1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsConstruction firms that are growing quickly should treat hiring as an operating system, not a one-time recruiting campaign. The system must connect local outreach, realistic job previews, entry-level training, skilled supervision, safe onboarding, career progression and retention data. Build those parts around the trades your projects need, the labor supply in each market, your union or open-shop model and the time available before work starts.
That matters because shortages remain acute even when overall construction demand is uneven. The Associated General Contractors of America (AGC) and NCCER 2026 workforce survey found that 88% of respondents experienced as much or more difficulty than the prior year filling hourly craft positions. In the separate 2025 survey, 92% of firms that were hiring reported difficulty finding qualified workers. A growth plan that relies only on posting vacancies will therefore fail at the point where projects need people most.

Why a growth surge turns staffing into an operating risk
Labor scarcity affects schedule reliability, supervision load, safety and the amount of work a contractor can pursue. In the 2025 AGC–NCCER survey, 45% of firms said labor shortages caused project delays, and 57% said available candidates lacked essential skills or an appropriate license. Those are survey responses, not a measured causal rate for every contractor, but they show why workforce planning belongs in project forecasting rather than only in HR.
Demand also varies by market. AGC’s 2026 outlook identifies data centers and power as stronger demand areas while describing uncertainty elsewhere. The 2026 workforce survey says data-center construction is adding competition for workers. A mechanical contractor near a data-center cluster may face a different labor market from a commercial builder in a slower region. Start with that local reality instead of assuming a national shortage affects every trade equally.

“The need for people to work on new data centers is keeping labor conditions tight even as demand for many other types of projects remains relatively soft,” said Ken Simonson, AGC’s chief economist, in the 2026 workforce release.
Start with a workforce plan tied to the backlog
Translate the growth forecast into a role-by-role labor plan before advertising. The plan should show when each project needs people, which competencies are mandatory on day one, and which can be developed after hiring.
Map demand by project, trade and location
- List every project starting, accelerating or expanding during the next 6, 12 and 24 months.
- Break each project into trades, crew sizes, shifts, licenses, certifications and peak labor dates.
- Identify roles that can be filled by trainees under supervision and roles that require experienced journeypersons immediately.
- Map the commuting radius, transportation options and competing employers for each site.
- Flag demand exposed to data centers, power, public work, residential, industrial or other segments so recruiting assumptions match the actual market.
Give project managers a hiring trigger: for example, open sourcing for a foreperson when a contract reaches a defined probability, and start pre-apprentice outreach when a start date is sufficiently firm to support training. This prevents both premature hiring and last-minute scrambling.

“Skilled worker” is too broad for a surge plan. For each role, write a short scorecard covering essential craft tasks, safety behaviors, required license or credential, ability to read plans or use digital tools, language needs, physical requirements and expected level of independent work. Separate non-negotiable requirements from skills that your company will teach. That distinction enlarges the candidate pool without lowering standards.

Recruit locally and explain the work clearly
Applicants decide quickly whether a construction job appears attainable, safe and worth the commute. A targeted campaign and a credible career page can outperform a generic “now hiring” notice because they answer the questions candidates have before they apply.
Build a career landing page for each audience
Use one central page or site-specific pages that show the work, location, schedule, pay range or pay progression where your policy permits, benefits, travel expectations, tools provided, advancement routes and the next hiring step. Explain entry routes for people without construction experience, including pre-apprenticeship, apprenticeship and supervised on-the-job development. Add a plain-language description of the hiring timeline and a contact who responds.
AGC’s workforce resources describe campaigns aimed at local audiences and linking to chapter career-pathway pages. In its 2025 annual report, AGC says firms involved in those digital recruitment campaigns received double their usual number of resumes during the campaigns. That is an association account of particular campaigns, not a guaranteed lift; measure your own conversion from view to qualified applicant.

Create an entry and skills pipeline
No single pathway is proven to be universally best. Choose a blend based on the time until a worker is needed, your supervision capacity, local candidate supply, cost and pay competitiveness, union or open-shop structure, project mix and the retention pattern you want to build.
| Pathway | Best use | Time to deploy | Training and supervision demand | Key condition |
|---|---|---|---|---|
| Experienced hire | Immediate need for independent craft or leadership | Usually fastest if candidates are available | Lower technical training, but substantial onboarding and site integration | Competitive pay, credible schedule and a reachable labor market |
| Pre-apprenticeship partnership | Build an entry pipeline before a project peak | Requires advance planning | Employer must provide placements, mentors and feedback | Reliable school, community or workforce partner |
| Apprenticeship | Develop trade depth over a structured period | Slower to become fully independent | Planned classroom and jobsite supervision | Compatible program rules and enough varied work to practice skills |
| On-the-job development | Upskill current helpers or adjacent-trade workers | Can begin immediately | Forepersons need time, checklists and consistent evaluation | Work can be sequenced safely for supervised learning |
| Returnship or referral pipeline | Reconnect experienced people who left the field | Varies by candidate readiness | Refresher training and clear re-entry expectations | Fast credential and experience verification |
AGC’s Workforce Development Resource Center highlights pre-apprenticeship, outreach to younger entrants, leadership development, mental-health initiatives, digital recruitment and career-pathway pages as practical themes. The available industry material does not quantify the relative effect of each route, so use pilot cohorts and your own funnel data to decide where to expand.
Make training compatible with production
- Set a skills baseline. Use a short practical assessment and document licenses, prior hours and equipment experience.
- Assign a qualified trainer. Name the foreperson or craft instructor responsible for each trainee; do not leave development to whoever happens to be nearby.
- Break work into observable tasks. Define demonstrations such as layout, material handling, installation, testing and closeout rather than vague “learn the trade” goals.
- Schedule protected learning time. Include brief demonstrations, toolbox instruction and supervised practice in the production plan.
- Review weekly. Record tasks completed, rework, safety observations and the next skill to practice.
- Move people through classifications deliberately. Publish the evidence required for a pay or responsibility step so advancement does not depend on personal connections.
Make the first 90 days survivable
Many surge hires leave because the first weeks are disorganized, not because they cannot perform the trade. A repeatable onboarding sequence protects productivity and gives supervisors early warning when a placement is failing.
Recommended Free Tools

- Give one achievable task, observe it directly and correct errors without public humiliation.
- Explain how to ask for help, report a hazard, raise a scheduling concern and request training.
Days 30, 60 and 90
Hold documented check-ins at each milestone. Review attendance, safety behavior, quality, teamwork, skill progression and the employee’s understanding of the next step. Ask what is making the job harder than expected. Resolve transportation, housing, schedule or equipment barriers where the company can; when it cannot, state that clearly and help the worker make an informed choice.

Retain people through supervision, progression and wellbeing
Retention is shaped on the jobsite. Pay and benefits matter, but workers also experience the company through the foreperson, schedule, workload, safety climate and fairness of advancement.
Develop supervisors as people leaders
Train forepersons in daily planning, respectful correction, conflict handling, inclusive communication, fatigue awareness and coaching. Require a short weekly one-to-one conversation for new hires and a regular crew review for everyone else. Track whether these conversations occur; an unwritten expectation will disappear during a busy mobilization.
Show a credible career path
Publish the skills, behaviors, experience and training associated with helper, apprentice, craftworker, lead and foreperson roles. Offer cross-training only when it does not compromise safety or mastery. Tell employees who makes promotion decisions, when reviews happen and how they can appeal an unclear decision. Leadership development is one of the themes identified in AGC’s 2025 workforce conference materials, but no quantified retention gain is established for it.
Address mental health and fatigue as operating issues
Include mental-health resources in orientation, train supervisors to respond to distress and provide a confidential route to assistance. Design schedules that account for travel, heat, night work and recovery time. Never present support as a substitute for correcting excessive hours, unsafe staffing or abusive supervision. AGC’s workforce conference report identifies mental-health initiatives as an industry focus; it does not establish a specific program’s causal retention effect.

Make the employment promise match reality
Audit ads and interviews against actual start times, overtime frequency, travel, layoffs between projects, per diem rules and advancement opportunities. When conditions change, communicate early and offer choices where possible. Trust lost through a misleading promise is difficult to recover during a labor shortage.
Adapt the system to union, open-shop and local conditions
Union and open-shop firms can use the same operating principles while following different hiring rules. A union contractor should coordinate workforce calls, classifications, apprenticeship ratios and jurisdictional requirements with the applicable local. An open-shop contractor should document its own competency standards, wage progression and training commitments rather than assuming flexibility alone will attract people.
In either model, compare the available labor pool with the project’s exact needs. If a remote site has too few qualified applicants, evaluate travel crews, local pre-apprenticeship, staggered shifts, transportation support, modular or prefabricated work and subcontractor capacity. Each option changes cost, supervision and schedule risk; record those trade-offs in the project estimate.

Measure the hiring funnel like production
A weekly workforce dashboard turns anecdotes into decisions. Segment every measure by trade, site, source, union or open-shop status and supervisor so a company can see where the system breaks.
- Applicants by source and local area
- Qualified candidates after the scorecard screen
- Interview completion and offer acceptance
- Time to fill and days from offer to start
- Credential or license verification failures
- Training tasks completed and time to defined job-ready status
- 30-, 60- and 90-day exits
- Retention at six and 12 months
- Absence, rework and safety observations for new cohorts
- Vacancies and overtime hours by project
Use the measures diagnostically. A large applicant count with few qualified candidates points to targeting or scorecard problems. Accepted offers with many no-shows suggest a communication, transportation or pay-timing issue. Good starts followed by early exits point toward onboarding, supervision, schedule or job-realism failures. Do not treat any single metric as proof that one intervention caused retention.
What to do when qualified workers still cannot be found
- Recheck the requirement. Separate legally or contractually mandatory credentials from preferences that can be taught.
- Expand the geography carefully. Test commuting assistance, travel pay, predictable rotations or temporary lodging, and price the full cost.
- Split the role. Reserve scarce licensed work for qualified people while creating supervised helper roles for trainable tasks.
- Accelerate the pipeline. Contact schools, workforce boards, pre-apprenticeship providers, trade associations and employee referral networks with a specific headcount and start date.
- Protect scarce experts. Use them for high-risk work and coaching; remove avoidable administrative tasks that consume their productive hours.
- Re-sequence the project. Move work that matches current capacity forward and renegotiate unrealistic milestones before a shortage becomes a delay.
- Review price and conditions. If offers are rejected repeatedly, compare total compensation, travel, schedule and supervision with competing local work.
- Escalate the decision. When the remaining options threaten safety or quality, defer work or adjust the contract rather than placing unready workers in hazardous tasks.
A practical 90-day launch sequence
Days 1–30: diagnose and prepare
- Build the project-by-trade demand map and role scorecards.
- Measure current funnel, early exits, overtime and open requisitions.
- Choose two priority audiences and create the career landing page.
- Identify one training partner and appoint supervisor owners.
Days 31–60: recruit and start cohorts
- Run targeted local campaigns with clear entry routes.
- Interview against the same practical scorecard.
- Launch a small pre-apprentice, apprentice or on-the-job cohort sized to available supervision.
- Begin first-week orientation and weekly skill reviews.
Days 61–90: correct and scale
- Review source-to-start conversion, training progress and early exits by site.
- Fix the largest bottleneck before adding advertising spend.
- Coach supervisors where check-ins or safety observations are missing.
- Decide which pathway can scale without reducing quality, safety or retention.
The goal is not to hire the largest possible number immediately. It is to create a dependable flow of people who can become productive safely, understand how to progress and choose to stay while the company grows.
