There is no single India-wide rate or standard package for land acquired for a dam. What a family may receive depends on the applicable law and state rules, the acquisition date, the project’s award or rehabilitation policy, the assets and livelihoods recorded, and whether the family is physically displaced or has additional protections. Land and asset compensation is distinct from rehabilitation and resettlement (R&R): an eligible family may have claims to both, and some R&R support may be provided as land, housing, services or livelihood assistance rather than cash.
Start with the governing law and the project award
The central law most commonly associated with contemporary land acquisition and rehabilitation is the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR). India Code identifies it as Act 30 of 2013, enacted on 26 September 2013 and in force from 1 January 2014. The Department of Land Resources describes its purpose as participative and transparent acquisition, with fair compensation and rehabilitation and resettlement for affected families.

That framework does not mean every dam uses one nationwide compensation formula. The actual route depends on the acquisition date, the applicable statute and state rules, the project and the family’s circumstances. The acquiring or appropriate government and the requiring or project authority may have different roles. The Government of India describes acquisition as undertaken by the concerned state government or Union Territory administration under applicable provisions. A project authority may fund compensation while district or state authorities administer the process. For private power projects, the Ministry of Power says compensation is governed by the relevant state policy.
Dam projects may also have a tribunal award, a state policy, a project-specific R&R package or a special statute alongside the general national framework. Consequently, a neighbor’s payment or a rate quoted for another project is not a reliable estimate for a particular household. The useful starting point is to identify the exact acquisition and rehabilitation documents that govern the land and the family.

Separate compensation for acquired assets from R&R
Think of the process as two connected but distinct questions. First: what land, structures or other assets are being acquired, and what compensation does the applicable award provide for them? Second: what rehabilitation and resettlement support is available to the affected family because of displacement or other qualifying impacts? A single payment figure may not answer both questions.
The records of land, structures, residence, livelihood, social category and household composition can affect what is recognized and which benefits may apply. Physical displacement is also an important distinction: some listed benefits are specifically described for displaced families, while eligibility for other forms of assistance must be checked against the governing documents. A family should therefore ask for both the compensation calculation and the R&R award or eligibility record, rather than treating one as a substitute for the other.

The table is a way to organize the inquiry, not a promise that every family qualifies for every category. The terms and eligibility have to be confirmed under the applicable law, award, rules and project documents.

What a package may provide
A Ministry of Power reply describing the RFCTLARR schedules lists a range of possible R&R provisions under the Second Schedule. These examples show why “compensation” should not automatically be read as a single cash amount. The reply does not establish a particular household’s eligibility or the value of its package.

In practical terms, examine each provision separately. A land award does not by itself tell you whether replacement housing, a resettlement plot, livelihood assistance or site amenities are due. Nor does a listed option establish that every claimant can select it: the actual offer, conditions and choice available must be read from the project’s documents and governing rules.
It is useful to keep a delivery record as well as an entitlement list. For each applicable item, record whether it is proposed, formally awarded, paid, handed over or still outstanding. For non-cash benefits, note the location and details of the offered land or housing and any stated resettlement-site amenities. This helps distinguish a benefit included on paper from one actually delivered.

Check Scheduled Area and SC/ST safeguards
Additional protections may matter where land lies in a Scheduled Area or an affected family is legally classified as Scheduled Caste (SC) or Scheduled Tribe (ST). A Government of India release says that, as far as possible, land in Scheduled Areas should not be acquired except as a last resort. It describes prior consent of the Gram Sabha, Panchayat or Autonomous District Council, as applicable, for acquisition or alienation of land in those areas. It also characterizes R&R as an integral part of the acquisition plan and notes special RFCTLARR safeguards for tribal people.

- Confirm whether the affected parcel is in a Scheduled Area.
- Check the family’s relevant legal classification and the records used to establish it.
- Ask which consent and safeguard requirements apply to the specific acquisition.
- Compare the family’s award and relocation plan with any additional applicable protections.
Because the safeguards depend on location, status and the applicable legal route, a general description cannot replace the relevant state and project records.

Why the dam’s own award can change the answer
The Sardar Sarovar project illustrates the importance of project-specific terms. In its account of the Narmada Water Disputes Tribunal’s 1979 award, the Supreme Court described directions on acquisition, rehabilitation of oustees and civic amenities. The judgment recounts a provision that no area should be submerged before oustees were rehabilitated. It also describes land-based rehabilitation terms for certain displaced families whose acquired agricultural holding exceeded a specified share, subject to the award’s conditions, as well as house plots and resettlement grants.
Those are historical terms associated with the Narmada award, not a nationwide formula for every dam. The example matters because an applicable tribunal award or project package may set conditions and benefits that cannot be inferred from a general description of the central Act. For a current claim, locate the award and current implementation orders for the specific project; do not assume that the Narmada terms automatically apply elsewhere.

How to review a particular household’s case
Gather records before trying to calculate or challenge an amount. The documents below are a practical checklist based on the kinds of decisions and entitlements involved; they are not a claim that every item is mandatory in every acquisition.

- Identify the acquisition route. Find the preliminary and final acquisition notifications, the acquisition date, the stated legal basis, and the identity of the acquiring authority and requiring or project authority. Confirm the applicable state rules and any project-specific award or policy.
- Match the records to the land. Check the khasra or survey identifiers, ownership and occupancy records, and the land and asset survey against the parcel actually affected. Note any structures, residence or other recorded assets, and identify what the authority has included in its assessment.
- Read the compensation calculation. Obtain the formal compensation award and calculation. Check which land and assets it covers, how the recorded facts correspond to the household’s evidence, and whether payment is documented by receipts or other official records.
- Review the R&R plan separately. Obtain the R&R scheme and family eligibility record. Check whether the family is considered physically displaced, which benefits are listed, whether an option is offered, and what conditions or deadlines the project documents state.
- Check location- and status-based protections. Establish whether the land falls in a Scheduled Area and whether SC/ST safeguards apply to the family. Look for relevant consent records and additional assistance or relocation terms in the applicable documents.
- Verify resettlement and implementation. Review resettlement-site details, any recorded amenities, and the status of housing, land, livelihood or other non-cash commitments. Compare the award with payment receipts, possession or handover records, and any implementation or grievance decision.
- Keep project records together. Include the social impact assessment and hearing record if applicable, project or tribunal award, current state rules, and any appeal or grievance decision. Record unanswered questions against the document that should resolve them.
For each discrepancy, state the precise issue—for example, a parcel identifier, an omitted recorded asset, a disputed eligibility entry or an unfulfilled item in the R&R award—and refer to the relevant document. This is more actionable than relying on a broad comparison with another family’s package. If the documents conflict or an entitlement is unclear, the district authority’s record and current state or project orders are the places to verify the applicable decision.
Questions that determine whether another package is comparable
Two families affected by dams may appear to have similar losses but still be governed by different terms. Before comparing amounts or benefits, check whether the cases match on the dimensions that shape eligibility and delivery.
- Law and timing: Do both acquisitions use the same legal route and relevant acquisition period?
- Impact: Is each family physically displaced, or is one affected without having to relocate?
- What was acquired: Do the land, recorded assets, residence and livelihood circumstances align?
- Project rules: Do the same state policy, tribunal award and current implementation orders cover both cases?
- Safeguards: Are Scheduled Area and SC/ST protections relevant in the same way?
- Delivery stage: Is the comparison between amounts formally awarded, actually paid, or a mix of cash and benefits still to be delivered?
Unless those facts line up, a difference in reported payments does not by itself show that one family received the correct package or that another is owed the same amount.

What cannot be answered from a general India-wide summary
A general explanation cannot calculate a claimant’s compensation without the parcel details, valuation and award, applicable state rules, project terms and household eligibility record. The sources described here also do not establish a comparable current national total of people displaced by dams. Figures reported for an individual project or a particular payment period should not be treated as a nationwide displacement count without checking their definitions and coverage.
For an actual claim, verify the current state Gazette, the project’s governing award and implementation orders, and the district authority’s case records. The decisive evidence is the instrument and award that apply to the acquisition, read alongside the family’s recorded circumstances—not a generic per-acre figure or another project’s rehabilitation package.
