LNG export terminals are built through a sequence of approvals, environmental studies, civil works, process installation, testing and safety reviews—not as one uninterrupted construction job. In the United States, the Federal Energy Regulatory Commission (FERC) generally reviews the siting, construction and operation of onshore and near-shore export facilities, while the Department of Energy (DOE) administers export authorizations. A typical physical sequence then moves from site preparation to buried utilities, foundations, structures, process equipment, system completion, pre-commissioning and commissioning. The exact design, permits, schedule and cost depend on the site and authorization.
What an LNG export terminal includes
An export terminal receives natural gas, conditions it, cools it to a liquid, stores the LNG and transfers it to ships. The facilities needed to do that vary considerably. A new-build terminal may include gas pretreatment, one or more liquefaction trains or modular blocks, LNG storage tanks, power generation, utility systems, control and safety systems, transfer piping, loading arms, marine berths and a connecting pipeline. An expansion may reuse some of those systems and add only storage, liquefaction or loading capacity.

- Gas receipt and pretreatment: inlet pipelines and treatment equipment remove water, carbon dioxide and other contaminants that could freeze or damage cryogenic equipment.
- Liquefaction: refrigeration systems and heat exchangers reduce treated gas to approximately LNG conditions. The number and arrangement of trains differ by project.
- Storage: insulated tanks hold LNG before loading. Tank size, containment design and the number of tanks are project decisions.
- Utilities and power: electric generation or grid connections, instrument air, nitrogen, water, firewater, drainage and waste systems keep the process operating.
- Controls and protection: distributed control, emergency shutdown, fire and gas detection, spill containment and access systems are integrated with the process equipment.
- Marine and export systems: docks, berths, loading lines and ship-loading equipment connect the land facility to LNG carriers where marine export is part of the authorization.
FERC descriptions of Calcasieu Pass, Golden Pass, Gulf LNG and Alaska LNG show different combinations of these elements. Those records are useful examples of scope, not a standard equipment list for every terminal.
Which approvals come before construction?
Federal jurisdiction and export authorization
For U.S. projects, DOE handles authorization to export LNG, while FERC typically has jurisdiction over the siting, construction and operation of LNG export facilities under Section 3 of the Natural Gas Act. Other federal, state and local agencies can regulate wetlands, water quality, air emissions, navigation, endangered species, cultural resources, worker safety, building work and emergency response. A FERC authorization does not replace every site-specific permit.

FERC’s pre-filing environmental review
FERC states: “Liquefied Natural Gas Terminal proposals filed with FERC must use the Pre-Filing Environmental Review Process.” The process starts before a formal application and allows agencies, tribes, local governments, landowners and the public to identify issues. FERC uses that consultation and environmental scoping to prepare an Environmental Assessment or Environmental Impact Statement, depending on the project.
The review can examine wetlands and waterways, dredging, habitat, traffic, noise, air emissions, flood and storm exposure, security, construction methods and accident consequences. Engineering and safety commitments made during review can become conditions of authorization. A sponsor therefore develops the project design and construction plan while the environmental and safety record is being built, rather than treating permitting as a final paperwork step.
How the physical construction sequence works
1. Investigate the site and establish construction support
Before heavy construction, the sponsor confirms geotechnical conditions, surveys the property, establishes access and sets up temporary facilities. Work can include clearing, grading, drainage, erosion and sediment controls, roads, laydown yards, worker facilities and construction power. Soil borings and other investigations determine whether structures require piles, ground improvement, deep foundations or different excavation methods.

The Gulf LNG record identifies supplemental geotechnical work that had to be completed before initial site preparation in designated areas. That is a project condition, not a universal requirement. A coastal site may also need docks or temporary marine delivery arrangements for heavy equipment and bulk materials; Gulf LNG documents describe supply docks and construction support areas as examples.

2. Install underground piping and utilities
Once the site is prepared, crews excavate corridors and install buried process lines, utility lines, drainage, electrical duct banks and other underground systems. These systems are placed before many foundations because later excavation around operating equipment would be slower and more hazardous. Trenches are surveyed, supported as needed, backfilled and compacted, with tests and inspections performed as sections are completed.
3. Build foundations, piles and structural bases
Foundations support tanks, compressors, heat exchangers, pipe racks, buildings and other equipment. The design depends on soil strength, settlement limits, seismic conditions, flood elevation and equipment loads. Piles may transfer loads to deeper strata, while slabs, mats and elevated structures support other areas.
The 2018 Gulf LNG DEIS gives a project-specific estimate of approximately 19,500 precast, prestressed concrete piles for portions of that facility. It should not be read as a normal quantity for LNG terminals generally; a smaller expansion or a site with different soils could use a very different foundation system.
4. Erect pipe racks and structural steel
After underground work and foundations, structural steel, equipment supports and pipe racks are erected. Pipe racks create organized routes for process piping, utility lines, instrument cables and electrical systems between equipment areas. Some racks and packaged systems can be fabricated off site, transported to the project and assembled in the field, reducing the amount of welding and fitting required at elevation.

5. Install process and utility piping, cable trays and equipment
Crews install process and utility piping, valves, insulation supports and cable trays, then set major mechanical equipment. Typical lifts may include compressors, refrigerant equipment, heat exchangers, pumps, generators, storage-tank components and loading machinery. Heavy-lift planning accounts for crane capacity, ground bearing, wind, transport routes and simultaneous work nearby.
After equipment is positioned, welds and supports are inspected, piping segments are connected and electrical, mechanical and instrumentation tie-ins are completed. The order is managed by systems and areas: a completed section must be accessible, clean and safe for testing even while other parts of the terminal remain under construction.
6. Complete protection, marine and supporting infrastructure
Construction also covers roads, buildings, storm drainage, firewater, spill impoundment, fencing, lighting, control rooms and emergency access. Coastal projects may require storm-surge protection, elevated equipment or flood-resistant layouts. Marine work can include berth structures, dredging, dolphins, loading platforms and transfer lines, subject to navigation and environmental permits. Gulf LNG records include examples of spill containment, storm protection, support areas and dock work; another terminal may use a different arrangement or no marine construction if its export connection is configured differently.
How project designs differ
| Design question | Why it changes construction | Examples in FERC records |
|---|---|---|
| New build or expansion? | An expansion may reuse pipelines, utilities, storage or marine infrastructure; a new terminal must establish the full site and support network. | Golden Pass, Gulf LNG and other records describe different combinations of new and existing infrastructure. |
| Train or modular-block arrangement | The number, size and sequencing of liquefaction units changes equipment setting, piping and commissioning boundaries. | Calcasieu Pass illustrates a modular configuration; other projects use different train layouts. |
| Storage and containment | Tank diameter, capacity, foundation design and secondary containment affect civil work and safety systems. | Calcasieu Pass was described with two tanks, each having approximately 200,000 cubic metres of usable capacity. |
| Power and utilities | On-site generation requires turbines, fuel or gas systems, switchyards and emissions controls; grid supply requires transmission and substations. | Calcasieu Pass was described with a 720-megawatt electric generation plant. |
| Site constraints | Wetlands, navigation, flood risk, storm exposure and weak soils can alter grading, foundations, dredging and protection measures. | Gulf LNG documentation discusses coastal support, storm protection and geotechnical conditions. |
| Export capacity | Capacity affects the number of process blocks, storage volume, loading rate and pipeline requirements. | A 2025 FERC project webpage described Plaquemines LNG Expansion as planned for up to approximately 18.6 million metric tonnes per annum; that proposed value and project status can change. |
What happens during pre-commissioning?
Pre-commissioning begins when construction is sufficiently complete for individual systems to be checked and tested. It is not simply an administrative handover. The objective is to prove that equipment was installed correctly, that contaminants and debris have been removed, that pressure boundaries hold and that systems can be turned over safely.

Equipment conformity and completion checks
Teams compare installed equipment with drawings, specifications and vendor requirements. They verify tags, orientation, supports, bolts, weld documentation, insulation interfaces, electrical terminations, instrument calibration and access for operation and maintenance. Defects are recorded on completion lists and corrected before a system is released for testing.
Flushing and cleaning
Piping and equipment are flushed, blown, wiped or otherwise cleaned to remove weld slag, mill scale, dirt and construction debris. Cleanliness is especially important in cryogenic service, where foreign material can damage valves or rotating equipment and where moisture can freeze.
Leak and pressure testing
The Gulf LNG DEIS describes leak testing, pneumatic pressure testing for cryogenic piping and hydrostatic testing for non-cryogenic piping. The selected test medium, pressure, hold time, exclusion zone and inspection method come from the approved project procedure and applicable codes. The cited Gulf LNG procedures are project-specific; they are not a universal pressure value or test recipe for every terminal.

What commissioning adds before LNG is introduced?
Commissioning moves from static verification to operating the systems as an integrated facility. Operators and contractors confirm line-up, rotate equipment where permitted, run utilities, test controls under operating conditions and establish procedures for abnormal events. Systems are introduced in a controlled order so that one completed area provides the services needed by the next.
FERC’s Gulf LNG FEIS describes engineering and safety reviews and recommendations at milestones before site preparation, final design, commissioning, introduction of hazardous fluids and service. These gates provide independent or designated checks that outstanding risks, procedures, training, emergency arrangements and documentation are addressed before the next higher-risk step.
Hazardous-fluid introduction is therefore later than construction completion. Natural gas, refrigerants and eventually LNG are introduced only after the relevant systems have passed inspections, tests and readiness reviews. Commissioning teams monitor temperatures, pressures, vibration, emissions, control responses and alarms while building an operating record. Any abnormal result can require isolation, troubleshooting, retesting or a return to construction completion work.

There is no defensible universal duration. The records used for this construction sequence do not establish a general schedule or cost. Duration depends on project scope, authorization timing, financing, procurement of long-lead equipment, geotechnical and marine conditions, weather, labor availability, modularization, tie-ins to existing facilities and the number of liquefaction blocks and storage tanks.
A credible schedule must identify a particular project, a dated baseline and what “complete” means—mechanical completion, start of commissioning, first LNG or commercial service. Environmental review and permitting can overlap with engineering and procurement, while site work, equipment fabrication and marine construction may proceed on different calendars. Reporting a number without that scope can make an expansion appear comparable to a full greenfield terminal when it is not.
How to read a project’s construction status
- Authorized: the relevant regulator has issued an approval, often with conditions; this does not mean physical work is complete.
- Site preparation: access, grading, drainage, geotechnical work and temporary facilities are underway.
- Structural and mechanical construction: foundations, racks, tanks, piping and equipment are being installed.
- Mechanical completion: defined systems have been installed and documented, but testing and operational readiness remain.
- Pre-commissioning: cleaning, pressure tests, inspections and loop checks are being performed.
- Commissioning: utilities and process systems are operated in sequence and reviewed for safe integration.
- First LNG or service: the terminal has reached a later operational milestone; it does not by itself prove that every train or expansion phase is fully commercial.
Key takeaways
LNG terminals are built as a controlled progression from authorization and environmental review to site preparation, underground work, foundations, structures, process installation, system completion and staged testing. Gulf LNG’s FERC environmental documents provide a detailed example of that order, including conformity checks, cleaning, leak testing and separate pressure-testing approaches. Other terminals can differ substantially in storage, power, liquefaction layout, marine works and site constraints. The safest way to assess progress is to identify the project’s approved scope and milestone definitions rather than apply a generic construction time or cost.
