Boardwalks protect dunes by concentrating beach access on one clearly marked route instead of letting visitors trample plants and create multiple informal paths. An elevated walkover can also leave space for sunlight, vegetation, and moving sand beneath it. Those benefits depend on careful siting, a small and suitable footprint, appropriate supports and clearance, and ongoing maintenance: a poorly designed structure can shade plants or channel wind and water in ways that worsen scour or erosion.
How a boardwalk can reduce damage to dunes
Dune plants help stabilize sand. When people walk across a dune wherever it is convenient, repeated trampling can damage that vegetation and create a network of bare paths. A visible, well-connected route gives visitors a defined way across the dune and can reduce the incentive to take shortcuts through sensitive areas.

Elevation can provide a second benefit. Massachusetts Office of Coastal Zone Management guidance explains that an elevated access structure can admit sunlight and allow vegetation and sand to move or accumulate below it. Florida Department of Environmental Protection guidance describes walkovers as one way to protect dune topography, plants, and coastal wildlife while allowing damaged or eroded dunes to recover. A boardwalk does not itself restore a dune, however; its role is to manage access while the dune’s natural processes and any restoration measures do their work.

A structure in the wrong place, at the wrong height, or with an unsuitable support layout can restrict plant growth or create wind and water channels that contribute to scour, erosion, or flooding. Design therefore has to reflect the local dune profile, vegetation, visitor use, exposure to wind and waves, and how the shoreline changes over time.

Choose the least damaging access treatment
The first decision is not how to build a raised boardwalk; it is whether a raised structure is the right treatment at all. Florida DEP guidance says walkovers commonly cross the frontal dune and generally run perpendicular to shore, but those are Florida guidelines rather than universal coastal rules. The route should protect dune features, disturb as little native vegetation as practicable, and avoid obstructing movement along the beach.
At a low-profile dune with sparse vegetation, Florida guidance recognizes that an on-grade sand or shell path may provide access without an elevated structure. At a site with sensitive vegetation or substantial visitor traffic, a raised route may be more useful because it can channel foot traffic while leaving room below. The choice should be based on site conditions, not on the assumption that every beach needs a boardwalk.
Questions to settle before fixing the alignment
- Where is the sensitive habitat? Map native vegetation and other dune features before selecting a route. Avoiding sensitive areas can matter more than making the shortest crossing.
- Will a defined route control use? Consider how visitors approach the beach and whether the proposed entrance and exit will actually draw them onto the structure rather than leave tempting shortcuts.
- Will the crossing interfere with beach use? The route should not needlessly obstruct lateral access along the shore.
- What are the local exposure and change patterns? Wind, waves, sand accumulation, and erosion affect how an alignment and its supports will perform.
Keep the footprint proportionate to the crossing
A narrower, shorter structure can mean less shading, less construction disturbance, and less material exposed to storm damage. It should extend only far enough to cross the feature that requires managed access. Its dimensions must still serve intended users safely and connect sensibly to the landward and beach-side approaches.

Width limits in government guidance are jurisdiction-specific examples, not coastwide standards. Florida DEP’s 2021 guidance limits overall width to four feet for single-family walkovers and six feet for multifamily walkovers, and includes specific limits for support posts. Massachusetts CZM separately recommends generally keeping access structures no wider than four feet and extending them only as far as needed, while emphasizing that local conditions matter. These recommendations and regulatory limits should not be combined into a single universal rule; the applicable requirements depend on the project location and approvals.
Reducing exposed construction material also matters in storm-prone settings. Florida DEP directs designers to minimize material that could become debris during a storm. A compact design is not automatically safe or appropriate: the structure still needs a suitable layout, supports, connections, and provisions for its intended users.
Set elevation and supports around vegetation and sand
Where a walkover crosses native beach or dune vegetation, Florida guidance calls for post support and enough clearance above existing or proposed vegetation to allow sand buildup. Massachusetts guidance describes elevation as a way to admit sunlight, support plant growth, and preserve sediment movement beneath a structure. The correct height is site-dependent: it should account for surrounding dune grade and expected sand accumulation, as well as any locally specified minimums.

There is no supported universal clearance measurement that can be applied to every dune. A boardwalk set too low may be buried or interfere with vegetation and sand movement; a design that changes local airflow or channels water can create erosion problems. Elevation and alignment should be evaluated together against the site’s topography and exposure rather than chosen from a generic dimension.
Support placement and installation are part of the ecological design, not just a construction detail. Florida DEP recommends limiting excavation for support placement and says its walkover guidance prohibits concrete encasement of support posts. It also calls for methods that minimize short-term disturbance and replacement of vegetation destroyed during construction with similar plants suitable for beach and dune stabilization. Those are Florida guidance provisions; permitted support types and construction methods elsewhere must be confirmed locally.
Design for safe use without overlooking habitat
A route that protects vegetation but is difficult or unsafe to use may not reliably contain foot traffic. The New South Wales coastal dune management manual says elevated walkways are most justified in highly trafficked places or across particularly sensitive environments, and emphasizes careful safety design, including handrails. Designers should assess grades, surfaces, connections, and edge protection for the people expected to use the crossing, while avoiding assumptions that a single layout will fit all visitors or sites.

Safety features and habitat goals need to be resolved together. For example, the route has to connect clearly at each end and remain usable as sand shifts. The applicable accessibility and building requirements are local project questions; the cited guidance does not establish one set of dimensions or standards for all jurisdictions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Consider planting and sand fencing as part of the same plan
Boardwalks may be used alongside planting or sand fencing, but those measures are not automatic additions and their combined effects should be considered. Planting can support dune stabilization when appropriate species and methods are selected for the site. An Alabama best-practice handbook describes walkovers as potentially working alongside planting and fencing; that is a planning option, not a prescription for every beach.
Sand fences can trap windblown sand, help build or fill a dune ridge, and steer visitors away from sensitive areas. Their performance depends on local wind dynamics and placement, as the National Park Service notes. Fencing can also alter habitat used by nesting shorebirds and sea turtles, become buried, leave debris after erosion, and change sand patterns nearby. A site plan should account for where sand is likely to accumulate or shift and for the habitat effects of fencing, not treat it as an ecologically neutral accessory.

Plan for changing sand, storms, and maintenance
A coastal access structure is exposed to a moving landscape. The New South Wales manual identifies practical maintenance problems: sand can accumulate until boards are buried, erosion can undermine or disconnect a walkway, and broken or splintered boards can injure users. A maintenance plan should make clear who will inspect the route, address hazards, and determine whether it needs repair, lifting, or adaptation as dune and shoreline elevations change.
Inspections are particularly important after significant shoreline change or storms. Check whether supports remain stable, connections are intact, the route still meets the dune without an abrupt or unsafe break, and exposed or damaged materials could injure visitors or become debris. If sand or erosion has changed the setting substantially, reassess how the structure interacts with vegetation and sediment rather than assuming the original design remains suitable.
Compare options using the conditions that drive performance
When several access treatments are plausible, compare the site and the maintenance capacity before committing to a structure. These factors guide the choice; they do not replace engineering, ecological, accessibility, or permitting review.
| Decision factor | What to assess | Design implication |
|---|---|---|
| Vegetation and habitat sensitivity | Whether the crossing intersects native or sensitive vegetation, or a sparsely vegetated, low-profile dune. | Avoid sensitive features where feasible; consider whether a raised route or a simpler on-grade path is better suited to the site. |
| Visitor volume and route control | How much use the access receives and whether a defined route is likely to reduce informal paths and trampling. | Prioritize a clear, functional crossing where use is concentrated or habitat is especially sensitive. |
| Sand movement and dune growth | Whether sand can accumulate and move beneath or around the structure without forming a scour channel. | Set elevation, alignment, and supports in relation to dune grade and expected sand buildup. |
| Wind, waves, and storm debris | Local exposure, likely storm effects, and material that could be displaced. | Choose an alignment and construction approach suited to exposure and minimize material that could become debris. |
| Safety and usability | Approaches, grades, surfaces, rails, and connections for intended users. | Coordinate safe, usable access with the habitat-protection purpose and applicable local requirements. |
| Maintenance capacity | Whether the owner can inspect, repair, lift, or adapt the route as sand and shoreline elevations change. | Account for upkeep and changing conditions when deciding whether a structure is manageable over time. |
| Permits and protected species | Local approvals, habitat review, and any seasonal restrictions. | Confirm regulatory and ecological requirements before choosing construction timing or methods. |
Check permits and seasonal restrictions locally
Permits and protected-species requirements vary by location. Florida DEP says permits are required for walkovers on most sandy beaches along open Atlantic or Gulf waters and describes additional triggers tied to the Coastal Construction Control Line and proximity to mean high water. Its guidance also includes disturbance limits and restrictions on construction during marine turtle nesting season, with dates that differ among Florida counties. These are Florida rules and must not be applied to another state or country.
Massachusetts CZM also points to state and local permitting and possible species review. Before work begins, confirm current requirements with the coastal authority responsible for the property and consult qualified coastal, ecological, and design professionals as appropriate. Permitting, construction timing, and approved methods should be established for the specific site rather than inferred from another jurisdiction’s guidance.
