Major sewer tunnels are rarely paid for by one check or one grant. In the United States, cities and wastewater utilities usually combine sewer rates and surcharges, municipal borrowing, state revolving-fund loans, and sometimes federal loans, grants, principal forgiveness, or other subsidies. The final mix depends on the project’s eligibility, the utility’s rate and debt capacity, the state’s funding priorities, and the construction schedule. Loans must be repaid; grants and principal forgiveness reduce the amount ratepayers or taxpayers ultimately repay.
The short answer: a sewer tunnel uses a financing stack
A tunnel that captures combined-sewer overflows or expands wastewater capacity can cost hundreds of millions or billions of dollars. The owner therefore assembles a financing stack: several sources with different repayment rules, interest costs, timing, and eligibility requirements.

| Source | What it provides | Who ultimately pays | Important qualification |
|---|---|---|---|
| Sewer rates and surcharges | Ongoing cash for operations, debt service, and capital reserves | Customers through utility bills | Rates are set locally and must balance affordability with the revenue needed to borrow |
| Municipal bonds and other local debt | Up-front construction capital from the capital markets | Ratepayers, taxpayers, or another pledged revenue source | Terms depend on credit, security, market conditions, and legal authority |
| Clean Water State Revolving Fund (CWSRF) | Low-cost loans and, in some cases, refinancing, guarantees, grants, principal forgiveness, or negative-interest assistance | Borrower repays the loan; subsidized portions may not be repaid | Each state sets priorities, eligibility rules, rates, fees, and subsidy levels |
| WIFIA | Long-term federal credit that can fill a large financing gap | The project borrower | Often layered with SRF assistance, bonds, grants, or utility revenues |
| Grants and additional subsidies | Capital that does not have to be repaid under the award terms | Federal or state grant funders | Availability is limited and eligibility is circumstance-specific; no city is automatically entitled to a grant |
In practical terms, a city may use a grant or principal forgiveness to shrink the amount it must borrow, borrow the balance through a CWSRF or WIFIA loan, issue bonds for another phase, and raise sewer rates over time to cover operating costs and debt service. EPA describes rates and surcharges, municipal bonds, and private capital as important state and local funding components.

Clean Water State Revolving Funds: the main public-loan route
The federal-state CWSRF was created by the 1987 amendments to the Clean Water Act. The U.S. Environmental Protection Agency capitalizes state programs with federal grants; states add a required match, lend to eligible recipients, and place repayments back into the fund so the money can finance future projects. Cities generally apply through their own state program rather than directly to a single national loan office.

EPA calls the 51 programs “environmental infrastructure banks” because they provide low-interest loans to eligible water-quality projects. A tunnel that controls combined-sewer overflows, improves treatment reliability, or otherwise meets a state’s water-quality priorities may qualify, but eligibility and ranking are determined under state rules.
More than a conventional loan
A CWSRF program may lend directly, refinance existing debt, purchase local debt, guarantee or insure debt, or provide additional subsidization. Under specified conditions, that additional assistance can include grants, principal forgiveness, or a negative-interest loan. Loan rates can range from zero to market, and repayment may extend up to 30 years or the project’s useful life, whichever the applicable program permits. The state—not a universal federal formula—sets the actual terms.
How large is the program?
EPA’s current CWSRF page reports $194 billion in cumulative community assistance through 2025, following $62.4 billion in federal investment, and 53,000 low-interest loans. Those are national, cumulative program totals. They are not an allocation for a particular tunnel and do not indicate how much money remains available in any city’s state program.

WIFIA can cover a large gap or complement SRF money
The Water Infrastructure Finance and Innovation Act (WIFIA) program provides long-term, low-cost federal loans for eligible wastewater, drinking-water, and stormwater projects. A city can combine WIFIA with a CWSRF loan, municipal bonds, grants, and utility revenues. That layered approach can reduce the amount that must be raised in a single bond issue or can align a federal loan with a multi-year construction schedule.
WIFIA is still debt: the borrower must meet federal requirements and repay principal, interest, and applicable fees. The value is in the term, pricing, and ability to coordinate a large project or portfolio, not in making construction free. A financing plan should compare the full cost of each layer, including interest, fees, reserve requirements, drawdown rules, and the timing of construction expenditures.
Sewer bills and local debt provide the repayment base
Rates, surcharges, and dedicated revenues
Utility revenue is often the security behind a tunnel loan. A sewer enterprise may pledge existing rates, a dedicated surcharge, connection charges, or future rate increases. Those revenues pay routine operations first or alongside debt service, depending on the utility’s legal covenants. A stronger, more predictable revenue stream can support more borrowing; a weak or politically constrained rate base can limit the amount and terms lenders will accept.

Rate increases are a local policy choice. Officials must model household affordability, industrial users, collection risk, reserve requirements, and the effect of higher bills on future bond capacity. A surcharge may make the connection between the tunnel and its cost clearer, while a system-wide rate can spread costs across users who benefit from regulatory compliance and improved reliability.

A city, county, or utility can issue revenue bonds secured by sewer-system income, or use another legally available pledge such as general governmental revenues. The borrower receives capital before construction and repays investors over the bond term. CWSRF programs may also purchase, refinance, guarantee, or insure local debt when state rules allow, giving a project an alternative to—or a complement to—a conventional market issue.
Borrowing does not eliminate the cost of a tunnel; it moves construction cost across the years in which the asset serves customers. Decision-makers should compare the interest rate and term with the useful life of the tunnel, account for issuance and reserve costs, and test whether projected rates remain adequate under lower growth, delayed construction, or higher operating expenses.

Where grants, principal forgiveness, and rural programs fit
Some CWSRF assistance carries principal forgiveness, a grant-like subsidy, or a negative interest rate when federal and state conditions are met. Other programs may contribute grants or loans, including Community Development Block Grants, U.S. Department of Agriculture rural financing, and Economic Development Administration grants. These programs have distinct statutory purposes and eligibility tests. A major tunnel in a large urban utility should not be presented as automatically eligible for any of them.
Subsidized assistance lowers the share that must be repaid, but it can involve income, affordability, disadvantaged-community, environmental, or readiness requirements. A city should identify the eligible project scope, document its financial and environmental status, and confirm current appropriations with the relevant state or federal agency before counting a subsidy in its base financing plan.

- Define the eligible project. Separate tunnel shafts, conveyance, storage, treatment connections, land, design, contingency, and related work. Regulatory obligations and water-quality benefits often affect eligibility and priority.
- Forecast the full cost. Include escalation, financing during construction, operation and maintenance, renewals, reserves, and possible delays—not just the contractor’s construction price.
- Model the revenue base. Project sewer-rate revenue, surcharges, customer growth, collection losses, and affordability impacts. Establish how much annual debt service the system can support.
- Screen public programs early. Ask the state CWSRF program about ranking, interest rate, term, principal forgiveness, refinancing, and application deadlines. In parallel, test WIFIA eligibility and timing.
- Choose the debt combination. Compare SRF, WIFIA, revenue bonds, taxable or tax-exempt debt, and any interim financing against the construction draw schedule.
- Secure legal and credit approvals. Adopt rate ordinances, bond resolutions, security pledges, covenants, environmental documents, and any required public or regulatory approvals.
- Close and manage draws. Coordinate loan and bond proceeds with design milestones, reimbursement rules, retainage, and change orders so the city does not pay interest on idle funds.
- Revisit the plan during construction. Update cost, schedule, rates, and subsidy assumptions. A programmatic or phased loan can reduce refinancing pressure when a tunnel is one part of a larger capital plan.
How to compare the options
| Question | Rates and surcharges | Bonds or local debt | CWSRF | WIFIA | Grant or principal forgiveness |
|---|---|---|---|---|---|
| Repayment source | Customer bills | Pledged revenues or taxes | Borrower revenues or other pledged security | Borrower revenues or other pledged security | Not repaid under the applicable award terms |
| Total cost | Administrative and affordability effects | Market interest, issuance, and reserve costs | State-set rate, term, and fees | Federal rate, term, fees, and financing requirements | No repayment, but compliance and matching conditions may apply |
| Eligibility | Locally authorized | Depends on legal authority and credit | Water-quality eligibility and state priority | Federal eligibility and credit review | Program-specific purpose and conditions |
| Timing and flexibility | Builds cash over time | Market and disclosure timetable | State application and project-list schedule | Federal application and closing process | Competitive or formula timing varies |
| Effect on affordability and capacity | Direct bill impact | Uses debt capacity | Usually lowers borrowing cost, preserving capacity | Can supplement large projects and spread repayment | Reduces the amount ratepayers must finance |
Examples of real financing structures
Alexandria, Virginia: RiverRenew
Virginia Resources Authority reports that AlexRenew borrowed $186 million in 2021 through Virginia’s Clean Water Revolving Loan Fund. The loan is secured by AlexRenew’s revenues. RiverRenew is a tunnel-and-sewer network designed to route combined-sewer flows back to the existing Water Resource Recovery Facility for treatment. This is a direct example of a tunnel project using a public revolving loan with utility revenue as the repayment security; it does not establish a standard percentage split for other cities.

Los Angeles: a historical rate-and-finance plan
EPA’s “City of Los Angeles – 2005” case study describes a 10-year settlement reached in October 2004 and a plan for $2.3 billion of sewer-system investment over 10 years. The amount included $2 billion that had already been planned and budgeted. The additional spending was to be supported by sewer-rate increases, financing, and operational efficiencies. Los Angeles approved five years of annual 7% sewer-rate increases. These figures describe that historical case study, not current Los Angeles rates and not the cost or financing of one specific tunnel.
Hampton Roads, Virginia: coordinated programmatic borrowing
EPA’s 2020 case study says Hampton Roads Sanitation District faced $1.1 billion in repairs and improvements by 2040 under a consent decree. Virginia’s CWSRF and Virginia Resources Authority arranged a $100 million loan across 48 projects in 18 localities. EPA reports a 1.15% rate and expected savings of $32.8 million; one project was co-funded with a WIFIA programmatic loan. The example shows how a regional utility can coordinate financing across a portfolio. It is not a tunnel-specific cost benchmark and its terms should not be assumed for a new borrower.
What ratepayers, taxpayers, and lenders should watch
- Affordability: A rate plan that supports debt service can still create hardship for low-income households. Utilities may need assistance policies, targeted subsidies, or a longer phase-in.
- Interest-rate and timing risk: Delays can increase capitalized interest and force a city to refinance. Align loan draws and bond proceeds with actual construction needs.
- Scope risk: Geology, groundwater, utility conflicts, contaminated soil, and tunneling conditions can change the final cost. Maintain contingency and update the financial model as design advances.
- Revenue security: A lender will examine collection history, rate covenants, reserves, competing obligations, and the legal pledge. “Secured by revenues” means the utility has committed its income under loan documents; it does not mean the project has no financial risk.
- Program dependence: Federal and state allocations, interest rates, subsidy rules, and deadlines change. A plan should remain viable if a hoped-for grant or principal-forgiveness award is smaller than requested.
Common mistakes in explaining tunnel financing
- Calling a loan a grant. CWSRF, WIFIA, and bond proceeds generally must be repaid, even when their interest rate is below market.
- Quoting a national program total as if it were a local award. EPA’s $194 billion and 53,000-loan figures are cumulative through 2025.
- Assuming a universal funding formula. There is no standard national percentage paid by rates, bonds, grants, and federal loans.
- Using an old case-study rate as a current promise. The Los Angeles 7% annual increases and Hampton Roads 1.15% loan rate are dated examples.
- Ignoring the state role. A city normally works through its state CWSRF program, whose priorities and terms govern the application.
- Leaving the repayment source vague. Every loan layer should identify whether debt service comes from sewer customers, taxes, a regional utility, or another legally pledged source.
What cannot be answered without a project name
The exact financing composition for an unspecified city or tunnel cannot be calculated from national program descriptions. To produce a project-level breakdown, you would need the owner, location, construction scope and cost estimate, regulatory deadline, current rate ordinance, existing debt, state funding program, and any approved grant or loan commitments. Those details determine whether the tunnel is financed primarily with rates, bonds, SRF assistance, WIFIA, grants, or a combination.
