How Highway Construction Can Affect Home Values, Noise, and Access

Highway construction can bring temporary detours and noise, while the completed road may change access and traffic exposure. Effects on value depend on the property and local evidence, not a universal percentage.

Highway construction can disrupt a home temporarily, while the finished project can change its long-term noise exposure, travel options, and appeal to buyers. A nearby highway does not automatically raise or lower a home’s value: the outcome depends on the project, the property’s position and access, local buyer preferences, and comparable sales. There is no reliable percentage that can be applied to every home.

Separate construction impacts from the finished highway

A highway project can affect a property in two distinct periods. During construction, work zones, detours, traffic circulation changes, and noise may make daily routines less convenient. Those effects can vary as crews move between phases, and they may not describe conditions once work is complete.

After construction, the road may change travel convenience or local connections. At the same time, traffic exposure and the property’s relationship to the road may change. A household might gain a more direct route to destinations while facing more traffic noise, or lose a convenient turn or driveway approach even if regional travel improves. These outcomes can coexist; “better access” does not mean every trip becomes easier or every nearby property becomes more attractive.

For a buyer or owner, the useful question is not simply whether a home is near a highway. It is what changes at this specific property, at each project stage: which routes remain usable, what noise is expected, and how the completed design changes exposure and access.

How those changes can influence home value

Home value is not adjusted by a universal highway-construction formula. Buyers may weigh travel convenience against noise, visibility, neighborhood circulation, or the ease of reaching a driveway. The effect on a particular sale depends on which of those factors matters in that market and how the property compares with alternatives buyers can actually choose.

Temporary construction inconvenience and the permanent road configuration should be assessed separately. A difficult detour during one phase is not automatically a lasting value loss. Conversely, a project’s completion does not guarantee that short-term disruption is the only concern; the final traffic pattern and noise exposure may remain relevant.

  • 【Digital LCD Display 】 The digital display is a 4-digit LCD display with a resolution of 0.1 dB. Backlit LCD digital display, the reading effect is clearer in dark places. When the battery is low, the LCD display will display a low voltage icon, indicating that the power is low at this point and the battery needs to be replaced.
  • 【Convenient and Lightweight 】Tadeto sound level meter is lightweight and easy to carry. It's widely used in factories, transportation, car, baby room and audio system offices, sound quality control in homes, schools, and construction sites.

Historical studies illustrate why a single percentage is misleading. A Washington State Department of Transportation study from 1980 examined four residential areas. It reported property-value increases of 12 to 15 percent in areas where the highway substantially increased accessibility, while also reporting a partial offset for the closest houses associated with highway noise. The study abstract reported that noise offset as 0.2 percent to 1.2 percent per 2.5 dBA increase. Those are findings for the study locations and method, not a forecast, appraisal adjustment, or price formula for another home.

A separate Virginia Transportation Research Council study from 1980 examined 413 transactions. Its abstract reported that one of five noise measures was statistically significant only for houses in Northern Virginia; in Tidewater, results were not statistically significant except at low confidence levels. The difference between the locations underscores that results can depend on place and measurement, rather than establishing a general noise discount.

More recent evidence remains limited in what can be concluded from the summaries available. An abstract titled “Limited impact of roadway construction and traffic congestion on nearby housing prices” reports small average price increases near congestion-reducing road improvements, but the abstract does not establish a precise effect size here. A 2026 Virginia Transportation Research Council report summary concerns commercial, not residential, property: it compares assessed values around 30 Virginia Department of Transportation reconstruction projects across 16 counties and three independent cities. The analysis covered 91 commercial properties fronting projects and 67 nearby properties that did not front them. It reports some evidence of a small negative correlation between reconstruction work and assessed-value growth, with a model limitation. Neither result supplies a residential estimate for an individual house.

Evidence What it reports What it can—and cannot—tell a homeowner
Washington State Department of Transportation, 1980; four residential areas 12–15% property-value increases where accessibility substantially improved; for the closest houses, a reported partial noise offset of 0.2–1.2% per 2.5 dBA increase Shows access benefits and noise costs can occur together in those locations. Not a current or transferable valuation formula.
Virginia Transportation Research Council, 1980; 413 transactions One of five noise measures was statistically significant only in Northern Virginia; Tidewater findings were not statistically significant except at low confidence levels Shows results varied by location and measure. It does not establish a universal noise penalty.
Recent study abstract on roadway construction and congestion Reports small average price increases near congestion-reducing road improvements; a precise effect size is not established in the abstract Suggests a possible average effect in the studied setting, not a prediction for a specific property.
Virginia Transportation Research Council, 2026 report summary; commercial properties near 30 reconstruction projects Some evidence of a small negative correlation with assessed-value growth in a comparison of 91 fronting and 67 nearby non-fronting commercial properties; the model has a limitation Commercial-property evidence, not a residential estimate or proof that construction caused a particular home’s value change.

What to expect from construction noise and traffic noise

Construction noise is tied to work activity and project phase; traffic noise concerns the road’s ongoing operation. They should not be treated as the same measurement or assumed to last for the same period. The Federal Highway Administration (FHWA) says construction noise should generally be addressed qualitatively in proportion to the scope of a highway project, though prediction may be used when warranted. Its Roadway Construction Noise Model is a screening tool, not a required model for every federally aided project.

For traffic noise, FHWA describes an impact in relation to projected levels and the project’s analysis criteria. Its guidance states: “A traffic noise impact occurs when either of the following conditions exist: (1) The projected traffic noise levels approach or exceed the noise abatement criteria (NAC) shown in Table 9, or (2) The projected traffic noise levels substantially exceed the existing noise levels in an area.” This is language from FHWA guidance for the relevant project analysis; it is not a promise that every nearby property will be treated as an impact location.

FHWA also says there is no single mandated definition of a substantial increase over existing noise levels; state agencies use different approaches. For federally aided Type I projects, noise abatement must be considered when an impact is expected. Agencies assess feasibility and reasonableness, including the views of benefited residents and property owners. “Considered” does not mean a barrier is guaranteed or that it will eliminate sound.

A barrier’s effectiveness depends on features such as height, length, terrain, openings, and placement. It can be less effective for a home above the road or overlooking it. Ask which locations were modeled and what mitigation is proposed for them rather than assuming a barrier will solve every exposure. Caltrans also identifies highway transportation noise and vibration, including construction-related concerns, as subjects of agency analysis and guidance; this identifies issues to evaluate, not a predetermined outcome for every project.

How to check whether access will change

Access can change in stages. A driveway might remain open while a nearby turn, intersection, or route is altered; a signed detour may add travel or require a different approach. FHWA work-zone guidance identifies resident access, noise, and possible property or land-value decreases among community concerns, and describes outreach and construction management as ways to identify and address local conditions. Caltrans community-impact guidance likewise lists construction-related detours, bypasses, circulation changes, and property-value changes as potential impacts. These are matters to check in the project record, not proof that a particular home will experience them.

Request the phase-by-phase access plan, not only a map of the completed road. Check whether the plans identify driveway closures, temporary access arrangements, detours, turning restrictions, and the duration or phase for each restriction. If a posted plan does not match what is happening at the property, use the agency’s project contact process to report the location and ask what access arrangement applies.

A practical review before buying, selling, or refinancing

  1. Find the project record. Ask the responsible state Department of Transportation (DOT) or project agency for the environmental document, noise analysis, construction schedule, access and detour maps, and proposed mitigation. Confirm that documents address the relevant project alternative and identify which locations were modeled.
  2. Map the property against the plans. Note the home’s distance and orientation relative to the road, the driveway and usual routes, and any nearby changes shown in the construction phases or final design. A broad project map may not answer a property-level access question.
  3. Track phase-specific conditions. Record which routes and driveways are affected during each phase and distinguish a temporary restriction from the planned completed layout. Ask the project contact who handles access problems and how to report a discrepancy.
  4. Observe noise under comparable conditions. If practical, visit or observe at different times and under representative traffic conditions. Keep construction-period observations separate from ordinary post-project traffic; a brief visit during unusual work activity is not a full picture of either.
  5. Document any sound readings carefully. A sound level meter may help record relative readings at the property. Keep the date, time, location, and conditions with each reading. A consumer device is not a substitute for a qualified project noise analysis, and do not characterize a reading as regulatory-grade unless the device and method support that claim.
  6. Assess value with local evidence. For a valuation decision, compare recent local sales on the same axes: project stage, access route, noise exposure, property orientation, and mitigation. Disclose the specific project conditions rather than applying a percentage from an older study.
  7. Get specialist help when the decision warrants it. A locally qualified appraiser can examine sales evidence; an acoustics professional can assess the actual property and project record. Their usefulness depends on the question being asked and the records available.

Questions the project documents should answer

  • What construction phases are planned near the property, and when are access arrangements expected to change?
  • Which driveway, turning, or detour restrictions apply, and how long does each phase last?
  • What existing and projected traffic-noise conditions does the analysis describe, and which points or locations were modeled?
  • Does the agency identify a traffic-noise impact under its applicable criteria? If so, what abatement was considered, and how were feasibility, reasonableness, and benefited residents’ views addressed?
  • What mitigation is proposed, where would it be placed, and what limitations follow from terrain, height, openings, or the property’s elevation?
  • Who is the agency contact for a mismatch between the published access plan and conditions in the field?

Answers should come from the actual project record and the property’s circumstances. If those materials do not establish a property-specific noise or value outcome, treat that outcome as uncertain rather than filling the gap with a historical percentage.
