Heat-pump subsidies can reduce the amount you pay for installation, but there is no universal “after-rebate” price. Your result depends on the itemized quote, property location, household income, equipment and project eligibility, program funding, installation date, and how each incentive is treated for tax purposes.
For a 2026 installation, do not include the federal Section 25C homeowner credit in your budget: the Internal Revenue Service says it is unavailable for property placed in service after December 31, 2025. State, tribal, utility, and local assistance may still lower the bill, but the active rules must be checked for the home before you sign a contract.

Show any tax benefit separately. A tax credit is claimed later and may be affected by the rebate that reduced your project cost. It is not interchangeable with an instant discount at the time of installation. For a 2026 project, the former federal Section 25C heat-pump credit is not an available tax benefit.
ENERGY STAR displays a heat-pump installation range of $10,000–$25,000 on a sample ZIP-code page accessed in 2026. That is a displayed local range, not a national average, guaranteed price, or quote for your home. Electrical work, duct or distribution changes, permits, controls, removal of old equipment, site access, and the system design can move a project outside that range.
What changed for federal incentives in 2026?
Section 25C is no longer available for new 2026 installations
The former Energy Efficient Home Improvement Credit generally covered 30% of qualifying expenses. Heat pumps, heat-pump water heaters, and biomass stoves or boilers shared a separate $2,000 annual limit. The IRS now states that the credit is not allowed for property placed in service after December 31, 2025. An installation completed by that deadline and a system placed in service during 2026 therefore cannot be treated the same way.
Older articles may show a $2,000 heat-pump credit or examples that combine it with other home-improvement limits. Those figures describe the prior rules and should not be deducted from a 2026 quote. The installation date, rather than the date you requested a quote or paid a deposit, is critical to the former credit’s cutoff.

HEAR can provide a large rebate where a state or tribe offers it
The current HEAR program summary lists up to $8,000 for an eligible space-heating or cooling heat pump. That is a maximum potential rebate, not a promised discount. The amount is limited by the eligible project cost, household income, equipment and project rules, state implementation, available funds, and any required pre-approval or contractor process.
For the income bands in the program summary, a household below 80% of area median income (AMI) may receive support covering up to 100% of eligible project cost. A household at 80%–150% of AMI may receive no more than 50% of eligible cost. States can adopt narrower terms and do not have to offer every covered option. Homeowners and renters may be covered applicants where the state program permits it, but the property and project still have to qualify.
The same summary lists up to $1,750 for a heat-pump water heater and a $14,000 combined HEAR maximum across covered categories. The combined ceiling is not a $14,000 rebate for one space-heating heat pump; it includes relevant program categories and remains subject to each state’s rules and the actual eligible cost.

The HOMES pathway is generally tied to modeled or measured household energy savings. The Department of Energy lists potential heat-pump rebate pathways of up to $8,000, but that figure does not establish that your state has launched the program, that funds remain, or that your project will qualify. State, utility, and local assistance can change the result
State, tribal, utility, and local programs may offer rebates, buy-downs, or other direct help. Utility territory matters: two homes in the same state can have different offers, while a local program may impose income, fuel-switching, equipment-certification, or application-window requirements.
Use an incentive lookup by ZIP code, then confirm the result with the program administrator or utility before relying on it. A search result can be outdated, paused, fully subscribed, limited to a particular equipment class, or contingent on pre-approval. The available evidence does not establish one nationwide utility rebate or an active incentive for an unspecified location, so a precise net price cannot be calculated without your address and project details.
How rebates and tax credits interact
Different forms of support do not always stack dollar-for-dollar. The IRS explains: Rebates generally represent a reduction in the purchase price or cost of property, so the tax credit amount must be reduced by the amount of the rebate.
The IRS Energy Efficient Home Improvement Credit general-questions FAQ was updated January 17, 2025.
A purchase-price rebate normally reduces the costs used to calculate a credit. Utility subsidies generally cannot support a federal credit for the portion of the project paid with that subsidy. State energy-efficiency incentives may have different federal treatment; whether they reduce credit-eligible costs depends on the facts and whether the payment is treated as a rebate under federal tax law.

For a 2026 installation, the Section 25C credit is unavailable regardless, but the cost-basis issue still matters when reviewing older installations, another applicable tax provision, or a state tax benefit. Ask the program administrator and a tax professional how the specific payment is classified rather than assuming every incentive can be subtracted and then credited again.
Compare incentive pathways before signing
| Support type | How it affects cash flow | Key eligibility checks | What to verify before budgeting |
|---|---|---|---|
| HEAR rebate | Potential direct reduction, often administered through a state or approved process | AMI band, applicant status, eligible equipment, project cost, state rules, funds and application timing | Whether the state is open, the exact approved amount, pre-approval requirements, and whether the installer participates |
| HOMES rebate | Potential direct support tied to modeled or measured energy savings | State or tribal launch, savings methodology, project scope, verification, and program thresholds | Whether your jurisdiction offers it and how savings must be documented |
| Utility rebate or buy-down | May reduce the invoice or be paid after installation | Utility territory, account status, equipment certification, existing fuel, contractor and timing rules | Current program status, application deadline, payment timing, and treatment of subsidized costs |
| Former federal Section 25C credit | Claimed on a tax return rather than deducted at installation | Only relevant to qualifying property placed in service by December 31, 2025 under the prior rules | Do not include it for property placed in service after that date |
| State or local incentive | May be a rebate, grant, tax benefit, or installer discount | Program-specific income, location, equipment, application, and tax rules | Whether it is treated as a purchase-price rebate and whether it changes another benefit’s cost basis |
A step-by-step way to estimate your net installation cost
- Identify the installation year and place-in-service date. Ask the contractor when the system will be operational and placed in service. If that date is after December 31, 2025, exclude the former federal Section 25C heat-pump credit.
- Request an itemized quote. Require separate lines for indoor and outdoor equipment, labor, electrical upgrades, refrigerant or line-set work, duct or distribution modifications, controls, permits, inspections, disposal, and any required structural or site work.
- Record the project facts programs use. Note the property ZIP code, owner or renter status, household size and AMI documentation, existing heating fuel and equipment, proposed model numbers, efficiency or certification information, and whether the project is a replacement or a new system.
- Check the state or tribal HEAR and HOMES administrators. Confirm that enrollment is open, funds remain, your applicant category is covered, the selected equipment is eligible, and the program accepts your project scope. Ask whether approval must be obtained before ordering or installation.
- Check every utility and local program separately. Use the utility’s current customer portal or program administrator, not an old contractor flyer. Confirm service territory, application windows, required forms, inspection rules, and whether the payment is issued to you or applied by the installer.
- Obtain written incentive confirmation. Keep an approval notice, reservation number, or administrator email that states the amount and conditions. A contractor’s estimate of a “possible” rebate is not the same as an approved benefit.
- Apply the confirmed direct reductions to the quote. Subtract only amounts that are confirmed and applicable to this project. Do not subtract an advertised maximum when the program caps the payment at a percentage of cost or has not approved the job.
- Review tax treatment before filing. Keep the final invoice, rebate statement, proof of payment, model certification, and place-in-service date. If another tax benefit is potentially available, determine whether a rebate or utility subsidy reduces its eligible cost.
Which parts of the quote subsidies may cover
Program definitions determine whether an incentive applies to the entire contractor invoice or only selected costs. A qualifying heat-pump rebate may be calculated against eligible equipment and associated work, while a program may exclude unrelated remodeling, premium finishes, emergency repairs, or work outside the approved scope.
- Equipment: indoor and outdoor units, heat-pump water heaters where covered, and required controls.
- Installation labor: only when the program definition includes it.
- Electrical work: panel, wiring, disconnects, or circuits may be eligible in one program and excluded in another.
- Distribution changes: ductwork, registers, refrigerant lines, or hydronic modifications may have separate limits.
- Ancillary work: permits, inspections, removal, disposal, structural supports, and weatherization may be treated differently from the heat-pump equipment itself.
Ask the contractor to map each line item to the program’s eligible-cost definition. This prevents a quote from appearing to qualify for a percentage-based rebate when only part of the invoice is covered.
Common budgeting mistakes and how to correct them
Subtracting the largest advertised number
An “up to $8,000” HEAR figure is bounded by project cost, AMI, state rules, equipment eligibility, and funding. Correct the budget by using the lower of the confirmed program amount and the eligible-cost limit, then obtain written approval.

Using an old federal-credit article
Many explainers still describe the former 30% credit and $2,000 heat-pump cap. Check the place-in-service date against the IRS cutoff and remove that credit from a 2026 calculation.
Assuming every incentive stacks
A utility subsidy may reduce the costs that could support a credit, and a purchase-price rebate generally reduces credit-eligible costs. Ask how each payment is classified and document the answer.
Confusing equipment price with installed cost
A low equipment-only number can omit electrical capacity, duct changes, permits, controls, removal, and commissioning. Compare complete, itemized installed quotes on the same scope.
Recommended Free Tools
Waiting until after installation to ask about pre-approval
Some programs require an application, reservation, energy assessment, approved contractor, or inspection before work starts. Confirm the sequence in writing before equipment is ordered.
Treating a sample ZIP-code range as a promise
The $10,000–$25,000 ENERGY STAR range is displayed for a sample ZIP-code page accessed in 2026. It is not a national average or a guaranteed price for your property. Use your own itemized quote for the calculation.
What to ask a contractor and program administrator
- What is the complete installed price, including electrical, distribution, permits, removal, controls, and commissioning?
- Which exact model numbers and performance ratings will be installed, and do they meet the program’s equipment rules?
- Is the quoted incentive approved, reserved, or merely estimated?
- Who submits the application, and by what date?
- Must work, inspection, or payment occur within a defined window?
- Does the program pay the homeowner, the contractor, or the utility account?
- Which line items are eligible, and which are excluded?
- Can another utility, state, or local incentive be used, and does it change the cost basis for any tax benefit?
- What happens if funds run out, the project fails inspection, or the final scope changes?
When can you know the real after-subsidy price?
You can calculate a reliable net upfront amount only after you have an itemized installed quote and written confirmation of each direct incentive. Until then, the best answer is a range of possible outcomes rather than a single number. The decisive missing facts are the home’s state and utility territory, household AMI, system design and equipment, installation date, eligible project cost, and program funding status.
For 2026, build the first version of your budget without Section 25C. Add a HEAR, HOMES, utility, or local reduction only after the administrator confirms that the project qualifies and explains the payment and stacking rules. Keep tax savings, if any other provision applies, in a separate line from the cash you must bring to the installation.
