How Airports Manage Runway and Taxiway Repairs Safely

Airports use project-specific construction safety and phasing plans to coordinate repair work with aircraft operations, manage hazards and communicate temporary closures and reopening.

Airports manage runway and taxiway repairs by planning construction around the airport’s actual operating conditions, then changing or restricting operations when work cannot safely coexist with normal traffic. In the United States, the FAA’s main framework is a Construction Safety and Phasing Plan (CSPP), which documents affected areas, construction phases, temporary operating arrangements and risk controls. The exact plan depends on the airport and project; there is no single closure or repair arrangement that applies everywhere.

Why runway and taxiway work needs an operating plan

A runway or taxiway is part of an active movement area, not an isolated construction site. Work can affect aircraft routes, air traffic control operations, vehicle access, emergency-response routes and the people performing the work. A repair that appears geographically limited may also affect the usable length of a runway, access to a taxiway, a navigation aid, or the way aircraft are guided across the airport surface.

That is why airport operators plan both the construction and the airport operations around it. The FAA’s Advisory Circular AC 150/5370-2G, Operational Safety on Airports During Construction, describes this U.S. framework. The circular was issued December 13, 2017, and the FAA lists it as active. The FAA’s runway and taxiway construction resource page, which includes operational checklists and notice resources, lists a last-updated date of June 25, 2025. Procedures and project conditions vary by airport, and active closure information should be checked through current official notices.

The core trade-off is explicit in the FAA circular: “Since safety must not be compromised, the airport operator must strike a balance between maintaining aircraft operations and construction costs.” In practice, preserving the usual traffic pattern is not the overriding goal. If construction cannot safely fit around normal operations, those operations must be adjusted.

What a Construction Safety and Phasing Plan does

A CSPP sets out how construction will be conducted without creating unacceptable hazards for airport users. It is built from an assessment of the affected areas and current operations, the operational changes expected during the work, the measures needed to support those changes, and safety risk management. It is a project-specific planning document rather than a generic checklist that makes every job safe by itself.

The plan gives airport stakeholders a common picture of where work will occur, which activities happen in each phase, what parts of the airport remain available, and what temporary arrangements apply. It also helps connect construction decisions to aviation operations: for example, a proposed work boundary may need to be reconsidered if it affects a route aircraft use or changes the runway length available for a particular operation.

How airports build the plan

1. Map the affected area and construction footprint

The operator identifies the geographic areas affected by the project. The footprint is not limited to the pavement being repaired. It can include variable elements such as haul routes used to bring materials to the site and stockpile areas used to store them. Those areas matter because construction traffic and stored materials must be considered in relation to airport operations and access.

The map and description need to make the work area understandable for the people who must operate around it. A boundary that is unclear, or a route that is not considered as part of the project, can undermine the temporary operating arrangement. The plan therefore treats access and supporting construction areas as part of the safety picture, not as details separate from the runway or taxiway work.

2. Describe normal operations for each affected phase

The CSPP records how each affected area is normally used and who uses it, including typical aircraft. Relevant operating details identified in AC 150/5370-2G include aircraft approach and design groups, taxiway design groups, approach visibility minima, available approach and departure procedures, demanding aircraft, declared distances, air traffic control services, and the airport’s surface movement guidance and control plan.

  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

These details help the operator understand what a temporary restriction would change. A runway shortening, for example, is not just a pavement measurement: it can affect declared distances and which aircraft or operations can be accommodated. A change to a taxiway can alter how aircraft move through the affected area. The plan needs to reflect the airport’s actual users and operating conditions rather than assume that every runway or taxiway serves the same purpose.

3. Coordinate the construction and operating arrangements

Airport operators assess how each construction activity interacts with aircraft operations and coordinate early with airport users and FAA personnel. The purpose is to identify conflicts while there is still time to change the construction approach, the phasing, or the way the airport operates during the work.

Phasing can preserve some operations while work proceeds elsewhere, but it is not a guarantee that normal service can continue unchanged. Depending on the project, an airport may need to limit aircraft to certain runways or taxiways, revise approach procedures, suspend some operations, or reduce permissible weights when a runway is shortened. The suitable arrangement depends on local operations, the work area and the risks in that phase.

4. Determine what safety risk management is needed

FAA guidance calls for safety risk management as part of the planning framework. The operator should coordinate early with the appropriate FAA Airports Regional or District Office to determine whether a safety risk assessment is needed. Where one is required, the operator participates in that process and incorporates identified risks and mitigations into the CSPP.

This distinction matters: the available guidance does not establish that every repair automatically follows an identical assessment pathway. The need and scope depend on the project and the circumstances. A reader should not infer from the existence of a CSPP that every job has the same hazards, assessment steps or controls.

Why work is phased—and when operations change

Phasing divides a project into portions so that the operator can manage the relationship between active work and airport operations. Each phase has its own affected areas and temporary arrangements. The goal may be to keep some aircraft movements possible while construction proceeds, but those remaining operations still have to be safe under the conditions in that phase.

If construction cannot safely coexist with the normal operating pattern, the airport must change the pattern rather than accept the conflict. Possible changes described in FAA guidance include restricting which runways or taxiways aircraft may use, revising approach procedures, suspending some operations, and reducing permissible weights on a shortened runway. These are examples of project-dependent operating changes, not a standard package applied to every repair.

When considering a proposed phase, the useful question is not simply “How much of the airport stays open?” It is whether the construction area, remaining routes and temporary restrictions can support the operations the airport plans to allow. A smaller closure is not inherently safer if it leaves an unsafe interaction; a broader restriction may be necessary where the project demands it.

Temporary closures, access and notices

A temporary closure or layout change must be communicated accurately to the aviation users affected by it. FAA construction resources include checklists for runway closure and reopening, taxiway construction, partial runway closure and other construction-related changes. The FAA resource page also points pilots and dispatchers to airport construction notices and NOTAM resources.

Those notices and checklists serve different but connected purposes: they help organize operational changes and communicate them to users who need current information. Pilots and dispatchers should rely on applicable official notices for a particular airport and date rather than assume that a route, runway length or operating condition is unchanged because it was available previously. The construction plan itself is not a substitute for current closure information.

Airport access routes also belong in the planning picture. Construction vehicles, emergency-response and support vehicles, and materials movement can interact with aircraft operations or affect routes people rely on. The FAA circular identifies access routes alongside navigation aids, lights and markings, runway length, closures and phasing as planning considerations. The specific controls depend on the airport layout and project phase.

Hazards that need project-specific controls

Navigation aids, lights and markings

Construction may affect airport-owned or FAA-owned navigation aids, as well as lights and markings that support aircraft operations. AC 150/5370-2G includes guidance on notification of impacts to those navigation aids. The operator must account for how a change affects available procedures and the information users need; a device or marking should not be assumed unaffected just because the pavement work is nearby rather than directly on it.

Construction signs and work boundaries

The circular addresses temporary orange construction signs. Their role is part of making a temporary configuration legible to the users who must operate around the work. Signage has to relate to the actual project layout and phase; a temporary arrangement should not be treated as self-explanatory to pilots, vehicle operators or construction personnel.

Excavations near taxiway safety areas

Excavations and open trenches near operating areas are a particular hazard. FAA guidance discusses restricted circumstances for open trenches or excavations in taxiway safety areas. That does not mean an open trench beside an operating taxiway is generally acceptable. Whether a specific arrangement is permissible depends on the applicable restrictions and project conditions, which the operator must address through its plan and safety controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shortened runways and displaced thresholds

Temporary runway shortening and displaced thresholds are among the configurations covered by the circular. They can change the usable runway available to aircraft and therefore need to be reflected accurately in the operating arrangement and notices. The proper limits and restrictions are project-specific; there is no basis for assuming that a particular temporary length or threshold arrangement is permitted in every case.

Reopening is a planned operational transition

Returning a runway or taxiway to service is also part of the safety plan. The FAA makes a runway/taxiway opening or reopening checklist available, alongside closure and construction checklists. Reopening should therefore be treated as a controlled transition supported by the applicable checklist and notices, rather than as an informal consequence of workers leaving the site.

The cited FAA materials establish that reopening is planned and communicated, but they do not establish one universal inspection sequence or a pavement test that is required for every repair. The operator’s project-specific process and applicable requirements govern the transition. Aviation users should use current official notices to determine when a route or surface is available again.

What to look for in a well-managed repair

For airport stakeholders, pilots, dispatchers and nearby observers, the best evidence of a coherent process is that the temporary operating arrangement matches the work being performed and is communicated consistently. A plan should connect the affected areas to the airport’s actual users, identify what changes in each phase, and account for access, navigation aids and available runway or taxiway routes.

  • Clear boundaries: the work footprint, haul routes and material areas are considered together with the affected movement areas.
  • Phase-specific operations: the plan describes what remains available and what restrictions apply while each portion of work is underway.
  • Early coordination: airport users and relevant FAA personnel are involved in determining suitable operating arrangements and whether a safety risk assessment is needed.
  • Accurate current notices: closure, construction and reopening information reflects the temporary conditions that aviation users need to know.
  • Controls matched to actual hazards: navigation aids, signs, excavations, shortened runways, displaced thresholds and access routes are considered where the project makes them relevant.

For a specific airport, the decisive information is not a generic description of runway repair but the current project arrangement: which areas are affected, which operations remain permitted, what restrictions apply and what official notices are in effect. FAA guidance provides the planning framework; the airport’s CSPP and current operational information address the local case.
