In UK public procurement, a highways framework sets up a route for eligible public authorities to procure future road maintenance and civil engineering work from appointed suppliers. The framework establishes the rules; a separate call-off contract, awarded for a particular need, normally defines what the supplier must deliver. Being appointed to a framework does not usually guarantee a supplier any work.
What a highways framework does
A framework is an arrangement that establishes terms and a process for contracts that may be awarded later. In highways procurement, it can define which authorities may use it, which suppliers are appointed, what kinds of work are covered, how work is divided into lots or regions, and how pricing and supplier selection will operate.

The distinction between the framework and the project contract matters. The framework creates the permitted route to market; it is not, by itself, the detailed contract for a road resurfacing scheme, bridge repair or other civil engineering job. When an authority has a specific requirement, it makes a call-off under the framework. The call-off contract records the project-specific requirements and obligations.

The Government’s procurement pathway says that in most cases a framework does not commit the authority to enter a call-off, although the framework terms can provide otherwise. Suppliers and buyers therefore need to check the actual framework documents rather than assume that appointment, a place on a lot or inclusion in a programme guarantees an order.

How a framework becomes a live highways contract
The process has two procurement points: first, the framework provider establishes the arrangement and appoints suppliers; later, an eligible authority uses the framework rules to award a call-off for a defined piece of work. The second stage turns a general supplier pool into a project-specific delivery decision.
- Set up the framework. The provider runs a procurement and defines its scope, lots, eligible buyers, pricing arrangements and award rules. Suppliers are appointed through this initial process.
- Confirm that the route fits. When a maintenance scheme or civil engineering need arises, the authority checks that it is an eligible user and that the framework’s scope and lot cover the requirement.
- Write the project requirement. The authority prepares the detailed call-off specification. The framework provider sets the route, but the buyer is responsible for specifying the work and, where appropriate, preparing a should-cost model.
- Complete proportionate checks. The buyer undertakes due diligence appropriate to the call-off, including relevant checks on supplier capability, exclusions and financial health where applicable.
- Apply the framework’s award mechanism. The authority follows the stated selection process. On a multi-supplier framework, it may run a secondary competition so eligible suppliers can respond to the defined requirement.
- Make the award and manage delivery. The successful supplier enters the call-off contract. The buyer then manages the project-level performance, KPIs, risks and supplier relationship.
A call-off is therefore a proportional procurement in its own right, not simply an instruction to whichever supplier happens to be available. The framework documents govern which route the buyer can use and how it must be applied.
How suppliers are selected for a call-off
Secondary competition
Where the framework provides for a competition, the authority defines the requirement and eligible framework suppliers compete for that particular call-off. This lets the buyer assess responses against the project need rather than treating the original framework appointment as an automatic award of every later job. The competition must follow the process and criteria set out in the framework documents.

Award without a further competition
A direct or non-competitive call-off is not a general shortcut. It is available only where the framework and applicable procurement rules allow it, and the required circumstances and objective mechanisms are met. A buyer should not choose a supplier outside the stated method merely because that supplier is familiar with the site or has delivered earlier work; the governing documents determine whether such a route is permitted.
The applicable procurement regime and the framework’s original setup matter. Buyers should establish which rules govern the arrangement and use the call-off process that was established for it. A process used under one framework should not be assumed to apply to another, even when both cover highways work.
What happens after a call-off is awarded
The call-off is where the requirements for the particular scheme become operational. It should translate the buyer’s need into a sufficiently detailed specification and establish the contract-level arrangements for performance, KPIs and risk allocation. The buyer retains responsibility for managing those obligations and the supplier relationship after award; using a framework does not transfer day-to-day contract management to the framework provider.

This makes the authority’s capability important both before and after award. A well-designed framework route cannot compensate for an unclear project specification, an unsuitable risk allocation or a buyer that cannot manage the resulting contract. As Andrew Forzani, Government Chief Commercial Officer, put it in the foreword to the September 2026 Framework Practice Guide: “A framework cannot achieve ‘value for money’ at its set-up stage if it is poorly executed at the call-off stage.”

Frameworks can use different ordering structures and contract forms. National Highways’ Scheme Delivery Framework and Concrete Roads Framework illustrate how a framework can lead to further package-level and work-level instructions, but their arrangements are specific to those frameworks rather than universal rules for highways procurement.
| Framework example | How work is organised | Contract form and qualifications |
|---|---|---|
| National Highways Scheme Delivery Framework | Design services, construction works and a community allowance are collated into a programme for each supplier on each lot and communicated through a Package Order. Individual work is instructed through Work Orders. A Package Order does not guarantee that every included item will receive a later Work Order. | Work Orders use NEC4 Engineering and Construction Contract (ECC) or Professional Service Contract (PSC). Planned design and works use an Option C Work Order. At the client’s discretion, design may use Option E; specified activities—including mobilisation, community, early contractor involvement and rapid response—also use Option E. |
| National Highways Concrete Roads Framework | Works are called off through client-instructed Work Orders. The arrangement describes an annual package of schemes and permits ad-hoc or ancillary work to be issued as amendments to those orders. | Work Orders use NEC4 ECC. These are the stated terms of this framework example, not a rule for every concrete or highways contract. |
| Northern Ireland Department for Infrastructure Major Civil Engineering Works Framework | The stated scope covers roads and civil engineering projects valued between £5 million and £450 million. | NEC4 is used for the framework and call-off contracts. The value range and contract-form detail belong to this particular framework. |
These examples show why buyers should read the framework’s own ordering and contract documents. A programme, package order or work order can have a specific role within one arrangement, but the names and steps should not be carried over to a different framework without checking its terms.

How to assess whether a framework suits the work
A framework should be evaluated against the authority’s actual requirement and its ability to run the call-off. A broad description such as “highways” is not enough to establish fit: scope, lots, geography, supplier capabilities, pricing and award method all affect whether the arrangement is usable for a particular scheme.
- Scope and lot structure: Check that the relevant maintenance or engineering work is covered and that the lot structure fits the work’s geography, type, value or required delivery capability.
- Buyer eligibility and reach: Confirm that the authority is named or otherwise eligible to use the framework and that its geographic coverage is suitable.
- Supplier capability and competition: Review whether appointed suppliers have the capabilities the work needs and whether the competition or other permitted call-off method gives the authority a workable selection process.
- Term and regulatory origin: Establish the framework’s duration and the procurement regime under which it was set up. These details affect whether the arrangement remains available and which rules apply.
- Pricing and transparency: Understand how prices are set or evaluated at framework and call-off stages, and whether the available pricing information supports the authority’s assessment of the requirement.
- Provider costs and governance: Check whether a provider levy applies, what it funds, and whether the provider has the operational capacity to support the arrangement.
- Supplier coverage and SME participation: Review the supplier pool, including the presence of small and medium-sized enterprises, against the work and delivery model the authority needs.
- Buyer capacity: Make sure the authority can prepare a sound specification, follow the award process, allocate risk appropriately and manage performance through delivery and exit.
These checks are connected: a framework with a suitable lot but an unsuitable call-off method, unclear pricing or insufficient buyer capacity may still be a poor route for a particular project. The September 2026 Government Commercial Function Framework Practice Guide says that a large proportion of UK public procurement spending is channelled through frameworks and gives a figure of £400 billion. That is the guide’s estimate; it has not been independently validated here and should be attributed to the guide rather than treated as a separately verified total.
Common mistakes that undermine delivery
Assuming appointment guarantees a workload
Framework appointment gives a supplier access to an opportunity under the framework rules, not necessarily a minimum volume of work. Even where a framework identifies packages or programmes, its terms determine whether those items are committed. The Scheme Delivery Framework’s warning that a Package Order does not guarantee a subsequent Work Order is a concrete example of why each stage must be read separately.

Treating a framework as the project contract
The framework establishes the procurement route and terms for future awards; the call-off sets the specific obligations for the job. If the project specification, KPIs, risk arrangements or performance management are left vague because the buyer assumes the framework has already settled them, the call-off may not give the parties the clarity needed to deliver the scheme.
Using a call-off method the documents do not permit
A buyer cannot assume it may award directly, run any competition it prefers or select a supplier by informal rotation. It must apply the award route stated in the framework and satisfy the conditions for that route. Where the terms do not support the proposed method, the authority should not treat it as available simply because it seems administratively convenient.
Assuming contract forms and order labels are universal
NEC4 ECC, PSC, Option C, Option E, Package Orders and Work Orders appear in the cited National Highways examples. The details differ even between those examples, and they should not be presented as standard requirements for every highways framework. The relevant framework documents and call-off contract determine the applicable form and instructions.
Who is responsible at each stage?
| Stage | Main responsibility |
|---|---|
| Framework establishment | The provider defines scope, lots, eligible buyers, pricing arrangements and award rules, then appoints suppliers through the procurement. |
| Call-off preparation and award | The buyer confirms eligibility and fit, prepares the detailed specification, carries out proportionate due diligence and applies the permitted selection procedure. |
| Call-off contract management | The buyer manages the project-level KPIs, risks, performance and supplier relationship; the call-off provides the detailed obligations for the scheme. |
For authorities, that division is a practical test of readiness: choosing a framework is only one decision. The buyer also needs the technical and commercial capability to define and manage the particular work that follows.
What the evidence does—and does not—establish
The framework principles and examples here concern UK public-sector practice, with official guidance current to 9 October 2026. Frameworks vary by buyer, lot, work type, date and procurement regime. The examples explain particular operating models; they do not establish live supplier lists, exact current values or end dates for every framework. Authorities should verify those details in the governing documents for the framework they intend to use.
