Engineers monitor bridges by measuring how selected parts respond to traffic, temperature, and other loads, then comparing those readings over time with the bridge’s known condition. Sensors can track displacement, strain, vibration, tilt, crack movement, and temperature. The measurements help answer specific engineering questions; they do not, by themselves, diagnose every kind of damage or replace required inspections.
How a bridge monitoring system works
A monitoring system is a measurement chain: an instrument senses a physical response, a readout or data-acquisition system records it, and software and engineers store, view, and interpret the results. Data may travel by cable or wireless communication. The design depends on what needs to be measured, where instruments can be installed and accessed, available power and communications, sampling needs, and site conditions. FHWA’s 2014 report explains this system architecture and measurement options; it is useful background, not current procurement guidance (FHWA, State of the Practice and Art for Structural Health Monitoring of Bridge Substructures).

Monitoring can be continuous, periodic, or set up for a particular investigation. Some projects use portable wireless instruments to establish baseline measurements and assess a bridge regularly or after an event; that does not mean every bridge has permanent sensors or is watched in real time (FHWA, Effective Wireless Sensor Systems to Monitor Structural Health and Detect Damage, July 2017).

Instrument choice follows the question being asked. A sensor reports a response at its location; it is not a universal damage detector.

How engineers interpret readings
Engineers compare readings with a baseline—the bridge’s initial or reference measurements—and with later readings from the same locations. They consider the instrument location, bridge configuration and condition, loads, and environmental conditions. A change in a measurement is evidence of a change in the measured response; it is not, alone, proof of a specific defect or that a bridge is unsafe. Alarm thresholds and follow-up decisions must be specific to the bridge, instrumentation, analysis, and responsible engineer.

Temperature is especially important when evaluating movement. A joint or bearing may move as the bridge warms or cools, so a displacement value without temperature context can be misleading. In its East Huntington Bridge example, a U.S. DOT report describes combining displacement measurements with weather-station temperature data to understand the behavior of a damaged expansion bearing (U.S. DOT, West Virginia Structural Health Monitoring Project).
Engineers also match the method to the suspected condition. FHWA cautions that vibration monitoring may or may not be suitable for assessing deck condition, depending on bridge type and damage. Strain and displacement can characterize structural behavior and load paths, but are less directly useful for evaluating the condition of a bridge deck (FHWA, 2025).

A documented example: East Huntington Bridge
The U.S. DOT report describes one system installed on the East Huntington Bridge in West Virginia, not a standard package for every bridge. It included accelerometers on cables, the deck, and towers; tiltmeters on piers; a weather station; a vessel-collision detection system; crackmeters; and displacement sensors. Pairing displacement data with temperature helped engineers examine how a damaged expansion bearing behaved across temperature conditions (U.S. DOT, West Virginia Structural Health Monitoring Project).

In the United States, the National Bridge Inspection Standards (NBIS) govern safety inspections of highway bridges on public roads; FHWA says the standards were most recently updated in 2022. This is a U.S. framework, not a rule for every country or every privately owned bridge. FHWA states that “Periodic and thorough inspections of our Nation’s bridges are necessary to maintain safe bridge operation and prevent structural and functional failures.” (FHWA, National Bridge Inspection Standards).

Within FHWA guidance, a damage inspection is an unscheduled assessment after environmental or human-caused damage. It can include checks for fractured members, section loss, member misalignment, and loss of foundation support. A special inspection is scheduled at the bridge owner’s discretion to monitor a known or suspected deficiency. Monitoring instruments may provide useful measurements during these activities, but do not remove inspection obligations or substitute for the inspections themselves (FHWA, Technical Advisory T5140.21; FHWA, NBIS Questions and Answers).
