A popular pilot is not automatically a successful policy. Its evidence, public benefit, upkeep, delivery capacity, and fit with city priorities all matter.
What a temporary street change can—and cannot—prove
A quick-build project uses flexible, often reversible materials to let people experience a proposed street design before the city commits to a full reconstruction or a lasting policy change. Examples include temporary traffic circles, protected bike lanes, plaza furnishings, planters, paint, and flexible posts. Orlando describes quick builds as a way for residents and decision-makers to experience unfamiliar designs before making them permanent. The approach matters because a plan on paper cannot fully reveal how a street will work for people walking, cycling, driving, loading, or responding to emergencies.

A pilot is a way to learn, not a guarantee of permanence. It may result in an interim installation, a modified design incorporated into a capital project or policy, or removal after evaluation. The evidence from individual cities does not establish a universal rate of pilots becoming permanent or a one-size-fits-all formula. Different projects use different designs, evaluation windows, comparison periods, and local conditions.
Start with a goal, a question, and a baseline
Define the public outcome
Before choosing materials or a location, state what problem the city intends to address. A project might aim to improve crossing safety, reduce vehicle speeds, make room for cycling, support public-space use, or test whether a plaza can be maintained and programmed. Each goal should have a corresponding question that the temporary design can actually test.

For example, a safety-focused project might ask whether a narrowed approach changes speeds or yielding. A plaza trial might ask whether people can access and use the space and whether a local partner can sustain programming and maintenance. Clear goals keep the pilot from becoming an installation without an evaluation purpose.
Record conditions before installation
Gather a baseline relevant to the question, such as vehicle speeds, travel times, turning movements, crossing conditions, transit operations, parking and loading, or observed public-space use. Record when and how measurements are taken. A before-and-after comparison is only useful when readers can see the periods and methods being compared; seasonal and other local changes may affect results.
Choose a context-appropriate temporary design
Select materials and traffic control suited to the street, accessibility needs, applicable traffic-control rules, durability, and procurement requirements. Flexible posts and paint are examples used in some quick builds, not a universal specification. Orlando’s guide recommends linking each stage—from site and project type through outreach and evaluation—to the project’s stated goals.
Agree on evaluation and public involvement before opening
Measure more than one kind of outcome
Match measures to the project rather than relying on a single headline number. A corridor redesign may need to track safety and speed alongside travel times, turning movements, transit, parking or loading, and emergency access. A plaza may require observations of access, use, programming, maintenance, and stewardship. Business or partner capacity can be decisive when a project depends on a local organization to operate it.

Keep survey responses distinct from observed outcomes. Surveys can show perceived safety, satisfaction, or support; they do not substitute for traffic counts, speed observations, crash records, or emergency-response information. Publish the evaluation timeframe, comparison period, methods, and known limitations so the public can judge what the results mean.
Involve affected people before and during the pilot
Engagement should happen before installation as well as while the project is in use. Residents, businesses, people who use the street, city staff, emergency services, and implementation partners may identify different practical concerns. Explain what feedback can change, then show which design or operating adjustments were made and why. Engagement is most useful when it informs both the test and the decision that follows.
Set the decision rule before the trial ends
Decide in advance what evidence and conditions would lead to each possible outcome. A practical framework gives the city four paths:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Continue: Keep the intervention in interim form when it provides public benefit and the city or its partners can operate and maintain it.
- Modify: Adjust the design or operations when evidence or feedback identifies fixable problems.
- Remove: Restore standard street operations when the project does not meet its stated goals, lacks necessary support or capacity, or is not the right fit.
- Advance to a permanent project: Incorporate the tested idea into a funded capital project or policy when the evidence and city priorities support that step.
These choices are not interchangeable. An interim installation can remain while a permanent reconstruction awaits funding, and a design can be made permanent with changes rather than copied exactly. Make the criteria, responsible decision-makers, expected timeframe, and removal plan visible before the trial begins.

What city examples show about the path from pilot to policy
Portland: explicit trial criteria and a removal path
Portland Bureau of Transportation’s 2026 Pilot Street Plazas page says: “Pilot Plazas are evaluated during their 8- to 12-week trial period through community surveys, staff observations, and ongoing feedback.” PBOT examines traffic control and operations, access and public use, maintenance, programming, partner capacity, and public support. For long-term inclusion in the city’s Public Street Plaza inventory, the city requires significant community benefit and support as well as a strong plaza partner. If those conditions are not met, Portland removes furnishings, planters, and traffic control and restores standard street operations. That process makes both the continuation test and the fallback outcome clear.
Toronto: make the design permanent without freezing it
Toronto City Council approved a temporary Yonge Street pilot in April 2021, extended it provisionally in April 2022 for further monitoring and evaluation, and voted in February 2023 to make the ActiveTO Midtown Complete Street permanent with changes. The city describes consultation before and during the pilot, data dashboards, and adjustments made in response to stakeholder concerns. Changes included signal and intersection modifications, turn lanes, and attention to emergency response. The sequence illustrates that a decision to continue can include redesign; permanence need not mean preserving every detail of the first installation.
The City of Toronto reported that after 18 months, cycling trips on the corridor had risen by 57% to 250% and pedestrian trips by 59% to 145%. The city also reported an increase from 10 CaféTO patios in 2020 to 21 in 2022. After adjustments, motor-vehicle travel times in both directions during most times of day were less than one minute above the fall 2019 pre-pandemic baseline. The largest weekday change was a 69-second increase in northbound mid-day travel time, to an average of 9.9 minutes; on weekends, travel time increased 65 seconds northbound and 13 seconds southbound. The city reported no spillover travel-time impacts on parallel Avenue and Mount Pleasant Roads. These are municipal reported figures, not independent causal estimates.

After a successful pilot and public feedback before, during, and after the project, staff in Eugene decided to let the temporary traffic circle on N. Adams and Clark Streets remain. The city stated that constructing a permanent circle would depend on funding. The case separates a decision to keep an interim installation from the later capital decision to build a permanent version.

Lexington: combine operational measures with public feedback
Lexington’s High Street pilot, installed in early June 2025, used paint and flexible posts for a protected bike lane, narrowed inbound lanes, and added on-street parking. The city reports a total cost of $65,000. Following evaluation in late 2025 and early 2026, Lexington assigned the project interim status based on stable operations and quantitative and qualitative assessment; monitoring and refinement continue.
On its 2026 project page, Lexington reports that crashes fell from six to zero during the evaluation period and average speeds declined from 31 mph to 26 mph. The city also reports an approximately nine-second increase in average travel time, no meaningful traffic increases on nearby neighborhood streets, and no emergency or city-services access issues. Among survey respondents, 72% said the street felt safer and 73% supported keeping the project. These are Lexington’s reported results for this pilot and period; one before-and-after project does not establish that the same effects will occur elsewhere.
Raleigh: use a temporary phase to inform a later streetscape plan
Raleigh’s Commerce Place demonstrates a staged route in which temporary improvements and engagement inform a later streetscape plan. A second phase was described as a public-private effort, illustrating that transition may involve partners as well as city departments. Partner participation can help delivery, but capacity and responsibilities need to be considered as part of the decision.

Funding, maintenance, and delivery determine what can last
Evidence of public benefit is necessary but may not be sufficient. A city also needs a workable plan for maintenance, operations, traffic control, programming where relevant, and funding. Portland’s plaza criteria explicitly include partner capacity; Eugene’s traffic circle could remain temporarily while permanent construction depended on funding. Those examples show why cities should distinguish the policy choice from the capital-project schedule.

Program funding can support pilots, but a maximum is not a typical award. Nashville’s Department of Transportation and Multimodal Infrastructure says high-scoring tactical urbanism proposals can be eligible for support of up to $20,000 per project. That is a program cap, not a promise that every proposal will receive that amount. Cities should verify eligibility and funding terms with the program before building a budget around it.
Publish the result so the next decision is better
A useful public account includes the original goal, baseline, design, evaluation period, methods, results, feedback, changes made during the pilot, and the decision criteria applied. It should also state limitations: whether the comparison covered a different season, whether measurements were observational or survey-based, and which operational effects were not measured. Sharing both successful and unsuccessful trials helps other departments and communities adapt methods without treating a local result as a universal rule.
Most importantly, explain what happens next. If a project remains temporarily, identify what must be resolved before permanent construction. If the city modifies it, describe the changes and continued monitoring. If it is removed, explain how the evidence informed that decision and what standard street operation was restored. A transparent decision turns a temporary intervention into usable policy knowledge, whether or not the materials stay in place.
Frequently Asked Questions
Will a Portland Pilot Plaza stay after summer?
Not automatically. Portland evaluates Pilot Plazas during an 8- to 12-week trial using community surveys, staff observations, and ongoing feedback. Long-term inclusion in the Public Street Plaza inventory requires significant community benefit and support, plus a strong plaza partner. If those conditions are not met, PBOT removes the furnishings, planters, and traffic control and restores standard street operations.
Does a successful pilot have to become a permanent street reconstruction?
No. A city may keep an intervention in interim form, adapt it for a permanent capital project or policy, or remove it after evaluation. Eugene allowed a temporary traffic circle to remain while a permanent build depended on funding; Toronto made its Yonge Street pilot permanent with design changes.
What should a city measure before deciding whether to keep a street pilot?
Choose measures that match the stated goal. Depending on the project, that can include speeds, crashes, yielding, crossing conditions, travel times, turns, transit, parking and loading, emergency access, public-space use, maintenance, partner capacity, and public feedback. Report survey perceptions separately from observed traffic or safety outcomes, along with the timeframe, comparison period, methods, and limitations.
The Bottom Line
Temporary street changes become durable policy through an explicit, evidence-based decision—not simply because a pilot is popular. Define the goal, collect relevant baseline and follow-up evidence, involve affected people, and make clear whether the result will be an interim continuation, a revised permanent project, or removal.
