In England, council housing is usually financed through a project-specific blend rather than a single grant. A council may combine its ring-fenced Housing Revenue Account (HRA), prudential borrowing, Homes England programme funding, Local Authority Housing Fund (LAHF) capital and other approved local resources. It then buys design, construction and related services under the Procurement Act 2023, any applicable below-threshold transparency rules and the conditions attached to grant or lending.
The workable combination depends on tenure, site and build costs, expected rents, the council’s business plan and borrowing capacity, programme eligibility, contract value and the authority’s approvals. The framework below applies to England; Wales, Scotland and Northern Ireland have different funding and procurement arrangements.

What the HRA pays for
The HRA is the accounting foundation for most council-owned housing in England. Ministry of Housing, Communities and Local Government (MHCLG) guidance describes it as: “The HRA (Housing Revenue Account) is not a separate fund but a ring-fenced account of certain defined transactions, relating to local authority housing, within the General Fund.” The ring-fence limits which housing transactions can be credited or charged to the account; it is not a separate legal bank account and it cannot be used as a general-purpose budget.
Income and expenditure
Typical HRA income includes tenants’ rents and service charges. Expenditure includes housing management, routine maintenance, repairs, major works, loan charges and depreciation. A new-build appraisal therefore has to show how capital costs, financing costs, management and maintenance will be supported by the scheme’s expected rental and other HRA income over its life.

In practice, the council’s cabinet or equivalent decision-maker will need an affordable business plan, a capital budget and evidence that the proposal remains sustainable if costs, interest rates, completion dates or rents change.
How council borrowing works
Prudential borrowing after the cap was removed
The HRA borrowing cap was abolished with immediate effect on 29 October 2018. An authority with an HRA can now borrow for council housebuilding under the CIPFA Prudential Code, provided the debt is affordable, prudent and sustainable. Removing the cap did not create free or unlimited money: the council remains responsible for principal, interest, refinancing and the effect of debt on its wider business plan.
Borrowing capacity is tested against expected rental income, existing debt, cash flow, interest-rate assumptions, construction risk and the council’s overall capital strategy. A scheme that produces enough long-term income may support debt even when it cannot support the full cost of development, leaving a funding gap for grant, capital receipts or another approved source.
Authorities without an HRA
Different accounting rules apply where an authority does not have an HRA. MHCLG guidance allows such an authority to account for up to 999 social homes outside an HRA and to borrow prudentially through the General Fund. Reaching 1,000 homes requires a Secretary of State Direction; at 1,000 homes the authority must establish an HRA. Councils therefore cannot assume that the same borrowing treatment applies everywhere.

Homes England programme funding
Homes England’s Capital Funding Guide is the operational rulebook for providers delivering affordable homes through its programmes. It covers both grant-funded and nil-grant schemes and includes requirements for procurement, programme management and scheme delivery. The current guide is being updated for the Social and Affordable Homes Programme 2026 to 2036.
A council considering grant should read the current programme prospectus, the relevant Capital Funding Guide chapter and the proposed grant agreement together. Those documents determine who can apply, which tenures and homes qualify, what evidence is required, how costs and milestones are monitored, and what happens if a scheme is delayed, changed or not delivered. The guide also matters for a nil-grant scheme where programme rules or provider obligations still apply.
Do not treat a historic grant rate as a standing entitlement. Rates, bidding windows and eligibility are programme-specific and can change. The council’s appraisal should identify the grant assumption separately from borrowing and show the consequences if the award is lower, later or unavailable.

The 2025–26 local government finance policy statement reported a £500 million cash injection into the then-current Affordable Homes Programme, described as supporting up to 5,000 new social and affordable homes. The same statement referred to £450 million of additional Local Authority Housing Fund support and an extension of the preferential Public Works Loan Board (PWLB) council-housebuilding rate through 2025–26. A later parliamentary written statement extended that preferential rate through the end of March 2027. What the Local Authority Housing Fund is for
LAHF is a targeted acquisition and accommodation fund, not a universal new-build subsidy. MHCLG’s 2026 collection describes a £2.2 billion capital fund for English local authorities to obtain accommodation for people owed a homelessness duty and for specified resettlement schemes. It says the rounds create lasting affordable housing assets.
| LAHF round | Allocation | Purpose of the comparison |
|---|---|---|
| Round 1 | £500 million | One of the fund’s distinct allocation rounds |
| Round 2 | £250 million | One of the fund’s distinct allocation rounds |
| Round 3 | £500 million | One of the fund’s distinct allocation rounds |
| Round 4 | £950 million | One of the fund’s distinct allocation rounds |
The total and round figures come from MHCLG’s 2026 collection page. Each round has its own purpose, allocation method and conditions, so a council must check the applicable prospectus before treating a property, household or acquisition as eligible. LAHF may fit a purchase or conversion that meets the fund’s homelessness or resettlement objectives; it should not be presented as a general replacement for HRA borrowing or Homes England new-build grant.
PWLB borrowing and the application steps
The PWLB is a major source of local-authority capital borrowing. Current Debt Management Office lending-arrangements guidance requires an authority to submit the DELTA form covering planned borrowing and capital expenditure for 2026/27 to 2028/29 before applying. A council seeking the HRA concessionary rate must also submit the PWLB Lending Access form, including its HRA borrowing and capital-spend section.

The concessionary rate is intended for HRA use, not for every item of general housing expenditure. Lending arrangements and pricing can change, so the authority should confirm the current forms, declarations and rates in the official PWLB material when it is ready to borrow.

How funding sources are combined
A viable scheme normally has a funding stack rather than one source. The council first establishes the total development or acquisition cost, including land, surveys, design, construction, professional fees, finance, contingencies, taxes and any abnormal site costs. It then tests which costs and homes are eligible for each source.
- HRA resources: rents, service charges, revenue contributions and approved HRA capital resources support the housing business plan.
- Prudential borrowing: finances part of the capital cost against affordable future income and the council’s debt limits.
- Homes England grant: reduces the borrowing or capital requirement where the scheme meets the live programme’s rules and grant conditions.
- LAHF capital: supports qualifying acquisitions or accommodation for specified homelessness and resettlement purposes.
- Other local capital: may include capital receipts, land value, section 106 contributions or other approved resources where the legal and programme conditions permit.
The appraisal should keep each source’s conditions visible. A grant may require particular tenure, rent, quality, completion or recovery arrangements; LAHF may restrict the intended households or use; borrowing must remain affordable even if rents or costs move. Combining sources does not remove any source’s rules.
Which procurement rules apply
Procurement Act 2023
The Procurement Act 2023 has applied since 24 February 2025. For works contracts entered into during 1 January 2026 to 31 December 2027, Cabinet Office thresholds guidance lists £5,193,000 including VAT as the regulated works threshold. This is a procurement threshold, not a grant limit, a borrowing limit or the maximum value of a housing project. Goods and services have separate thresholds, and the correct treatment depends on the contract’s classification, value, exemptions and other facts.
Competitive tendering, frameworks and direct award
Competitive tendering is the default for most public contracts. A framework can be used only in accordance with the framework’s terms and the Act’s selection or competition rules; it is not an automatic exemption from competition. Direct award is lawful only where a listed statutory ground applies. In general, the authority must publish a transparency notice in advance, subject to the specified exceptions. A preferred contractor, urgency or grant deadline alone does not create a direct-award power.

Below-threshold publication
For England, MHCLG transparency guidance says Part 6 of the Act replaced the previous below-threshold Contracts Finder publication regime with Central Digital Platform/Find a Tender requirements, while retaining a £30,000 including VAT threshold for local authorities. Separately, the Local Government Transparency Code requires publication of specified procurement information above £5,000 excluding VAT. The two duties have different scope and tax treatment; meeting one does not automatically satisfy the other.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. From project brief to contract: a practical sequence
- Define the scheme. Record the site, tenure, number and type of homes, acquisition or construction scope, intended residents, delivery model and target completion date.
- Build the financial case. Price land, works, fees, finance, contingencies and lifecycle costs. Model rents, service charges, voids, management, repairs and debt repayment in the relevant HRA or General Fund plan.
- Map eligible funding. Check the current Homes England prospectus and Capital Funding Guide, the applicable LAHF round prospectus and any local capital rules. Obtain the approvals required for borrowing and grant acceptance.
- Choose the contract packages. Decide whether design, construction, professional services, land-related work and maintenance will be separate contracts, a design-and-build package, a framework call-off or another lawful model.
- Classify and value each contract. Estimate the full contract value, including VAT where the threshold requires it, and check aggregation, exemptions and whether the arrangement is a works, goods or services contract.
- Select the lawful route. Use the applicable competitive procedure, framework mechanism or statutory direct-award ground. Record the reasoning and conflicts-of-interest controls.
- Align procurement with funding conditions. Put grant milestones, eligible-cost rules, reporting, audit, change control, clawback and completion obligations into the tender and contract documents where required.
- Publish and award. Issue the required notices, run the evaluation consistently with the published criteria, observe standstill or other applicable steps, and publish contract information on the required platform.
- Manage delivery. Monitor cost, programme, quality, safety, social-value commitments and grant outputs. Approve variations under the contract and funding rules, and retain records for audit.
Comparing the main routes
| Route | Best fit | Main financial test | Key constraint |
|---|---|---|---|
| HRA resources and prudential borrowing | Council-owned homes supported by the housing business plan | Affordable debt service from expected HRA income | Prudential Code, HRA ring-fence and local approvals |
| Homes England programme grant | Eligible affordable homes under a live Homes England programme | Compliance with programme eligibility, costs and milestones | Grant agreement, delivery and recovery conditions |
| Local Authority Housing Fund | Specified homelessness-duty or resettlement accommodation acquisitions | Eligibility under the relevant LAHF round and local match or delivery requirements | Targeted purposes; not a universal new-build grant |
| PWLB borrowing | Approved local-authority capital expenditure | Affordable borrowing and completed lending-access information | Current DMO forms, declarations, pricing and any HRA-rate restriction |
There is no universally cheapest or fastest route. Compare funding fit, repayment risk, timing and certainty, procurement control, tenure and geography. Confirm that the council, provider, homes and expenditure are eligible before comparing headline amounts.
Common mistakes and how to avoid them
- Calling the HRA a separate fund: explain that it is a ring-fenced account within the General Fund and identify which transactions belong in it.
- Treating borrowing capacity as a budget: test affordability, sensitivity to rates and rents, and the effect of existing debt.
- Using LAHF as a general grant: match the acquisition to the relevant homelessness or resettlement purpose and round prospectus.
- Confusing a threshold with funding: the £5,193,000 figure regulates a works procurement; it does not promise £5,193,000 of grant.
- Assuming direct award is discretionary: identify and document the statutory ground and publish the required notice unless an exception applies.
- Ignoring VAT distinctions: apply the including-VAT Procurement Act threshold and the excluding-VAT transparency-code threshold as written.
- Letting grant and procurement advice diverge: check the Homes England guide and grant agreement alongside the procurement plan before tendering.
What residents and suppliers should expect
Residents can ask the council how the scheme affects the HRA business plan, rents, tenure, timetable and long-term maintenance, while recognising that commercial tender details may remain confidential. Suppliers should expect a defined scope, published evaluation criteria, evidence of financial and technical capacity, and contract conditions reflecting grant, reporting, safety, quality and change-control obligations. The applicable notices and award information should appear on the required procurement platform when the contract is within the relevant publication regime.
Bottom line
Council housing in England is funded through a tailored combination of HRA resources, prudential borrowing, programme grant and targeted capital funds. Procurement then turns that approved investment into lawful contracts: classify and value each package, apply the Procurement Act 2023 and below-threshold duties, follow any Homes England or LAHF conditions, and document every decision. The right answer for a particular scheme cannot be chosen from a headline grant or threshold alone; it requires the site appraisal, tenure, business plan, eligibility evidence and contract strategy to line up.
