plans to turn city strategy into buildable areas
A citywide master plan provides an overall spatial framework. It cannot, on its own, settle the detailed land-use and infrastructure choices needed for each growth area. Local Area Plans (LAPs) and Town Planning Schemes (TPSs) can address local-area planning and land utilisation, linking the broad city direction to decisions that affect particular neighbourhoods and development sites.
AMRUT 2.0 includes support for LAPs and TPSs, with stakeholder consultation and optimum land use among the stated aims. Its operational guidelines describe handholding support for selected cities preparing these plans. The same guidelines also cover GIS master plans for Class-II towns with populations of 50,000–99,999. These are complementary planning tools: one establishes a broader spatial framework, while local-area processes can address how a particular part of the city is to be organised.
Use consultation to expose practical conflicts early
Consultation is most useful when it helps identify how a proposed area will function—not merely when it records comments after key choices have been made. Residents, landowners, service providers and implementing agencies may surface issues such as access routes, land-use conflicts or the timing of network improvements. The AMRUT 2.0 guidelines identify stakeholder consultation as part of the LAP/TPS sub-scheme; the exact process and responsible institutions should be checked against the relevant state framework and city arrangements.

Make transit access a housing-location decision
Housing location and transport planning are linked. A housing site planned far from public transport may leave residents dependent on long trips or transport that has not yet been delivered. Conversely, important transit corridors and nodes can be considered when deciding where development should be directed, provided pedestrian access and supporting infrastructure are planned as part of the same area.
A Ministry of Housing and Urban Affairs (MoHUA) parliamentary answer describes its 2023 Transit-oriented Development advisory as encouraging “pedestrian friendly cities” and promoting development along important transit corridors and nodes. That is the stated purpose of the advisory as reported in the answer. It is not evidence of a measured increase in affordability, ridership or service access in any city.
Check the walking connection, not only the distance to a station
When reviewing a housing location near transit, planners and project teams should examine whether residents can reach a stop or station through a continuous, usable pedestrian route, and whether streets and public spaces support that connection. A map can show proximity while concealing barriers such as disconnected streets or difficult crossings. Treating walkability as part of the location decision follows the advisory’s pedestrian-friendly aim; the specific design and approval requirements depend on applicable local rules.
Transit proximity should be considered alongside water, sewerage, drainage and street capacity. A corridor designation does not establish that these networks can serve added development, and a planned transit project does not guarantee that the service will be operating when homes are occupied. The city should therefore coordinate the housing proposal with the relevant agencies’ delivery schedules and capacity assessments before treating the location as ready for development.

Sequence housing and infrastructure before construction commitments
Once a location and its intended development pattern are clear, agencies need to translate the plan into an order of work. The following is a practical coordination method, not a quoted national requirement. It is designed to make dependencies explicit and reduce the risk of homes being completed ahead of the services intended to support them.
- Confirm the planned land use and housing proposal. Check the applicable citywide plan and local-area plan or scheme, then establish what housing is proposed, where it sits and which authority has responsibility for relevant approvals.
- Map the serving networks and transport links. Ask the responsible utility, road or transport agency to identify existing connections, planned works and the route by which the site will be served. Compare those plans on the shared GIS base.
- Test capacity and identify missing works. Have the relevant agencies assess whether water, sewerage, drainage, streets and transit can support the planned growth. Record required upgrades, approvals, funding decisions and dependencies rather than assuming a nearby network can serve new homes.
- Agree a coordinated delivery sequence. Set milestones for land-use decisions, enabling infrastructure, housing construction, service connections and access. Identify the agency accountable for each milestone and the dependencies that could delay it.
- Review readiness before occupation. Verify that the required connections and access are in place for the homes being occupied, and record unresolved service gaps. Construction completion alone is not a substitute for confirming operational readiness.
This sequence helps make construction planning more credible: a housing package can be scheduled against the works that make it usable, while infrastructure agencies can see which development decisions depend on their delivery. It also gives city leadership a way to identify a blocked dependency early—such as a missing approval or unfunded network upgrade—instead of discovering it after the housing schedule is committed.

MoHUA’s parliamentary answer states: “‘Land’ and ‘Colonisation’ are State subjects.” This is important context for national housing and planning programmes. Central schemes can provide frameworks, funding or assistance, but they do not remove state authority over land and colonisation matters or substitute for the agencies responsible for local implementation.
In practice, responsibilities vary among cities and states. Before a project moves forward, identify the responsible state planning authority, urban local body (ULB), development authority, utility and housing implementing agency. Confirm who has power to make each relevant decision, who funds and builds the work, and who will operate the resulting service. Do not assume that an agency’s name or role in one city maps directly onto another city’s institutional structure.

PMAY-U is the national urban housing programme through which MoHUA supplements state and Union territory efforts, according to the parliamentary answer. Its role should be understood alongside—not instead of—the authorities handling land, planning, infrastructure and local implementation. A housing sanction or programme target alone does not show whether roads and utilities are ready for the resulting homes.
Read programme figures as progress snapshots, not delivery outcomes
A 2024 MoHUA parliamentary answer reported that 461 cities across 35 States had been onboarded to the GIS master-plan scheme, 355 draft plans had been formulated and 208 plans finalized. These figures describe the progress reported in that answer; they are not a live status for October 2026, nor do they show whether the plans were implemented or coordinated with housing construction.
The same parliamentary answer reported PMAY-U figures as of 29 July 2024: 118.64 lakh houses sanctioned, 114.40 lakh grounded and 85.43 lakh completed or delivered. These are programme counts. They do not establish that those homes were coordinated with infrastructure projects, had all services available at occupancy, or improved affordability.

These figures describe announced programme scale and aims, not achieved delivery. MoHUA’s PMAY-U 2.0 guidelines page was last updated on 30 September 2026; the presence of current guidelines should not be mistaken for evidence of city-level implementation performance.
Measure whether residents receive coordinated development
Plan production and project announcements are useful milestones, but they do not answer the key delivery question: can residents use the housing with the services and access that were intended? City leaders can make accountability more meaningful by publishing a linked set of milestones that follows development from land-use decision through occupation.
- Planning: record whether the relevant citywide and local-area plans are in place and whether the housing location aligns with them.
- Infrastructure readiness: track the status of required water, sewerage, drainage, streets and transit works, including the agency responsible for each dependency.
- Housing delivery: distinguish approvals, construction starts and completed homes rather than reporting them as interchangeable stages.
- Service connections and access: report whether completed or occupied homes have the planned connections and usable routes to transport and streets.
- Resident outcomes: assess access and affordability separately from plan adoption and construction counts, using evidence appropriate to the question being measured.
TCPO’s guidance page lists the Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines 2014, Model Building Bye-Laws and GIS master-plan guidance. It describes URDPFI 2014 as an upgrade to the 1996 UDPFI guidelines and a framework for urban and regional plan formulation. These materials offer planning references; none of the programme counts or guidance described here establishes which city has the strongest integrated outcomes or proves a causal effect on affordability, travel or service access.
Quick Recap
