A data center can affect nearby homes through construction noise and traffic, ongoing sound and lighting, water and power demand, and local tax and infrastructure decisions. None of those effects is automatic: facility size, cooling and backup systems, distance from homes, utility arrangements, water availability, and local zoning rules determine what residents experience. A nearby project alone does not prove that it raised a household’s bill or changed a home’s value.
Why the effects differ from one project to another
“Data center” describes a use, not a uniform building or utility load. A large campus with several buildings may have different cooling equipment, electricity needs, generator schedules, and construction phases from a smaller facility. The surrounding grid and water system also matter: the same project can pose different planning questions in a water-constrained town than in a region with ample supply, or where transmission capacity is limited.

It helps to separate three kinds of evidence. Construction impacts are temporary but may last through multiple phases. Operating impacts, such as cooling noise or demand for electricity, can continue for years. Finally, forecasts and regional estimates describe possible or aggregate effects; they do not establish what a particular neighbor will experience.

What nearby residents may notice during construction
Building a data center can involve clearing land, grading, foundations, heavy equipment, and repeated truck movements. Those activities can bring noise, dust, traffic delays, and changes to views before the facility begins operating. The length and intensity depend on the project’s size, phasing, site access, work hours, and how close construction is to homes or sensitive sites. The Bipartisan Policy Center identifies construction-phase experience and community mitigation as relevant siting issues.

Ask the developer and local planning staff for a construction schedule that shows phases, expected duration, working hours, truck routes, and procedures for handling complaints. A route that keeps heavy vehicles away from residential streets, limits disruptive work at night, and provides a named point of contact can make a practical difference. These details should be written into permits or other enforceable conditions where local rules allow; a voluntary assurance is not the same as an enforceable requirement.
Noise, cooling equipment, and lighting after opening
Cooling equipment can produce a persistent, low-frequency sound. Virginia’s Joint Legislative Audit and Review Commission (JLARC) reported that such sound may affect some nearby residents’ well-being without being loud enough to damage hearing or exceed conventional noise-ordinance limits. It also found that most facilities do not generate noise complaints, often because of location or design. That finding does not mean every site is quiet: the sound that carries beyond a property line depends on cooling systems, site layout, distance, and background noise.
A single decibel reading is not enough to decide whether a proposed facility will be acceptable or whether it complies with a local rule. Ask how sound will be modeled and measured, including the measurement location, time period, frequency weighting, operating condition, and background sound. Continuous or nighttime low-frequency sound may not be captured well by a rule or measurement designed for other noise sources. JLARC identified measures localities could consider, including sound limits for new and existing facilities in zoning ordinances, required modeling, defined measurement procedures, and effective penalties.

Can a data center raise household electricity bills?
Not simply because a home is near one. Electricity bills are shaped by the utility’s rates, the generation and transmission system, and regulatory decisions about which customers pay for new infrastructure. A large new load can lead to investment in generation, substations, and transmission; whether those costs affect other customers depends on cost allocation and rate design.
Virginia provides a concrete but geographically limited example. JLARC reported that data centers are the main driver of demand growth in the state and that meeting demand will require substantial generation and transmission build-out. Its commissioned analysis found that current Virginia rates appropriately allocate current costs to the customers causing them, while future growth could raise costs for all customers as infrastructure is built and power becomes harder to supply. JLARC’s independent forecast estimated that a typical Dominion Energy residential customer could see generation- and transmission-related costs rise by $14 to $37 per month by 2040, in constant dollars. This is a Virginia forecast, not a current bill increase, a charge levied because a particular home is nearby, or a prediction for households in other utility territories.
For a proposed project, the useful questions are about the local utility and the project’s actual load, not proximity alone:
- What are the projected electricity needs over the project’s life, including peak demand and any planned expansion?
- What substations, transmission lines, or other upgrades are needed, and are they dedicated to the project or shared with the wider system?
- What does the utility filing or service agreement say about interconnection and who pays for upgrades?
- Does the utility use a special large-load tariff or customer class, and how does it assign costs and reliability obligations?
The Bipartisan Policy Center emphasizes understanding projected lifecycle power needs and ensuring large-load customers pay their fair share. Whether that principle is reflected in a specific rate or agreement is a matter for the relevant utility regulator and project documents.

How much water a data center uses
There is no single useful “typical” water figure for every data center. Demand varies with building size, computing density, and cooling design. JLARC found that most Virginia data centers use about as much water as, or less than, an average large office building; a few use substantially more, while some use less than a typical household. Those comparisons describe Virginia facilities, not a universal standard or a guarantee about a proposed site.
Most Virginia facilities obtain water through local utilities. State withdrawal permits help protect resource sustainability, but localities may have less oversight of how available water is shared among competing uses. Virginia is generally water rich, although some areas have constrained supplies. A regional average can therefore conceal the issue residents need answered: whether a project’s demand fits the capacity and drought plans of the system serving that location.
Request the facility’s expected annual use and peak-day demand, water source, cooling configuration, and drought response. Ask whether municipal service upgrades are needed and whether those upgrades could compete with existing community needs. ERCOT’s 2026 request for information on large data-center projects sought information about water sources, consumption, and cooling technologies—an example of why project-level disclosure matters.

Backup generators and local air quality
Backup diesel generators emit nitrogen oxides, carbon monoxide, and particulate matter. In Virginia, permits limit generator operation and emissions, and JLARC says use is generally for emergencies and routine maintenance rather than continuous ordinary operation. In Northern Virginia, JLARC reported that backup diesel generators accounted for less than 4% of regional nitrogen-oxide emissions and 0.1% or less of carbon-monoxide and particulate-matter emissions. These are regional shares, not measurements at an individual home, and a small regional share does not establish zero local exposure. The state was studying possible local effects.

For a proposed site, review generator permits, allowed operating hours, maintenance and testing schedules, and the location of equipment relative to homes. A regional emissions statistic cannot answer whether a particular site’s permitted operation, placement, or testing schedule will be acceptable to its neighbors.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Will a data center lower nearby property values?
The evidence is evolving and does not support a guaranteed result for an individual property. JLARC’s Virginia interviews found that almost no representatives of neighborhoods opposed to nearby data centers had observed falling values or slower sales. Its 2025 report said direct evidence of a resale-value relationship was lacking at that time.
A 2026 UC Energy Institute working paper reaches a different estimate: using matched housing transactions and an event-study approach, it reports that an estimated home-value discount stabilizes around 3.8% over the medium term. That is a working-paper result, not a settled universal effect. It should not be treated as a prediction for every region, home, or project, and the estimate does not establish what will happen to a specific property. The contrast with JLARC’s earlier interview findings underscores that the evidence is developing and that study method, geography, and the project’s characteristics matter.

When considering a local claim about home values, distinguish a change observed near a project from proof that the project caused it. Ask what homes and time period were studied, what comparison area was used, and whether the analysis accounted for other changes in the housing market. For an individual sale or purchase, a local appraisal or transaction analysis can address the property and market more directly than a statewide or cross-market average.

Local tax revenue, jobs, and public costs
Data centers can bring construction spending, jobs, tax revenue, and—in some cases—infrastructure or connectivity benefits. In Virginia, JLARC estimated that the industry contributed 74,000 jobs, $5.5 billion in labor income, and $9.1 billion in gross domestic product annually. The report said most of these benefits derive from construction rather than ongoing operations. Those are statewide estimates and should not be read as the permanent employment or economic contribution of a particular facility.
Tax benefits can be substantial but vary with the size of a local market and its tax rules. Across five Virginia localities with relatively mature data-center markets, JLARC found that data-center revenue ranged from less than 1% to 31% of total local revenue. Some localities reduce equipment tax rates to attract facilities, which can reduce revenue. A fair local assessment therefore considers revenue after exemptions and incentives as well as the public cost of roads, utilities, services, and other infrastructure.
Loudoun County illustrates a high-concentration case, not a typical locality. In 2026, the county reported approximately 233 data-center buildings, about 56.5 million square feet built or in various stages of construction, and $1.2 billion in data-center real and personal property tax revenue in fiscal year 2026—39% of its county budget. These figures are specific to Loudoun County and that reporting period.

Residents do not have to choose between assuming every project is harmful and accepting broad economic claims without scrutiny. The most useful review is site-specific, with measurable conditions and a clear way to enforce them. Before a public hearing or land-use decision, look for:
- Site and buffer: distance from homes and sensitive sites, intervening land uses, screening, and the location of cooling and generator equipment.
- Construction plan: project phases, expected duration, work hours, truck routes, and how complaints will be logged and answered.
- Noise evidence: modeling and measurement methods, including nighttime and low-frequency sound, operating conditions, and the rules and penalties that would apply after opening.
- Water plan: annual and peak-day demand, source, cooling system, drought response, and necessary utility upgrades.
- Power plan: expected load, interconnection status, substations and transmission work, system reliability, and responsibility for dedicated or shared costs.
- Generator permits: permitted emissions and operating conditions, including testing and maintenance schedules.
- Public balance: projected tax revenue net of incentives, the public infrastructure and service costs, and which claimed jobs or benefits are temporary construction effects versus ongoing operations.
- Enforceable commitments: conditions for mitigation, complaint response, monitoring, and any community-benefit commitments, with a way to verify compliance.
Ask that key conditions be included in approvals rather than left solely to informal promises. A complaint process is most useful when it identifies a responsible contact, records the issue, specifies a response time, and gives local officials authority to require corrective action.
Local rules and grid planning can change
Approval rules are local, not uniform. Loudoun County said it ended by-right data-center development in 2025. Under the county’s process, future proposals require special-exception review, public hearings, and a Board of Supervisors decision. The county was reviewing standards and locations, with project completion anticipated in spring or summer 2027. This is a Loudoun County example, not a Virginia-wide rule or a description of every proposal’s current status.
Grid planning processes also depend on location and date. ERCOT’s 2026 information request covered developers of data centers of 25 megawatts or more pursuing interconnection to the ERCOT system. Responses were due October 12, 2026, and ERCOT planned a joint report with the Public Utility Commission of Texas by December 10, 2026. These dates describe that Texas process, not a general rule for data centers elsewhere.
