A new-build home needs two separate investigations: an independent inspection of the physical work, and due diligence on whether the developer can finish, remedy defects and meet the contract. A mortgage valuation is not a substitute for either. Commission a qualified snagging survey, obtain the building and warranty records, and have a local conveyancer test delay, change and long-stop provisions before you exchange contracts.
What you are actually assessing
“Well built” is not established by a show home, a sales rating or a valuation. Construction quality is evidenced by the work itself and by records showing that it was designed, inspected and certified correctly. Delivery risk concerns the developer’s programme, finances, contracts and ability to put defects right. Treat the two questions separately, then bring the evidence together before committing.

- Construction quality: workmanship, materials, water-tightness, services, safety, compliance and completion.
- Delivery risk: the realistic completion date, rights if the design or specification changes, the developer’s financial resilience, warranty arrangements and remedies if the project stalls.
Rules on surveys, warranties, cooling-off periods, building control, insolvency and remedies differ between jurisdictions. The examples below identify the relevant country or region; a locally qualified surveyor and conveyancer must confirm what applies to your purchase.

Documents to request
- Approved planning drawings, working drawings and the full specification, including brands or performance standards where they are part of the bargain.
- The estimated completion date, construction programme and any stated handover or notice procedure.
- Building-control or building-regulation approvals, inspection records and the certificate expected at completion.
- The developer’s final quality-assurance or completion checklist.
- Warranty provider, policy wording, exclusions, claim deadlines and evidence of the provider’s financial standing.
- Consumer-code documents, complaint and aftercare procedures, and escalation routes.
- Guarantees and manuals for installed equipment, plus appliance registration information where relevant.
Compare every promise in the sales particulars with the contract and specification. If a feature is important—such as a room dimension, energy system, parking space, flooring, appliance or landscaping standard—it should be described precisely in the contract rather than left as a sales representation.
Questions for the conveyancer
- Can you inspect after the home is substantially complete and before completion, and does the contract require the developer to permit access?
- What notice must the developer give to require completion, and what happens if the estimated date slips?
- Can the developer substitute materials, alter layouts or change communal works? What notice and consent rights do you have?
- When does the mortgage offer expire, and who bears extra valuation, rebooking, storage or temporary-accommodation costs?
- Is there a long-stop date after which you can cancel and recover your money? What trigger, notice method and refund timetable apply?
- What happens to deposits and other payments if the developer becomes insolvent?
GOV.UK recommends understanding what happens if completion is delayed and recording a long-stop date. Have local counsel check that the clause is enforceable in your jurisdiction and that it covers both construction delay and failure to give the required notice.
Choose and brief an independent inspector
Independence matters. The inspector should not be employed by the developer, sales agent, lender or warranty provider whose decision could be affected by the findings. Ask about professional qualifications, relevant new-build experience, insurance, licensing requirements in your area and whether the report will identify items outside a visual inspection. Obtain a written quote showing the property size, inspection stage, access assumptions, report format and any extra charge for return visits or specialist testing.

Give the inspector the signed contract, approved plans, specification, permitted-equivalent schedule and any purchaser options. Ask the inspector to flag missing information rather than silently assuming that an installed product is acceptable. A useful report separates observed facts from recommendations, identifies inaccessible areas and states whether further tests by an electrician, gas engineer, fire specialist or structural engineer are needed.
Inspect construction independently
GOV.UK warns that a valuation may not include a physical inspection and does not protect you if something goes wrong. Arrange a survey suited to a new build; for a near-complete property this is usually a professional snagging survey by an independent building consultant, not a person employed by the developer.
During construction, where access is allowed
Consumer Affairs Victoria says an independent consultant can check stage work against contract requirements and advise on quality and progress. Agree the permitted stages with the developer, then:
- Give the consultant the signed contract, drawings, specification and any permitted-equivalent schedule.
- Record the inspection date, construction stage, weather and areas that were inaccessible.
- Compare dimensions, materials, locations of services and visible workmanship with the documents.
- Photograph conditions with a date reference and identify the drawing or clause concerned.
- Obtain a written report stating what is compliant, incomplete, inaccessible or requires specialist testing.
Do not open walls, energise services or enter restricted areas yourself. The consultant should coordinate any intrusive or specialist test with the developer and relevant authority. If a stage inspection finds concealed work that cannot be checked later, ask for the developer’s inspection record, photographs and sign-off before the work is covered.

Before completion: the snagging survey
GOV.UK defines snagging issues as “defects or unfinished pieces of work in a new build home.” Commission the survey after construction is substantially complete but before completion if access is available. A useful schedule identifies the exact location, condition, required remedy, responsible party and target date for every item.

NHQB distinguishes snags from defects and provides a buyer checklist. Use its distinction in your correspondence: an unfinished item at handover is not the same as a fault that appears later, even though both should be logged and tracked.
Inspect in daylight and, where safe, under the normal artificial lighting used in the rooms. Check each elevation, roof space and service cupboard that is accessible; note standing water, condensation, unusual smells, rattling equipment and signs of hurried finishing. Do not assume that a repeated defect in several rooms is several unrelated snags: identify the pattern so the developer investigates the underlying cause.

Send the developer a dated schedule, attach the report and photographs, and request a written response to each line. Require an owner, proposed remedy and target date, and keep the developer’s acknowledgement.
At handover
Do not rely on a verbal promise that “the team will return.” If you accept keys while work remains, record the outstanding list, access arrangements, remedy dates and the effect of non-completion on any retained money or contractual rights. Collect:
- Building-control or building-regulation completion documents and inspection records.
- The warranty certificate and policy terms.
- Operation and maintenance manuals, appliance guarantees and commissioning records.
- Meter readings, keys, access codes and emergency contacts.
Test each room systematically before moving furniture in. Run taps and showers, flush toilets, operate heating and ventilation in every mode, test sockets and lights with appropriate equipment, check windows and doors, and photograph meter and equipment readings. A professional should perform electrical, gas, fire or specialist tests where required; never improvise a hazardous test.
Walk the boundary and communal areas included in your bargain. Confirm the parking or storage space, bin store, fencing, paths, drainage falls, landscaping and access controls against the plan. If external works are incomplete because of weather or a later phase, obtain the programme, responsible party and completion standard in writing. Ask when shared systems such as lifts, gates, heating networks or alarm panels will be commissioned and who maintains them in the interim.
After handover
Notify the developer and, where appropriate, the warranty provider in writing. Keep the original survey, photographs, dates, receipts and every response. Follow policy deadlines and the contract’s complaint steps. Depending on location, escalation may include mediation, arbitration, an ombudsman, a consumer code process or a statutory claim.
Keep a defect diary after occupation. Record when a fault first appeared, whether it is intermittent, any temporary measure taken and every missed appointment. Do not carry out permanent repairs that could prevent the developer or warranty inspector from examining the cause without first giving notice, except where an emergency requires immediate action to protect people or property.
Assess the developer, not just the house
Published satisfaction is a population signal, not evidence that your plot is defect-free. A UK House of Commons Library briefing published in 2022, reporting a 2020/21 survey, found 89% of respondents were very or fairly satisfied with overall new-home quality and 91% said they would recommend their builder to a friend. The same briefing records continuing concerns about defects and redress. Use those figures as context, then investigate the particular development and developer.

Evidence worth checking
- Completed developments of similar type and age: visit if possible and ask residents about recurring defects, communication and repair times.
- How complaints are logged, who owns aftercare and whether promised dates are met.
- Warranty provider, policy wording, claims history information available to you and the provider’s financial standing.
- Planning conditions, building-control status and whether required infrastructure or communal works are funded and programmed.
- Construction financing signals, continuity of the main contractor and key subcontractors, and whether work has repeatedly stopped.
- The developer’s history of specification substitutions, delayed handovers, insolvencies or dissolved project companies.
Ask for factual answers and documents rather than assurances. A polished sales office cannot establish that certification, funding or aftercare is in place. Check whether the legal seller, landowner, contractor and warranty beneficiary are different companies; your conveyancer can explain which entity owes each obligation and whether a parent guarantee or other security exists.
When comparing two developments, use the same inspection scope, document list and questions. Compare like-for-like geography, build type, age and warranty regime. A high satisfaction percentage from one region is not directly comparable with a complaint statistic from another, and a newer scheme has had less time for latent defects to emerge.
Understand warranty cover and its limits
Warranty protection is not a promise that every imperfection will be repaired. The Federal Trade Commission describes a builder warranty as cover that comes with new-home construction or a remodel. Its consumer guidance says common arrangements include one year for workmanship and materials, two years for heating, ventilation, air-conditioning, plumbing and electrical systems, and sometimes ten years for major structural defects. These are common patterns, not a universal entitlement.
Typical exclusions can include appliances, minor cracks, ordinary shrinkage, cosmetic issues and temporary-accommodation costs. Exact cover, definitions, deductibles, notice periods and dispute routes depend on the policy and location. Read the policy before exchange and identify who is liable during each period.
In the UK market framework discussed in a 2022 competition-and-consumer study, the first two years are generally the developer-liability period, while consumer-code obligations vary with the warranty provider. That framework does not replace the wording of your own warranty or statutory rights.

How to make a stronger claim
- Describe the defect, location, date discovered and effect on use or safety.
- Attach dated photographs, the independent report and relevant contract or specification extracts.
- Send the notice through the method required by the developer and warranty policy, retaining proof of delivery.
- Request an inspection and a written decision with the remedy and completion date.
- Escalate through the stated complaint, mediation, arbitration, ombudsman or statutory route if the deadline passes.
Before buying an extended or separate policy, compare its insured party, commencement date, exclusions, excess, claims administrator and financial backing with the developer’s warranty. Confirm whether making a claim affects any other remedy and whether you must use the developer’s internal process first.
Manage delay, design changes and insolvency risk
An estimated finish date is not the same as a contractual obligation. Review the programme realistically: planning conditions, labour and subcontractor continuity, material lead times, utility connections, testing and final certification can all affect handover.
Long-stop protection
A long-stop clause should state the event that starts the clock, the final date, how you give notice, whether you can cancel without penalty, how deposits and interest are refunded, and what happens to incentives or reservation fees. Keep mortgage-offer validity and temporary-accommodation costs in the same calculation. If the contract has no meaningful long-stop or makes cancellation entirely discretionary, ask your conveyancer to explain the exposure before exchange.
Maintain a written timeline of every promised date, notice and extension. Ask for evidence when an extension is attributed to an event outside the developer’s control, and check whether the contract permits repeated or unilateral extensions. Reconfirm your lender’s valuation and mortgage conditions if the price, layout, energy system or completion date changes. Budget for possible rebooking, storage, rent, insurance and travel costs without assuming the developer will reimburse them.

Specification and design changes
Off-plan buyers should check their rights when construction is delayed or the design changes; NSW guidance specifically flags both issues. Require the developer to identify proposed substitutions, explain why they are needed, and confirm whether quality, performance, dimensions, appearance or value changes. The contract should say when your consent is required and what remedy applies if an alteration is material.
Compare the final measured rooms, window positions, appliance models, heating controls and external appearance with the approved plans. A substitution described as “equivalent” should be assessed against objective performance and warranty criteria, not just a similar photograph. Record objections promptly and ask for an amended specification or side letter rather than relying on an email from a salesperson.
If the developer fails or becomes insolvent
Ask how your deposit is protected, whether a separate project company owns the land, which warranty or statutory scheme responds, and whether another contractor can complete the work. A warranty may cover particular defects without covering all completion losses. Your conveyancer should identify insolvency priority, termination and refund rights under local law; do not assume a sales promise protects funds.
If work stops, preserve the contract, payment evidence, notices, photographs and all communications. Do not agree to transfer your contract, pay a new entity or accept a replacement specification until independent legal advice confirms the effect on deposit protection, warranty rights, title and completion obligations.

| Is the physical work acceptable? | Independent stage reports, final snagging schedule, photographs and specialist test results. | Access is refused, reports are verbal, or major items are labelled cosmetic. |
| Is the home legally and technically complete? | Building-control approvals, inspection records, completion certificate and commissioning documents. | Certificates are “to follow” with no date or responsible party. |
| Will defects be remedied? | Named aftercare contact, written response dates, warranty terms and escalation route. | No logged process, repeated missed appointments or unclear liability. |
| Can the developer deliver? | Programme, financing and contractor continuity, completed-project record and realistic notice provisions. | Repeated stoppages, unexplained substitutions or an ever-moving completion estimate. |
| Can you exit a serious delay? | Long-stop trigger, cancellation notice, refund timetable and mortgage-expiry plan. | No long-stop, unilateral extension rights or uncertain deposit recovery. |
Compare developers or homes using the same axes: independent inspection findings; completeness of records; defect-remedy response; warranty scope and exclusions; delay and long-stop protection; track record and financial resilience; specification-change rights; and escalation routes. Compare like with like in geography and warranty regime.
When to pause or refuse completion
Seek urgent legal advice before completion if there is unresolved structural or water ingress damage, missing statutory certification, unsafe services, a material undocumented design change, or a delay that defeats your mortgage or long-stop rights. A cosmetic snag normally calls for a documented remedy plan; a safety, compliance or lender-condition issue may require postponement or a formal retention arrangement, if local law and the contract permit one.
Never sign a waiver saying the home is complete or defect-free unless your conveyancer explains exactly what rights it removes. Preserve the independent report and written schedule even if the developer offers a goodwill payment.
Frequently asked questions
How do I know if a new-build house is well built?
Use an independent inspection, compare the work with approved plans and the specification, and obtain building-control, commissioning and warranty records. A valuation or show home cannot establish workmanship or compliance.
What is a snagging survey?
It is a professional inspection that records defects or unfinished work, with locations, photographs and requested remedies. Arrange it after substantial completion and before completion whenever the contract allows access.

Can I delay closing or completion if defects are found?
Only the contract and local law determine that right. Ask your conveyancer whether safety, certification, lender conditions or material breach permit postponement, retention or termination. Cosmetic snags commonly require a written remedy plan rather than an automatic right to refuse.
Who pays for an independent inspection?
The buyer normally commissions and pays the inspector, but check local practice and the contract. Obtain a written scope and quote, and do not let the developer select or control the inspector.
What if the builder is late?
Check notice provisions, extension rights, mortgage-offer expiry and the long-stop date. Record every communication and calculate rent, storage, rebooking and other temporary costs. Do not cancel or accept an extension without local legal advice.
What happens if the developer goes bust?
Deposit protection, title, completion and defect remedies depend on the entities and schemes involved. Ask before exchange how insolvency is handled and which warranty or statutory protection applies; obtain advice immediately if work stops.
Are builder warranties comprehensive?
No. Common United States patterns described by the Federal Trade Commission separate one-year workmanship, two-year systems and possible ten-year structural cover, with exclusions. Your policy, jurisdiction and statutory rights control.
Should I compare developers by satisfaction ratings?
Ratings provide context only. The UK House of Commons Library reported 89% satisfaction with overall new-home quality and 91% willingness to recommend in a 2020/21 survey, while also recording defect and redress concerns. Compare inspection evidence, records, aftercare, warranty strength, delay protections and financial resilience for the specific project.

The Bottom Line
Use two evidence trails: an independent, documented inspection for construction quality, and contract, developer and warranty diligence for delivery risk. Before exchange, secure access rights, records, a meaningful long-stop clause and clear change controls. Before completion, log every snag in writing, collect certificates and manuals, and escalate unresolved safety, compliance or financial issues through the contract and the applicable local scheme.
