How 0% Clinker Cement Is Made and What Replaces Clinker

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

0% clinker cement is made without Portland-cement clinker. Instead of heating limestone and other raw materials into clinker, the producer formulates a different reactive binder from materials such as granulated blast-furnace slag, calcined clay, other mineral or industrial by-products, and—where the formulation requires them—chemical activators. The exact recipe is product-specific. For example, Hoffmann Green describes its H-UKR powder as clinker-free, manufactured cold and made with industrial co-products and chemical-industry activators, but it does not publish a complete recipe or plant process. This is fundamentally different from a blended Portland cement that still contains clinker.

What “0% clinker” means

Clinker is the intermediate material made by firing a cement raw meal at very high temperature. Conventional Portland cement is produced by grinding that clinker with gypsum and, depending on the cement type, other constituents. A cement labelled 0% clinker contains none of that Portland-clinker phase in its declared binder.

As an Amazon Associate I earn from qualifying purchases.

That does not mean the product is chemically inactive or made from a single waste material. A zero-clinker binder still needs reactive components that harden with water, and it may need activators, fillers, admixtures or other processing aids. The meaningful question is therefore not “What one material replaces clinker?” but “Which binder system supplies the required reaction, strength, durability and workability for this application?”

NITI Aayog puts the limitation plainly: “The extent to which clinker can be substituted in the final cement product largely depends on the properties of the alternative raw material and the intended application of the cement.” (NITI Aayog, Roadmap for Cement Sector Decarbonisation.)

Why a zero-clinker route is different from ordinary cement blending

In a conventional plant, quarried limestone and other raw materials are proportioned, ground and heated to form clinker. The clinker is then cooled and ground with gypsum. Replacing part of the clinker with slag, fly ash or calcined clay produces a lower-clinker cement, but the remaining clinker still supplies much of the hydraulic reaction.

A genuinely clinker-free product cannot be explained as Portland cement diluted with substitutes. Its producer must select a different combination of reactive phases and control how those phases are activated and cured. Some systems are activated by the chemistry of the blend itself; others use an added activator. The manufacturing temperature, grinding sequence, moisture control and curing regime can therefore differ from a Portland-cement line.

There is no universal zero-clinker process. Two products can both claim 0% clinker while using different feedstocks, activation chemistry and quality-control limits. A specification should identify the product, its declared constituents, the tested applications and the governing standard or assessment rather than treating “zero clinker” as a complete technical description.

What is publicly disclosed about a commercial zero-clinker cement

H-UKR: a product-specific example

Hoffmann Green Cement Technologies states that its H-UKR cement “contains no clinker.” The company describes it as an energy-efficient powder manufactured “cold,” using industrial co-products and activators from the chemical industry. It says the powder can be stored in silos and used in existing manufacturing processes. See the company’s product description at H-UKR Cement.

Those statements establish the broad route, not a reproducible recipe. The cited product page does not disclose every feedstock, the proportion of each constituent, the identity or dosage of the activator, a detailed plant flow sheet, grinding energy, curing schedule or complete mix-design limits. It would therefore be inaccurate to label H-UKR, or every other 0%-clinker binder, a particular geopolymer, alkali-activated cement or any other chemistry unless the producer publishes that classification.

Other development pathways

Sika’s 2022 sustainability report describes work with a mining company on 0%-clinker concrete binders that combine steel-production slag with other mining-waste materials (Sika Sustainability Report 2022). This demonstrates that slag-plus-mineral-waste systems are being developed. It is not a public manufacturing specification, a guarantee of commercial availability, or evidence that every such combination meets a particular structural standard.

Materials that can replace clinker

Granulated blast-furnace slag

Granulated blast-furnace slag is a hydraulic supplementary material identified by NITI Aayog. In a suitable chemical and physical condition, it can react with water and with other components of a binder. Supply depends on the location and operation of ironmaking facilities, and its performance varies with glass content, fineness, chemistry and storage history. A zero-clinker formulation may use slag as a major reactive phase, but the published evidence does not establish one universal slag percentage.

Calcined clay

Calcined clay is clay heated enough to transform its minerals into a more reactive pozzolanic form. It is a prominent clinker-reduction material because suitable clay deposits are more widely distributed than some industrial by-products. Reactivity depends on mineralogy, calcination conditions and fineness. Calcined clay commonly works with a calcium-bearing component such as limestone; that combination is central to LC3, described below. Calcined clay alone is not automatically a complete cement replacement.

Fly ash

Fly ash from coal combustion has long been used as a pozzolanic constituent. Its suitability depends on source chemistry, loss on ignition, particle size, trace elements and consistent supply. As coal generation changes, local availability and quality can be less predictable, so a formulation must be qualified against an actual source rather than an assumed generic fly ash.

Limestone and other mineral streams

Limestone can serve as a reactive partner, filler or both, depending on its chemistry and fineness. NITI Aayog also discusses bio-ash and processed construction-and-demolition materials in the wider circular-material context. These streams require sorting, processing and contaminant control. Their mention as potential inputs does not mean that any untreated demolition material can be placed in a structural binder.

Chemical activators

Some clinker-free systems need an activator to initiate or accelerate reaction. Hoffmann Green identifies activators from the chemical industry for H-UKR but does not name their chemistry or disclose the formulation on the cited page. Do not infer an activator type, dosage or hazard classification without the product’s technical documentation and safety data.

How a 0%-clinker binder is made: the defensible process outline

The following is a development and production framework, not a universal plant recipe. The sequence and equipment depend on the selected materials and the manufacturer’s technology.

  1. Define the use and performance class. The producer first sets requirements for compressive strength at specified ages, setting time, heat development, shrinkage, permeability, durability exposure, reinforcement protection and placement method. A binder for precast elements may need a different reaction rate from one for ready-mix concrete.
  2. Qualify the raw-material sources. Slag, calcined clay, fly ash, limestone, bio-ash or processed mineral waste are tested for chemistry, mineralogy, fineness, moisture, contaminants and supply consistency. A change of quarry, furnace or waste stream can change performance.
  3. Prepare the reactive fractions. Materials may be dried, crushed, milled, classified or thermally treated. Calcined clay requires controlled calcination; slag and other powders require suitable granulation and grinding. The exact thermal history is product-specific, and a “cold manufactured” claim for one product must not be generalized to all alternatives.
  4. Proportion and activate the blend. Reactive powders are combined with any mineral partners and, where required, an activator. The dosage is set by laboratory testing, not by a generic replacement table. Water demand, setting and workability are checked at the same time because a blend that meets strength can still be impractical to place.
  5. Grind, blend and package under controlled conditions. Particle-size distribution, homogeneity and moisture control affect reaction and storage stability. H-UKR is described as a silo-storable powder compatible with existing manufacturing processes; other systems may require different handling or separate activator storage.
  6. Validate concrete performance and conformity. Mortar and concrete trials establish strength development, water demand, admixture compatibility, durability indicators and batching tolerances. The final product then needs the approvals or assessments required for its jurisdiction and intended structural use.

LC3 is a useful comparison—but it is not 0% clinker

LC3 (limestone-calcined-clay cement) retains Portland clinker while reducing its proportion. NITI Aayog gives a typical LC3 composition of 50% clinker, 30% calcined clay, 15% low-grade limestone and 5% gypsum (NITI Aayog, Scenarios Towards Viksit Bharat and Net Zero – Sectoral Insights: Industry). Because half of that typical blend is still clinker, LC3 should not be marketed or specified as a zero-clinker cement.

Characteristic Conventional OPC Typical LC3 reported by NITI Aayog Clinker-free binder such as H-UKR
Clinker fraction Portland clinker is the principal reactive phase. 50% clinker in the cited typical composition. 0% clinker according to the manufacturer’s declaration.
Other constituents Gypsum and any permitted additions. 30% calcined clay, 15% low-grade limestone and 5% gypsum. Industrial co-products and chemical-industry activators are identified; complete proportions are not stated.
Manufacturing route Raw meal is fired to make clinker, then ground. Clinker remains, while calcined clay is thermally activated and blended with limestone. The manufacturer describes cold manufacture; detailed plant parameters are not stated.
Strength and workability evidence Reference performance depends on the cement standard and grade. Comparable strength to OPC by 28 days, but lower strength at one and three days and higher water demand, according to NITI Aayog. Hoffmann Green reports 35 MPa at 48 hours and 65 MPa at 28 days for H-UKR; test protocols are not published on the cited page.
Standards or assessments cited Applicable Portland-cement standards vary by jurisdiction. India’s BIS standard IS 18189:2023 is identified for LC3. Hoffmann Green reports CSTB technical assessments for specified applications in France.

NITI Aayog reports approximately 35–45% lower CO₂ emissions for LC3 than OPC, associating the result with the blend and lower-temperature calcination of clay. Treat that as the roadmap’s comparison, not as a universal life-cycle result for every plant, electricity mix or transport distance.

Strength, durability and workability: use the formulation’s evidence

LC3’s reported lower one- and three-day strength and higher water demand affect stripping schedules, pumping, finishing and admixture selection. Its 28-day strength can be comparable to OPC, but that later-age result does not erase early-age constraints.

For H-UKR, Hoffmann Green reports 35 MPa compressive strength at 48 hours and 65 MPa at 28 days. The same company says the product’s carbon footprint is “divided by 5” relative to traditional CEM I and that four years of physical, chemical and mechanical testing supported CSTB assessments. These are company-reported figures; the cited page does not provide the underlying test protocols or an independently matched life-cycle assessment.

Hoffmann Green also reports that the CSTB assessments cover specified structural applications and cite 100-year durability for concrete formulations made with H-UKR. That statement applies to the assessed formulations and conditions. It is not a blanket durability guarantee for all zero-clinker binders, all exposure classes or all construction details.

Energy and carbon: what clinker displacement can and cannot prove

NITI Aayog relays an International Energy Agency estimate that displacing one tonne of clinker can save approximately 3.7 GJ of energy and avoid 0.83 tonnes of CO₂. The cited roadmap does not specify the IEA publication year. This is a clinker-displacement estimate, not a life-cycle result for every zero-clinker product.

A project-level carbon comparison must define the boundary: quarrying, processing, calcination, grinding, activator production, electricity, transport, batching, curing, service life and end-of-life can all change the result. A product made from an industrial by-product may avoid kiln emissions while requiring energy-intensive drying, milling or chemical activation. Ask for the declared functional unit, system boundary, data period and comparator before converting a headline percentage into a project carbon claim.

Standards, approvals and jurisdiction

Approval is not automatic because a binder contains no clinker. India’s LC3 pathway has a named product standard, IS 18189:2023, identified by NITI Aayog. The same roadmap describes geopolymer and super-sulphated cement as emerging options that still need research and standards development.

In France, Hoffmann Green reports CSTB assessments for H-UKR. Those assessments are evidence for the specified product and applications, not universal approval across Europe. The EU taxonomy text (Commission Delegated Regulation (EU) 2021/2139, consolidated 1 January 2026) sets emissions thresholds for defined cement and alternative hydraulic-binder manufacturing activities; it is not a formulation standard or an approval of every alternative binder.

Before specifying a zero-clinker cement, confirm the governing building code, national product standard, conformity route, fire and durability requirements, reinforcement provisions, and whether the assessment covers the exact strength class, exposure class and production method you intend to use.

How contractors and specifiers should evaluate one

  • Request the technical file: declared constituents, safety data, storage limits, batch tolerances, mixing instructions and required curing conditions.
  • Match test conditions: compare compressive strength at the same ages, specimen sizes, curing temperatures, water-to-binder ratios and admixture dosages.
  • Check workability: verify slump retention, pumpability, finishing window and water demand in the actual aggregate and weather conditions.
  • Confirm durability evidence: look for data relevant to carbonation, chloride ingress, sulfate exposure, freeze-thaw, alkali-silica reaction and reinforcement corrosion where those exposures apply.
  • Verify supply continuity: identify the source and variability limits for slag, clay, ash or mineral waste, and establish what happens if that source changes.
  • Use the correct approval: obtain written confirmation that the product and proposed application are covered by the applicable standard, assessment or project-specific acceptance.
  • Plan admixtures deliberately: LC3-compatible admixtures may help achieve strength and workability, but no admixture is universally required. Confirm compatibility through trial batches rather than assuming a Portland-cement dosage will transfer.

What is still not established publicly

The cited sources do not provide a complete H-UKR recipe, independent head-to-head testing across multiple zero-clinker products, comparable current market prices, or a global inventory of approved applications. They also do not support a single replacement percentage, a universal activator chemistry or a claim that every clinker-free binder has the same early strength, durability or carbon footprint.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical conclusion is precise: 0% clinker is a formulation category, not a recipe. Clinker is replaced by a deliberately engineered system of reactive mineral or industrial materials, sometimes with activators, and its suitability is proved product by product against the intended concrete use and local rules.
