How Construction Can Take Its Next Steps to Net Zero

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Construction reaches net zero by treating a building as a whole-life system. Cut energy demand through passive design and efficient equipment, supply the remaining energy with clean power, avoid unnecessary material use, reuse existing buildings and components, and decarbonize materials that still have to be produced. Codes, procurement, finance and supply-chain coordination are what turn these measures from isolated projects into a market shift.

The correct pathway depends on climate, building type, existing condition, grid mix, local regulations and available materials. Global targets provide direction; they do not replace a jurisdiction’s codes or prove that a particular project is net zero.

Net zero construction starts with a whole-life boundary

“Net zero” is incomplete if it counts only the electricity and fuel used after a building opens. A building also causes emissions when materials are extracted, processed, transported, installed, maintained and eventually replaced or disposed of. Those two categories are commonly called operational and embodied emissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Emissions category What it includes Typical decisions that influence it
Operational Energy used for heating, cooling, ventilation, hot water, lighting and appliances during occupation. Orientation, shading, insulation, airtightness, equipment efficiency, controls, user operation and the source of electricity or fuel.
Embodied Emissions associated with material design, extraction, manufacture, transport, installation, maintenance, replacement and end-of-life. Whether a project is needed, how much material the design uses, reuse of existing assets, material selection, supplier processes and construction methods.
Whole-life The combined account, assessed over the relevant life of the asset. Decisions that reduce one category without creating a larger burden in the other, while also meeting durability, safety and performance requirements.

A highly efficient building can still have a large upfront carbon impact if it uses more material than necessary. Conversely, a low-embodied-carbon structure can perform poorly if its occupants need excessive heating or cooling for decades. A whole-life assessment keeps both effects visible and prevents a project from shifting emissions from one phase to another.

The sector’s scale makes the next steps consequential

The United Nations Environment Programme and the Global Alliance for Buildings and Construction reported in their Global Status Report for Buildings and Construction 2024/2025 that buildings and construction consume 32 per cent of global energy and contribute 34 per cent of global carbon-dioxide emissions. The same report attributes 18 per cent of global emissions to cement and steel. These figures belong to that 2024–2025 edition and should not be blended with percentages from earlier reports that used different years or boundaries.

Those numbers describe a global sector, not the footprint of every project. A building’s contribution varies with its size, use, location, energy supply, structure, materials and service life. They do show why action cannot be limited to a single technology or to operational energy alone: demand for buildings, the way they are operated and the materials used to make them all matter.

What the 2030 goals mean

GlobalABC’s stated 2030 goals are to halve emissions from the built environment, have 100 per cent of new buildings reach net-zero carbon in operation, and reduce embodied carbon by at least 40 per cent. The goals are milestones in a global roadmap, not evidence that every country has adopted them or that current progress is sufficient.

2030 goal Practical implication for projects What it does not establish
Halve built-environment emissions Plan reductions across existing buildings, new construction, energy supply and materials rather than relying on one project type. A universal carbon budget, national law or guaranteed result for an individual development.
All new buildings net-zero carbon in operation Make operational performance a design requirement, verify energy demand and provide clean energy for the remaining demand. That embodied carbon is irrelevant or that an offset can substitute for efficient design.
At least 40 per cent lower embodied carbon Reduce material demand, retain and reuse what exists, specify lower-carbon or regenerative options, and improve conventional production. A single material, product declaration or percentage that is valid in every jurisdiction and project.

The GlobalABC 2020–2050 roadmap frames the destination as a zero-emission, efficient and resilient sector by mid-century. Its direction is useful for planning, but delivery still depends on local policy, design practice, markets, skills and enforcement.

First reduce operational demand, then clean the energy that remains

Operational carbon reductions are most durable when they follow the physics of the building. Lowering demand reduces the size of equipment, the amount of energy that must be generated and the exposure to future energy-price or grid changes. Clean energy then addresses the emissions associated with the remaining use.

Use passive design before adding equipment

Orientation, form, glazing proportions, external shading, daylight, natural ventilation where appropriate and thermal mass can reduce heating, cooling and lighting loads. The right combination is climate-specific: a strategy that helps in a dry, hot climate may create humidity or overheating problems elsewhere. Early simulation and local design knowledge should test seasonal conditions rather than assume that one passive feature works everywhere.

Make the envelope perform

Continuous insulation, controlled airtightness, thermal-bridge detailing and high-performing windows reduce unwanted heat flow. The envelope must also manage moisture, fire safety, acoustics and durability. A nominal insulation value is not the same as delivered performance; gaps, poorly joined systems and uncommissioned controls can erase design gains.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Specify efficient systems and lighting

High-efficiency heating and cooling, heat-recovery ventilation where suitable, efficient hot-water production, LED lighting and appliances reduce energy intensity. System selection should account for the building’s load profile, refrigerant impacts, maintenance capacity and local electrical or fuel infrastructure. Oversized plant can cycle inefficiently and cost more to operate, so loads should be calculated from the design rather than selected from a rule of thumb.

Commission controls and involve occupants

Controls, sensors, schedules and setpoints determine whether equipment performs as designed. Commissioning should check installation, sequences, metering and fault responses, then hand the operating team clear instructions. Occupants need understandable controls and feedback; a technically efficient building can waste energy if spaces are overheated, windows and mechanical cooling run together, or schedules are never adjusted.

Supply remaining demand with clean energy

After demand has been reduced, projects can use on-site generation, purchased renewable electricity or other locally permitted clean-energy arrangements. The credible choice depends on the grid, connection capacity, ownership model and rules for accounting renewable supply. Clean energy does not remove the need for an efficient envelope: it is more expensive and less resilient to rely on generation to compensate for avoidable demand.

Treat existing buildings as a distinct opportunity

Retrofit decisions differ from new-build decisions because the structure, services, occupants and heritage or planning constraints already exist. Start with measured energy use and a condition survey. Sequence fabric improvements, controls and plant so that each step works with the others, and plan temporary access or phasing around occupied spaces. Retaining a sound building can also avoid the emissions of demolition and replacement, although the decision must consider safety, adaptability and long-term performance.

Lower embodied emissions through a hierarchy of choices

UNEP identifies three complementary strategies: avoid unnecessary extraction and production, shift to regenerative materials, and improve the decarbonization of conventional materials. They are most effective when applied in that order, while maintaining structural safety, durability, fire performance, health and local code compliance.

1. Avoid unnecessary material demand

Question the need for new floor area, excavation, finishes and redundancy before choosing a lower-carbon product. Right-size spans, grids, loads and specifications; coordinate services to prevent rework; and design for adaptability so future changes do not require wholesale replacement. Material efficiency is often a design decision made before a product is selected.

2. Retain and reuse existing assets

Assess whether an existing building, foundation, frame, façade or interior component can remain in service. Reuse can preserve the carbon already invested in a material and reduce new extraction, but it requires surveys, testing, careful deconstruction and a realistic assessment of future performance. A retained element that cannot meet safety or service-life requirements is not a successful carbon strategy.

3. Consider regenerative materials where they fit

Materials that can be renewed through biological cycles may offer benefits when sourced responsibly and used in suitable assemblies. Their performance depends on land management, processing, transport, durability, moisture control and end-of-life pathways. “Regenerative” is not a universal guarantee of low whole-life impact; project-specific evidence is still needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Decarbonize conventional materials

Where concrete, steel and other conventional products remain necessary, compare suppliers and manufacturing routes using consistent, project-relevant environmental information. Options may include lower-carbon binders, recycled content, renewable energy in production, process efficiency or material recovery. Availability, structural requirements, curing, lead times and local standards can limit which options are practical.

Cement and steel require coordinated action

The 18 per cent global-emissions figure for cement and steel explains their importance at sector scale, not a universal rule that one material should always replace the other. Structural design, span, fire resistance, corrosion exposure, construction skills and supply all influence the appropriate solution. The International Energy Agency’s 2025 cement and concrete analysis highlights demand aggregation for near-zero and low-emissions materials and code revisions that allow cements using alternative raw materials while retaining performance and safety. Buyers can help create that market by stating performance needs clearly and combining demand where procurement rules permit.

Measure embodied carbon consistently

Set the assessment boundary, life span, data quality and treatment of biogenic carbon before comparing options. Use the same functional unit and assumptions for competing designs, document transport and replacement expectations, and distinguish manufacturer-specific information from generic averages. A lower number is not meaningful if one option omits life-cycle stages or uses a different reference quantity.

Make procurement and supply chains part of the solution

Designers cannot decarbonize a supply chain that buyers never ask suppliers to describe. Procurement documents can request product-specific emissions data, manufacturing energy information, recycled or responsibly sourced content, durability evidence and end-of-life assumptions. Requirements should be proportionate to the project and clear about acceptable verification so that smaller suppliers are not excluded by unexplained paperwork.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Aggregate demand where it helps

Individual projects may be too small to justify a new low-emissions production line. Developers, contractors or public bodies can coordinate demand, publish forward schedules and use framework arrangements when legally permitted. More predictable orders give manufacturers a reason to invest and let buyers plan around limited production capacity.

Align specifications with codes

Prescriptive specifications can unintentionally block lower-carbon alternatives. Review whether the project can specify performance, durability and safety outcomes rather than a single recipe, subject to the authority having jurisdiction. The IEA’s cement work specifically connects code revision with enabling alternative raw materials while maintaining required performance. No global code change automatically applies to a local project; the building official, engineer and applicable standard determine what is acceptable.

Use contracts to protect the intent

Assign responsibility for data, substitutions, transport assumptions, commissioning and post-occupancy performance. Require approval before a lower-carbon product is replaced by a higher-impact equivalent, and record the reason for any change. Early contractor involvement can reveal constructability or supply constraints before they force an unplanned substitution.

Connect finance to verified outcomes

Lenders, investors and owners can ask for whole-life carbon targets, energy models, commissioning plans and evidence of operation. Financing terms should reflect the project’s jurisdiction and the rules of the specific financial product; a generic “green” label is not proof of performance. Transparent reporting makes it easier to distinguish a design promise from an achieved result.

Design for adaptation, health and inclusion as well as carbon

GlobalABC’s framework has four objectives: zero embodied carbon, zero operational carbon, adaptation, and wellbeing and inclusion. A project that lowers emissions but overheats, floods, excludes people with disabilities or shifts pollution and cost onto vulnerable residents is not a complete response.

Plan for local hazards

Assess heat, flood, wildfire, storm, drought and other hazards relevant to the site and expected service life. Passive survivability, shading, ventilation, water management, backup systems and robust materials can reduce dependence on uninterrupted mechanical or grid service. The appropriate measures must come from local hazard data, planning rules and engineering analysis rather than a global checklist.

Protect health and comfort

Indoor air quality, daylight, acoustics, thermal comfort and moisture control should be evaluated alongside energy use. Tight envelopes and efficient systems need adequate ventilation and commissioning. Material choices should consider emissions during occupation, maintenance requirements and the people who install, operate and clean the building.

Include affected communities

Engage occupants and neighboring communities early enough to influence design, access, construction disruption and operating costs. Consider who benefits from lower energy demand and who bears retrofit costs or displacement risk. Universal access, affordability and usable public or shared space belong in the project brief, not as late-stage additions.

  1. Set the boundary and brief. Define operational and embodied emissions, the assessment period, resilience outcomes, wellbeing requirements and the local code framework.
  2. Establish a baseline. For an existing asset, measure energy, condition, occupancy and constraints. For a new project, record the proposed area, structure, systems, materials and expected energy demand.
  3. Test the lowest-demand design. Compare orientation, massing, envelope, daylight, shading and ventilation strategies before sizing mechanical equipment.
  4. Run a whole-life options study. Compare retaining, refurbishing, extending or replacing the asset, then examine structural and material alternatives with consistent assumptions.
  5. Set measurable requirements. Put energy, embodied-carbon, durability, commissioning, data and substitution requirements into the employer’s requirements and procurement documents.
  6. Check supply and approvals. Confirm that proposed materials, systems and energy arrangements are available, code-compliant and supportable by local installers and operators.
  7. Verify construction. Track quantities, deliveries, substitutions, airtightness, insulation continuity, system installation and waste against the design intent.
  8. Commission and operate. Test controls and metering, train the facilities team, monitor actual energy use and resolve faults rather than declaring success at handover.

Each gate should record assumptions and changes. A project can then explain whether a missed target resulted from design, procurement, construction, operation or a change in scope, instead of hiding the cause in a single end-of-project number.

How to compare competing next steps

When two proposals both claim to support net zero, use the following questions before choosing one.

Comparison axis Questions to ask Why it matters
Operational versus embodied Which life-cycle stage changes, and could the proposal shift emissions elsewhere? Prevents an efficient building with excessive upfront carbon, or a low-carbon material that causes high energy use in operation.
New build versus existing stock Is the intervention for a new design, an occupied retrofit or ongoing operation? These contexts have different constraints, disruption risks and opportunities to retain existing fabric.
Avoid, reuse, substitute or decarbonize Does the action reduce demand, extend material life, change material type or improve production? Shows whether a proposal addresses the highest-leverage choice before relying on a product substitution.
Performance and code fit Will the option meet local requirements for safety, fire, durability, health and structural performance? Carbon claims cannot override mandatory requirements or create an unsafe building.
Resilience and people Does it improve adaptation, comfort, access and distributional outcomes as well as carbon? Net zero should not increase vulnerability or reduce the usefulness of the asset.
Evidence quality Are the data project-specific, comparable and complete across the stated boundary? Prevents precise-looking figures from disguising different assumptions or missing life-cycle stages.

Common failure modes and their fixes

  • Counting only operational energy. Add material extraction, manufacture, construction, replacement and end-of-life to the assessment.
  • Choosing a product before reducing quantities. Revisit the brief, geometry, structural grid and reuse options before comparing products.
  • Assuming a low-carbon label is transferable. Check the declared boundary, functional unit, date, manufacturing location, durability and project-specific performance.
  • Specifying an option that cannot be approved or supplied. Involve the engineer, building official, contractor and suppliers early, and document acceptable alternatives.
  • Treating design intent as delivered performance. Commission systems, test the envelope, train operators and monitor actual energy use.
  • Using one global target as local law. Present GlobalABC milestones as goals and verify the requirements that apply in the project’s jurisdiction.
  • Ignoring rebound and user behavior. Provide usable controls, feedback and maintenance so efficient equipment is not undermined by operation.
  • Leaving resilience and inclusion until the end. Set hazard, health, access and affordability objectives in the initial brief and test them with affected users.

What clients, designers, contractors and authorities can do next

Clients and owners

Set whole-life carbon, energy, resilience and wellbeing outcomes before appointing the design team. Ask for a baseline, options appraisal, evidence plan and post-occupancy commitments, and make the budget reflect commissioning and data collection rather than treating them as optional extras.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design teams

Develop passive and material strategies together. Show how area, structure, façade, services and operational assumptions affect both carbon categories, and present trade-offs in a form that the client and approving authority can act on.

Contractors and suppliers

Bring construction knowledge into early decisions, preserve approved material quantities and data through substitutions, and report installation quality. Share realistic lead times and manufacturing information so low-emissions specifications do not collapse during procurement.

Authorities and policymakers

Set clear performance rules, update codes where evidence supports safer lower-emissions materials, improve data consistency and use public demand to aggregate orders. Local implementation should reflect climate, housing needs, infrastructure, workforce capacity and affordability.

How to judge progress without overstating it

Track energy demand and actual energy use separately, because a clean supply contract cannot compensate for an unexplained increase in demand. For embodied carbon, record quantities, supplier data, transport assumptions, replacement cycles and what was retained or reused. Report the boundary, reference date, calculation method and uncertainty with every result.

Use the 2030 milestones as a direction for increasing ambition, not as a claim that a project or country has already met them. A credible statement says what was designed, what was built, what was measured and which assumptions remain. That distinction protects decision-makers from false certainty and makes later improvements possible.

The next step is coordinated, not singular

Construction’s route to net zero is a sequence of connected decisions: reduce demand, operate efficiently, provide clean energy, avoid and reuse materials, decarbonize what remains, and verify performance over the asset’s life. Procurement, codes, finance and supply-chain collaboration determine whether those decisions become normal practice. The strongest projects also deliver adaptation, health, access and inclusion, because a building that is low-carbon but unsafe or unusable does not meet the sector’s wider responsibility.
