Disturbance and structural damage are different questions. If you notice vibration or a visible change, record what happened, contact the project team and the relevant local authority, and ask what monitoring or property-survey arrangements apply.
What vibration can tell you—and what it cannot
People may feel or hear vibration, or notice windows and other fittings rattling, at levels that do not indicate structural damage. The UK environmental regulator notes that human response varies and that, except at low frequencies, vibration would generally become physically intolerable to people before reaching levels capable of structural damage. Residential occupants may notice vibration more readily than people in busier settings. Noise accompanying vibration can make the experience more disturbing, and what seems like vibration may sometimes be windows responding to airborne sound. That experience is still worth reporting; it simply does not establish that the structure has been harmed.
There is no single damage threshold that applies to every home. The source and duration of the vibration, its amplitude and pattern, distance, soil and topography, and the receiving building’s foundations, materials, dimensions, walls and floors all affect transmission and response. A project-specific figure or a limit used in one jurisdiction should not be treated as a universal legal standard.

The UK guidance identifies BS 6472 for evaluating human response and BS ISO 4866 for measuring and evaluating vibration in fixed structures. Applying such methods is specialist work; they do not turn a resident’s observation alone into a diagnosis.
What to do if you feel vibration or notice a new crack
- Start a dated log. Record the date and time, how long the vibration lasted, where in the home you noticed it, and whether it was steady, intermittent or a brief event. Note nearby activity if you know what was happening.
- Document visible changes. Photograph a suspected new crack or other change with a wider view that shows its location, then a close-up. Keep earlier photos, condition records and repair information if available. This helps establish a chronology, but does not prove what caused the change.
- Contact the project’s published community or site contact. Describe what you experienced and ask whether the work involves vibration-generating activity, what monitoring is being used, and whether a pre-work condition survey exists or can be arranged.
- Contact the appropriate local authority or regulator when needed. If the issue continues, the project contact does not respond, or you see apparent new damage, ask the council, environmental regulator or building-control route for your address which department handles construction vibration and what information it needs. The correct route depends on your location.
- Get prompt in-person help if there may be an immediate safety issue. A rapid movement or serious sudden change warrants local emergency or building-safety guidance and qualified assessment rather than waiting for routine correspondence.
For an independent assessment, match the professional to the question: a qualified structural engineer or building surveyor can assess observed building changes, while a vibration specialist can plan or interpret technical vibration assessment. Check local qualifications or registration, the scope of work, independence from the contractor, whether a written report and dated photographs are included, and—if measurement is proposed—where and for how long it will be taken. A phone app or inexpensive consumer meter cannot certify a building as safe or establish legal causation.

What to include in a useful report
- Your address or exact location and contact details.
- When you first noticed the vibration, plus dates, times and duration of specific events.
- How it feels or sounds, whether it is continuous or intermittent, and which rooms or parts of the building are affected.
- Any visible changes, with dated photographs and relevant earlier condition or repair records.
- What you are asking the project team or authority to clarify—for example, whether the activity is vibration-generating, what monitoring or complaint process applies, and whether a condition survey is available.
Ask the project contact to confirm receipt and explain who handles the concern if it is outside their remit. Keep copies of your messages and any replies so that the timeline is easy to follow.

A pre-construction condition survey—sometimes called a “dilapidation survey”—records existing defects so they can be compared with a later survey. Transport for NSW describes this approach for properties adjacent to its Parramatta Light Rail project, alongside advance resident notice and monitoring locations selected by acoustic and vibration consultants. The project page also describes possible controls such as choosing machinery and planning activities to reduce impacts, respite periods, and limiting high-vibration work to standard construction hours where possible. Ask what arrangements apply to the work near your home: whether a condition survey has been or will be offered, what monitoring is planned and where, how residents receive notice, and what steps the project can take to manage disruptive activity. A survey or monitoring plan can provide useful context, but its availability and scope depend on the project and local requirements.
In the UK, environmental permits guidance advises contacting the regulator for specific advice where vibration is an issue. For operators covered by that permit framework, it recommends considering vibration early and calls for a vibration impact assessment when an initial risk assessment indicates risk beyond the site boundary. A vibration management plan is needed in the circumstances described by that guidance when there is vibration risk and permitted operations cause vibration pollution beyond the boundary.
